CIRCULAR
GUIDING THE ENGLISH TRANSLATION OF THE OFFICIAL NAME OF THE COUNTRY, NAMES OF AGENCIES AND UNITS AND TITLES OF LEADERS, CADRES AND CIVIL SERVANTS IN THE STATE ADMINISTRATIVE SYSTEM FOR USE IN FOREIGN RELATIONS
THE MINISTRY OF FOREIGN AFFAIRS
Pursuant to the Government's Decree No. 178/2007/ND-CP of December 3, 2007. defining the functions, tasks, powers and organizational structures of ministries and ministerial-level agencies;
Pursuant to the Government's Decree No. 15/ 2008/ND-CP of February 4, 2008, defining the functions, tasks, powers and organizational structure of the Ministry of Foreign Affairs;
After reaching agreement with the Ministry of Home Affairs, the Ministry of Foreign Affairs guides the English translation of the official name of the country, names of agencies and units and titles of leaders, cadres and civil servants in the state administrative system for use in foreign relations.
Article 1. Scope and contents of English translation
1. In this Circular, the official name of the country, names of agencies in the central administrative system and titles of leaders of these agencies and the common nouns in the names of units under agencies and People's Committees at all levels are translated into English.
2. To issue together with this Circular an Appendix on the English translations of the official name of the country, names of agencies and units and titles of leaders, cadres and civil servants in the sate administrative system for use in foreign relations.
3. The English abbreviations of ministries (for examples, MOFA for the Ministry of Foreign Affairs. MPI for the Ministry of Planning and Investment), ministerial-level agencies and government-attached agencies are those already used by these agencies in their foreign-relation documents.
4. Ministries, ministerial-level agencies, government-attached agencies and provincial-level People's Committees shall translate the names of their attached units and organizations and titles not yet included in the Appendix to this Circular for use in foreign relations.
Article 2. Organization of implementation
1. This Circular takes effect 45 days after its publication in "CONG BAO."
2. This Circular is posted at the Ministry of Foreign Affairs' website for reference.
3. If meeting with any problems in the course of implementation, concerned agencies and units should contact the Ministry of Foreign Affairs' National Center for Translation and Interpretation for reference.
