CIRCULAR
PRINCIPLES FOR MANAGEMENT OF TARIFF QUOTA ON IMPORTATION OF SALT AND POULTRY EGGS IN 2016
Pursuant to the Government’s Decree No. 95/2012/ND-CP dated 12 November 2012 on functions, missions, authority and organizational structure of the Ministry of Industry and Trade;
Pursuant to the Government’s Decree No. 187/2013/ND-CP dated 20 November 2013 on details of the enforcement of the Law of Commerce with regard to international trade in goods and agencies' sale, purchase, processing and transit of goods for foreign principals;
As per discussions with the Minister of Agriculture and Rural development and Minister of Finance;
At the request of the Head of the Import Export Department,
Minister of Industry and Trade issues the Circular on principles for management of tariff quota on importation of salt and poultry eggs in 2016.

Article 2. Principles for management
1. Principles for allocation of tariff quota on importation
The allocation of tariff quota on importation of salt and poultry eggs shall be governed by the Circular No. 04/2014/TT-BCT dated 27 January 2014 by Minister of Industry and Trade on details of the enforcement of certain articles of the Government’s Decree No. 187/2013/ND-CP dated 20 November 2013 on details of the enforcement of the Law of Commerce with regard to international trade in goods and agencies’ sale, purchase, processing and transit of goods for foreign principals.
2. Entities granted with tariff quota on importation
Salt: tariff quota on importation of salt shall be allocated to traders who directly use salt to produce chemicals, medicines and medical products.
Poultry egg: tariff quota on importation of poultry eggs shall be allocated to traders in possession of a certificate of business registration and in need of such imports.
3. Time for allocation of tariff quota on importation of salt
Time for allocation of tariff quota on importation of salt shall be subject to requests by the Ministry of Agriculture and Rural development in order to negate impacts against the consumption of salt domestically produced.
Article 3. Effect
This Circular takes effect from March 11th 2016 to December 31st 2016 inclusive.
