DECISION
ON THE ISSUANCE OF THE REGULATION ON THE SYSTEM OF BANKING CODES USED IN THE PAYMENT TRANSACTIONS THROUGH THE STATE BANK
THE GOVERNOR OF THE STATE BANK
- Pursuant to Law on the State Bank of Vietnam dated 12 December, 1997 and the Law on the amendment, supplement of several articles of the Law on the State Bank of Vietnam dated 17 June, 2003;
- Pursuant to the Law on Credit institutions dated 12 December, 1997;
- Pursuant to the Decree No. 86/2002/ND-CP dated 5 November, 2002 of the Government providing for the function, assignment, authority, and organization structure of Ministries and ministerial - level agencies;
- Upon the proposal of the Director of the Accounting and Finance Department;
DECIDES:
Article 1. To issue in conjunction with this Decision "Regulation on the system of banking codes used in payment transactions through the State Bank".
Article 2. This Decision shall be effective from 01 January, 2004 and replace the Decision No. 59/2000/QD-NHNN2 dated 22 February, 2000 of the Governor of the State Bank issuing the Regulation on the codes system of Banks, Credit Institutions and the State Treasury that maintain their account at the State Bank for the direct payment operation and the Decision No. 412/2002/QD-NHNN dated 25 April, 2002 on the issuance of Banking codes in inter - bank electronic payment system of the Governor of the State Bank..
All other previous documents providing for Banking codes used in payment through the State Bank, which are in contrary to this Decision shall cease their effectiveness.
Article 3. The Director of the Administration Department, the Director of Department of Accounting and Finance, Heads of the units of the State Bank, the Director of the Banking Operation Department, General Managers of the State Bank branches in provinces, cities under the central Government's management, General Directors (Directors) of payment services suppliers shall be responsible for the implementation of this Decision.

REGULATION
ON THE SYSTEM OF BANKING CODES USED IN PAYMENT TRANSACTIONS THROUGH THE STATE BANK
(issued in conjunction with the Decision No. 1247/2003/QD-NHNN dated 20 October, 2003 of the Governor of the State Bank)
I- GENERAL PROVISIONS
Article 1. Scope of application
1. Banking code is a symbol of a series of digits, which is stipulated under a unified principle and determined to be unique for each payment services supplier, which is a subject to be granted a Banking code in accordance with provisions in Article 2 of this Decision.
2. Banking code is used to identify payment services suppliers (hereinafter referred to as Banks), used for the application of information technology to electronic money transfer of the State Bank and inter - bank electronic payment organized by the State Bank.
Article 2. Subjects to be granted a banking code
1. Units of the State Bank including: Banking Operation Department, Accounting - Finance Department, Administration Department, branches of the State Bank in provinces, cities under the central Government's management and the Representative office of the State Bank in Ho Chi Minh City.
2. Credit Institutions, the State Treasury and other organizations permitted to engage in payment services (Head office, or branches), which maintain deposit account at Operation Departments or branches of the State Bank in provinces, cities under the central Government's management (hereinafter referred to as the State Bank) for direct payment operations.
3. Units of Credit Institutions, the State Treasury, and other organizations permitted to engage in payment services which do not maintain their deposit account at the State Bank but participate in the inter - bank electronic payment organized by the State Bank and are payment representative of a payment service supplier, which maintain deposit account at the State bank.
II - SPECIFIC PROVISIONS
Article 3. Composition of a Banking code
A Banking code shall consist of 8 or 11 digits and include following parts:
1. Base code includes 5 digits divided into group 1, group 2 and group 3 in which:
a. Group1 includes 2 first digits in the left which stand for the code of province, city under the central Government's management and are numbered from 10 to 99 (Appendix 1)
b. Group 2 includes 1 digit (the third digit counted from the left), which stands for the type of bank and is numbered from 1 to 9 (Appendix 2);
c. Group 3 includes 2 succeeding digits, which stand for the ordinal number of banks of the same type and are numbered from 1 to 99 (Appendix 3)
2. Main unit code consists of 3 digits divided into group 4 and 5, in which:
Group 4 includes 2 digits (preceding the checking number) standing for the order number of a Bank's branch in the same province or city under the central Government's management, which maintains deposit account at the State Bank for direct payment and numbered from 01 to 99.
Group 5 is the 8th digit counted from the left to the right and is the checking number.
3. Sub unit code consists of 3 last digits (after the checking number) of Group 6, standing for the ordinal number of a Bank's branch in the same province or city under the central Government's management, which does not maintain deposit account at the State Bank but participates in the inter - bank electronic payment organized by the State Bank and is the payment representative of a payment services supplier (hereinafter referred to as sub - bank), and numbered from 001 to 899 in respect of units being a sub- bank of the same system; from 901 to 999 for sub - banks of a different system.
For example 1: The Banking code granted to a bank which has deposit account at the State Bank for direct payment; this code has 8 digits and is reflected as follows:
5120101X: is the Banking code of Vietnam Industrial Commercial Bank's branch in Da Nang, in which:
51 - stands for Da Nang
2- stands for the State Commercial Bank
01- stands for the code of Vietnam Industrial Commercial Bank - being the first bank in the system of the State Commercial Bank.
01- stands for 01st branch of Vietnam Industrial Commercial Bank in Da Nang with deposit account opened at the State Bank.
X- stands for the checking number.
For example 2: The Banking code granted to a sub - bank; this code has 11 digits and is reflected as follows:
5120101X001: is the code of the 01st sub - bank of Vietnam Industrial Commercial Bank's branch in Da Nang, in which:
5120101X: is the Banking code of Vietnam Industrial Commercial Bank's branch in Da Nang (the composition of this banking code mentioned in the Example 1);
001- stands for the 01st sub - bank in the same system of Industrial commercial bank's branch in Da nang.
Article 4. Banking code management
In principle, Banking codes shall be managed as follows:
- Base code: the issuance, adjustment or cancellation of a base code shall be provided for by the Governor of the State bank.
- Unit code: (including main unit code and sub - unit code): the issuance, adjustment or cancellation of unit code shall be determined and notified by the Director of the Accounting - Finance Department and must ensure the compliance with the composition of Banking code stipulated at Article 3 of this Decision.
Article 5. Procedures for issuance, adjustment or cancellation of a Banking code
1. The issuance, adjustment or cancellation of a Banking code shall be performed when subjects granted a banking code have experienced changes such as: new establishment, change of name, integration, dissolution, and other changes, which require the supplement, adjustment or cancellation of a Banking code correspondingly.
2. In case where a subject granted a banking code has been newly established or experienced any change, which involves contents reflected in its banking code or the banking code of the sub unit for which it is the payment representative, the payment service supplier must submit two sets of files to the State Bank (where its account is maintained), including following documents:
- A written application of the General Director (Director) of the payment service supplier for the issuance, adjustment or cancellation of the banking code (content, transaction name of the payment service supplier must be stated accurately and fully)
- A Decision by the agency in charge of the establishment, change of registered name, split, separation, integration or dissolution of the bank.
- Written approval by the State Bank of Vietnam of the establishment, change of registered name, split, separation, integration or dissolution of the bank or bank branches.
- Certificate of the operation registration of branch (in respect of newly established unit)
3. Within a maximum period of 7 working days from the date of receipt of complete file, the Director of the Banking Operation Department or General Manager of the State Bank branch in province, city must give opinion in writing on the conditions of application file for the issuance, adjustment or cancellation of Banking code and submit them, enclosed with 01 set of file of the payment service supplier, to the State Bank.
4. Based on the written opinions of the Director of Banking Operation Department or General Manager of the State Bank branch in province, city and the application file for the issuance, adjustment or cancellation of the Banking code, the Director of Accounting and Finance Department shall be responsible for verification of the accuracy and proceed as follows:
a. In respect of base code: Submission to the Governor for the issuance, adjustment or cancellation of the base code of the payment services supplier that has experienced changes.
b. In respect of unit code (including main unit code and sub - unit code): to issue, adjust or cancel the main unit code and sub unit code for the payment service supplier that has experienced changes.
c. The issuance, adjustment or cancellation of banking code should be timely reported to the Banking Informatics Technology Department and payment services suppliers participating in payment transactions through the State Bank.
III - IMPLEMENTING PROVISIONS
Article 6. The Director of Accounting - Finance Department shall take responsibility for the guidance, deployment, supervision and verification of the compliance with provisions on banking codes in accordance with this Regulation.
Article 7. Director of Banks Department shall be responsible for the provision of necessary related information upon the request for the Banking code issuance, adjustment or cancellation
Article 8. General Directors (Directors) of payment service suppliers shall be responsible for monitoring, supervision and verification of the use of its Banking code in accordance with this Regulation.
Article 9. The adjustment, supplement of this Regulation shall be decided upon by the Governor of the State Bank.
