DECISION
ON TASK ALLOCATION FOR THE DIRECTOR AND DEPUTY DIRECTORS OF THE PRIME MINISTER’S ADMINISTRATIVE PROCEDURES REFORM SPECIAL TASK FORCE
MINISTER, CHAIRMAN OF THE OFFICE OF GOVERNMENT
Pursuant to Decree No.
33/2008/NĐ-CP dated 19/03/2008 by the Government regulating functions, tasks,
authority and organizational structure of the Office of Government;
Pursuant to Decision No. 30/QĐ-TTg dated 10/01/2007 by the Prime Minister
approving the Master Plan for Administrative Procedures Simplification in the
fields of state management for the period 2007-2010;
Pursuant to Decision No. 07/QĐ-TTg dated 04/01/2008 by the Prime Minister
approving the implementation plan of the Administrative Procedures
Simplification Project in the fields of state management for the period
2007-2010;
Pursuant to Decision No. 442/QĐ-TTg dated 28/04/2008 by the Prime Minister on
establishing the Prime Minister’s Administrative Procedures Reform Special Task
Force (herein after referred to as Special Task Force);
At the proposal of the Standing Executive of the Special Task Force,
DECISION:
Article1. Specific assignments for the Director and Deputy Directors of the Special Task Force.
1. Mr. Nguyễn Xuân Phúc - Minister, Chairman of the Office of Government, Director of STF:
a) To be in charge of general management and responsible to the Prime Minister for STF’s operation.
b) To approve work plans of STF.
c) To sign documents reported to the Government, the Prime Minister; documents sent to Ministries, Ministry-level agencies (herein after referred to Ministries), the People’s Committees of provinces and cities under central management (herein after referred to provincial level) regarding STF’s operation.
d) To make decisions on staffing issues of STF that includes rewards, punishments towards STF members; recruitment of advisors; communication activities and resources ensuring the operation of STF.
2. Mr. Nguyễn Minh Mẫn - Director, Department of State Administration
Organization and Civil Service, Office of Government, Deputy Director of STF: To be in charge of and responsible to the Minister, Chairman of the Office of Government, Director of STF for the following tasks:
a) To take lead and responsibilities for work contents and results of STF.
b) To take lead and collaborate with relevant agencies, units in mobilizing international donors for the operation of STF and ensure the use of funds in accordance with budget plans, state financial regulations to facilitate STF’s operation
c) To take lead and coordinate STF’s activities with Advisory Council for Administrative Procedure Reform.
d) To coordinate with the Personnel Department - Office of Government, and other relevant agencies and units in proposals for allocating staffs to work for STF.
đ) To do communication activities of STF.
e) To initiate recruitment of consultants for STF.
g) To sign documents of STF to implement assigned tasks.
3. Mr. Ngô Hải Phan, Deputy Director of Department of State Administration Organization and Civil Service, Office of Government, Standing Deputy Director of STF:
To be in charge of and responsible to the Minister, Chairman of the Office of Government, Director of STF for the following tasks:
a) To directly manage and organize the work of STF according to the plan approved by Minister, Chairman of the Office of Government.
b) To prepare, submit to the Minister, Chairman of the Office of Government - Director of STF for approval, and sign reports for the Prime Minister, and documents sent to Ministries and Provincial People’s Committee.
c) To prepare the contents of working sessions and meetings of STF Director with the Prime Minister, Deputy Prime Ministers, Ministries, and Provincial People’s Committees; and with members of STF.
d) To work directly with Task Forces in ministries and provinces to provide guidance and supervision on their implementation of Project 30.
đ) To coordinate with OOG Department of Finance and Department of Administration to ensure adequate working conditions and operation of STF.
e) To sign STF’s documents sent to Ministries and Provincial People’s Committees acknowledging their delays and unsecured implementation of Project 30 at their units; to provide supervision so that Ministries and Provincial People’s Committees to fulfill all incomplete tasks assigned by STF; requests to work with Ministries and Provincial People’s Committees; invitations to meetings and other related documents.
Article 2. This decision takes effect from the date of signing.
The Director, Deputy Directors, members of the Prime Minister’s Administrative Procedures Reforms Special Task Force and other related units shall be responsible to implement this Decision./.
