In consideration of the OOG’s report on the implementation progress of the Master Plan for Administrative Procedure Simplification in the fields of state management for the period 2007-2010 (hereinafter referred to as Project 30) in ministries, ministerial level agencies, and People’s Committees of provinces and cities under central management, Prime Minister Nguyễn Tấn Dũng requires:
1. Ministers, Heads of ministerial level agencies, Chairmen of People’s Committees in provinces and cities under central management to pay attention and provide direct, timely, and proper instruction to the implementation of Project 30 within their areas of management; to preferentially allocate financial and human resources to their respective Task Forces (TFs) to ensure the fulfillment of assigned tasks. It is required that the organization of the Task Forces be finalized in accordance with the Prime Minister’s instructions and the Special Task Force’s guidance by October 10, 2008.
2. Ministries, ministerial level agencies, People’s Committees of provinces and cities under central management to allocate at least 3 staff to work full time for their respective Task Forces. Subject to assigned requirements and responsibilities, Ministers, Heads of ministerial level agencies, and Chairmen of Provincial People’s Committee shall assign more full-time staff to the TFs in accordance with the Prime Minister’s instructions as stated in Annex III of Decision 07/QD- TTg dated January 4, 2008. With few administrative procedures relating to citizens and businesses, Ministries of National Defense, Home Affairs, Committee for Ethnic Minorities, and the Government Inspectorate can assign staff to work in the Task Forces on a concurrent basis, yet there shall be at least one full-time staff allocated to their respective TFs.
Full-time staff may be seconded from either functional units or offices of Ministries, ministerial level agencies, and provincial People’s Committees. Task Force Directors and Deputy Directors shall receive compensation for their extra responsibilities as applicable for TF full-time staff, apart from incumbent allowance.
The Offices of Ministries, ministerial level agencies, and Provincial People’s Committees shall ensure working conditions and equipment for the Ministerial and Provincial Task Forces.
3. Subordinate agencies, units of ministries and ministerial level agencies which are organized and managed vertically in their localities to submit inventory results of their administrative procedures, forms, requirements and conditions for implementing administrative procedures to both their parent ministries’ Task Forces and the Task Forces of the provinces or cities where the agencies, units are located.
