DECISION

APPROVING STRATEGY FOR DOMESTIC TRADE DEVELOPMENT BY 2030, WITH VISIONS TOWARDS 2045

THE PRIME MINISTER

Pursuant to the Law on Government Organization dated June 19, 2015 and Law on Amendments to the Law on Government Organization and Law on Local Government Organization dated November 22, 2019;

Pursuant to the Commercial Law dated June 14, 2005;

Pursuant to the Law on Foreign Trade Management dated June 12, 2017;

Pursuant to the Government’s Decree No. 98/2017/ND-CP dated August 18, 2017 on functions, duties, powers and organizational structure of the Ministry of Industry and Trade;

Pursuant to the Government’s Resolution No. 76/NQ-CP dated September 03, 2016 on Government’s regular meeting of August 2016;

Pursuant to the Government’s Resolution No. 69/NQ-CP dated September 13, 2019 on Government’s regular meeting of August 2019;

Pursuant to the Government’s Resolution No. 01/NQ-CP dated January 01, 2020 on main tasks and solutions for plan for socio-economic development and state budget estimate of 2020; 

At the request of the Minister of Industry and Trade,

HEREBY DECIDES:

Article 1. The strategy for domestic trade development by 2030, with visions towards 2045 (hereinafter referred to as “Strategy”), with the following basic contents, is approved:

I. VIEWPOINTS REGARDING DOMESTIC TRADE DEVELOPMENT BY 2030, WITH VISIONS TOWARDS 2045

1. Develop domestic trade into a sturdy bridge between production and consumption, playing an important role in orienting and leading domestic production development according to market signs and enhancing internal capacity and strength of the domestic market.

2. Domestic trade development must follow objective rules of the market economy and commitments to international economy integration. The State shall orient, establish and complete modern institutions to create a favorable environment for stable and transparent domestic trade development, facilitate fair and healthy competition and ensure autonomy and freedom in business of participating entities.

3. Domestic trade must be developed in a fast and thorough manner, in connection with investment efficiency and the size and level of development of domestic production and consumption, as suitable for the socio - economic development strategy of each period and Vietnam’s integration with international economy. Focus on building reputation for Vietnamese products and brands, enhance internal strengths of the domestic market continuously and regard that as the basis for active, proactive and efficient integration with regional and global markets.

4. Develop trade commerce in connection with diversification of ownership, organizational structures and operating methods of entities of all economic sectors. Pay attention to developing small and medium enterprises, enabling household businesses, cooperatives and artels of farmers to join the market; encourage development of core forces, which are large-scale corporations and enterprises involved in domestic distribution and having modern distributing systems, as market leaders to orient production and consumption.

5. Develop domestic trade by vigorously attracting social resources, especially from the private sector. Improve capacity for resource assembling of enterprises of all economic sectors for investment and business expansion; harmoniously and consistently develop and gradually modernize technical facilities to efficiently support domestic commercial activities.

6. The domestic market shall be the main driving force for socio - economic development in Vietnam; increase utilizing the domestic market with more than 100 million people; regard development of markets in rural areas, mountainous areas and remote and isolated areas and on islands as a key task throughout the strategic period; maximize advantages from the openness of domestic trade, minimize negative impacts from international economic and political events, and reduce dependence on external factors.

7. Develop domestic trade by utilizing potential, advantages, creativeness and achievements of the fourth industrial revolution; encourage development of trade types based on new technology platforms and digital platforms; view e-commerce as a crucial tool for modernization of domestic trade in the new period.

8. Promote domestic trade development and increase effective state management and protection of the domestic market, enable domestic enterprises to stabilize market prices; foster civilized and modern trade in connection with protection of enterprise interests, consumer rights and health, and the environment, sustainable development, response to climate change and preservation of national defense and security.

II. OBJECTIVES FOR DOMESTIC TRADE DEVELOPMENT BY 2030, WITH VISIONS TOWARDS 2045

1. General objectives: develop domestic trade in a modern, civilized, fast and sustainable manner into a reliable foundation for reform and development of domestic production; build Vietnamese product's brand, protect the interests of consumers, enterprises involved in domestic business and the economy, meet ever increasing requirements of socio - economic development, and create a dependable base for deeper integration with regional and global economies.

2. Specific objectives:

 (1) For 2021 - 2030:

- Domestic trade grows by 9,0 - 9,5%/year on average; by 2030, contributes 15,0 - 15,5% to GDP.

- Retail sales and consumer service revenue (not excluding price) grow by 13,0 - 13,5%/year on average; by 2030:

+ Retail sales of domestic economic sectors account for 85% and of foreign-invested economic sectors (FDI) account for 15% of total retail sales of the whole country;

+ Retail sales and consumer service revenue via modern retail establishments (such as supermarkets, shopping malls, convenience stores and warehouse stores) account for 38 - 42% of retail sales and consumer service revenue of the whole economy;

- E-commerce grows fast with completed legal parameters, technological application, modern technical infrastructure and sufficient support equipment, ensuring safe and convenient transactions for enterprises and consumers; by 2030, enterprises engaging in e-commerce contribute 10,5 - 11% to retail sales and consumer service revenue of the whole economy, reaching an average growth rate of 20 - 21%/year; strive to have more than 40 - 45% of small and medium enterprises engaging in trade (including small and medium commercial enterprises, enterprises converted from commercial individual businesses and entrepreneurial enterprises) join large domestic and international e-commerce platforms.

- Legal frameworks, institutions and policies for domestic trade development are completed fundamentally and consistently; state management efficiency is improved. The business environment is favorable for all economic sectors to participate in the market and compete fairly, ensuring that commercial activities take place in accordance with market rules, economic development conditions of Vietnam and integration requirements; establish basic policy framework to support development of sustainable green distributing systems, ensuring efficient adoption of sustainable green distribution models.

- Commercial infrastructure systems are developed in a synchronized and diverse manner, harmonizing between traditional trade and modern trade, and in accordance with characteristics and levels of development of regional and national markets; urban commercial infrastructure is modernized and applies digital technology to management and operation; essential rural commercial infrastructure is fully equipped and effectively supports business and daily living of people.

 (2) For 2031 - 2045:

- Domestic trade grows by 8,5 - 9,0%/year on average; by 2045, contributes 15,5 - 15,7% to GDP.

- Retail sales and consumer service revenue (not excluding price) grow by 12,0 - 12,5%/year on average; by 2045:

+ Retail sales of domestic economic sectors account for 75% and of foreign-invested economic sectors (FDI) account for 25% of total retail sales of the whole country;

+ Retail sales and consumer service revenue via modern retail establishments (such as supermarkets, shopping malls, convenience stores and warehouse stores) account for 50% of retail sales and consumer service revenue of the whole economy;

- E-commerce grows robustly, plays the key role in commercial transactions; by 2045, revenues from e-commerce contribute 15 - 16% to retail sales and consumer service revenue of the whole economy, reaching an average growth rate of 12 - 13%/year; strive to have more than 70% of small and medium enterprises engaging in trade (including small and medium commercial enterprises, enterprises converted from commercial individual businesses and entrepreneurial enterprises) join large domestic and international e-commerce platforms.

- Institutions, policies and state management efficiency for domestic trade are adequate; the business environment of the domestic market is favorable with the State regulating the market only upon disruptions to the market or threat to national security; for other market matters, the State shall orient management via financial and credit instruments, policies, institutions and economic levers appropriate to integration commitments.

- Commercial infrastructure systems are modernized nationwide, green commercial works are labeled, environmental hygiene, food safety, goods origins, fire safety, etc. are ensured; 100% of urban commercial infrastructure is operated based on digital technology, commercial infrastructure in rural areas, mountainous areas, remote and isolated areas and on islands are fully developed as planned, and modern types of establishments such as convenience stores, specialized supermarkets and shopping malls are widespread and gradually take the leading role in distribution and retail.

III. MAIN ORIENTATIOS FOR DOMESTIC TRADE DEVELOPMENT BY 2030, WITH VISIONS TOWARDS 2045

1. Continue to improve the domestic business and investment environments; reinforce and establish market order according to the new situation, gradually develop stable and sustainable domestic trade, keep domestic trade growth rate higher than GDP growth rate; gradually increase contribution of domestic trade to the service sector and GDP.

2. Diversify methods for organizing domestic trade; organize and efficiently operate systems for provision and distribution of main goods groups on the market; continue to develop leading Vietnamese enterprises which are capable of leading the market, impacting satellite enterprises and limiting dependence on and influence of foreign enterprises and multinational corporations.

3. Restructure the domestic trade sector by innovation, digitalization and technologicalization of business methods; increase connection with and participation in global and regional supply chains, value chains and ecosystems.

4. Develop e-commerce into the main form of trade, complete legal infrastructure to utilize the digitalization trend more effectively with development of e-payment methods and new cashless payment tools; increase technology investment and development, infrastructure connection and investment in information technology to ensure safe and convenient e-commerce transactions for consumers.

5. Develop domestic commercial infrastructure in a synchronized, modern and sustainable manner, as suitable for the nature and level of development of regional and national markets, for each period of time, meeting requirements of domestic goods circulation and supporting export; prioritize types of commercial infrastructures that affect production and circulation significantly. Focus on investing in rural commercial infrastructure and essential commercial infrastructure in remote and isolated areas and ethnic minority areas; focus on establishing a basic logistics center system with high connectivity, and prioritize building some large logistics centers in key economic zones to provide the driving force for Vietnam’s supply chains.

6. Diversify types of enterprises engaging in domestic trade, encourage commercial cooperatives, enterprises and household businesses to reform their operating methods; support establishment of large corporations and enterprises engaging in distribution (mostly domestic enterprises, including FDI enterprises); focus on resolving difficulties and formulating and adopting policies to efficiently assist enterprises and entities in joining goods production and supply chains, especially for agro products, to enhance the connection between production zones and the market.

7. Form chains for sustainable distribution of products made in Vietnam; boost connections in supply chains together with proper compliance with regulations on quality, food safety and origin tracing; develop supply chains for eco-friendly products and products with eco-labels.

8. Improve quality of domestic trade workforce, meeting increasing demand of domestic trade development and integration with international trade.

9. Reform trade promotion in a comprehensive manner, boost investment in infrastructure supporting domestic trade promotion; enhance adoption of investment mechanisms and policies in connection with change to methods and selection of suitable measures and instruments for trade promotion to achieve objectives and high efficiency.

10. Reform state management of domestic trade by respecting market operating rules; enhance market stabilization and order protection, proactively organize proper implementation of regulations of law on dumping prevention and control of smuggling, trade fraud, monopoly, competition prevention, unhealthy competition and damage to consumer interests; develop and enhance measures to safeguard the domestic market, including instruments and solutions for timely intervention and handling of market anomalies, and protection of domestic products and distributors as well as consumers in compliance with international commitments.

IV. MAIN TASKS AND SOLUTIONS FOR DOMESTIC TRADE DEVELOPMENT BY 2030, WITH VISIONS TOWARDS 2045

1. Complete institutions and policies, improve business and investment environments and manage trade according to international commitments.

- Review and amend the 2005 Commercial Law by creating more favorable conditions for enterprises and adding regulations on commercial infrastructure to provide legal grounds for adoption of relevant policies in compliance with other relevant Laws and as suitable for the new domestic situation and international integration before 2025;

- Revise regulations on management of goods circulated on the market, including regulations on goods labels, origins, advertising, market information, etc.;

- Implement the Government’s resolutions on improvement of investment and business environments and administrative procedure reform; review and reduce investment and business conditions and reform administrative procedures related to domestic trade by simplifying procedures and shortening processing time, and accelerate provision and upgrade of online public services for business entities;

- Research and propose addition of trade promotion for the domestic market, in mountainous areas, at borders and on islands to the regulation on development, management and implementation of national program on trade promotion promulgated together with the Prime Minister’s Decision No. 72/2010/QD-TTg dated November 15, 2010;

- Complete regulations and standards on green distribution systems applicable nationwide, starting with retail distribution systems, including markets, shopping malls and supermarkets; formulate policies encouraging development of green and sustainable distribution systems and policies encouraging participation of products with ecological labels and eco-friendly products in distribution systems;

- Research, develop and adopt technical measures appropriate to integration commitments to control import sources and protect domestic goods and enterprises;

- Complete legal frameworks for market surveillance of use to prevention of smuggling, trade fraud and counterfeits in the domestic market in the new situation.

2. Stimulate domestic final consumption demand, develop distributing enterprises, connect circulation with production, and promote connection of goods supply chains

- Enhance adoption of ideas for connecting goods supply and demand; form vertical connection chains (connecting into one value chain/supply chain of one type or group of goods) and horizontal connection chains (between enterprises engaging in the same business concerning one type or group of goods) between manufacturers, distributors and auxiliary service providers;

- Efficiently launch scheme for reform of agro product trade and consumption methods for 2021 - 2025, with orientations towards 2030 according to Decision No. 194/QD-TTg dated February 09, 2021 and scheme for domestic market development in connection with "Vietnamese people prioritizing Vietnamese goods" movement for 2021 - 2025 according to Decision No. 386/QD-TTg dated March 17, 2021; and program on development of trade in mountainous areas and remote and isolated areas and on islands;

- Implement the Law on Providing Assistance for Small and Medium-Sized Enterprises, increase supporting small and medium enterprises to join chains for distribution of Vietnamese products in the domestic market and small and medium entrepreneurial enterprises to join value chains and clusters;

- Develop geographical indication systems, apply QR Code, Data Matrix and RFID technologies to products and goods in domestic product supply chains; research, develop and adopt smart supply chain models, apply big data technology to market forecasting and connect performance of manufacturing processes with market demand;

- Reform methods and incorporate activities for domestic trade promotion and market development into consumption demand stimulation programs and initiatives for supply - demand connection. Support enterprises (especially small and medium enterprises, manufacturing facilities of handicraft villages, farmer households, cooperatives, etc.) in trade promotion, branding and promotion of regional specialties and representative Vietnamese products;

- Survey and assess current state of and adopt solutions for development of green distribution and green consumption systems, sustainable development and circular economy in trade; boost sustainable connection between production - distribution - consumption as well as presence of eco-friendly products and products with eco-labels at modern distribution facilities (shopping malls, supermarkets, etc.) and traditional distribution systems (markets, grocery stores, etc.).

3. Develop commercial infrastructure systems

- Review all and propose formulation of or amendments to legislative documents related to investment in commercial infrastructure construction, ensuring consistency and compliance with specialized laws and international commitments;

- Research and formulate a Government’s Decree superseding or amending Decree No. 02/2003/ND-CP dated January 14, 2003 and Decree No. 114/2009/ND-CP dated December 23, 2009 on market development and management;

- Revise and add policies for public investment in development of commercial infrastructure systems; allocate resources for development of commercial infrastructure according to regulations of Resolutions of the Standing Committee of National Assembly, Decisions of the Prime Minister and existing regulations on rules, criteria and norms for distribution of public investment capital from state budget for each 5-year period;

- Continue to review, propose and amend incentive policies for investment and private sector involvement in synchronized modern commercial infrastructure development; concurrently, research on policies for providing assistance from state budget for commercial infrastructure in areas with socio - economic difficulties not capable of private sector involvement;

- Review and amend strategies, programs and plans for commercial infrastructure development, ensuring that they are suitable for socio - economic development in each locality and region and the whole country for each period;

- Review, formulate and complete criteria, standards and regulations applicable to commercial infrastructure and management guidelines for local governments as suitable for actual need;

- Complete policies on management and use of commercial infrastructure property according to property characteristics and regulations in Chapter IV of the Law on Management and Use of Public Property;

- Research on development and expansion of green and sustainable distribution facilities based on increased application of efficient energy management systems in storage and distribution;

- Formulate and launch a program on national market network development for 2021 - 2030; accelerate change to market management models and private sector involvement in market establishment and operation; focus on renovating and upgrading existing urban markets in centers of districts and provincial-affiliated cities and improving service quality by ensuring food safety and civilized trade; renovate rural market infrastructure; review and evaluate application of criteria No. 7 on rural commercial infrastructure under the national target program on new rural development, propose solutions for efficient rural market development according to predetermined targets; prioritize public investment capital for traditional markets requiring conservation and markets along borders and in mountainous areas, remote and isolated areas and ethnic minority areas;

- Review and arrange for development of modern networks of local specialty and agro product purchasing agents and networks of small and medium consumables supply and distribution facilities in centers of provincial-affiliated cities; continue to expand pilot food safety markets (under the healthcare - population target program) based on Vietnam Standards for food markets;

- Build systems of general and specialized warehouses and cold warehouses (especially those for storage of essential consumables and agro products) supporting market stabilization and supply - demand balancing at times of unstable domestic and international prices;

- Review and enhance implementation of planning for wholesale infrastructure systems by connecting domestic production and supply zones, especially large production and supply zones and centralized industrial parks with key markets; promote international cooperation, upgrade wholesale market systems, attract investment in regional wholesale markets and wholesale markets of international standard;

- Properly launch the program on development of Vietnam’s border trade infrastructure by 2025, with visions towards 2030 approved in the Prime Minister’s Decision No. 259/QD-TTg dated February 25, 2021;

- Complete policies for development and management of shopping malls, supermarkets, convenience stores, vending machines, etc.; formulate criteria for OCOP product sale points and boost trade promotion for OCOP products;

- Review implementation of nationwide logistics center system development planning by 2020 and orientation towards 2030 according to the Prime Minister’s Decision No. 1012/QD-TTg dated July 03, 2015;

- Organize development of a strategy for Vietnam’s logistics service development for 2025 - 2035 with visions towards 2045 according to the Prime Minister’s Decision No. 221/QD-TTg dated February 22, 2021;

- Organize promotion and provision of information on projects on commercial infrastructure construction and provision of legal advice related to investment projects, helping enterprises to understand and have trust when investing in commercial infrastructure development.

4. Develop e-commerce and commerce forms based on digital platforms

- Properly implement the Prime Minister’s Decision No. 749/QD-TTg dated June 30, 2020 introducing program for national digital transformation by 2025 with orientations towards 2030 and the Prime Minister’s Decision No. 645/QD-TTg dated May 15, 2020 on approval of national electronic commerce master plan during 2021 – 2025;

- Research and complete regulations on management of cross-border e-commerce; regulations on management and settlement of disputes and handling of violations in e-commerce;

- Efficiently adopt models of management of e-commerce platforms, online sale websites and commercial activities via forums and social network sites (Facebook, Zalo, etc.);

- Research, pilot and deploy Vpostcode and new traffic applications supporting delivery in e-commerce and logistics;

- Build origin tracing systems with standardized procedures for imports and exports, facilitating export and ensuring legitimate rights of manufacturers, distributors and consumers;

- Launch programs and schemes on rural e-commercializing and training in e-commerce skills for rural people; provide rural people with loans for e-commerce; cooperate with e-commerce platforms in setting up seller booths and supporting rural people with adding their products to e-commerce platforms;

- Establish online platforms for distribution and focus on developing online markets for products with eco-labels and eco-friendly products.

5. Improve workforce quality

- Research and formulate mechanisms and policies on trade workforce development, meeting requirements of integration and the fourth industrial revolution;

- Renovate and improve quality of training institutions for trade workforce capable of mastering and receiving new business management technologies;

- Organize training programs to improve capacity for market information analysis supporting state management and provision of information to enterprises;

- Implement schemes supporting training in and improving business administration capacity and knowledge about food safety and civilized trade for local trade managers, commercial cooperative and market managers, household businesses and workers of the trade sector;

- Complete mechanisms and policies for labor market development consistent and connected in terms of labor quality, size and job structures;

- Encourage enterprises to boost quality of the distribution and retail workforce to improve performance of business entities; focus on training in specialized skills and management skills for workers in their sectors;

- Assist organizations and enterprises with participating in training programs and programs providing knowledge and improving skills concerning civilized trade for rural household businesses;

- Complete undergraduate programs in market surveillance; formulate training programs in sustainable distribution for regulatory bodies, organizations and enterprises; research and incorporate contents about sustainable distribution, production and consumption into training programs of training and vocational institutions.

6. Enhance information dissemination and provision of market trend forecasts to assist enterprises in promptly responding to adverse changes to the market

- Increase dissemination of law on domestic trade and assess the impacts of promulgated Laws, mechanisms and policies; further raise the awareness of enterprises and the society about green distribution, green consumption and sustainable development;

- Focus on improving quality of primary and secondary data collection and capacity for research on and forecasting of market trends for products and product groups (forecasts on supply - demand, price, market trends, etc.) of domestic trade authorities and increasing regular and timely information provision for enterprises, manufacturers and consumers;

- Collect information on eco-friendly product manufacturers nationwide, provide information for large modern distribution facilities as well as consumers for ease of purchase; organize information channels and promote eco-friendly products and sustainable distribution facilities to consumers via separate communications activities on communications channels (audio newspapers, visual newspapers, printed newspapers and online newspapers) and via seminars, conferences, handbooks, etc.;

- Encourage and launch eco-friendly product distribution and sustainable consumption to gradually foster a sense of environmental protection and strive for a low-waste, low-carbon and eco-friendly society.

7. Promote scientific and technological application in domestic trade development

- Properly adopt mechanisms and policies encouraging commercial businesses to renovate their technology and employ high technology provided in relevant legislative documents;

- Formulate policies supporting distributing enterprises and household businesses in boosting application of information technology and management software in economic activities, especially access to and use of e-commerce applications and software on computers, mobile phones, etc.;

- Facilitate research, development, application and transfer of high technology in economic activities in the domestic market; promote use of new applications and utilities such as origin tracing, QR Code, Data Matrix and RFID at distributing channels such as markets, supermarkets, shopping malls, etc.;

- Prioritize and allocate more resources, increase investment and boost technology research and development, especially high technology and technology of the fourth industrial revolution to meet requirements of domestic trade development and catch up with new trends around the world;

- Assist with developing public-private scientific research models; gradually facilitate private sector involvement in and marketization of scientific and technological products concerning trade;

- Apply modern information, science and technology to facilitate green sustainable distribution via modern science and technology research and development, and supporting sustainable production and consumption via the circular economy;

- Invest in resources for market surveillance forces to apply high technology to inspection and handling of smuggling, trade fraud and counterfeits in the domestic market.

8. Improve state management of and law enforcement upon domestic trade

- Properly implement law, schemes and strategies of the Government and Prime Minister concerning the domestic market and trade; improve state management of green and sustainable distribution system development; improve economic needs testing (ENT) for foreign-invested distributing enterprises (FDI);

- Focus on improving methods for management and use of resources for development. Digitalize management via consistent design, development and operation of systems for integrating and connecting large trade databases, etc.; promote private sector involvement in public service provision in state management of trade to provide useful assistance and promptly meet the needs of enterprises in the new situation;

- Organize proper implementation of trade development planning, including regional planning, to distribute resources, attract investment, create growth poles, connect regions, etc. according to market rules; reduce pressure on investment from state budget;

- Renovate price regulation to control inflation; facilitate private sector involvement in market stabilization; build data systems for some essential products to support domestic market regulation; effectively adopt solutions for ensuring supply - demand balance, especially for essential products; robustly launch market stabilization programs, especially during holidays and consumption peaks;

- Launch planning for and organize proper management and use of existing commercial infrastructure systems; improve cooperation between state agencies in performing projects on investment in commercial infrastructure, especially the ones concerning protection of national defense and security, social safety and the environment;

- Enhance domestic market management, and continue to strengthen organization and mechanisms of operation of market surveillance forces. Boost market inspection and control to prevent smuggled goods, counterfeits, poor quality goods and trade fraud, especially goods with fake green certification, at land borders and on the sea; increase inspection and supervision, ensuring compliance with regulations on food safety and environmental hygiene.

9. Raise awareness about and boost environmental protection in commercial activities

- Properly comply with the Law on Environmental Protection as well as state regulations on environmental protection in commercial activities in the domestic market; prevent and handle commercial activities causing pollution, improve the environment and conserve nature;

- For projects on investment in commercial infrastructure development, follow environmental standards and regulations concerning handling of liquid, gas and solid wastes during construction and operation;

- Use energy economically and sustainably, encourage use of renewable energy, and properly manage recollection for recycling and reuse of wastes from goods distribution;

- Enhance environmental management, supervision and inspection. Encourage replacing outdated technology and equipment with advanced ones in goods and service circulation and distribution;

- Boost environmental management capacity for leaders and managers of enterprises, organizations and mass organizations; raise awareness about environmental protection for business entities, workers of the trade sector, the community and the society.

V. FUNDING SOURCES

- Central and local government budgets according to existing state budget decentralization.

- Funding incorporated into other national target programs, schemes, programs, plans and projects.

- Concessional loans, ODA loans and other aids and sponsorships mobilized as prescribed by law.

- Funding mobilized from domestic and foreign organizations and individuals as prescribed by law.

VI. IMPLEMENTATION

1. The Ministry of Industry and Trade shall:

- Announce the Strategy; take charge and cooperate with ministries and local governments in performing tasks and adopting solutions of the Strategy; formulate and propose prioritized schemes, programs and policies to the Prime Minister for consideration and approval;

- Organize monitoring, expedition, inspection, supervision, preliminary summarization and assessment of implementation annually and every 05 years, and submit consolidated reports to the Prime Minister periodically; propose issues beyond its competence and amendments to the Strategy to the Prime Minister for decision as appropriate to actual situation;

- Take charge and cooperate with ministries, People’s Committees of provinces and central-affiliated cities (hereinafter referred to as “provincial People’s Committees”) and relevant organizations in developing and carrying out solutions, tasks, schemes and programs of the Strategy; seek international assistance and cooperation in performing schemes, programs and tasks of the Strategy;

- Take charge and cooperate with relevant ministries in formulating policies for attracting investment in domestic trade development as well as policies and mechanisms for increasing connection in goods and service value chains of the domestic market.

2. The Ministry of Planning and Investment shall:

- Take charge and cooperate with the Ministry of Industry and Trade and relevant ministries in researching and proposing mechanisms and policies for attracting resources for domestic trade investment and development;

- Incorporate objectives and tasks of the Strategy into national annual socio - economic development plans;

- Take charge and cooperate with the Ministry of Industry and Trade in inspecting distribution and use of funding for investment in commercial infrastructure allocated from central government budget to ensure that the funding is used for the intended purpose efficiently.

3. The Ministry of Finance shall:

- Balance and allocate funding for the Strategy according to annual budget balancing capacity as per regulations of the Law on State Budget and guiding documents thereof;

- Amend and complete regulations of law on tax administration and prevention of transfer pricing by FDI enterprises.

4. The Ministry of Information and Communications shall:

- Take charge of researching and proposing policies and regulations on e-transactions and management of digital platforms;

- Take charge and cooperate with relevant ministries in launching programs and schemes assigned according to the Appendix enclosed therewith;

- Cooperate with the Ministry of Industry and Trade and relevant ministries in performing tasks of the Strategy. Provide necessary information for commercial enterprises under its management;

- Cooperate with the Ministry of Industry and Trade, relevant organizations and local governments in promoting circulation and distribution of Vietnamese goods in the domestic market via postal services, focusing on the rural market, to gradually form Vietnamese product supply chains.

5. The Ministry of Science and Technology shall:

- Take charge and cooperate with the Ministry of Industry and Trade and relevant ministries in adopting scientific and technological solutions to increase technology content of products and services as well as circulation and distribution on the market; formulate incentive policies for technological innovation and application and transfer of new technology, advanced technology and high technology in circulation and distribution of goods and services;

- Take charge and cooperate with relevant ministries in formulating mechanisms and policies supporting scientific and technological activities, innovation and improvement of performance and quality of circulation and distribution services in the domestic market. Take charge and cooperate with relevant ministries in performing tasks and programs of domestic trade development programs/schemes within its competence.

6. The Ministry of Agriculture and Rural Development shall:

- Take charge and cooperate with the Ministry of Industry and Trade and local governments in formulating and completing mechanisms and policies encouraging business entities to improve their competitiveness and capacity for participation in agro - forestry - fishery product supply chains and value chains;

- Cooperate with relevant ministries in boosting chain connection and connection between enterprises manufacturing and processing agro - forestry - fishery products and enterprises engaging in domestic distribution.

7. The Ministry of Natural Resources and Environment shall:

- Take charge and cooperate with the Ministry of Industry and Trade and provincial People’s Committees in planning and allocating land as suitable for development of commercial infrastructure;

- Take charge and cooperate with the Ministry of Industry and Trade and provincial People’s Committees in environmental protection at projects on investment in domestic trade development.

8. The Ministry of Education and Training shall:

- Research and revise curricula of university, college and vocational trade-related subjects according to development trends and meeting demand for domestic trade workforce with better quality; research on application of advanced management models in educational and training institutions;

- Enhance connection and support in terms of training for enterprises to develop human resources in accordance with development requirements, including specialized training in enterprises management, supply chain management and logistics center management.

9. The Ministry of Labor - War Invalids and Social Affairs shall:

- Research and develop programs on cooperation between the school and the enterprise, boost technological exchange between enterprises and training institutions to update new information and knowledge for vocational training programs concerning domestic trade;

- Accelerate formulation and promulgation of skill standards based on international frameworks for domestic trade;

- Research and propose ways to encourage enterprises to organize training to improve technological capacity and skills applicable to domestic trade.

10. The Ministry of Construction shall take charge and cooperate with the Ministry of Industry and Trade in reviewing, formulating, promulgating and providing guidelines on construction standards for commercial infrastructure works.

11. Relevant ministries shall perform tasks of the schemes and programs in this Decision within their competence.

12. Provincial People’s Committees shall:

- Formulate and launch plans for implementing the Strategy in accordance with local socio - economic development plans and programs;

- Proactively allocate funding and workforce for the Strategy; distribute and use funding for investment in commercial infrastructure allocated from state budget to ensure that the funding is used for the intended purpose efficiently; monitor, inspect, supervise and report on Strategy implementation as per regulations;

- Allocate land as suitable to build commercial infrastructure according to development conditions and level of each period;

- Increase market surveillance and market order protection in their provinces.

 (Programs/Schemes for Strategy implementation are provided in Appendix enclosed therewith).

Article 2. This Decision takes effect from the date on which it is signed.

Article 3. Ministers, heads of ministerial agencies, heads of Governmental agencies and Chairpersons of provincial People’s Committees shall implement this Decision./.
