DECISION

APPROVING THE TECHNICAL SUPPORT PROJECT IN PREPARATION FOR THE NATURAL DISASTER REDUCTION PROJECT WITH CAPITAL BORROWED FROM THE WORLD BANK

THE MINISTER OF AGRICULTURE AND RURAL DEVELOPMENT

Pursuant to the Government’s Decree No. 73-CP of October 1, 1995 prescribing the functions, tasks, powers and organizational structure of the Ministry of Agriculture and Rural Development;
Pursuant to the Government’s Decree No. 17/2001/ND-CP of May 4, 2001 promulgating the Regulation on the Management and Use of Official Development Assistance (ODA) source;
Pursuant to the Government Office’s Document No. 2170/VPVP-QHQT of April 25, 2002 and Document No. 5211/VPVP-QHQT of September 19, 2002 notifying the Prime Minister’s opinions on assigning the Ministry of Agriculture and Rural Development to receive and implement the non-refundable technical support in preparation for the natural disaster reduction project with capital borrowed from the World Bank (WB),

DECIDES:

Article 1.- To approve the technical support project in preparation for the natural disaster reduction project with capital borrowed from the World Bank with the following contents:

1. The project’s name: The technical support project in preparation for the natural disaster reduction project with capital borrowed from the World Bank.

2. The managing agency: The Ministry of Agriculture and Rural Development.

3. The project’s type: Technical support ODA project.

4. Investment form: Non-refundable ODA.

5. The project management form: The Steering Committee for Project Preparation and the Board for Project Preparation.

6. The project implementation region: The project shall provide support for the elaboration of pre-feasible and feasible reports on sub-projects to be implemented in the first year in the Central Vietnam provinces hardest hit by natural calamities, and it may be expanded nationwide.

7. The project’s office location: The project’s office shall be located at the Board for Investment Preparation, the Ministry of Agriculture and Rural Development.

8. The project’s tasks: The project shall assist the Ministry of Agriculture and Rural Development in the preparation for the natural disaster reduction project with capital borrowed from the World Bank. The project shall cover the following activities:

- Elaborating pre-feasible and feasible reports on sub-projects to be implemented in the first year;

- Studying and proposing mechanism on the use of reserve funds put aside for the post-natural disaster emergency recovery;

- Analyzing social and environmental factors, proposing community-based measures to reduce small-scale natural disasters with the support of local administrations of the natural disaster-stricken communes;

- Evaluating policies relating to the Government’s institutional work and coping with natural disasters in order to support the elaboration of policies and institutional enhancement for raising the efficiency of coordination in natural disaster prevention, fight and coping with among the Government’s various agencies and levels.

9. Fund for implementation:

Total fund for the project preparation stage is USD 750,400 in non-refundable aid entrusted by the Japanese Government through the World Bank.

10. Implementation duration:

The project preparation work shall be completed within 12 months as from the date of commencement.

Article 2.- Task assignment and implementation organization

1. The Steering Committee for Project Preparation shall be set up with a Vice-Minister of Agriculture and Rural Development as its head and representatives of the ministries and branches involved in natural disaster prevention, fight and reduction as its members. The Steering Committee shall have to direct and monitor the project preparation activities.

2. The section assisting the Steering Committee for Project Preparation shall be located at the Board for Investment Preparation, which plays the role of the Project Preparation Office.

3. The selection of consultants for project preparation shall strictly comply with the procedures and regulations on the selection of consultants set by the World Bank and the Government.

4. The implementation of agreements and commitments as well as the selection of the project’s investment sub-projects shall strictly comply with the capital construction order and regulation applicable to an ODA project.

Article 3.- The head of the Steering Committee for Project Preparation, the director of the International Cooperation Department, the director of the Ministry’s Office, and the heads of the concerned departments under the Ministry shall have to implement this Decision.
