DECISION

ON ISSUING THE CHARGE RATES FOR INTERNATIONAL TELEPHONE CALLS PROVIDED BY THE VIETNAM POST AND TELECOMMUNICATIONS CORPORATION

THE MINISTER OF POST AND TELEMATICS

Pursuant to the Government’s Decree No. 90/2002/ND-CP dated November 11, 2002 on the functions tasks, powers and organizational structure of the Ministry of Post and Telematics;
Pursuant to Decision No. 217/2003/QD-TTg dated October 27, 2003 of the Prime Minister on the management of post and telecommunications service charges;
At the proposal of the Vietnam Post and Telecommunications Corporation stated in the Official Dispatch No. 2901/GCTT dated May 18, 2005 on approving the plan for the charge rates for international phone calls in 2005;
At the proposal of the Director of the Financial – Planning Department,

DECIDES:

Article 1. To issue the charge rates for international phone calls provided by the Vietnam Post and Telecommunications Corporation at the subscriber’ home as follows:

1. The information charge rates:

1.1. For PSTN international phone services

a. Automatic international direct dialing (IDD):

Maximum charge rate: US$0.80/minute (US$0.08/ 6 second block)

Minimum charge rate: US$0.55/minute (US$0.055/ 6 second block)

b. Operator assisted dialing (register through international switchboard): The charge rates and the mode of charge rates calculation are decided by the enterprises.

1.2. For 64Kbps NGN international telephone services using prepaid telephone cards:

- The maximum charge rate is not higher than the correlative charge rates for information of PSTN international telephone services.

- The minimum charge rate is not lower than the correlative charge rates for information of PSTN international telephone services.

1.3. For international Voice-over-IP (VoIP) services:

Maximum charge rate: US$0.60/minute (US$0.06/ 6 second block)

Minimum charge rate: US$0.50/minute (US$0.05/ 6 second block)

1.4. For international Voice-over-IP (VoIP) services using prepaid telephone cards and NGN 8 Kbps international telephone services using prepaid cards:

Maximum charge rate: US$0.50/minute (US$0.05/ 6 second block)

Minimum charge rate: US$0.42/minute (US$0.042/ 6 second block)

2. Mode of charge rate calculation:

The rate shall be calculated for the first minute and six second block for the subsequent time. Under one minute calls shall be calculated as the first minute. Under six-second final part shall be rounded into six second block.

3. International telephone charge rates of fax subscribers and data transmission subscribers in the standard voice band (data transmission through subscribed telephone line) shall apply the same as correlative international telephone services stipulated at Section 1 and Section 2, Article 1 of this Decision.

Article 2. At the public telephone rooms, beside rates stipulated in Article 1 of this Decision, enterprises shall have rights to collect additional charge rates for services. The charge rates for services shall be decided by the enterprises managing the public telephone rooms and must ensure indiscrimination between services of enterprises providing international telephone calls.

Article 3. Rates stipulated in Article 1 of this Decision are not included value added tax.

Article 4. The Vietnam Post and Telecommunications Corporation:

1. Pursuant to the provisions at Article 1, 2 and 3 of this Decision, to issue the detailed rates for international telephone calls to each country. When making decision on each rate, the Vietnam Post and Telecommunications Corporation shall have to inform the Ministry of Post and Telematics 10 days before the effective date of the decision.

2. To determine reduction of the international telephone call rates on festivals, holidays, days-off in compensation of holidays and weekends, and from 23:00 of the previous day to 7:00 am of the next day from Monday to Friday stipulated in  Article 1 of this Decision, but the reduction must not exceed 30%.

3. Reduction for big and special customers must not exceed 10% and ensure indiscrimination between customers.

Article 5. The provisions of this Decision shall apply to users of international telephone services of the Vietnam Post and Telecommunications Corporation.

Article 6. This Decision takes effect 15 days after its publication in "CONG BAO". The previous provisions, which are contrary to this Decision, are hereby annulled.

Article 7. The Director of the office, the Director of the Financial and Planning Department, the heads of agencies attached to the Ministry of Post and Telematics and the Vietnam Post and Telecommunications Corporation shall have to implement this Decision.
