NOTICE

ON ARRANGEMENT OF MANAGEMENT RESPONSIBILITIES AMONG MARD’S LEADERS

Prime Minister has issued Decision No. 389/QD-TTg dated 4th April 2007 on appointing Mr. Dao Xuan Hoc to be Vice Minister of MARD;

To ensure the continuous execution and management of the Ministry, the Ministry leaders have agreed on the following assignments:

1/ Minister Cao Duc Phat to be in charge of the following issues:

- Personnel and organization;

- Planning and programming the MARD development strategies and policies;

- Performing party development activities, relations with Central Party, government, Party Civil Affairs Committees at Central and province levels; working directly with National Assembly upon requests relating to MARD;

- Chairman of Ministry’s Administration Reform Steering Committee;

- Chairman of Vietnam’s Mekong River Committee;

- Chairman of the National targeted program on rural water supply and sanitation;

- Chairman of Central Steering Committee for urgent issues in forest protection and forest fire prevention;

- Chairman of Central Steering Committee for Flood and Storm prevention and control.

- Chairman of Steering Committee of Ministry’s Information Technology Program;

- Chairman of Steering Committee of National Biology Technology Program;

- Chairman of the MARD Emulation and Reward Council;

- Chairman of the Vietnam subcommittees in the inter government Vietnam-Iran Committee and Vietnam – Myanmar Committee.

- Other missions as assigned by the Prime Minister.

2-Vice Minister Bui Ba Bong to be in charge of the following issues:

- Direct planning, plans, policy mechanism of developing each type of plants, animal, production technique, management of variety, agriculture materials, and agriculture products quality.

- Agricultural extension: direct the implementation of sector-wide agricultural extension programs (the in-charge Vice Ministers direct and propose guidelines, requirements, contents of agriculture extension, forestry extension, industry extension, and other tasks related to irrigation and rural development within their assigned scope);

- Science and technology:: direct the implementation of state management

on the sector science and technology (the Vice Ministers in charge of sub-sectors direct and propose the requirements on scientific research and training of each field); to be Chairman of MARD’s Science and Technology Council.

- International Cooperation: direct the implementation of state management tasks in international cooperation in the entire sector and international affairs-related activities of the Ministry’s Party Committee (the Vice-ministers in charge directly administer the international cooperation Programs and Projects as assigned);

- Member of the National Commission on international economic cooperation; National Steering Committee on US poisonous chemicals control in Vietnam (Board 33); Member of Board of Directors of the Social Policy Bank; Head of the Vietnam-Russia Working Group, Chairman of the Vietnam sub-committee under the inter-government Vietnam-Mongolia Committee; Member of the National Steering Board of food safety and hygiene;

- Coordinate with the Societies and Associations working in the sector;

- Chairman of Ministry’s Recruitment Council;

- Vice Chairman of Steering Committee on Information Technology Program of MARD

- Chairman of Steering Committee on seed, breed and forestry varieties;

- Vice Chairman of National Steering Committee on Bio-Technology Program;

- Responsible for the Central and South Coastal provinces.

- Other duties assigned by Minister.

3-Vice Minister Diep Kinh Tan to be in charge of the following issues:

- Steering agriculture structure transition, forming specialized farming areas linked to agro-products processing facilities (high-quality rice, vegetables & fruits, sugar cane, cotton, tobacco, cassava, industrial plants, dairy raising, …)

- Processing of agricultural and forestry products; agriculture mechanism, rural electrification; salt industry. Direct the implementation of state management on the processing of agricultural and forestry products, mechanics-electricity development in the entire sector (the in-charge Vice Ministers direct, propose and implement the specific programs and projects as assigned);

- In-charge of sector enterprises, steering the reforms of state- owned enterprises and agriculture-forestry enterprises, monitoring the state- owned capital in Ministry’s enterprises;

- Rural industries development including rural services;

- MARD’s publications, emulation and reward; Vice Chairman of the MARD Emulation and Reward Council;

- Ministry’s Finance and finance of Ministry Office; responsible for MARD’s administration.

- Program of Agriculture Products Competitiveness Strengthening

- Member of Steering Committee of Coordination of National Key Economic Areas Development.

- Member of National Council on Labour Safety; Chairman of Ministry’s Council on Labour Safety.

- Member of National Consultancy Council on National Trade name Program;

- Member of the Standing Committee of Vietnam’s Cooperative Union;

- Member of Steering Committee of the Program on Key Mechanical Products ;

- Chairman of Steering Committee on Implementation of Vegetable, Fruit, Flower, Ornamental Plants Program period 2006-2010;

- In charge of Ministry’s Trade Promotion Program

- Member of the Government Steering Board of South West Region; monitoring Eastern and South Western provinces;

- Party development activities in Ministry’s affiliated agencies, Secretary of Ministry Party Committee period 2006-2010;

- Other duties assigned by Minister.

4-Vice Minister Hua Duc Nhi to be in charge of the following issues:

- Forestry development: direct the formulation of strategies, programs, projects, policies and laws on forestry development; direct, organize and monitor the implementation of related programs, projects, policies and laws;

- Forest protection, forest fire and destruction prevention; steering the control of forestry insects and deseases; Coordinate with Vice Minister Bui Ba Bong to direct forestry extension, science technology in the field of forestry;

- In coordination with Vice Minister Diep Kinh Tan to direct the rearrangement and reforms of the state owned enterprises, in the forestry sector; and forestry products processing;

- Ethnic minorities groups, mountainous areas: direct and propose strategies, programs, projects, policies and laws relating to agricultural and rural development in mountainous regions to improve the livelihood of ethnic minorities;

- Chairman of the Steering Committee of the 5-million ha reforestation project;

- Chairman of the MARD Disciplinary Council;

- Chairman of the MARD Committee on the Advancement of Women;

- Cooperate with politics-social organizations at central level and outside the sector;

- Vice Chairman of the government’s steering committee on North Western regions;

- Member of National Sustainable Development Council;

- Monitoring North East and North West regions;

- Other duties assigned by Minister.

5/ Vice Minister Nguyen Ngoc Thuat to be in charge of the following issues:

- Capital construction, technical preparation, and ODA projects, … The Vice ministers in charge propose investment orientation; participate in agriculture, forestry and rural development projects within their tasks and scope.

- Steering government bond-invested constructions;

- In coordination with Vice Minister Diep Kinh Tan to direct the rearrangement, reforms and development of state-owned enterprises, in the field of irrigation and construction;

- Inspection; corruption prevention and protection, practicing economy, waste avoidance.

- Vice Chairman of MARD’s Steering Committee on Administration Reforms

- Monitoring Red River Delta provinces;

- Other duties assigned by Minister.

6/ Vice Minister Ho Xuan Hung to be in charge of the following issues:

- Rural Development; resident arrangement/settlement, new rural development;

- Emigration and resettlement of Son La Hydro-power Work;

- National Program on Poverty Reduction and Employment creation;

- Program 134, 135 and 120;

- Program on eradication and substitution of Drug- containing trees;

- Member of National Committee on Prevention and Control of HIV, Drugs, Prostitution, and Social Evils;

- Renovating production relation: household economy, farms, cooperatives;

- Member of the government’s Steering Committee on Central Highlands;

- Other duties assigned by Minister.

7/ Vice Minister Dao Xuan Hoc to be in charge of the following issues:

- Irrigation Planning;

- Management of Irrigation Works Exploitation;

- Dyke Management and Flood Control

- Training: steering state management on training in the entire sector (Vice Ministers in charge propose training needs in their fields)

- Vice Chairman of Central Steering Committee on Flood Control;

- Demarcation, land marking, bordering;

- Vice Chairman of National Program on Clean Water and Rural Environment Sanitation;

- Vice chairman of Vietnam’s Mekong River Committee;

- Monitoring North Central region (from Thanh Hoa to Thua Thien Hue)

- Other duties assigned by Minister.
