DECISION
ANNOUNCING THE LIST OF OBJECTS SUBJECT TO PLANT QUARANTINE UPON THEIR IMPORT, EXPORT, TEMPORARY IMPORT FOR RE-EXPORT, TEMPORARY EXPORT FOR RE-IMPORT OR TRANSIT IN THE SOCIALIST REPUBLIC OF VIETNAM
THE MINISTER OF AGRICULTURE AND RURAL DEVELOPMENT
Pursuant to the Governments Decree No. 73/CP
of November 1, 1995 defining the functions, tasks, powers and organizational
structure of the Ministry of Agriculture and Rural Development;
Pursuant to the Governments Decree No. 92/CP of November 27, 1993 guiding the implementation
of Ordinance on Plant Protection and Quarantine;
At the proposal of the Director of Plant Protection Department,
DECIDES:
Article 1.- The list of objects subject to plant quarantine upon their import, export, temporary-import for re-export, temporary-export for re-import or transit in the Socialist Republic of Vietnam shall include:
1. Plants:
a/ Various kinds of saplings and their parts used as strains, such as: seeds, scion, phyton, rhizocorm, shoots, fruits, roots, tubers, plant tissues which are cultivated in artificial environment (medium).
b/ Assorted plants and their parts as: flower buds, flowers, fruits, branches, trunks and stems, leaves, roots, tubers, seeds, barks and other parts in different froms.
2. Plant products: rice, broken rice, assorted flours, malt, bran, oil-cake; assorted seeds, tea, jute fibers, tobacco shreds, tobacco leaves, alcohol yeast, yeast; timber and timber products; rattan, bamboo, mats, rush, rice straw and stem; assorted medicinal materials; assorted tapestry of vegetal origins.
3. Assorted insects, causal fungus, nematode, bacteria, virus, weeds (alive or dead) and assorted herbarium.
4. Soils and other objects capable of carrying organism which cause harms to vegetal resources.
5. Means for the transport of objects subject to plant quarantine, which are capable of carrying objects subject to plant quarantine.
Article 2.- For objects subject to export plant quarantine they shall be quarantined only when so requested by customers or under international treaties which Vietnam has signed or acceded to.
Article 3.- This Decision replaces Decision No. 50/1999/QD/BNN-BVTV of March 16, 1999 of the Minister of Agriculture and Rural Development and takes effect 15 days after its signing.
Article 4.- The Director of the Ministrys Office, the Director of Plant Protection, the heads of concerned units and individuals shall have to implement this Decision.
