DECISION
APPROVING THE PROJECT ON "TRAINING SCIENTIFIC AND TECHNICAL CADRES AT FOREIGN ESTABLISHMENTS WITH THE STATE BUDGET"
THE PRIME MINISTER
Pursuant to the Law on Organization of the Government of September 30, 1992;
At the proposal of the Minister of Education and Training in Official Dispatch No. 2120/QHQT of March 23, 2000 on the implementation of the Project on "Training scientific and technical cadres at foreign establishments with the State budget",
DECIDES:
Article 1.- To approve the Project on "Training scientific and technical cadres at foreign establishments with the State budget", to be implemented from 2000 to 2005 with the following principal contents:
1. Objectives:
To train and foster scientific and technical cadres of doctor, master or university degrees at foreign training and research establishments, or coordinate with foreign countries in training in order to meet the requirements for the cause of national industrialization and modernization.
2. Training subjects and forms:
a/ Training subjects:
- Scientific and technical cadres, teachers, scientific and technical managers working at universities, scientific research institutes, national key laboratories and hi-tech centers; scientific and technical cadres directly involved in production and business direction or in elaboration of socio-economic development policies; pupils and students with talents and good virtue according to the following age groups: under 40 years old for doctorate training, under 35 years old for master-degree training, under 50 years old for the scientific practice and survey for the improvement of professional skills, under 22 years old for university training.
- In 2000 and 2001, efforts shall be concentrated mainly on the training and fostering of subjects in key universities, top specialized research institutes, key laboratories and two hi-tech parks.
- Long-term training will be given with priority to industries for which no training or poor training is provided at home, and to key scientific and technological fields.
b/ Forms of training:
- Overseas training in foreign countries
- Training at foreign establishments based in Vietnam
- Training through coordination between domestic and foreign establishments.
3. Organization of implementation
- The Ministry of Education and Training shall assume the prime responsibility and coordinate with the Ministry of Planning and Investment, the Ministry of Finance, the Ministry of Science, Technology and Environment, the Ministry for Foreign Affairs, the Ministry of Public Security and the concerned ministries and branches in elaborating undertakings, policies, management regime and measures, annual budget plans and estimates to be submitted to the Prime Minister for approval.
- The 2000 State budget allocated to the plan on training of scientific and technical cadres at foreign establishments is Vietnam dong 100 billion.
Article 2.- This Decision takes effect after its signing.
The ministers, the heads of the ministerial-level agencies, the heads of the agencies attached to the Government, the presidents of the People’s Committees of the provinces and centrally-run cities shall have to implement this Decision.
