DECISION
APPROVING THE ZONING PLAN ON EXPLORATION, MINING, PROCESSING AND USE OF RAW MATERIAL MINERALS BEING WHITE LIMESTONE (MARBLE), FELDSPAR, KAOLIN AND MAGNESITE UP TO 2015, WITH A VISION TOWARD 2025 TAKEN INTO CONSIDERATION
THE MINISTER OF INDUSTRY AND TRADE
Pursuant to the Governments Decree No. 189/2007/ND-CP of December 27, 2007, defining the functions, tasks, powers and organizational structure of the Ministry of Industry and Trade;
Pursuant to the March 20, 1996 Law on Minerals and the June 14, 2005 Law Amending and Supplementing a Number of Articles of the Law on Minerals;
Pursuant to the Government s Resolution No. 59/2007/NQ-CP of November 30, 2007, on a number of solutions to problems in construction investment activities and reform of some administrative procedures applicable to enterprises;
Pursuant to the Governments Decree No. 160/2005/ND-CP of December 27, 2005, detailing and guiding the implementation of the Law on Minerals and the Law Amending and Supplementing a Number of Articles of the Law on Minerals;
In furtherance of the Prime Ministers opinions in the Government Offices Official Letter No. 3174/VPCP-CN of June 11, 2007, assigning the Ministry of Industry (now the Ministry of Industry and Trade) to approve the zoning plan on exploration, mining, processing and use of raw material minerals being white limestone, feldspar, kaolin and magnesite up to 2015, with a vision toward 2025 taken into consideration;
After considering Report No. 488/TTr-NCPT of October 1, 2008, of the Director of the Industrial Strategy and Policy Research Institute;
At the proposal of the directors of the Planning Department and the Heavy Industry Department,
DECIDES:
Article 1. To approve the zoning plan on exploration, mining, processing and use of raw material minerals being white limestone (marble), feldspar, kaolin and magnesite up to 2015, with a vision toward 2025 taken into consideration, with the following principal contents:
I. DEVELOPMENT VIEWPOINTS
1. To develop the exploration, mining, processing and use of raw material minerals being white limestone (marble), feldspar, kaolin and magnesite in line with Vietnams industrial development plan, local socio-economic development plans, ensuring harmony between national and local interests, creating conditions for infrastructure development, contributing to stabilizing and improving the life of people in localities where minerals are mined and processed.
2. To develop the exploration, mining, processing and use of raw material minerals being white limestone, feldspar, kaolin and magnesite to meet the requirements of consolidation of security and defense and protection of valuable cultural works and the eco-environment in localities where exist the minerals.
3. To develop the exploration, mining, processing and use of raw material minerals being white limestone, feldspar, kaolin and magnesite in a sustainable manner, ensuring safety and economic efficiency on the basis of rationally and economically exploiting the countrys natural resources to fully meet the domestic demand while reserving some volume for export.
4. The exploration of raw material minerals being white limestone, feldspar, kaolin and magnesite must be carried out one step ahead in accordance with the planned roadmap in order to obtain reliable data on natural resources for ensuring effective mining, processing and use of mineral products in different industries.
5. To develop the mining and processing of raw material minerals being white limestone, feldspar, kaolin and magnesite on an appropriate scale and with suitable products through the application of advanced and environmentally friendly technologies which are suitable to Vietnams conditions. To encourage industrial-scale mining and processing activities and the manufacture of high-quality products for export.
II. DEVELOPMENT OBJECTIVES
1. To concentrate on the exploration of white limestone, feldspar, kaolin and magnesite mines which have been surveyed and assessed in order to ensure sufficient and reliable deposits for mining and processing activities in the planned period.
2. To recover to the most natural resources in mining and processing activities through the application of advanced technologies. To ensure economic efficiency in the exploitation of minerals and protection of the eco-environment in localities where mineral activities are carried out.
3. To intensify investment in establishments undertaking the deep processing of white limestone, feldspar, kaolin and magnesite with advanced and environmentally friendly technologies.
+ White limestone
- In the 2008-2015 period, to complete detailed planning work and reorganize the exploitation of white limestone in Yen Bai and Nghe An provinces. To complete the exploration of 48 white limestone mines/areas which have been licensed and 36 mines in which investment has been approved (Appendix 2);
- To satisfy the economys demand for white limestone, promote the export of products processed from white limestone. The planned output may be increased to meet domestic market and export demands.
+ Feldspar
- To strive to complete the exploration of 5 new feldspar mines (ore areas) in the period up to 2010 and 4-5 new mines in each subsequent five-year plan period;
- To ensure the sufficient supply of feldspar for various industries and satisfy part of the demand of the production of construction materials, striving to reduce imports and achieve import-export balance after 2015. The output of commodity feldspar will reach about 0.9 million tons by 2010, 1.1 - 1.2 million tons by 2015, 1.4 - 1.5 million tons by 2020, and 1.6 -1.7 million tons by 2025.
+ Kaolin
- To strive to complete the exploration of 6-7 new kaolin mines in the period up to 2010 and 9-10 new mines in each subsequent five-year plan period;
- To ensure the sufficient supply of kaolin products for various industries; to strive to achieve import-export balance after 2010 and increase exports. Specifically, the output of refined kaolin will reach over 0.7 million tons by 2010; 1.2 - 1.3 million tons by 2015; 1.8 -1.9 million tons by 2020; and 2.3 - 2.4 million tons by 2025.
+ Magnesite
- By 2015, to complete the exploration of Kon Queng magnesite ore area. To complete the construction of Kon Queng magnesite mining and sorting complex and put it into operation, striving to reach a mining and sorting output of 150,000-200,000 tons of primary ore/year;
- By 2025, to complete the expansion of the mining and sorting complex, striving to reach a sorting output of 350,000 - 400,000 tons of primary ore/year.
III. FORECAST DEMANDS FOR RAW MATERIAL WHITE LIMESTONE, FELDSPAR, KAOLIN AND MAGNESITE (including export demands)
The demands for raw material white limestone, feldspar, kaolin and magnesite from now to 2025 are forecast as follows:

IV. EXPLORATION PLANNING
1. White limestone exploration
The surveyed deposit of white limestone is about 171 million tons while the estimated deposit is about 35 billion tons, of which 27 million tons are fit for powder production.
a/ In the 2008-2015 period
- To invest in the survey and assessment of white limestone (marble) deposits according to the Prime Ministers Decision No. 116/2007/QD-TTg of June 23, 2007, under two schemes, one for Thanh Thuy area, Ha Giang province, and the other for Tan Linh - An Phu sub-area, Luc Yen - Yen Binh area, Yen Bai province;
- To implement exploration projects on 83 ore mines/areas which have been licensed or approved for investment (Appendix 2) in Nghe An, Yen Bai, Bac Kan, Tuyen Quang, Ha Giang and Ha Nam provinces.
b/ In the 2016-2025 period
- To invest in the exploration, upgrading or deep exploration in mining areas in Nghe An and Yen Bai provinces in order to ensure sufficient materials for operating projects;
- To conduct exploration in Ha Giang, Yen Bai and Nghe An provinces and other regions after obtaining survey and evaluation results; during 2016-2020, it is expected to explore 2-3 white limestone mines with great potential.
2. Feldspar ore exploration
The deposit of feldspar ores, both surveyed and estimated, is about 90 million tons, of which the surveyed deposit of C2 or higher grade ores is about 46 million tons.
Feldspar ore mines and areas with a deposit ≥ 200,000 tons of fairly high-quality ores are planned for exploration according to the following roadmap:
a/ In the 2008-2015 period: To explore 12 feldspar mines and peripheral areas of 6 operating mines in Lao Cai, Yen Bai, Phu Tho, Tuyen Quang, Thua Thien Hue, Quang Nam and Dak Lac provinces, with the target of surveying a total deposit of 32-35 million tons of ores of various grades. Investment capital for the exploitation is VND 100-106 billion.
b/ In the 2016-2020 period: To explore 8-11 new feldspar ore areas and the peripheral area of Ngot mine (currently exploited) with the target of surveying a total deposit of 18-24 million tons of ores of various grades. Investment capital for the exploration is VND 58-63 billion.

3. Kaolin exploration
The total of kaolin ore deposit, both surveyed and estimated, is about 400 million tons, of which the surveyed deposit of C, or higher grade ore is 250 million tons.
Kaolin ore mines and areas with a deposit > 1 million tons of fairly high-quality ores are planned for exploration according to the following roadmap:
a/ During 2008-2015: To implement schemes on exploring 19 kaolin ore mines in Tuyen Quang, Phu Tho, Yen Bai, Lao Cai, Quang Nam, Gia Lai and Dak Lac provinces with the target of surveying a total deposit of 53 million tons of kaolin ore of various grades. Investment capital for the exploration is estimated at VND 95.5 billion;
In order to replace and/or supplement the above-said ore mines and areas, it is expected to explore some ore areas with high prospects according to the results of kaolin and feldspar ore survey and assessment schemes carried out under the Prime Ministers Decision No. 116/2007/QD-TTg of July 23, 2007, such as Dinh Van and Bao Loc areas. Lam Dong province; Dak Nia kaolin ore area in Dak Nia commune, Gia Nghia district. Dak Nong province; Huong Phong - A Roang kaolin - feldspar area, A Luoi district, Thua Thien - Hue province; and Yen Dung kaolin clay area, Luc Nam district, Bac Giang province,
b/ In the 2016-2025 period: It is expected to explore 18 kaolin ore mines and areas with the target of surveying a total of 57.5 million tons of ores of various grades. Investment capital for the exploration is VND 113.5 billion;
Apart from the above-said 18 kaolin mines and areas, after the assessment is carried out (under the Prime Ministers Decision No. 116/ 2007/QD-TTg of July 23, 2007), it is expected to explore some other kaolin clay mineral bodies in Yen Thai - Bao Dap kaolin-feldspar mining area. Yen Bai province; 2-3 kaolin-feldspar areas which can be developed into mines in Tan Thinh - Bang Doan kaolin-feldspar area in Phu Tho -Yen Bai provinces. Van Son - Lam Xuyen area, Son Duong, Tuyen Quang province; kaolin clay area in Ben Cat district, Binh Duong province; kaolin-feldspar area in Tham Duong - Lang Giang, Van Ban district, Lao Cai province; the area south of Chay river, Bac Quang - Quang
Binh, Ha Giang province; Lang Chanh - Ba Thuoc - Cam Thuy, Thanh Hoa province, and Binh Long district, Binh Phuoc province.

4. Magnesite ore exploration
The surveyed deposit of magnesite ore is about 25 million tons, of which those of G, or higher grade is about 10 million tons.
- By 2010, to complete the exploration of Kon Queng mine, Gia Lai province, with the target of surveying 18 million tons of magnesite ores of B, C1 and C2 grades serving the elaboration of a feasibility report for mining activities;
- During 2011-2015, to explore western Kon Queng mine, Gia Lai province, with the target of surveying 6 million tons of magnesite ores of B, C1 and C2 grades.

V. MINING AND PROCESSING PLANNING
1. White limestone (marble) mining and processing
White limestone mining and processing complexes which are licensed in the 2008-2025 period must have an output ≥ 500,000 tons of primary stone/year or an annual output equivalent to the volume of products, including 83,000 m3 of facing and fine arts white limestone, 125,000 tons of while limestone in piece or granule and 100.000 tons of CaCO3 powder.
a/ In the 2008-2015 period
- To consolidate adjacent small white limestone mining areas in Yen Bai and Nghe An provinces so as to carry out mining activities on an industrial scale in the 2011-2015 period:
- In Yen Bai province: To invest in white limestone mining and processing activities in mining areas which have been licensed (10 areas) and complete the exploration in Mong Son - Yen Binh and Luc Yen district (31 areas). To ensure that mining activities are carried out outside the environmental landscape protection belt of Thac Ba lake;
- In Nghe An province: To invest in white limestone mining and processing activities in mining areas which have been licensed (9 areas) and complete the exploration in Tan Ky and Quy Hop districts (45 areas);
- In Bac Kan province: To invest in white limestone mining and processing activities in 6 mining areas in Cho Don-Ba Be. To ensure that mining activities are carried out outside the environmental landscape protection belt of Ba Be lake;
- In Ha Nam province: To invest in white limestone mining activities in Thung Duoc mining area, Thanh Liem district, to meet the demands of local industrial processing establishments;
- In Tuyen Quang province: To invest in white limestone mining and processing activities in Km54-Km57 mining area, Phu Yen commune. Ham Yen district (on the basis of positive survey results);
- To invest in the building of a new plant and/or expansion of the capacity of the existing high-quality CaCO3 powder plant in Dong Nai province with an output of up to 500,000 tons of CaCO3 powder by 2015 and one million tons by 2025.
b/ In the 2016-2025 period
- To continue conducting marble mining and processing activities in Cho Don area, Bac Kan province;
- In Luc Yen-Yen Binh area, Yen Bai province: To invest in white limestone mining and processing activities in mining areas which have been licensed (deep mining or further exploration);
- In Quy Hop-Tan Ky area, Nghe An province: To invest in white limestone mining and processing activities in mining areas which have been licensed (deep mining or further exploration).
The white limestone output is estimated as follows: By 2010, the total output will reach about 1 million tons of CaCO3 powder, with 0.2-0.3 million tons of CaCO3 powder and 1.8 million tons of CaCO3 stone granules will be for export; by 2015, the total output will reach 2 million tons of CaCO3 powder, with 0.6-0.8 million tons of CaCO3 powder and 2.4 million tons of CaCO3 stone granules will be for export; by 2020, the total output will be 2.6 million tons of CaCO3 powder, with 1-1.2 million tons of CaCO3 powder and 3.2 million tons of CaCO3 stone granules will be for export; by 2025, the total output will be 3.8 million tons of CaCO3 powder, with 1.5 million tons of CaCO3 powder and 3.8 million tons of CaCO3 stone granules will be for export.

2. Feldspar ore mining and processing
Products processed from feldspar ore are feldspar powder for manufacturing ceramic and porcelain frames and enamel, construction materials, and additives used in the glass industry, for domestic consumption and export.
a/ In the 2008-2015 period: To invest in feldspar ore mining and processing activities in 12 new mines and expand production in Phu Tho, Tuyen Quang, Lao Cai, Yen Bai, Gia Lai, Dak Lak, Thua Thien - Hue and Quang Nam provinces, with a total capacity of about 1.07 million tons/year and an estimated investment capital of about VND 570-610 billion;
b/ In the 2016-2025 period: To invest in feldspar ore mining and processing activities in 12 new mines and expanded mines in Lao Cai, Yen Bai, Tuyen Quang, Quang Nam, Dak Lac and Ha Giang provinces, with a total additional capacity of about 660,000 tons.
Products processed from feldspar ore are feldspar powder for manufacturing porcelain enamel and additives used in the glass industry and for export.

3. Kaolin mining and processing
Deeply processed products of kaolin ore are refined kaolin powder for manufacturing ceramic and porcelain frames and enamel, construction materials, and additives used in paper, chemical and glass industries, for domestic consumption and export.
a/ In the 2008-2015 period: To invest in kaolin ore mining and processing activities in 24 new mines and expanded mines in Lao Cai, Yen Bai, Vinh Phuc, Thai Nguyen, Quang Binh, Thua Thien - Hue, Quang Ngai, Dak Lac, Lam Dong, Tay Ninh, Binh Phuoc and Binh Duong provinces, with a total estimated investment capital of about VND 800 billion, reaching a total capacity of about 1.14 million tons of refined kaolin/year by 2015.
b/ In the 2016-2025 period: To invest in kaolin ore mining and processing activities in 17 new mines and expanded mines in Lao Cai, Quang Binh, Thua Thien - Hue, Quang Ngai, Dak Nong, Binh Phuoc and Binh Duong provinces, with a total estimated investment capital of about VND 950 billion, achieving a total additional output of about 2 million tons of refined kaolin by 2015.
Deeply processed products of kaolin ore are refined kaolin powder used in the ceramic and porcelain industry and for export.

4. Magnesite ore mining and processing Deeply processed products of magnesite ore are metal magnesium and caustic and sintered magnesite for manufacturing refractory materials.
a/ In 2008-2015 period:
- In 2010 and 2011: To conduct a feasibility study and formulate a master plan on magnesite ore mining and processing in Kon Queng area, Gia Lai province;
- To invest in the construction of a sorting and mining complex with an output of 200,000 tons of primary ore/year in the first phase;
- To invest in the construction of a caustic and sintered magnesite plant with an output of 100,000 tons of products/year for manufacturing refractory materials.
b/ In the 2016-2025 period:
- To make investment to raise the capacity of the ore mining and sorting complex (phase II) to 400,000 tons of primary ore/year.
- To invest in the construction of a metal magnesium refining plant of a capacity of 45,000 tons of magnesium bar/year, using chloride electrolytic dissociation technology or Pidgeon technology;
Deeply processed products of magnesite ore are metal magnesium and caustic and sintered magnesite for manufacturing fireproof materials. For magnesite ore mining and processing projects in the 2008-2025 period, see Section C, Appendix 1.
VI. INVESTMENT CAPITAL
Investment capital for the exploration, mining and processing of raw material white limestone, feldspar, kaolin and magnesite in the planned period is estimated at VND 16,844 billion, including VND 5,164 billion for the up-to-2015 period and VND 11,680 billion for the 2016-2025 period.
Investment capital sources include capital funded by enterprises themselves, the States development investment loans and commercial loans, and foreign direct investment capital.
VII. PRINCIPAL SOLUTIONS AND POLICIES
1. General solutions and policies
- To process high-quality raw material white limestone, feldspar, kaolin and magnesite and their products to fully meet domestic demands while reserving a rational volume of deeply processed products for export; as the total white limestone deposit, both surveyed and estimated, is huge (35 billion tons), export of white limestone products (powder and piece) will not be restricted during the planned period;
- To further decentralize the management of natural resources, improve regulations on bidding in mineral activities and promote such bidding; to set up joint-stock companies with the participation of experienced and capable organizations and individuals to invest in mineral exploration, mining and deep processing. To encourage the diversification of ownership forms, attract domestic and foreign resources for the development of the raw material white limestone, feldspar, kaolin and magnesite mining and processing industry in the direction of prioritizing capable domestic enterprises and associating with foreign parties in processing activities requiring high technologies;
- To raise enterprises social responsibility in raw material white limestone, feldspar, kaolin and magnesite activities through making contributions to building infrastructure; training and employing local laborers; adopting measures to take the initiative in protecting the eco-environment and actively participating in improving the social environment.
2. Specific solutions and policies
a/ Market solutions: To build and develop a domestic market for raw material white limestone, feldspar, kaolin and magnesite operating according to the market mechanism under the state management according to Vietnams integration roadmap, forming close cooperation and association so as to ensure the supply of raw materials for processing establishments which have been or will be built so that they can take up the domestic market while step by step entering the international market.
b/ Science and technology research, transfer and application
- To attach importance to the research into and application of advanced mining technologies. To perfect and upgrade existing ore mining and processing technologies. To research into and formulate processes and technologies for mining and processing high-quality products through association between the State, science and technology enterprises and mining and processing enterprises of all economic sectors;
- To cooperate with foreign parties in researching and producing high-quality products from raw material white limestone, feldspar, kaolin and magnesite for export.
c/ Human resources training and development: To collaborate with training establishments (job-training schools, colleges and universities) in providing training, retraining and hands-on training on mining, mineral processing and metallurgy for laborers and scientists, taking into account the scope and conditions of white limestone, feldspar, kaolin and magnesite mining in Vietnam. To attach importance to the training of qualified business executives specialized in minerals trading so as to meet enterprise development requirements in the context of competition and integration.
d/ Environmental protection: To fully and strictly implement measures to actively protect the environment in mineral exploration, mining and sorting activities through the application of modern and environmentally friendly technologies (strictly complying with regulations on solid wastes, wastewater, emission; and return water recovery); strictly implement regulations on post-mining ground and environmental rehabilitation. To ensure industrial hygiene and labor safety in production. To encourage the research into and application of advanced environmental treatment technologies in all production stages. State management agencies shall make investment in the procurement of environmental observation and control equipment.
e/ Investment capital solutions
In order to attract about VND 16,844 billion for investment in the development of the white limestone, feldspar, kaolin and magnesite mining and processing industry up to 2025, investment capital is expected to be mobilized from the following sources:
- Capital funded by enterprises themselves.
- Budget capital: supports for investment in technical infrastructure facilities outside the fence of large-scale ore mining, refining and sorting complexes; investment in scientific and technological training and research activities of institutions and schools in the industry;
- State investment credit for projects on investment in ore mining and processing projects in geographical areas with difficult and extremely difficult socio-economic conditions according to current regulations;
- Domestic and foreign commercial loans;
- Foreign investment capital: To mobilize foreign capital for a number of investment cooperation projects in white limestone, feldspar, kaolin and magnesite exploration, mining and processing.
f/ State management
- To periodically scrutinize, update and adjust the planning on the development of the white limestone, feldspar, kaolin and magnesite exploration, mining and processing industry in accordance with the socio-economic development in the country and the world;
- To formulate and improve regulations on the management of mineral exploration, mining and processing in order to ensure consistency, avoid overlap and increase effectiveness in the management, protection and exploitation of white limestone, feldspar, kaolin and magnesite;
- To reorganize the work of natural resources administration and make statistics and reporting on white limestone, feldspar, kaolin and magnesite activities from the grassroots to provincial and ministerial level. To work out measures to strictly handle organizations and individuals that fail to fully observe the laws on minerals and the environment. To enhance examination of mineral activities in order to prevent the illegal exploitation and export of minerals;
- To scrutinize and revise criteria on calculation of white limestone, feldspar, kaolin and magnesite deposits in conformity with the increasing prices of refined ores and products processed from white limestone, feldspar, kaolin and magnesite as well as scientific and technological advances in mining and processing stages.
VIII. ORGANIZATION OF IMPLEMENTATION
1. The Ministry of Industry and Trade shall publicize and direct the organization of the implementation of the Plan; periodically, update and adjust the Plan; propose mechanisms and policies on sustainable development of white limestone, feldspar, kaolin and magnesite mining and processing industry, ensuring consistency and conformity with the socio-economic development situation and international integration roadmap.
2. The Ministries of Natural Resources and Environment; Science and Technology; Planning and Investment; Finance; Transport; Agriculture and Rural Development; and Information and Communication shall, within their functions and tasks, assume the prime responsibility for, and coordinate with the Ministry of Industry and Trade in, implementing solutions and policies set forth in this Decision.
3. Provincial-level Peoples Committees
- To organize the management and protection of white limestone, feldspar, kaolin and magnesite resources in their localities; to prevent the illegal mining and export of minerals;
- To elaborate and submit to Peoples Councils of the same level local plannings on white limestone, feldspar, kaolin and magnesite exploration, mining and processing in conformity with this Plan. To zone off, and approve lists of, areas where mining activities are banned, temporarily banned or restricted;
- To coordinate with state management agencies and enterprises in implementing projects stated in this Decision.
Article 2. This Decision takes effect 15 days after its publication in CONG BAO.
