DECISION
ON THE AMENDMENT, SUPPLEMENT OF THE DECISION NO. 432/2000/QD-NHNN1 DATED 3 OCTOBER, 2000 ON THE MOBILIZATION AND USE OF FUNDS IN GOLD, VIETNAM DONG SECURED BY GOLD VALUE BY CREDIT INSTITUTIONS
THE GOVERNOR OF THE STATE BANK
Pursuant to the Law on the
State Bank of Vietnam No. 01/1997/QH10 and the Law on the Credit Institutions
No. 02/1997/QH10 dated 12 December, 1997;
Pursuant to the Decree No. 15/CP dated 02 March, 1993 of the Government on the
assignment, authority and responsibility for the State management of the
ministries and ministry-level agencies;
Upon the proposal of the Director of the Monetary Policy Department,
DECIDES
Article 1.
To amend the paragraph 4 Article 9 of the Decision No. 432/2000/QD-NHNN1 dated 3 October, 2000 on the reporting responsibility of credit institutions as follows:
"To submit, by the 10th of the following month at the latest, written reports to the State Bank branch in province, city (where the Head-office of the credit institution locates) of the performance of the mobilization and use of Gold, Vietnam Dong secured by the Gold price in the previous month in accordance with the attached Appendix No. 01."
Article 2.
To amend the paragraph 3 Article 10 of the Decision No. 432/2000/QD-NHNN1 dated 3 October, 2000 on the responsibility of the State Bank branch in province, city as follows:
"To submit, by the 15th of the following month at the latest, reports to the State Bank (The State Bank Inspectorate) of the performance of the mobilization and use of Gold, Vietnam Dong secured by the Gold price in the previous month of credit institutions in area in accordance with the attached Appendix No. 02."
Article 3.
To supplement to the paragraph 4 Article 11 of the Decision No. 432/2000/QD-NHNN1 dated 3 October the responsibility of the State Bank Inspectorate as follows:
"To receive reports of the performance of the mobilization and use of Gold, Vietnam Dong secured by the Gold price of credit institutions from the State Bank branch in province, city and send their copies to related Departments (the Monetary Policy Department and Banks and Non-Bank Credit Institutions Department)".
Article 4.
This Decision shall be effective after 15 days since the date of signing.
Article 5.
Heads of units of the State Bank, General Managers of State Bank branches in provinces, cities under central Government; Chairpersons, General Directors (Directors) of credit institutions licensed to engage in foreign exchange activities shall be responsible for the implementation of this Decision.

The guidance on preparation of reports applicable to credit institutions
Credit institutions shall submit written reports on the performance of the mobilization and use of Gold, Vietnam Dong secured by the Gold price to the State Bank branch in province, city in their location by the 10th of the following month at the latest.
The way to collect data for report preparation
1. Credit institutions shall base on balances on accounts corresponding to reporting targets at the end of the last working day of each month to collect data for the preparation of reports.
2. In respect of reporting targets for which there is not any corresponding account of level III in the current accounting system for credit institutions: Credit institutions shall base on each form of funds mobilization and use of funds in Gold, VND secured by the Gold price, Gold amount exchanged into money to collect data for the preparation of reports.
