DECISION

ON ISSUANCE OF ACTION PLAN OF AGRICULTURE AND RURAL DEVELOPMENT SECTOR IN 2007-2010 ON IMPLEMENTATION OF THE GOVERNMENT’S ACTION PLAN WHEN VIETNAM BECOMES A MEMBER OF THE WORLD TRADE ORGANIZATION (WTO)

MINISTER OF AGRICULTURE AND RURAL DEVELOPMENT

Pursuant to the Decree on functions, tasks, authorities and organizational structure of Ministry of Agriculture and Rural Development issued by the Government on 18th July 2003;
Pursuant to Resolution No. 16/2007/NQ-CP issued on 27th February, 2007, promulgating the Government’s Program of action in implementation of the Resolution of the fourth plenum of the 10th Party Central Committee on some major guidelines and policies for rapid and sustainable economic development when Vietnam becomes a member of the Worl Trade Organization
Considering the request of the Director of International Cooperation Department and the Head of General Office of Ministry of Agriculture and Rural Development,

DECIDES:

Article 1. To promulgate together with this Decision the Action Plan of Agriculture and Rural Development Sector on implementation of the Government’s Action Plan in 2007-2010 when Vietnam becomes a member of WTO.

Article 2. The International Cooperation Department shall assume the prime responsibility, monitor, guide, check and supervise other relevant units to implement the Action Plan.

Article 3: This Decision takes effect from the signing day.

Article 4. Director of International Cooperation Department, Head of General Office, Heads of the relevant units of Ministry of Agriculture and Rural Development, Directors of Provincial Departments of Agriculture and Rural Development, Provincial Departments of Fisheries, General Directors of Corporations and Directors of Companies under Ministry of Agriculture and Rural Development shall have responsibility to enforce this decision./.

ACTION PLAN

 OF AGRICULTURE AND RURAL DEVELOPMENT SECTOR ON IMPLEMENTATION OF THE GOVERNMENT’S ACTION PLAN IN 2007-2010 WHEN VIETNAM BECOMES A MEMBER OF THE WORLD TRADE ORGANIZATION (WTO)
(issued together with Decision …/QD-BNN-HTQT on 2007 by Minister of Agriculture and Rural Development)

I. OBJECTIVES OF THE ACTION PLAN

1. General objectives:

The general objective of the Action Plan is to specify the Government’s Action Plan issued with Resolution No.16/2007/NQ-CP of 27th February 2007 on implementing Resolution No.08/NQ-TW approved by the fourth plenum of the 10th Party Central Committee on some major guidelines and policies for rapid and sustainable economic development when Vietnam becomes a member of the World Trade Organization (WTO), and the Agriculture and Rural Development Plan in period 2006- 2010. This plan aims to ensure the rapid and sustainable development of the agriculture when Vietnam becomes a member of the WTO; optimize the opportunities and minimize the constraints and negative effects.

2. Specific purposes:

- to fully implement the WTO and regional commitments in agriculture sector;

- to industrialize and modernize the agriculture, develop the rural areas; ensure the national food security and food safety; improve and diversify agricultural products with high contribution of technology, protect the environment, and develop agriculture and rural areas in a sustainable way.

- to increase the value of agriculture by 4-4.5%/year and the GDP of agriculture by 3.3-3.5%/year. To reach rural economic growth rate of 7.5- 8%/year.

- to achieve an export turnover of 15 bil.USD from agricultural, forestry and aquatic products in 2010. To increase export turnover by 13-14%/year. To promote the comparative advantages and export effectiveness. To shift the export structure with higher value in stead of higher quantity.

- to optimize opportunities, minimize negative impacts of integration on

the producers, processors and traders of agricultural, forestry and aquatic products, especially the poor and vulnerable people.

- to implement effectively the administrative reform, develop e- management, promote transparency of policies and laws to create favorable conditions and environment for production, business and investment.

II. MAIN TASKS

1. Propaganda and dissemination of information about WTO and Vietnam’s integration into the world

1.1. Propagandize and disseminate the advocates, viewpoints and orientations regarding to the international economic integration that are expressed in the Party Congress X and the Government’s Resolution; enhance the dissemination of information about international economic integration and WTO for Communist Party members and public servants in the agriculture and rural development sector, from central to local level, traders, investors and farmers.

1.2. Develop a plan on specific introduction of agricultural and rural commitments with WTO, ASEAN Free Trade Area (AFTA), FTA agreements between ASEAN and China, South Korea, Japan, Australia, New Zealand…, Trade and Investment Framework Agreement (TIFA) between Vietnam and the United States, advocates and policies of the Party, and laws regarding to integration of the agriculture and rural development sector.

1.3. Establish an information network and sectoral website from the ministry to local level and businessmen in order to provide information, answer questions and deal with the problems concerning international economic integration of agricultural production and business.

1.4. Organize specialized conferences and workshops, and training courses on regional and WTO integration for the sectoral public servants, from central to local level, trade associations and farmers.

2. Development of legislative documents, improvement of mechanisms and policies on agriculture and rural development regarding to production and trading in compliance with WTO regulations

2.1. Continue to review systematically the current legislative documents and policies of the sector. Propose amendments, additions, issuance of new documents, and abolishment of the documents that no longer comply with regulations of WTO, international and regional economic and trading organizations, bilateral and multilateral agreements Vietnam adheres to or signs but match the conditions of Vietnam’s agriculture.

2.2. Elaborate new policies, procedures and norms on sectoral management; technical standards and regulations on quality of agricultural, forestry and aquatic products; and the documents related to trading of agricultural, forestry and aquatic products in compliance with the regulations of WTO, ASEAN, Vietnam-US Trade and Investment Framework Agreement (TIFA), free trade area agreements, and bilateral and multilateral agreements Vietnam adheres to or signs…

2.3. Continue to propose the Ministry and the State adhere to or sign relevant international treaties, and bilateral and multilateral agreements on agriculture and rural development.

3. Improvement of the performance of the administrative structure and the training of the officials engaged in integration activities

3.1. Review the current administrative procedures and abolish the invalid documents and licensing procedures; disclose transparently all the management policies and mechanisms, operation procedures, management procedures and regulations; and implement “one-door” policy.

3.2. Apply e-Government to deal with administrative procedures such as import-export procedure, certification procedure…; develop the information network that links the units in agriculture and rural development sector. Develop and apply management system ISO 9001:2000 to agriculture and rural development sector.

3.3. Review, re-arrange and renovate the organizational structure, management and professional units of the ministry in the orientation of interdisciplinary management. Arrange the structure to meet the demands and duties of international economic integration. Deal with the overlapping and the void of functions and duties as well as the ineffectiveness in formulation and enforcement of policies… Strengthen the checking and monitoring functions and solve well negative problems in the society.

3.4. Develop a mechanism for linkage and consultation between the people, businessmen and State management agencies in the policy making and enforcement process based on the open and transparent principle. Develop a mechanism for vertical dialogues about agricultural issues with the public and private sectors, issue competition criteria for agricultural production and trading. Develop institutions for the trade management.

3.5. Formulate the training strategy and plan for public servants, businessmen and farmers for integration purpose. Establish agricultural representative offices in some important countries and territories in order to promote trading of agricultural, forestry and aquatic products, and expand the market and cooperation in agriculture and rural development sector. Train market forecast and research staff for different trades.

3.6. Renovate public service performance, create favorable environment for agricultural trading and try to ensure food safety. Improve the system of quality control, quarantine and import-export certification of agricultural products.

3.7. Improve, orient and adjust the public investment; develop rural infrastructure; increase investment in trading promotion and the sector.

4. Enhancement of competitiveness of agricultural products in the context of integration

4.1. Renovate and improve the market-oriented planning that combines economic, social and environmental aspects. Formulate projects and programs on regional and territorial planning of agriculture, forestry, fisheries and salt production, and planning of sub-sectoral development in accordance with the sectoral strategy;

4.2. Enhance the transfer and development of new and advanced technologies in agriculture. Improve the use of varieties, apply new production technologies, enhance post-harvest technology, and develop sustainable cultivation techniques. Formulate rules on organization and management of the trades. Change farmers’ awareness of producing safe products that meet market demands. Establish large scale commercial production areas where IPM and GAP (Good Agricultural Practices) are applied to produce the products that are good and safe enough to meet the demands of the domestic and foreign markets.

4.3. To develop a supporting mechanism, create a corridor and push up the establishment, development and operation of the cooperation models for production, processing and consumption that are based on voluntary participation and demands of the farmers, businessmen and enterprises in order to generate a linkage in the food chain. Increase added values of the agricultural products for farmers.

4.4. Formulate new regulations and improve the current ones on environment, technical and food safety standards in compliance with the international regulations to promote export and protect domestic market and consumers. Enhance the control and monitoring of the quality of agricultural, forestry and aquatic products and agricultural production materials; mitigate the environmental pollution and protect the environment. Improve the procedure for quality and hygiene control of agricultural and aquatic products in the from-farm-to-table way.

4.5. Formulate and issue new policies on domestic support, export subsidy and agricultural investment in accordance with the Agreement of Agriculture (AoA/WTO) and regional commitments to intensify the competitiveness of Vietnam’s agricultural products.

4.6. Analyze and elaborate competitiveness promotion plans for some strong trades, key agricultural, forestry and aquatic products, and service enterprises in agriculture and rural development sector in accordance with the roadmap to implement WTO, regional and bilateral commitments.

4.7. Formulate projects for production development and consumption of agricultural, forestry and aquatic products. Implement widely the program on development and introduction of brand names of Vietnamese agricultural products. Prepare and submit to the Government for approval of the policies and mechanisms on support for construction of storehouses and temporary storage locations for agricultural products to expand the rural market, enhance the regulated circulation of agricultural commodities for the domestic market and export. Elaborate the program on agricultural trading and investment promotion. Formulate the Plan for export development and import-export market expansion to 2010 for agriculture and rural development sector.

4.8. Issue mechanisms and policies to diversify investment funding sources and forms; prepare a program to attract official development assistance

(ODA) and foreign direct investment (FDI) in order to build material and technical facilities, study and create the plant varieties and animal breeds that have high yield and adapt the particular ecological zones of Vietnam, based on better application of biotechnology to agriculture, higher contribution of technology to production and processing, and development of high technologies.

4.9. Prepare and implement the program for encouraging enterprise development, especially small and medium scale enterprises in rural areas, and intensify the enterprise management. Speed up the arrangement of state owned farms and plantations, renovate and push up the equitization of the enterprises under the MARD.

5. Industrialization and modernization of agriculture and rural areas

5.1. Continue to implement, review and propose amendments for national targeted programs on agriculture and rural development to make them comply with WTO, regional and bilateral commitments;

5.2. Finalize the project for development of agriculture, rural areas and farmers in the light of “promoting industrialization and modernization of agriculture and rural areas; and solving synchronously the problems related to agriculture, rural areas and farmers”;

5.3. Implement the programs on shifting agricultural and rural economic structure, e.g. biotechnology, rural informatics, rural infrastructure, rural education, rural sanitation… Renovate agricultural production pattern aligned to modernization; develop agriculture, forestry and fisheries in close relation with sustainable eco-tourism development. Promote rural socio-economic infrastructure development. Develop economic forms that assist agriculture and rural areas in the light of industrialization and modernization. Recommend policies on speeding up the rural urbanization.

5.4. Review and formulate new regulations to encourage cooperative models, establish and develop the models in which farmer households engaged in agricultural production and aquaculture cooperate with processors and trading and service enterprises in order to build large commercial production areas that can manage the product quality. Prepare the program on development of cooperatives and cooperative economy in agriculture and rural areas. Apply the policies on encouraging the participation in the producer organizations of a trade.

5.5. Study and develop the policies to push up the land accumulation in close relation with shifting agricultural laborers to other sectors. Adjust and amend the policies on reduction and exemption of farmers’ contributions.

5.6. Make the policies on encouraging contractual consumption of agricultural products to replace Decision 80/2002/QD-TTg issued by the Prime Minister. Review and evaluate vertical and horizontal linking models in the production - consumption chain of aquatic products to derive lessons and replicate them in the whole sector.

5.7. Implement and review the implementation of Decision 09/2007/QD-BTS issued on 31st July 2007 by Ministry of Fisheries (now referred as Ministry of Agriculture and Rural Development), promulgating the Fisheries Ministry’s program of action on the implementation of Resolution of the 4th plenum of the 10th Party Central Committee, and the Government’s Resolution No. 27/2007/NQ-CP of May 30, 2007, promulgating the program of action on Vietnam’s sea strategy up to 2020.

5.8. Formulate the program on rural occupation development; issue criteria on occupations, traditional production villages and artisans. Formulate the policies on encouraging farmers to buy stock and contribute money with their land use right in agricultural, forestry, aquatic and salt production and processing establishments.

5.9. Make policies on encouraging enterprises to invest in production, processing and consumption of agricultural products and food in rural areas. Finalize the project of technological development for storage, processing, and post-harvest loss reduction of agricultural, forestry and aquatic products.

5.10. Develop mechanisms, policies and programs on supporting socio- economic development in disadvantaged areas, especially remote and isolated areas and where ethnic minorities reside, within the framework of WTO, regional and bilateral commitments.

5.11. Develop intensively the agricultural, forestry, fishery and industrial extension from central to local level to help farmers apply quickly technological advances and ensure food safety.

5.12. Study the impacts on the economy, society, rural areas, farmers, poverty, small and medium size enterprises in agriculture sector; propose appropriate mechanisms, policies and solutions to deal with the negative impacts of WTO and free trade area commitments (ASEAN, FTA). Formulate the integration orientations of the agriculture and rural development sector.

III. EXECUTION:

1. Heads of the agencies and units under MARD, General Directors of Corporations, Directors of enterprises under MARD; Directors of Provincial Departments of Agriculture and Rural Development and Provincial Departments of Fisheries, within their functions and obligations, shall specify this action plan into annual objectives and duties and regularly report the implementation progress to MARD by 15th October annually.

2. Planning Department and Finance Department shall, based on the duties and activities designated in the action plan, arrange and allocate budget for the implementation;

3. Any additions or amendments during the implementation of this action plan shall be reported to the Minister for consideration and decision;

4. International Cooperation Department shall assume the prime responsibility, guide, check and speed up the implementation of the action plan; monitor and prepare reports to the Minister by 30th October annually./.
