According to the direction of the Prime Minister in Resolution No. 19/NQ-CP dated 12/3/2015 on main tasks and measures for innovation of business environment, improving the national competitiveness in 2015 and 2016, which contains the target that at least 90% of business entities have paid tax electronically by 30/9/2015, the Ministry of Finance has carried out strongly the project on provision of Electronic tax payment service in Vietnam. On 18/5/2015, the Ministry of Finance sent the State Bank the Official Dispatch No. 6380/BTC-TCT on the cooperation in electronic tax payment service to request the State Bank to direct commercial banks to promote the electronic tax payment service; apply the preferential mechanism of payment charge for electronic payment transaction of taxpayers; upgrade the Citad serving electronic tax payment.
Up to now, the Ministry of Finance has concluded agreements to provide electronic tax payment service with 27 commercial banks, 15 commercial banks are officially providing the service; 04 commercial banks will provide the service from July, 2015; 08 commercial banks are in the establishment progress of the electronic tax payment system. (The rate of progress is specified in Appendix 01).
Of commercial banks that are providing electronic tax payment service, a great deal of commercial banks are providing the service very well, such as BIDV, Vietcombank, Vietinbank, etc. However, a number of commercial banks fails to carry out conformably like not assigning sufficiently contact points; not promoting propagation; not providing good assistance for customers who use electric tax payment service; not providing punctually information for tax authorities; requiring balance in account, etc. Thus, by the first days of June, 2015, the Ministry of Finance has just provided electronic tax payment service for 131,000 enterprises, equivalent to 29% of the target assigned by the Government for the 2015 (Please read Appendix 02 for details).
So as to reach the target assigned by the Prime Minister, the Ministry of Finance hereby requests General Directors of commercial banks to enhance the provision of Electronic tax payment service. To be specific:
- Direct the units affiliated to the headquarters and branches to initiatively cooperate with General Department of Taxation and Provincial Departments of Taxation in encouraging 100% of customers being enterprises that have accounts in their banks to pay tax via electric payment service (via Electric tax payment portal of General Department of Taxation or other services provided by commercial banks like Internet banking, ATM, HomeBanking, SMS, etc.) The headquarters and branches of each bank shall assign a contact point to cooperate with Tax offices of all level.
- Provide training in electronic tax payment services for customers and staff members of commercial banks; establish a customer service division in each headquarter/branch for handling problems and difficulties arising during the electronic tax payment, including service user registration assistance, technical assistance and professional assistance, etc; monitor and operate the system in peak periods (date 18 to 20 of every month), ensuring to provide services 24/7. If there is error occurring in the electronic tax payment system, the commercial bank shall immediately notify the General Department of Taxation and customers.
- Notify customers being enterprises that from December 2015, tax shall only be paid electronically (unless there is a system error). Concurrently, incentives in terms of charges for electronic tax payment shall be provided.
- Commercial banks that have not started providing electronic tax payment services must expedite the establishment of information technology-applied systems so that the services are soon provided to customers.
During the implementation, any difficulties arising should be reported to the Ministry of Finance for prompt solution./.
