ON STRENGTHENING MANAGEMENT OF INBOUND FLIGHTS TO VIETNAM

THE PRIME MINISTER hereby telegraphs to:

- Ministers of: Health, Foreign Affairs, Public Security, National Defense, Transport, Information and Communications;

- Presidents of People’s Committees of provinces or central-affiliated cities (hereinafter referred to as provinces).

Recently, under the direction of the Prime Minister, ministries, agencies and local governments have operated many flights carrying diplomats, experts, investors, foreign highly-skilled workers and relatives to enter Vietnam and bring Vietnamese citizens and workers in need to return home, including many employees whose contracts or lengths of stay expire or who are stuck in the host countries.  However, the management still has inadequacies, the coordination between agencies is not close, especially in the stage of operation and monitoring of flights (flight frequency, number of passengers per flight compared to the approved plan). The large number of people entering local areas in a short time has made it difficult for local pandemic prevention authorities, potentially spreading the pandemic to the community.

In the coming time, the Covid-19 pandemic is predicted to develop in a complicated way in the world and in the region, where an outbreak of pandemic could potentially happen; meanwhile, the whole country is actively preparing for the election of 15th National Assembly deputies and People's Council deputies at all levels for the term of 2021-2026, and organizing activities to celebrate the holiday of April 30^th - May 1^st.

In order to promptly remedy the inadequacies and strengthen the management of the operation of flights, facilitate the above-mentioned inbound flights as prescribed, and ensure the requirements for pandemic prevention and control, the Prime Minister requests the Ministers and Presidents of People's Committees of provinces to, according to their assigned functions and fields, focus on directing the performance of the following tasks:

1. Continue to strictly implement the direction of the Prime Minister, the National Steering Committee for Covid-19 Prevention and Control on operation of flights carrying diplomats, experts, investors, foreign highly-skilled workers and relatives entering Vietnam and Vietnamese citizens, workers and students back home; strengthen coordination, supervision and strict management of flight operation, ensuring the frequency, eligible passengers and number of passengers and flights according to the approved plan, suitable to the domestic receiving capacity; as well as designate task forces to quickly process related procedures and avoid overcrowding, ensure publicity and transparency, anti-profiteering, and compliance with regulations on Covid-19 prevention and control.

2. Ministries of Foreign Affairs, Public Security, Health, National Defense, Transport and related local governments shall, according to their assigned functions, quickly proceed and publicize the return of overseas Vietnamese citizens and foreigners to Vietnam to work and bring Vietnamese citizens to work abroad; carefully consider and settle suitable cases of short-term entries, especially until May 31, 2021, except for foreign affairs cases proposed by the Ministry of Foreign Affairs and concerned ministries and agencies.

3. Based on the local receiving capacity, in order to meet the requirements for production and business development, to reach the "dual objectives" of the Government, the Presidents of People's Committees of provinces shall decide according to their competence and take responsibility for the reception and quarantine of people on entry; organize strict monitoring of the quarantine of people entering the country, ensure strict compliance with regulations on Covid-19 prevention and control, absolutely prevent infection in quarantine facilities and from quarantine facilities to communities, strictly handle cases of self-seeking and failure to comply with regulations on pandemic prevention and control. To strictly implement the regulation on monthly or ad-hoc reports to the Prime Minister on implementation results.

4. The Ministry of Transport directs the Civil Aviation Authority of Vietnam to only grant permits for flights carrying the above-mentioned eligible entrants with the consent to receive entrants for quarantine of the President of the People's Committee of the province.

5. The Ministry of Information and Communications, the Ministry of Foreign Affairs, Vietnamese overseas missions, and relevant agencies shall promote communications on policies on entry and Covid-19 prevention and control of the Communist Party and State; and propagate and mobilize Vietnamese citizens abroad to comply with the regulations of the host countries and not to enter Vietnam illegally./.
