CIRCULAR
TECHNICAL REQUIREMENTS FOR INPUT INFORMATION OF NATIONAL DATABASE ON SCIENCE AND TECHNOLOGY
Pursuant to Law on Information Technology dated June 29, 2006;
Pursuant to the Law on Science and Technology dated June 18, 2013;
Pursuant to the Law on Cyberinformation Security dated November 19, 2015;
Decree No. 11/2014/ND-CP dated February 18, 2014 of the Government on science and technology affairs;
Pursuant to Decree No. 95/2017/ND-CP dated August 16, 2017 of Government on functions, tasks, powers and organizational structure of Ministry of Science and Technology;
Pursuant to Decree No. 47/2020/ND-CP dated April 9, 2020 of the Government on management, connection, and sharing of digital data of regulatory authorities;
Pursuant to Decision No. 20/2020/QD-TTg dated July 22, 2020 of Prime Minister on electronic identification code of agencies and organizations serving connection and sharing of data with local governments and ministries;
At request of Director of Department of National Agency for Science and Technology Information and Director General of Department of Legal Affairs;
Minister of Science and Technology promulgates Circular on technical requirements for input information of National database on science and technology.
Article 1. Scope
1. This Circular prescribes technical requirements for input information of component data of National database on science and technology, including:
a) Information on science and technology organizations and other organizations conducting scientific research and technology development activities;
b) Information on scientific research and technology development personnel;
c) Information on science and technology tasks.
2. This Circular does not apply to science and technology information classified as government secret.
Article 2. Regulated entities
1. Regulated entities include:
a) Supervisory agencies of National database on science and technology affiliated to Ministry of Science and Technology;
b) Agencies and entities specialized in science and technology, organizations acting as contact point for science and technology information affiliated to ministries, ministerial agencies, Governmental agencies, People’s Committees of provinces and central-affiliated cities (hereinafter referred to as “local ministries”);
c) Science and technology organizations and other organizations conducting scientific research and technology development activities;
d) Scientific research and technology development personnel;
dd) Other organizations and individuals related to construction, management, update, and development of National database on science and technology.
2. This Circular does not apply to Ministry of National Defense and Ministry of Public Security.
Article 3. Term interpretation
1. “input data” refers to information on subjects under Clause 1 Article 1 hereof which is selected and processed in order to be filled in fields of National database on science and technology
2. “other organizations conducting scientific research and technology development activities” refers to organizations that are not specified under Article 3 of Decree No. 08/2014/ND-CP dated January 27, 2014 of the Government but participating in scientific research and technology development activities.
3. “data structure” refers to a combination of fields showing properties of information under management in the database
4. “identification code” refers to a unique string of characters for identifying (distinguishing) agencies, organizations, individuals, and science and technology tasks under management when connecting, sharing data with other information systems, databases of ministries and local governments, and national database on science and technology.
5. “field label” refers to label of an information field.
6. “field name” refers to a string of character not including special characters, written without space and without Vietnamese diacritics used when declaring and creating fields of database.
Article 4. Design principles of structure of input data
1. Ensure consistency in terms of structure of input data of component data of National database on science and technology.
2. Conform to electronic identification code of agencies and organizations serving data connection and sharing with ministries and local governments under Decision No. 20/2020/QD-TTg dated July 22, 2020 of Prime Minister; Conform to technical standards on applying information technology in regulatory agencies under Circular No. 39/2017/TT-BTTTT dated December 15, 2017 of Ministry of Information and Communications.
3. Guarantee thorough data connection, sharing, and exchange between National database on science and technology and other science and technology databases of ministries and local governments.
4. Guarantee thorough information connection and sharing with Single-window information system, public service portals of ministries and local governments, National public service portal and other databases serving the general public and enterprises.
Article 5. Connection principles
1. Comply with regulations and law on application of information technology in operations of regulatory authorities.
2. Guarantee legal right to extract data as per the law; do not obstruct rights to extract and utilize national database on science and technology of regulatory authorities, organizations, and individuals for any technical reason.
3. Comply with regulations and law on cyberinformation security, regulations on safety assurance for information systems by levels for National database on science and technology and information systems connecting with National database on science and technology.
4. Conform to Vietnamese e-Government Framework, structure of e-Government of ministries, structure of e-Government of provinces.
Article 6. Safety assurance for information and data
1. Ensure cyberinformation security according to Law on Cyberinformation Security and applicable regulations on information safety and security.
2. Ensure integrity, credibility, and availability when storing, extracting, and exchanging information and data. Adopt encryption techniques, password creation techniques, employ digital signature, and develop mechanisms for preventing and controlling malware when storing, exchanging important information and data.
3. Guarantee security for information and data when digitalizing and storing data components in National database on science and technology.
4. Guarantee account information security; users are provided with login accounts bearing unique identity of users when using database information. Users may only access information within their authorization and are responsible for securing provided login accounts. Passwords for logging into information system must have high complexity (containing at least 8 characters with lowercase, uppercase, number, or special symbols such as !, @, #, $, %,...).
Article 7. Use of classification schedule
1. While editing and processing input information of National database on science and technology, relevant organizations and individuals shall employ schedule on classification of field of research and technology attached to Decision No. 12/2008/QD-BKHCN dated September 4, 2008 of Minister of Science and Technology.
2. Field of research shall be keyword for producing statistical reports, and analyzing information on science and technology organizations and other organizations conducting scientific research and technology development activities, scientific research and technology development personnel, and scientific research and technology development tasks.
Article 8. Technical requirements for input data
1. Technical requirements for data input techniques: Use Vietnamese code points satisfactory to TCVN 6909:2001 (ISO/IEC 10646-1:2000), Information technology – 16-bit Vietnamese code to update data.
2. Technical format requirements for attached documents
a) Document form
- Plain text (.txt);
- Rich Text Format (.rtf);
- Word and Word extensions of Microsoft (.doc; .docx);
- Portable Document Format (.pdf) version 1.4 or higher;
- Open Document Text format (.odt).
b) Spreadsheet format
- Excel spreadsheet and Excel spreadsheet extensions of Microsoft (.xls; .xlsx);
- Comma Separated Variable/Delimited format (.csv);
- Open Document Spreadsheets format (.ods).
c) Graphic format
- JPEG (.jpg; .jpeg), PNG (.png), TIF (.tif; tiff), GIF (.gif);
- Minimum resolution: 200 dpi.
d) Motion picture
- MOV, MP4, MKV, FLV, MPEG-4 (.mpeg, .mpg). AVI (.avi), WMV (.wmv);
- Minimum bit rate: 1500 kbps.
dd) Audio
- MP3 (.mp3), WMA (.wma);
- Minimum bit rate: 128 kbps.
e) Projection
- Powerpoint and Powerpoint extensions of Microsoft (.ppt; .pptx).
g) Compressed file
- Zip (WinZip) (.zip);
- RAR (WinRAR) (.rar);
- 7z (7-Zip) (.7z).
Article 9. Structure of input data
Structure of input data of component data of National database on science and technology is elaborated under Annex attached hereto.
Article 10. Structure of identification code
1. Electronic identification code of science and technology organizations and other organizations conducting scientific research and technology development activities
a) Electronic identification code of science and technology organizations and other organizations engaging in scientific research and technology development activities shall conform to Decision No. 20/2020/QD-TTg dated July 22, 2020 of Prime Minister;
b) Structure of electronic identification code of science and technology organizations and other organizations conducting scientific research and technology development activities is as follows:
MX1X2. Y1Y2. Z1Z2. V1V2V3
In which:
- MX1X2 identifies level 1 entities (referred to as “Level 1 code”).
- Y1Y2 identifies level 2 entities (referred to as “Level 2 code”).
- Z1Z2 identifies level 3 entities (referred to as “Level 3 code”).
- V1V2V3 identifies level 4 entities (referred to as “Level 4 code”).
2. Electronic identification code of scientific research and technology development personnel
a) Electronic identification code of scientific research and technology development personnel is unique, used consistently on a nationwide scale, and managed jointly in National database on science and technology;
b) Structure of electronic identification code of scientific research and technology development personnel is as follows:
CB.aaaaaa
In which:
- CB is default characters of the identification code
- aaaaaa is personnel number automatically issued by National database on science and technology of Ministry of Science and Technology.
3. Electronic identification code of science and technology tasks
a) Electronic identification code of science and technology code is a unique code for identifying and distinguishing science and technology tasks, is used consistently nationwide and managed jointly in National database on science and technology;
b) Structure of electronic identification code of scientific and technology task is as follows:
NV.aa. MX1X2.bbbb.cccc
In which:
- NV is default characters of the code.
- aa refers to level of management of science and technology tasks, including: QG - Nationwide, CB - ministerial, CT - provincial, CS - local.
- MX1X2 refers to electronic identification code of ministries, local governments according to Decision No. 20/2020/QD-TTg dated July 22, 2020 of Prime Minister.
- bbbb refers to the year in which science and technology task is implemented.
- cccc refers to unique task number automatically provided by National database on science and technology of Ministry of Science and Technology.
Article 11. Entry into force
1. This Circular comes into force from August 1, 2021.
2. If documents referred to in this Circular are amended or replaced, the new documents will prevail.
Article 12. Responsibilities for implementation
1. Ministries, ministerial agencies, Governmental agencies, People’s Committees of provinces and central-affiliated cities and relevant organizations, individuals are responsible for the implementation of this Circular.
2. Ministry of Science and Technology shall assign National Agency for Science and Technology Information
3. Difficulties that arise during the implementation of this Circular should be reported to the Ministry for consideration./.
