DECISION
ON THE ADJUSTMENTS AND SUPPLEMENTATIONS OF CAPITAL CONSTRUCTION INVESTMENT FOR THE THACH NHAM IRRIGATION PROJECT
THE PRIME MINISTER
Pursuant to the Law
on Organization of the Government on the 30th of September 1992;
Considering the expositions by the Ministry of Water Resources on the
adjustments and supplementations of the economic and technical feasibility
study of the Thach Nham irrigation project (official dispatch No.1635-TT/XDCB o
n the 3rd of August 1994); of the State-level Experise Board for Economic and
Technical Feasibility Studies (official dispatch No.3396-UB/VPTG on the 12th of
November 1994); and the opinions of the Ministry of Construction and the
People's Committee of Quang Ngai province.
DECIDES:
Article 1.- To agree to the adjustments and supplementations of the economic and technical feasibility study of the Thach Nham irrigation project, which has been examined by the State-level Expertise Board (official dispatch No.3396-UB/VPTD on the 12th of November 1994), including the system south of the Ve river as proposed by the Minister of Water Resources (exposition No.1635/TT-XDCB on the 3rd of August 1994). Attention should be drawn to the following points:
- In conducting water through the Ve river by means of a siphon, only the pontoon bridge should be used for the passage of the local population and no permanent bridge shall be built.
- In repairing the network of irrigation canals south of the Ve river:
+ The infrastructure construction capital of the Thach Nham project managed by the Ministry of Water Resources may be used to cover the major repairs for those dyke portions which should be adjusted in accordance with the new design, and for concrete installations.
+ The Ministry and the provincial People's Committee shall assign the implement and repair of other parts o f the canal system to the irrigation company south of the Ve river on the basis of the collection of irrigation fees and the mobilization of local people's workdays.
Article 2.- To assign the Minister of Water Resources to guide the drawing of the technical design and the total counts estimate for examination as stipulated by current regulations. The Prime Minister empowers the minister of Water Resources to endorse the technical design and the total cost estimate for the adjustment and supplementation plan as mentioned at Article 1.
Article 3.- After completing the project of conducting water through the Ve river, the Ministry of Water Resources is permitted to move the pumping machines at the pumping station south of the Ve rive to other places for use if necessary.
Article 4.- The State Planning Committee and the Ministry of Finance shall adjust the disbursement of capital in order to complete the project according to the set targets, plan and tempo, and put the entire project into operation in 1966.
Article 5.- The People's Committee of Quang Ngai province shall cooperate closely with the Ministry of Water Resources and the Ministry of Agriculture and Food Industry in building the project synchronously, and directing the local committees and branches to guide the local people to conduct intensive farming, and restructure cropping and animal breeding to make the best use of the Thach Nham irrigation project.
Article 6.- The Minister of Water Resources, Construction, Finance, Agriculture and Food Industry, and Comminations and Transport, the Chairman of the State Planning Committee, the Governor of the State bank, and the President of the People's Committee of Quang Ngai province shall have to implement this Decision.
