ANNOUNCEMENT
ON OPPINION OF THE MINISTER CAO DUC PHAT REGARDING STRENGTHENING MANAGEMENT OF IMPORT FROZEN PRODUCTS UNDER DIRECTION OF THE PRIME MINISTER
On July 07, 2010, the Prime Minister had document No. 1152/TTg-KTTH on strengthening management of import frozen products. Pursuant to tasks which the Prime Minister has assigned to the Ministry of Agriculture and Rural Development to preside over implementation, the Minister has directive opinion as follows:
1. The Animal Health Department:
- To assume the prime responsibility for proposing implementation “Further apply measure of temporarily stopping import of kinds of frozen viscera originated from cattle and poultry; apply mode of veterinary quarantine as well as hygiene and safe food applicable to animals and products originated from animals and imported products originated animals before make customs clearance for goods, not apply mode of customs clearance prior to examination”, and report to the Ministry prior to July 30, 2010.
- To assume the prime responsibility for “Formulate the scheme on increasing the state management capability for the Animal health sector under the assigned tasks in the Government’s Resolution 03/NQ-CP dated January 15, 2010, in order to have basis for considering, deciding investment in veterinary in the next time” and ensure duration to submit to the Government in September 2010.
2. The Department for Management of Agricultural, Forest and Fishery Product Quality:
- To assume the prime responsibility for, and coordinate with the Animal Health Department in proposing on “Promulgating regulations, standards applicable to frozen products originated form animals of all kinds in order to have basis for import control”, and report to the Ministry prior to July 30, 2010.
- To assume the prime responsibility for, and coordinate with the General Department of Fishery and Departments of: Animal Health, Husbandry, Cultivation, Plant Protection, Processing and Trade of Agricultural and Forestry Products and Salt-Making in proposing on “Promulgating document providing for list of import agricultural, fishery items, products originated from cattle, poultry which must have Certificate of Free Sale (CFS) when do procedures for customs clearance as prescribed in Decision No. 10/2010/QD-TTg dated February 10, 2010 of the Prime Minister”, and submit to the Ministry for promulgation prior to August 10, 2010.
The Office respectfully notifies units for implementation and sending report on implementation result to the Minister.
