CIRCULAR

ON STANDARDS FOR AWARDING TITLES TO HIGH-ACHIEVING SPORTS ATHLETES

Pursuant to Clause 3, Article 42 of the Law on Physical Training and Sports as amended by Clause 3, Article 2 of Law No. 26/2018/QH14 dated June 14, 2018 of the National Assembly on amendments to the Law on Physical training and Sports;

Pursuant to Decree No. 79/2017/ND-CP dated July 17, 2017 of the Government defining the functions, tasks, powers and organizational structure of the Ministry of Culture, Sports and Tourism;

At the proposal of the Director of the General Department of Physical training and Sports;

The Minister of Culture, Sports and Tourism promulgates a Circular on the standards for awarding titles to high-achieving sports athletes.

Article 1. Scope and regulated entities

1. This Circular stipulates the standards for awarding titles to high-achieving sports athletes.

2. This Circular applies to:

a) High-achieving sports athletes in each sport;

b) National sports federations and associations;

c) Agencies, organizations and individuals involved in awarding titles to high-achieving sports athletes.

Article 2. Titles of high-achieving sports athletes

Titles of high-achieving sports athletes:

1. “Master athlete”;

2. “Level 1 athlete”;

3. “Level 2 athlete”.

Article 3. Standards for awarding titles to high-achieving sports athletes

1. The standards for awarding titles to high-achieving sports athletes include general standards and professional standards.

2. General standards:

a) Being a Vietnamese citizen;

b) Have good moral character;

c) Not in the period of administrative penalty; not be prosecuted for criminal liability; have the criminal record expunged in case of conviction according to the court judgment or decision;

d) Not in the period of disciplinary enforcement by the national sports federation or association, athlete management agency.

3. Professional standards:

a) The professional standards for awarding titles to high-achieving sports athletes for each sport are specified in the Appendix issued together with this Circular;

b) Athletes participating in one of the following sports games: Olympic Games (Olympic), Asian Games (Asiad), Southeast Asian Games (SEA Games), Junior Olympic Games (Junior Olympic) are awarded the title of "Master athlete".

Article 4. Implementation

The General Department of Physical training and Sports is responsible for guiding and inspecting the implementation of this Circular.

Article 5. Entry in force

1. This Circular comes into force as of September 15, 2021.

2. The following legal documents cease to be effective from the effective date of this Circular:

a) Decision No. 707/2005/QD-UBTDTT dated April 20, 2005 of the Minister, Chairperson of the Committee of Physical training and Sports on the promulgation of standards for awarding titles to athletes in sports;

b) Decision No. 707/2005/QD-UBTDTT dated April 20, 2005 of the Minister, Chairperson of the Committee of Physical training and Sports on the promulgation of standards for awarding titles to athletes in weightlifting;

c) Decision No. 1035/2005/QD-UBTDTT dated May 18, 2005 of the Minister, Chairperson of the Committee of Physical training and Sports on the promulgation of standards for awarding titles to athletes in bodybuilding;

d) Decision No. 2206/2005/QD-UBTDTT dated November 16, 2005 of the Minister, Chairperson of the Committee of Physical training and Sports on the promulgation of standards for athletes in fencing;

dd) Decision No. 2209/2005/QD-UBTDTT dated November 17, 2005 of the Minister, Chairperson of the Committee of Physical training and Sports on the promulgation of standards for awarding titles to athletes in chess;

e) Decision No. 829/2006/QD-UBTDTT dated May 5, 2006 of the Minister, Chairperson of the Committee of Physical training and Sports on approval for the standards for awarding titles to athletes in sports;

g) Decision No. 889/2006/QD-UBTDTT dated May 17, 2006 of the Minister, Chairperson of the Committee of Physical training and Sports on the approval of the standards for awarding titles to athletes in physical training subjects.

3. Difficulties that arise during the implementation of this Circular should be reported to the Ministry of Culture, Sports and Tourism (through the General Department of Physical training and Sports for consideration./.

Standard No. 03. Professional standards for awarding titles to high-achieving sports athletes in Billiard & Snooker

I. Athletes shall be considered for the title of "Master Athlete" when meeting one of the following criteria:

1. Ranked 1st to 8th in one of the following: World Billiard & Snooker Championship, World Billiard & Snooker Championship, Asian Billiard & Snooker Championship, Southeast Asia Billiard & Snooker Championship, other international Billiard & Snooker prizes in the scoring system organized by Billiard & Snooker federations, world associations, and continents;

2. Ranked from 1st to 4th in one of the following: Men's Pool, Carom, Snooker, English Billiard at the National Billiard & Snooker Championship or the National Billiard & Snooker Championship round 1;

3. Gain achievements at National Billiard & Snooker Championship or National Billiard & Snooker Championship final round:

a) Ranked from 1st to 8th in one of the following: Men's Pool, Snooker, English Billiard, Women's Pool;

b) Ranked from 1st to 16th in Carom event;

4. Ranked 1st or 2nd at the National Team Billiard & Snooker Championship.

II. Athletes shall be considered for the title of "Level 1 Athlete" when meeting one of the following criteria:

1. Ranked from 5th to 16th in one of the following: Men's Pool, Carom, Snooker, English Billiard at the National Billiard & Snooker Championship or the National Billiard & Snooker Championship round 1;

2. Gain achievements at National Billiard & Snooker Championship or National Billiard & Snooker Championship final round:

a) Ranked from 9th to 16th in one of the following: Men's Pool, Snooker, English Billiard, Women's Pool;

b) Ranked from 17th to 32nd in Carom event;

3. Ranked 3rd or 4th at the National Team Billiard & Snooker Championship.

III. Athletes shall be considered for the title of "Level 2 Athlete" when meeting one of the following criteria:

1. Ranked from 17th to 32nd in one of the following: Men's Pool, Carom, Snooker, English Billiard at the National Billiard & Snooker Championship or the National Billiard & Snooker Championship round 1;

2. Gain achievements at National Billiard & Snooker Championship or National Billiard & Snooker Championship final round:

a) Ranked from 17th to 32nd in one of the following: Men's Pool, Snooker, English Billiard, Women's Pool;

b) Ranked from 33rd to 64th in Carom event;

3. Ranked from 5th to 8th at the National Team Billiard & Snooker Championship.

 

Standard No. 04. Professional standards for awarding titles to high-achieving sports athletes in Petanque

I. Athletes shall be considered for the title of "Master Athlete" when meeting one of the following criteria:

1. Ranked from 1st to 8th at the World Petanque Championships;

2. Ranked from 1st to 4th in one of the following: Asian Petanque Championship, Southeast Asian Petanque Championship, other international petanque tournaments organized by the World Petanque Federation or continents;

3. Gain achievements in one of the following tournaments: National Petanque Championship, National Sports Festival, National Team Petanque Championship:

a) Ranked 1st or 2nd in one of the following events: singles, doubles, shooting;

b) Ranked 1st in triples or triples combined: 03 athletes will be awarded the title;

c) Ranked 2nd in triples or triples combined: 02 athletes will be awarded the title;

d) Ranked 3rd or 4th in triples or triples combined: 01 athlete will be awarded the title;

dd) Ranked 1st in the team event: 03 athletes will be awarded the title;

e) Ranked 2nd in the team event: 02 athletes will be awarded the title;

g) Ranked 3rd or 4th in the team event: 01 athlete will be awarded the title.

II. Athletes shall be considered for the title of "Level 1 Athlete" when meeting one of the following criteria:

1. Gain achievements in one of the following tournaments: National Petanque Championship, National Sports Festival, National Team Petanque Championship:

a) Ranked 3rd or 4th in one of the following events: singles, doubles, shooting;

b) Ranked 1st in triples or triples combined: 01 athlete will be awarded the title;

c) Ranked 2nd in triples or triples combined: 02 athletes will be awarded the title;

d) Ranked 3rd or 4th in triples or triples combined: 03 athletes will be awarded the title;

dd) Ranked 1st in the team event: 02 athletes will be awarded the title;

e) Ranked 2nd in the team event: 03 athletes will be awarded the title;

g) Ranked 3rd or 4th in the team event: 04 athletes will be awarded the title;

2. Gain achievements at the Junior National Petanque Championships:

a) Ranked from 1st to 4th in one of the following: singles, doubles, shooting for the age group from 17 to 20;

b) Ranked 1st or 2nd in triples for the age group from 17 to 20: 04 athletes will be awarded the title;

c) Ranked 3rd or 4th in triples for the age group from 17 to 20: 03 athletes will be awarded the title;

d) Achieve the 1st or 2nd rank in one of the following events: singles, doubles, shooting for the age group from 11 to 16.

III. Athletes shall be considered for the title of "Level 2 Athlete" when meeting one of the following criteria:

1. Gain achievements in one of the following tournaments: National Petanque Championship, National Sports Festival, National Team Petanque Championship:

a) Ranked from 1st to 8th in one of the following: singles, doubles, shooting;

b) Ranked from 5th to 8th in triples or triples combined: 03 athletes will be awarded the title;

c) Ranked from 5th to 8th in the team event: 02 athletes will be awarded the title;

2. Gain achievements at the Junior National Petanque Championships:

a) Ranked from 1st to 8th in one of the following: singles, doubles, shooting for the age group from 17 to 20;

b) Ranked 3rd or 4th in triples for the age group from 17 to 20: 01 athlete will be awarded the title;

c) Ranked from 5th to 8th in triples for the age group from 17 to 20: 03 athletes will be awarded the title;

d) Ranked 3rd or 4th in either singles, doubles, or shooting for the age group from 11 to 16.

IV. Athletes who compete in one of the following events: team, triples, or triples combined meeting one of the standards specified at Points b, c, d, dd, e and g, Clause 3, Section I; Points b, c, d, dd, e and g, Clause 1, and Points b, c and d, Clause 2, Section II; Points b and c, Clause 1, and Points c and d, Clause 2, Section III of this Standard are considered for awarding titles at the request of the superior agencies of athletes.

 

Standard No. 05. Professional standards for awarding titles to high-achieving sports athletes in Swimming (50 m pool)

I. Having one of the following achievements in one of the tournaments organized by the Southeast Asian Swimming Federation, the Asian Swimming Federation, the World Swimming Federation or one of the swimming high-achieving sports tournaments as prescribed in Clauses 1, 2, 3, 4 and 5, Article 37 of the Law on Physical Training and Sports, as amended in Clause 14, Article 1 of the Law on amendments the Law on Physical Training and Sports, except for the congresses specified at Point b, Clause 3, Article 3 of this Circular:

2. Ranked from 1st to 16th at the Asian Table Tennis Championships;

3. Ranked from 1st to 8th at the Southeast Asian Table Tennis Championships;

4. At the National Sports Festival:

a) Ranked from 1st to 8th in men's singles or women's singles;

b) Ranked 1st or 2nd in one of the following events: men's doubles, women's doubles, mixed doubles;

c) Team:

- Ranked 1st: 03 athletes will be awarded the title;

- Ranked 2nd: 02 athletes will be awarded the title;

- Ranked 3rd or 4th: 1 athlete will be awarded the title;

5. At the National Table Tennis Championships:

a) Ranked from 1st to 8th in either men's singles or women's singles;

b) Ranked from 9th to 16th in women’s singles;

c) Ranked from 5th to 8th in the men’s team: 01 athlete will be awarded the title;

d) Ranked from 9th to 16th in women’s team; 01 athlete will be awarded the title;

4. At the Junior National Table Tennis Championships:

a) Ranked from 9th to 16th in men's singles;

b) Ranked from 3rd to 8th in women’s singles;

c) Ranked from 5th to 8th in team: 01 athlete will be awarded the title;

5. At the National Table Tennis Club Tournament:

a) Ranked from 9th to 16th in one of the following: men’s singles, men's doubles, mixed doubles;

b) Ranked from 5th to 8th in women’s singles or women’s doubles;

c) Ranked from 5th to 8th in the men’s team: 01 athlete will be awarded the title;

d) Ranked from 9th to 16th in women’s team: 01 athlete will be awarded the rank.

IV. Athletes competing in team event shall be considered for awarding titles at the request of the superior agencies of athletes when meeting the following criteria:

1. One of the criteria specified at Point c, Clause 4, Points d and dd Clause 5, Points d and dd Clause 6, Section I; Point d Clause 4, Points dd and e Clause 5, Points c and d Clause 6, Point c Clause 7, Point c and Point d Clause 8, Section II; Points dd and e, Clause 2, Points c and d, Clause 3, Point c, Clause 4, Points c and d, Clause 5, Section III of this Standard;

2. Competing in at least 50% of the team's matches at the tournament;

3. Having won at least 25% of the team's total matches at the tournament.

 

Standard No. 07. Professional standards for awarding titles to high-achieving sports athletes in Volleyball

I. Athletes shall be considered for the title of "Master Athlete" when meeting one of the following criteria:

1. Joining the national volleyball team or U23 national volleyball team to participate in one of the international tournaments organized by the World Volleyball Federation, the Asian Volleyball Federation, and the Southeast Asian Volleyball Federation;

2. Joining the junior national volleyball team and gaining one of the following achievements:

a) Passing the qualifying round of the Junior Olympic Games: 14 athletes will be awarded the title;

b) Participating in the World Junior Volleyball Championship: 14 athletes will be awarded the title;

c) Won a medal at the Asian Junior Volleyball Championship: 14 athletes will be awarded the title;

d) Gold medal at the Junior Southeast Asian Volleyball Championship: 14 athletes will be awarded the title;

dd) Silver medal at the Junior Southeast Asian Volleyball Championship: 11 athletes will be awarded the title;

e) Bronze medal at the Junior Southeast Asian Volleyball Championship: 7 athletes will be awarded the title;

3. Gaining one of the following achievements:

a) At the National Sports Festival or National Indoor Volleyball Championship:

- Ranked 1st: 8 athletes will be awarded the title;

- Ranked 2nd: 7 athletes will be awarded the title;

- Ranked 3rd: 6 athletes will be awarded the title;

- Ranked 4th: 5 athletes will be awarded the title;

- Ranked 5th or 6th: 04 athletes will be awarded the title;

- Ranked 7th or 8th: 03 athletes will be awarded the title;

- Ranked 9th or 10th: 02 athletes will be awarded the title;

b) At National Volleyball League A:

Ranked 1st or 2nd: 02 athletes will be awarded the title;

c) At U23 National Volleyball Championship:

- Ranked 1st: 04 athletes will be awarded the title;

- Ranked 2nd: 03 athletes will be awarded the title;

- Ranked 3rd: 02 athletes will be awarded the title;

- Ranked 4th: 01 athlete will be awarded the title;

d) At the National Sports Festival or National Beach Volleyball Championship 2x2:

- Ranked 1st or 2nd: 02 athletes will be awarded the title;

- Ranked 3rd or 4th: 01 athlete will be awarded the title;

dd) At the National Sports Festival or National Beach Volleyball Championship 2x2 team:

- Ranked 1st: 04 athletes will be awarded the title;

- Ranked 2nd: 03 athletes will be awarded the title;

e) At the National Sports Festival or National Beach Volleyball Championship 4x4:

- Ranked 1st: 04 athletes will be awarded the title;

II. Athletes shall be considered for the title of "Level 1 Athlete" when meeting one of the following criteria:

Joining the junior national volleyball team to participate in one of the following tournaments: World Volleyball Junior Championship, Asian Junior Volleyball Championship, Southeast Asian Volleyball Junior Championship, and other international junior tournaments organized by the World Volleyball Federation, the Asian Volleyball Federation and the Southeast Asian Volleyball Federation;

2. Gaining one of the following achievements:

a) At the National Sports Festival or National Indoor Volleyball Championship:

- Ranked 1st or 2nd: 6 athletes will be awarded the title;

- Ranked from 3rd to 10th: 8 athletes will be awarded the title;

b) At National Volleyball League A:

- Ranked 1st or 2nd: 7 athletes will be awarded the title;

- Ranked from 3rd to 8th: 8 athletes will be awarded the title;

- Teams recognized for League A: 6 athletes will be awarded the title;

c) At U23 National Volleyball Championship:

- Ranked 1st: 8 athletes will be awarded the title;

- Ranked from 2nd to 8th: 9 athletes will be awarded the title;

d) At the National Junior Indoor Volleyball Championship:

- Ranked from 1st to 3rd: 7 athletes will be awarded the title;

- Ranked from 4th to 8th: 5 athletes will be awarded the title;

d) At the Junior Volleyball Club Championship:

- Ranked from 1st to 3rd: 7 athletes will be awarded the title;

- Ranked from 4th to 8th: 5 athletes will be awarded the title;

e) At the National Sports Festival or National Beach Volleyball Championship 2x2:

- Ranked 3rd or 4th: 01 athlete will be awarded the title;

- Ranked from 5th to 8th: 02 athletes will be awarded the title;

- Ranked from 9th to 16th: 01 athlete will be awarded the title;

g) At the National Sports Festival or National Beach Volleyball Championship 2x2 team:

- Ranked 1st: 02 athletes will be awarded the title;

- Ranked 2nd: 03 athletes will be awarded the title;

- Ranked 3rd: 04 athletes will be awarded the title;

- Ranked 4th: 5 athletes will be awarded the title;

h) At the National Sports Festival or National Beach Volleyball Championship 4x4:

- Ranked 1st: 02 athletes will be awarded the title;

- Ranked 2nd: 03 athletes will be awarded the title;

- Ranked 3rd: 04 athletes will be awarded the title;

- Ranked 4th: 5 athletes will be awarded the title;

i) At Junior National Beach Volleyball Championship 2x2:

- Ranked from 1st to 3rd: 02 athletes will be awarded the title;

- Ranked from 4th to 8th: 1 athlete will be awarded the title;

k) At Junior National Beach Volleyball Championship 2x2:

- Ranked from 1st to 3rd: 04 athletes will be awarded the title;

- Ranked from 4th to 8th: 02 athletes will be awarded the title;

l) At Junior National Beach Volleyball Championship 4x4:

- Ranked from 1st to 3rd: 04 athletes will be awarded the title;

- Ranked from 4th to 8th: 02 athletes will be awarded the title.

III. Athletes are considered for the title of "Level 2 Athlete" when participating in one of the high-achieving sports tournaments in Volleyball specified in Clauses 1, 2, 3, 4 and 5, Article 37 of the Law on Physical Training and Sports, as amended in Clause 14, Article 1 of the Law on amendments the Law on Physical Training and Sports, except for the congresses specified at Point b, Clause 3, Article 3 of this Circular.

IV. Athletes who meet one of the criteria specified in Clauses 2 and 3, Section I, and Clause 2, Section II of this Standard shall be considered for awarding title at the request of the superior agencies of athletes.

 

Standard No. 08. Professional standards for awarding titles to high-achieving sports athletes in Football

I. Athletes shall be considered for the title of "Master Athlete" when meeting one of the following criteria:

1. Participating in one of the following tournaments: FIFA World Cup, FIFA U-20 World Cup, AFC Cup, AFC U-23 Asian Cup, AFF Championship;

2. Playing 2/3 of the team's total matches at the tournament and gaining one of the following achievements:

a) At the National Football Championships:

- Ranked 1st: 23 athletes will be awarded the title;

- Ranked 2nd: 20 athletes will be awarded the title;

- Ranked 3rd: 17 athletes will be awarded the title;

- Ranked 4th: 14 athletes will be awarded the title;

- Ranked 5th: 11 athletes will be awarded the title;

- Ranked 6th: 8 athletes will be awarded the title;

- Ranked 7th: 8 athletes will be awarded the title;

- Ranked 8th: 5 athletes will be awarded the title;

- Ranked 9th: 5 athletes will be awarded the title;

- Ranked 10th: 5 athletes will be awarded the title;

- Ranked 11th: 03 athletes will be awarded the title;

- Ranked 12th: 03 athletes will be awarded the title;

b) National First Football League:

- Ranked 1st: 14 athletes will be awarded the title;

1. Participating in one of the following tournaments: Beach Handball World Championship, World Beach Games, Beach Handball Asian Championship, Beach Handball Southeast Asia Championship;

2. Gaining one of the following achievements:

a) At the Asian Youth Games or the Asian Youth Beach Handball Championship:

- Ranked 1st: 5 athletes will be awarded the title;

- Ranked 2nd: 04 athletes will be awarded the title;

- Ranked 3rd: 03 athletes will be awarded the title;

- Ranked 4th: 02 athletes will be awarded the title;

b) At the National Sports Festival or National Beach Volleyball Championship:

- Ranked 1st: 5 athletes will be awarded the title;

- Ranked 2nd: 04 athletes will be awarded the title;

- Ranked 3rd: 03 athletes will be awarded the title;

c) At the National Beach Handball Club Championship:

- Ranked 1st: 03 athletes will be awarded the title;

2. At the National Beach Handball Club Championship:

a) Ranked 1st: 04 athletes will be awarded the title;

c) Ranked 3rd: 6 athletes will be awarded the title;

3. At Junior National Beach Volleyball Championship:

a) Ranked 1st: 04 athletes will be awarded the title;

b) Ranked 2nd: 5 athletes will be awarded the title;

c) Ranked 3rd: 06 athletes will be awarded the title.

IV. Athletes who meet one of the criteria specified in Clause 2, Section I, Sections II and III of this Standard should be considered for awarding the title at the request of the superior agencies of athletes.

B. Indoor Handball

I. Athletes shall be considered for the title of "Master Athlete" when meeting one of the following criteria:

1. Participating in one of the following tournaments: World Handball Championship, Junior World Handball Championship, Asian Handball Championship, Southeast Asian Handball Championship;

2. Gaining one of the following achievements:

a) At the Asian Youth Games or the Asian Youth Beach Handball Championship:

- Ranked 1st: 7 athletes will be awarded the title;

- Ranked 2nd: 6 athletes will be awarded the title;

- Ranked 3rd: 5 athletes will be awarded the title;

- Ranked 4th: 04 athletes will be awarded the title;

b) At the National Sports Festival or National Handball Championship:

- Ranked 1st: 7 athletes will be awarded the title;

- Ranked 2nd: 6 athletes will be awarded the title;

- Ranked 3rd: 5 athletes will be awarded the title;

c) At the National Handball Club Championship:

- Ranked 1st: 04 athletes will be awarded the title;

4. At the National Youth Handball Championships:

a) Ranked 1st: 5 athletes will be awarded the title;

b) Ranked 2nd: 04 athletes will be awarded the title;

III. Athletes shall be considered for the title of "Level 2 Athlete" when meeting one of the following criteria:

1. At the National Sports Festival or National Handball Championship:

a) Ranked 1st: 03 athletes will be awarded the title;

b) Ranked 2nd: 5 athletes will be awarded the title;

c) Ranked 3rd: 7 athletes will be awarded the title;

2. At the National Handball Club Championship:

a) Ranked 1st: 08 athletes will be awarded the title.

b) Ranked 2nd: 9 athletes will be awarded the title;

c) Ranked 3rd: 10 athletes will be awarded the title;

3. At the National Youth Handball Championships:

a) Ranked 1st: 8 athletes will be awarded the title;

b) Ranked 2nd: 9 athletes will be awarded the title;

c) Ranked 3rd: 10 athletes will be awarded the title.

IV. Athletes who meet one of the criteria specified in Clause 2, Section I, Sections II and III of this Standard should be considered for awarding the title at the request of the superior agencies of athletes.

 

Standard No. 10. Professional standards for awarding titles to high-achieving sports athletes in Basketball

I. Athletes shall be considered for the title of "Master Athlete" when meeting one of the following criteria:

1. Ranked from 1st to 8th in one of the following: World Basketball Championship, Junior World Basketball Championship, Asian Basketball Championship, Junior Asian Basketball Championship;

2. Ranked from 1st to 4th in one of the following: Southeast Asian Basketball Championship, Southeast Asian Junior Basketball Championship, other international tournaments organized by the World Basketball Federation;

3. At the National Sports Festival or National Basketball Championship:

a) 5x5 basketball:

- Ranked 1st: 7 athletes will be awarded the title;

- Ranked 2nd: 5 athletes will be awarded the title;

- Ranked 3rd: 04 athletes will be awarded the title;

- Ranked from 4th to 6th: 03 athletes will be awarded the title;

- Ranked from 7th to 9th: 02 athletes will be awarded the title;

- Ranked from 10th to 12th: 01 athlete will be awarded the title;

b) 3x3 basketball:

2. Ranked from 5th to 8th in one of the following: Southeast Asian Basketball Championship, Southeast Asian Junior Basketball Championship, other international tournaments organized by the World Basketball Federation;

3. At the National Sports Festival or National Basketball Championship:

a) 5x5 basketball:

- Ranked 1st: 5 athletes will be awarded the title;

- Ranked 2nd: 7 athletes will be awarded the title;

- Ranked 3rd: 8 athletes will be awarded the title;

- Ranked from 7th to 9th: 10 athletes will be awarded the title;

- Ranked 2nd: 7 athletes will be awarded the title;

- Ranked 3rd: 8 athletes will be awarded the title;

- Ranked from 4th to 6th: 9 athletes will be awarded the title;

- Ranked from 7th to 9th: 10 athletes will be awarded the title;

- Ranked from 10th to 12th: 11 athletes will be awarded the title;

b) 3x3 basketball:

- Ranked 2nd: 01 athlete will be awarded the title;

- Ranked 3rd: 02 athletes will be awarded the title;

- Ranked from 4th to 6th: 03 athletes will be awarded the title;

- Ranked from 7th to 9th: 04 athletes will be awarded the title;

- Ranked from 10th to 12th: 03 athletes will be awarded the title.

IV. Athletes who meet one of the criteria specified in Clauses 3, 4 and 5, Section I, and Clauses 3, 4, 5 and 6 Section II and III of this Standard shall be considered for awarding title at the request of the superior agencies of athletes.

 

Standard No. 11. Professional standards for awarding titles to high-achieving sports athletes in Boxing

I. Athletes shall be considered for the title of "Master Athlete" when meeting one of the following criteria:

1. Ranked from 1st to 8th in one of the following: World Boxing Championship, World Boxing Cup, Asian Boxing Championship, Asian Boxing Cup;

2. Ranked from 1st to 4th in one of the following: Southeast Asian Boxing Championships, Asian Indoor and Martial Arts Games, World Beach Games, Youth World Boxing Championships, Youth Asian Boxing Championships, Asian Youth Games;

3. Ranked 1st or 2nd in one of the following tournaments: National Boxing Championship, National Boxing Cup, National Sports Festival.

II. Athletes shall be considered for the title of "Level 1 Athlete" when meeting one of the following criteria:

1. Ranked 3rd or 4th in one of the following tournaments: National Boxing Championship, National Boxing Cup, National Sports Festival;

2. Ranked 1st or 2nd for age group from 15 to 18 at the National Youth Boxing Championships;

3. Ranked from 1st to 4th for age group from 15 to 18 at the Southeast Asian Junior Boxing Championships.

III. Athletes shall be considered for the title of "Level 2 Athlete" when meeting one of the following criteria:

1. Ranked from 5th to 8th in one of the following: National Boxing Championship, National Boxing Cup, National Sports Festival;

2. Ranked 3rd or 4th for age group from 15 to 18 at the National Youth Boxing Championships;

3. Ranked 1st or 2nd for age group from 13 to 14 at the National Youth Boxing Championships;

4. Ranked from 1st to 4th for age group from 13 to 14 at the Southeast Asian Junior Boxing Championships.

 

Standard No. 12. Professional standards for awarding titles to high-achieving sports athletes in Bowling

I. Athletes shall be considered for the title of "Master Athlete" when meeting one of the following criteria:

1. Participating in one of the following tournaments: World Bowling Championship, Asian Bowling Championship, Southeast Asia Bowling Championship, other international tournaments organized by the International Bowling Federation;

2. Ranked from 1st to 3rd in one of the following: National Bowling Championship, National Sports Festival, National Bowling Strong Teams Tournament.

II. Athletes shall be considered for the title of "Level 1 Athlete" when meeting one of the following criteria:

1. Participating in one of the following tournaments: World Youth Bowling Championship, Asian Youth Bowling Championship, Southeast Asia Youth Bowling Championship, other international youth tournaments organized by the International Bowling Federation;

2. Ranked from 4th to 6th in one of the following: National Bowling Championship, National Sports Festival, National Bowling Strong Teams Tournament;

3. Ranked from 1st to 3rd at the National Youth Bowling Championship.

III. Athletes shall be considered for the title of "Level 2 Athlete" when meeting one of the following criteria:

1. Ranked from 7th to 10th in one of the following: National Bowling Championship, National Sports Festival, National Bowling Strong Teams Tournament;

2. Ranked from 4th to 6th at the National Youth Bowling Championship.

 

Standard No. 13. Professional standards for awarding titles to high-achieving sports athletes in Canoeing

I. Athletes shall be considered for the title of "Master Athlete" when meeting one of the following criteria:

1. Participating in one of the following tournaments: World Beach Games, World Canoeing Championships, World Junior Canoeing Championships, World Canoeing Cups, Asian Canoeing Championships, Asian Junior Canoeing Championships, Asian Canoeing Cup, Southeast Asian Canoeing Championship, Southeast Asian Junior Canoeing Championship;

2. At the National Sports Festival or National Canoeing Championship:

a) Ranked from 1st to 3rd in Single sculls;

b) Ranked from 1st to 3rd in Double sculls or Quad sculls in the Olympic group;

c) Ranked 1st or 2nd in Double sculls or Quad sculls not in the Olympic group.

II. Athletes shall be considered for the title of "Level 1 Athlete" when meeting one of the following criteria:

1. At the National Sports Festival or National Canoeing Championship:

a) Ranked from 4th to 6th in Single sculls;

b) Ranked from 4th to 6th in Double sculls or Quad sculls in the Olympic group;

c) Ranked from 3rd to 5th in Double sculls or Quad sculls not in the Olympic group;

2. At the Junior National Canoeing Championship:

a) Ranked from 1st to 3rd in Single sculls;

b) Ranked 1st or 2nd in Double sculls or Quad sculls.

III. Athletes shall be considered for the title of "Level 2 Athlete" when meeting one of the following criteria:

1. At the National Sports Festival or National Canoeing Championship:

a) Ranked 7th or 8th in Single sculls;

b) Ranked 7th or 8th in Double sculls or Quad sculls in the Olympic group;

c) Ranked 6th or 7th in Double sculls or Quad sculls not in the Olympic group;

2. At the Junior National Canoeing Championship:

a) Ranked from 4th to 6th in Single sculls;

b) Ranked 3rd or 4th in Double sculls or Quad sculls.

 

Standard No. 14. Professional standards for awarding titles to high-achieving sports athletes in Badminton

I. Athletes shall be considered for the title of "Master Athlete" when meeting one of the following criteria:

1. Ranked from 1st to 16th in one of the following tournaments: Badminton World Championship, Badminton World Junior Championship, Badminton Asia Championship, Badminton Asia Junior Championship, Badminton Southeast Asian Championship, Badminton Southeast Asian Junior Championship, other international tournaments organized by the World Badminton Federation;

2. At the National Sports Festival or National Badminton Championship:

a) Ranked from 1st to 8th in men's singles;

b) Ranked from 1st to 4th in women's singles;

c) Ranked 1st or 2nd in one of the following events: men's doubles, women's doubles, mixed doubles;

d) Team:

- Ranked 1st: 7 athletes will be awarded the title;

- Ranked 2nd: 5 athletes will be awarded the title;

- Ranked 3rd or 4th: 03 athletes will be awarded the title;

3. At the National Excellent Badminton Championships:

a) Ranked from 1st to 4th in either men's singles or women's singles;

b) Ranked 1st or 2nd in one of the following events: men's doubles, women's doubles, mixed doubles.

II. Athletes shall be considered for the title of "Level 1 Athlete" when meeting one of the following criteria:

1. Ranked from 17th to 32nd in one of the following tournaments: Badminton World Championship, Badminton World Junior Championship, Badminton Asia Championship, Badminton Asia Junior Championship, Badminton Southeast Asian Championship, Badminton Southeast Asian Junior Championship, other international tournaments organized by the World Badminton Federation;

2. At the National Sports Festival or National Badminton Championship:

a) Ranked from 9th to 16th in men's singles;

b) Ranked from 3rd to 8th in women’s singles;

c) Ranked 3rd or 4th in one of the following events: men's doubles, women's doubles, mixed doubles;

d) Team:

- Ranked 2nd: 02 athletes will be awarded the title;

- Ranked 3rd or 4th: 04 athletes will be awarded the title;

3. At the National Excellent Badminton Championships:

a) Ranked from 5th to 8th in either men's singles or women's singles;

b) Ranked 3rd or 4th in one of the following events: men's doubles, women's doubles, mixed doubles;

4. At the Junior National Badminton Championship:

a) Ranked from 1st to 4th in either men's singles or women's singles;

b) Ranked 1st or 2nd in one of the following events: men's doubles, women's doubles, mixed doubles.

III. Athletes shall be considered for the title of "Level 2 Athlete" when meeting one of the following criteria:

1. At the National Sports Festival or National Badminton Championship:

a) Ranked from 17th to 32nd in men's singles;

b) Ranked from 9th to 16th in women’s singles;

c) Ranked from 5th to 8th in one of the following: men's doubles, women's doubles, mixed doubles;

2. Ranked from 5th to 8th in one of the following: men's doubles, women's doubles, mixed doubles  at the National Excellent Badminton Championships;

3. At the Junior National Badminton Championship:

a) Ranked from 5th to 8th in either men's singles or women's singles;

b) Ranked 3rd or 4th in one of the following events: men's doubles, women's doubles, mixed doubles.

IV. Athletes competing in team event shall be considered for awarding titles at the request of the superior agencies of athletes when meeting one of the following standards:

1. Satisfying one of the criteria specified at Point d, Clause 2, Section I, and Point d, Clause 2, Section II of this Standard;

2. Competing in at least 50% of the team's matches at the tournament;

3. Having won at least 25% of the team's total matches at the tournament.

 

Standard No. 15. Professional standards for awarding titles to high-achieving sports athletes in Sepak Takraw

I. Athletes shall be considered for the title of "Master Athlete" when meeting one of the following criteria:

1. Ranked from 1st to 3rd in one of the following: World Sepak Takraw Championship, World Junior Sepak Takraw Championship, Asian Sepak Takraw Championship, Asian Junior Championship rattan, Southeast Asian Sepak Takraw Championship, Southeast Asian Sepak Takraw Junior Championship, international tournaments in the system of the International Sepaktakraw Federation;

2. Ranked from 1st to 3rd in one of the following: National Sports Festival, National Sepak Takraw Championship, Championship of Excellent Sepak Takraw Clubs, Championship of Excellent Sepak Takraw Teams:

a) Team:

- Ranked 1st: 6 athletes will be awarded the title;

- Ranked 2nd: 04 athletes will be awarded the title;

- Ranked 3rd: 02 athletes will be awarded the title;

b) Quad team:

- Ranked 1st: 04 athletes will be awarded the title;

- Ranked 2nd: 03 athletes will be awarded the title;

- Ranked 3rd: 02 athletes will be awarded the title;

c) Regu team:

- Ranked 1st: 03 athletes will be awarded the title;

- Ranked 2nd: 02 athletes will be awarded the title;

- Ranked 3rd: 01 athlete will be awarded the title;

d) Double event:

1. Ranked from 1st to 3rd in one of the following: National Sports Festival, National Sepak Takraw Championship, Championship of Excellent Sepak Takraw Clubs, Championship of Excellent Sepak Takraw Teams;

a) Team:

- Ranked 1st: 6 athletes will be awarded the title;

- Ranked 2nd: 8 athletes will be awarded the title;

- Ranked 3rd: 10 athletes will be awarded the title;

b) Quad team:

- Ranked 1st: 02 athletes will be awarded the title;

- Ranked 2nd: 03 athletes will be awarded the title;

- Ranked 3rd: 04 athletes will be awarded the title;

c) Regu team:

- Ranked 1st: 02 athletes will be awarded the title;

- Ranked 2nd: 03 athletes will be awarded the title;

- Ranked 3rd: 04 athletes will be awarded the title;

d) Double event:

- Ranked 1st: 01 athlete will be awarded the title;

- Ranked 2nd or 3rd: 02 athletes will be awarded the title.

2. Ranked from 1st to 3rd at the National Junior Sepak Takraw Championship or the Excellent Junior Sepak Takraw Team Championship:

a) Team: 6 athletes will be awarded the title;

b) Quad team: 04 athletes will be awarded the title;

c) Regu team: 03 athletes will be awarded the title;

d) Double event: 02 athletes will be awarded the title.

III. Athletes shall be considered for the title of "Level 2 Athlete" when meeting one of the following criteria:

1. Participating in one of the following tournaments: National Sports Festival, National Sepak Takraw Championship, Championship of Excellent Sepak Takraw Clubs, Championship of Excellent Sepak Takraw Teams;

2. Ranked from 1st to 3rd at the National Junior Sepak Takraw Championship or the Excellent Junior Sepak Takraw Team Championship:

a) Team: 6 athletes will be awarded the title;

b) Quad team: 04 athletes will be awarded the title;

c) Regu team: 03 athletes will be awarded the title;

d) Double event: 02 athletes will be awarded the title.

IV. Athletes competing in team event shall be considered for awarding titles at the request of the superior agencies of athletes when meeting one of the following criteria:

1. Satisfying one of the criteria specified at Point d, Clause 2, Section I, and Point d, Clause 2, Section II of this Standard;

2. Competing in at least 50% of the team's matches at the tournament.

 

Standard No. 16. Professional standards for awarding titles to high-achieving sports athletes in Xiangqi

I. Athletes shall be considered for the title of "Master Athlete" when meeting one of the following criteria:

1. Ranked from 1st to 8th at the World Xiangqi Championship or the World Junior Xiangqi Championship;

2. Ranked from 1st to 6th at the Asia Xiangqi Championship or the Asia Junior Xiangqi Championship;

3. Ranked 1st to 4th at the Southeast Asian Xiangqi Championship or the Southeast Asian Junior Xiangqi Championship for ages 15 to 20;

4. Ranked from 1st to 3rd at international tournaments organized by the World Xiangqi Federation;

5. At the National Sports Festival or National Xiangqi Championship:

a) Individual event:

- Ranked from 1st to 10th in men's singles;

- Ranked from 1st to 6th in women event;

- Achieve at least 70% of the total maximum points in the event;

b) Team event:

- Ranked 1st: 03 athletes in men’s team and 02 athletes in women’s team will be awarded the title;

- Ranked 2nd: 02 athletes in men’s team and 01 athletes in women’s team will be awarded the title;

- Ranked 3rd of 4th: 01 athlete in the men’s team will be awarded the title;

- Achieve at least 70% of the total maximum points in the event;

6. Ranked from 1st to 4th in the Standard Xiangqi event at the National Xiangqi Strong Players Championship.

II. Athletes shall be considered for the title of "Level 1 Athlete" when meeting one of the following criteria:

1. Ranked from 4th to 10th at international tournaments organized by the World Xiangqi Federation;

2. Ranked from 1st to 6th for age group of 15 at the Southeast Asian Junior Xiangqi Championships;

3. At the National Sports Festival or National Xiangqi Championship:

a) Individual event:

- Ranked from 11th to 23rd in men event;

- Ranked from 7th to 12th in women event;

- Achieve at least 50% of the total maximum points in the event;

b) Team event:

- Ranked 2nd: 01 athlete in men’s team and 01 athlete in women’s team will be awarded the title;

- Ranked 3rd of 4th: 02 athletes in men’s team and 02 athletes in women’s team will be awarded the title;

- Achieve at least 50% of the total maximum points in the event;

4. At the National Xiangqi Strong Player Championship:

a) Ranked from 5th to 8th in Standard Xiangqi individual event:

b) Ranked from 1st to 4th in Individual Blitz;

5. At the Junior National Xiangqi Championship:

a) Ranked from 1st to 4th in individual event for age groups below: 9-year-old group, 11-year-old group, 13-year-old group in one of the events of Standard, Rapid or Blitz;

b) Ranked from 1st to 8th in one of the age groups below: 15-year-old group, 18-year-old group, 20-year-old group in one of the events of Standard, Rapid or Blitz.

III. Athletes shall be considered for the title of "Level 2 Athlete" when meeting one of the following criteria:

1. Achieve 40% of the maximum total score in the event at the National Sports Festival or the National Xiangqi Championship in one of the events of Standard, Rapid or Blitz;

2. At the Junior National Xiangqi Championship:

a) Ranked from 1st to 4th in individual event for age groups from 7 years old in one of the following events: Standard, Rapid or Blitz;

b) Ranked from 5th to 10th in one of the age groups below: 9-year-old group, 11-year-old group, 13-year-old group in one of the events of Standard, Rapid or Blitz;

c) Ranked from 9th to 14th in one of the age groups below: 15-year-old group, 18-year-old group, 20-year-old group in one of the events of Standard, Rapid or Blitz;

d) Ranked from 1st to 3rd in Traditional Xiangqi event.

IV. Athletes competing in team event shall be considered for awarding titles at the request of the superior agencies of athletes when meeting one of the following criteria:

Standard No. 17. Professional standards for awarding titles to high-achieving sports athletes in Weiqi

I. Athletes are considered for the title of “Master Athlete” if ranked from 1st to 3rd at the National Sports Festival or the National Weiqi Championship.

II. Athletes shall be considered for the title of "Level 1 Athlete" when meeting one of the following criteria:

1. Ranked 4th to 6th at the National Sports Festival or the National Weiqi Championship;

2. Ranked from 1st to 4th in individual event at the National Youth Weiqi Championship.

III. Athletes shall be considered for the title of "Level 2 Athlete" when meeting one of the following criteria:

1. Ranked 7th to 10th at the National Sports Festival or the National Weiqi Championship;

2. Ranked from 5th to 8th in individual event at the National Youth Weiqi Championship.

 

Standard No. 18. Professional standards for awarding titles to high-achieving sports athletes in Chess

I. Athletes shall be considered for the title of "Master Athlete" when meeting one of the following criteria:

1. Hold the title “Master Athlete” or “Grandmaster Athlete” awarded by the World Chess Federation in the year;

2. Gaining one of the following achievements:

a) Winning medals at official tournaments of the World Chess Federation;

b) Ranked 1st to 12th at the National Chess Championship or the National Sports Festival;

c) Ranked from 1st to 6th at the National Excellent Chess Championship;

d) At the National Team Chess Championship:

- Achieve at least 70% of the total maximum points in the event;

- Be named in the official line-up, ranked 1st or 2nd;

- Ranked 1st or 2nd in mixed doubles;

II. Athletes shall be considered for the title of "Level 1 Athlete" when meeting one of the following criteria:

1. Ranked 13th to 20th at the National Chess Championship or the National Sports Festival;

2. Ranked from 7th to 12th at the National Excellent Chess Championship;

3. At the National Team Chess Championship:

a) Achieve at least 50% of the total maximum points in the event;

b) Be named in the official line-up, ranked 3rd or 4th;

c) Ranked 3rd or 4th in mixed doubles.

4. At the Junior National Chess Championship:

a) Ranked from 1st to 6th in individual event for age groups below: 15-year-old group, 17-year-old group, 20-year-old group;

b) Ranked from 1st to 3rd in individual event for age groups below: 9-year-old group, 10-year-old group, 11-year-old group, 13-year-old group;

5. At the Junior National Excellent Chess Championship:

a) Ranked from 1st to 6th in individual event for age groups below: 13-year-old group, 15-year-old group, 17-year-old group, 20-year-old group;

b) Ranked from 1st to 3rd in individual event for age groups below: 9-year-old group, 10-year-old group, 11-year-old group.

III. Athletes shall be considered for the title of "Level 2 Athlete" when meeting one of the following criteria:

1. Ranked 21th to 25th at the National Chess Championship or the National Sports Festival;

2. Ranked from 13th to 20th at the National Excellent Chess Championship;

3. At the National Team Chess Championship:

a) Achieve at least 40% of the total maximum points in the event;

b) Be named in the official line-up, ranked 5rd or 6th;

c) Ranked 5th or 6th in mixed doubles.

4. At the Junior National Chess Championship:

a) Ranked from 7th to 10th in individual event for age groups below: 15-year-old group, 17-year-old group, 20-year-old group;

b) Ranked from 4th to 8th in individual event for age groups below: 9-year-old group, 10-year-old group, 11-year-old group, 13-year-old group;

1. Ranked from 1st to 3rd in one of the following tournaments: Shuttlecock World Championship, Shuttlecock Asia Championship, Shuttlecock Southeast Asian Championship, other international tournaments organized by the International Shuttlecock Federation;

2. At the National Sports Festival or National Shuttlecock Championship:

a) Ranked 1st or 2nd in one of the following events: men's singles, women’s singles, men's doubles, women’s doubles, mixed doubles;

b) Ranked 1st or 2nd in team event: 03 athletes will be awarded the title;

c) Ranked 1st or 2nd in team event: 6 athletes will be awarded the title;

3. At the National Shuttlecock Strong Teams Tournament or National Shuttlecock Club Tournament:

a) Ranked 1st or 2nd in one of the following events: men's singles, women’s singles, men's doubles, women’s doubles, mixed doubles;

b) Ranked 1st or 2nd in team event: 03 athletes will be awarded the title.

II. Athletes shall be considered for the title of "Level 1 Athlete" when meeting one of the following criteria:

1. At the National Sports Festival or National Shuttlecock Championship:

a) Ranked 3rd in one of the following events: men's singles, women’s singles, men's doubles, women’s doubles, mixed doubles;

b) Ranked from 1st to 3rs in team event: 03 athletes will be awarded the title;

c) Team event:

- Ranked 1st or 2nd: 03 athletes will be awarded the title;

- Ranked 3rd: 6 athletes will be awarded the title;

2. At the National Shuttlecock Strong Teams Tournament or National Shuttlecock Club Tournament:

a) Ranked 3rd in one of the following events: men's singles, women’s singles, men's doubles, women’s doubles, mixed doubles;

b) Ranked from 1st to 3rs in team event: 03 athletes will be awarded the title;

3. At the National Shuttlecock Youth Championship for age group of at least 16:

a) Ranked 1st or 2nd in one of the following events: men's singles, women’s singles, men's doubles, women’s doubles, mixed doubles;

b) Ranked 1st or 2nd in team event: 03 athletes will be awarded the title;

c) Ranked 1st or 2nd in team event: 06 athletes will be awarded the title.

III. Athletes shall be considered for the title of "Level 2 Athlete" when meeting one of the following criteria:

At the National Shuttlecock Youth Championship for age group of at least 16:

1. Ranked 3rd in one of the following events: men's singles, women’s singles, men's doubles, women’s doubles, mixed doubles;

2. Ranked from 1st to 3rs in team event: 03 athletes will be awarded the title;

3. Team event:

a) Ranked 1st or 2nd: 03 athletes will be awarded the title;

b) Ranked 3rd: 06 athletes will be awarded the title.

IV. Athletes competing in team, triples, or triples mixed meeting one of the standards specified at Points b, c, d, dd, e and g, Clause 3, Section I; Points b, c, d, dd, e and g, Clause 1, and Points b, c and d, Clause 2, Section II; Points b and c, Clause 1, and Points c and d, Clause 2, Section III of this Standard are considered for awarding titles at the request of the superior agencies of athletes.

 

Standard No. 21. Professional standards for awarding titles to high-achieving sports athletes in Fencing

I. Athletes shall be considered for the title of "Master Athlete" when meeting one of the following criteria:

1. Ranked from 1st to 8th in individual event in one of the following tournaments: World Fencing Championship, Asian Fencing Championship, FIE Grand prix, World Fencing Cup Tournament;

2. Ranked from 1st to 4th in team event in one of the following: World Fencing Championship, Asian Fencing Championship, World Fencing Cup;

3. Ranked from 1st to 4th in individual event in one of the following tournaments: Southeast Asian Fencing Championship, National Sports Festival, National Fencing Championship;

4. In one of the tournaments: Southeast Asian Fencing Championship, National Sports Festival, National Fencing Championship:

a) Ranked 1st or 2nd in team event;

b) Ranked 1st in all event;

5. At the U23 National Fencing Championship:

a) Ranked 1st or 2nd in individual event;

b) Ranked 1st in team event or all event.

II. Athletes shall be considered for the title of "Level 1 Athlete" when meeting one of the following criteria:

1. At the National Sports Festival or National Fencing Championship:

a) Ranked from 5th to 8th in individual event;

b) Ranked 3rd or 4th in the team event;

c) Ranked 2nd in all event;

2. At the U23 National Fencing Championship:

a) Ranked 3rd or 4th in individual event;

b) Ranked 2nd in team event or all event;

3. At National Fencing Championship:

a) Ranked 1st or 2nd in individual event;

b) Ranked 1st in one of the following events: team event, all event aged 20 and under, individual event aged 17 and under.

III. Athletes shall be considered for the title of "Level 2 Athlete" when meeting one of the following criteria:

1. Ranked 3rd or 4th in all event at the National Sports Festival or National Fencing Championship;

2. Ranked 3rd or 4th in team event or all event at the National U23 Fencing Championship;

3. At National Junior Fencing Championship:

a) Ranked 2nd in team event or all event aged 20 and under;

b) Ranked 1st in team event or all event aged 17 and under.

IV. Athletes competing in team event and all event are considered for awarding the title when meeting the following criteria:

1. Meeting one of the criteria specified in Clause 4, Point b, Clause 5, Section I; Point b and c, Clause 1, Point b, Clause 2, Point b, Clause 3, Section II; Clauses 1 and 3, Section III of this Standard;

2. Competing in at least 01 match of the team at the tournament.

3. Ranked 1st or 2nd at the National Judo Club Championship.

II. Athletes shall be considered for the title of "Level 1 Athlete" when meeting one of the following criteria:

1. Ranked from 1st to 3rd at the Southeast Asian Judo Junior Championships;

2. Ranked from 1st to 4th in one of the following: Southeast Asian Jujitsu Championship, Asian Indoor and Martial Arts Games, World Beach Games, Asian Beach Sports Games, World Jujitsu Junior Championships, Asian Junior Jujitsu Championships, Asian Junior Sports Games, National Sports Festival, National Jujitsu Championships, National Jujitsu Outstanding Athlete Tournament;

3. Ranked 1st or 2nd at the National Jujitsu Club Championship.

II. Athletes shall be considered for the title of "Level 1 Athlete" when meeting one of the following criteria:

III. Athletes shall be considered for the title of "Level 2 Athlete" when meeting one of the following criteria:

1. Ranked 1st to 4th at the Southeast Asian Jujitsu Championship or the Southeast Asian Junior Jujitsu Championship for ages 14 to 15;

2. Ranked 5th at the National Jujitsu Club Championship;

3. Ranked 3rd or 4th for age group from 16 to 19 at the National Jujitsu Junior Championships;

4. Ranked from 9th to 11th in one of the following: National Jujitsu Outstanding Athlete Award, National Jujitsu Championship, National Sports Festival.

 

Standard No. 26. Professional standards for awarding titles to high-achieving sports athletes in Karate

I. Athletes shall be considered for the title of "Master Athlete" when meeting one of the following criteria:

1. Ranked from 1st to 8th, at the World Games or Asian Indoor and Martial Arts Games;

2. Ranked from 1st to 4th in one of the following: World Junior Games, Asian Junior Games, tournaments in the system organized by the World Karate Federation, National Sports Festival, National Karate Championship;

3. Ranked from 1st to 4th at the National Karate Strong Club Championships for ages over 18.

II. Athletes shall be considered for the title of "Level 1 Athlete" when meeting one of the following criteria:

1. Ranked from 9th to 16th, at the World Games or Asian Indoor and Martial Arts Games;

2. Ranked 5th to 8th at the National Sports Festival or the National Sports Festival;

3. At the National Karate Club Championship:

a) Ranked from 5th to 8th for the age group over 18;

b) Ranked from 1st to 4th for the age group from 15 to 17;

4. Ranked from 1st to 4th for the age group from 14 to 15, 16 to 17, or 18 to 22 at National Karate Junior Championships.

III. Athletes shall be considered for the title of "Level 2 Athlete" when meeting one of the following criteria:

1. Ranked 9th to 16th at the National Karate Championship or National Sports Festival;

2. At the National Karate Club Championship:

a) Ranked from 9th to 16th for the age group over 18;

b) Ranked from 5th to 8th for the age group from 15 to 17;

c) Ranked from 1st to 4th for the age group from 12 to 14;

3. At the National Karate Junior Championship:

a) Ranked from 5th to 8th for the age group from 14 to 15, 16 to 17;

b) Ranked from 9th to 16th for the age group from 18 to 22;

c) Ranked from 1st to 4th for the age group from 12 to 13.

 

Standard No. 27. Professional standards for awarding titles to high-achieving sports athletes in Kickboxing

I. Athletes shall be considered for the title of "Master Athlete" when meeting one of the following criteria:

1. Ranked from 1st to 8th in one of the following: World Kickboxing Championship, World Kickboxing Cup, Asian Kickboxing Championship, Asian Kickboxing Cup;

2. Ranked from 1st to 4th in one of the following: Southeast Asian Kickboxing Championships, Asian Indoor and Martial Arts Games, World Beach Games, Youth World Kickboxing Championships, Youth Asian Kickboxing Championships, Asian Youth Games;

3. Ranked 1st or 2nd in one of the following tournaments: National Kickboxing Championship, National Kickboxing Cup, National Sports Festival.

II. Athletes shall be considered for the title of "Level 1 Athlete" when meeting one of the following criteria:

1. Ranked 3rd or 4th in one of the following tournaments: National Kickboxing Championship, National Kickboxing Cup, National Sports Festival;

2. Ranked 1st or 2nd for age group from 15 to 18 at the National Youth Kickboxing Championships;

3. Ranked 1st to 4th at the Southeast Asian Junior Kickboxing Championship for ages 15 to 18.

III. Athletes shall be considered for the title of "Level 2 Athlete" when meeting one of the following criteria:

1. Ranked from 5th to 8th in one of the following: National Kickboxing Championship, National Kickboxing Cup, National Sports Festival;

2. Ranked 3rd or 4th for age group from 15 to 18 at the National Youth Kickboxing Championships;

3. Ranked 1st or 2nd for age group from 13 to 14 at the National Youth Kickboxing Championships.

 

Standard No. 28. Professional standards for awarding titles to high-achieving sports athletes in Dancesport

I. Athletes shall be considered for the title of "Master Athlete" when meeting one of the following criteria:

1. Ranked from 1st to 3rd in one of the following tournaments: Asian Indoor and Martial Arts Games, World Games, World Dancesport Championships, Championships World Dancesport Cup, Asian Dancesport Championship, Asian Dancesport Cup;

2. Ranked from 1st to 3rd in five-dance event in one of the following tournaments: World Junior Games, Asian Junior Games, South Asian Dancesport Championships, Junior Dancesport Championship or World Junior Dancesport Championships, Asian Junior Dancesport Championships, National Sports Festival, National Dancesport Championships;

3. Ranked 1st in single dance category in one of the following: World Junior Games, Asian Junior Games, South Asian Dancesport Championships, Junior Dancesport Championship or World Junior Dancesport Championships, Asian Junior Dancesport Championships, National Sports Festival, National Dancesport Championships.

II. Athletes shall be considered for the title of "Level 1 Athlete" when meeting one of the following criteria:

3. Competing in the semi-finals of the five-dance event at the National Sports Festival or the National Dancesport Championship;

4. Competing in the finals of single dance category at the National Sports Festival or the National Dancesport Championship;

5. Ranked 2nd or 3rd in five-single-dance event in the junior champion group at the National Junior Dancesport Championships;

6. Ranked 1st in single dance category in the junior champion group at the National Junior Dancesport Championships;

7. Ranked 1st in junior five-dance event in at the National Junior Dancesport Championships;

8. Ranked 1st in five-dance event for the age group of 21 and over at the National Dancesport Club Championships;

I. Athletes shall be considered for the title of "Master Athlete" when meeting one of the following criteria:

1. Ranked from 1st to 7th in one of the following: World Kurash Championship, Kurash Master Tournament, Kurash Grand Slam, Kurash Grand Prix, Asian Kurash Championship, Asian Kurash Continent Open Championship, Kurash World Cup;

2. Ranked from 1st to 3rd in one of the following tournaments: Southeast Asian Kurash Championship, Asian Indoor and Martial Arts Games, World Beach Games, Asian Beach Games, World Kurash Junior Championships, Asian Junior Kurash Championships, Asian Children's Games, National Sports Festival, National Kurash Championships, National Outstanding Athlete Award;

3. Ranked 1st or 2nd at the National Kurash Club Championship.

II. Athletes shall be considered for the title of "Level 1 Athlete" when meeting one of the following criteria:

1. Ranked from 1st to 4th at the Southeast Asian Kurash Junior Championships;

2. Ranked from 5th to 7th in one of the following: National Kurash Outstanding Athlete Award, National Kurash Championship, National Sports Festival;

II. Athletes shall be considered for the title of "Level 1 Athlete" when meeting one of the following criteria:

1. Ranked from 1st to 4th in one of the following: World Youth Dragon and Lion Dance Championship, Asian Youth Dragon and Lion Dance Championship, Southeast Asia Youth Dragon and Lion Dance Championship;

Ranked from 1st to 4th in one of the following: Southeast Asian Muay Championships for ages over 17, Asian Indoor and Martial Arts Games, World Beach Sports Games, World Muay Junior Championship, Asian Muay Junior Championship, Asian Children's Games, National Sports Games, National Muay Championships;

3. Ranked 1st or 2nd at the National Muay Club Championship for ages over 17.

2. Ranked from 1st to 4th in one of the following: Southeast Asian Pencak Silat Championship for ages over 17, Asian Martial Arts and Indoor Games, World Beach Sports Festival, World Pencak Silat Junior Championship, Asian Pencak Silat Junior Championship, Asian Children's Games, National Games, National Pencak Silat Championship;

3. Ranked 1st or 2nd at the National Pencak Silat Club Championship for ages over 17.

II. Athletes shall be considered for the title of "Level 1 Athlete" when meeting one of the following criteria:

1. Ranked 1st to 4th at the Southeast Asian Junior Pencak Silat Championship for ages 15 to 17 or the Pencak Silat Outstanding Athlete Award for ages under 17;

2. Ranked 5th to 8th at the National Pencak Silat Championship or the National Sports Festival;

3. Ranked 3rd or 4th at the National Pencak Silat Club Championship for ages over 17;

I. Athletes shall be considered for the title of "Master Athlete" when meeting one of the following criteria:

1. Ranked 1st to 500th in men's or women's singles in one of the rankings of the Men’s Association of Tennis Professionals, Women's Tennis Association, International Tennis Federation;

2. Ranked in the National Professional Tennis Rankings:

a) Ranked from 1st to 10th in either men's singles or women's singles;

b) Ranked from 1st to 5th in doubles;

3. Gaining one of the following achievements:

a) At the Southeast Asian Tennis Championships:

- Ranked from 1st to 8th in either men's singles or women's singles;

- Ranked from 1st to 4th in doubles;

b) Ranked 1st to 4th at the National Tennis Championship or the National Sports Festival.

II. Athletes shall be considered for the title of "Level 1 Athlete" when meeting one of the following criteria:

1. Ranked in one of the rankings of the Men’s Association of Tennis Professionals, Women's Tennis Association, International Tennis Federation:

a) Ranked from 501st to 1000th in either men's singles or women's singles;

b) Ranked from 1st to 500th in doubles;

2. Ranked in the National Professional Tennis Rankings:

a) Ranked from 11th to 20th in either men's singles or women's singles;

b) Ranked from 6th to 11th in doubles;

3. Ranked in the National Tennis Rankings:

a) Ranked from 1st to 4th in U-18 group in men's singles or women's singles;

b) Ranked 1st or 2nd in U-16 group in men's singles or women's singles;

4. Gaining one of the following achievements:

a) At the Southeast Asian Tennis Championships:

- Ranked from 9th to 32nd in either men's singles or women's singles;

2. At the National Sports Festival or National Rowing Championship:

a) Ranked from 1st to 3rd in Single sculls;

b) Ranked from 1st to 3rd in Double sculls or Quad sculls in the Olympic group;

c) Ranked 1st or 2nd in Double sculls or Quad sculls not in the Olympic group;

d) Ranked 1st in single rowing machine.

II. Athletes shall be considered for the title of "Level 1 Athlete" when meeting one of the following criteria:

2. At the National Rowing Junior Championship:

a) Ranked from 1st to 3rd in singles;

c) Ranked 1st or 2nd in Double sculls or Quad sculls.

1. At the National Sports Festival or National Rowing Championship:

a) Ranked 7th or 8th in Single sculls;

c) Ranked 6th or 7th in Double sculls or Quad sculls not in the Olympic group;

d) Ranked 4th or 5th in single rowing machine;

dd) Ranked 3rd in double or quad rowing machine;

2. At the National Rowing Junior Championship:

a) Ranked from 4th to 6th in Single sculls;

b) Ranked 3rd or 4th in Double sculls or Quad sculls.

 

Standard No. 36. Professional standards for awarding titles to high-achieving sports athletes in Sailing

I. Athletes shall be considered for the title of "Master Athlete" when meeting one of the following criteria:

1. Participating in one of the following tournaments: World Sailing Championship, World Sailing Junior Championship, World Sailing Cup, Asian Sailing Championship, Tournament Asian Sailing Junior Championship, Asian Sailing Cup, Southeast Asia Sailing Championship, Southeast Asia Sailing Junior Championship;

2. At the National Sports Festival or National Rowing Championship:

a) Ranked from 1st to 3rd in Single sculls;

c) Ranked 1st or 2nd in Double sculls or Quad sculls.

II. Athletes shall be considered for the title of "Level 1 Athlete" when meeting one of the following criteria:

1. At the National Sports Festival or National Sailing Championship:

a) Ranked 4th or 5th in Single sculls;

b) Ranked 3rd or 4th in Double sculls or Quad sculls;

2. At the National Sailing Junior Championship:

a) Ranked from 1st to 3rd in single sculls;

b) Ranked 1st or 2nd in Double sculls or Quad sculls.

III. Athletes shall be considered for the title of "Level 2 Athlete" when meeting one of the following criteria:

1. At the National Sports Festival or National Sailing Championship:

a) Ranked 6th or 7th in Single sculls;

b) Ranked 5th or 6th in Double sculls or Quad sculls;

2. At the National Sailing Junior Championship:

a) Ranked 4th or 5th in Single sculls;

b) Ranked 3rd or 4th in Double sculls or Quad sculls.

 

Standard No. 37. Professional standards for awarding titles to high-achieving sports athletes in Sambo

I. Athletes shall be considered for the title of "Master Athlete" when meeting one of the following criteria:

1. Ranked from 1st to 8th in one of the following: World Sambo Championship, World Sambo Cup, Asian Sambo Championship, World Sambo Grand Prix;

2. Ranked from 1st to 4th in one of the following: Southeast Asian Sambo Championship for ages over 17, Asian Indoor and Martial Arts Games, Asian Games World Beach Sports, World Junior Sambo Championship, Asian Junior Sambo Championship, Asian Children's Games, National Games, National Sambo Championship, Sambo Outstanding Athlete Award for ages over 17;

3. Ranked 1st or 2nd at the National Sambo Club Championship for ages over 17.

II. Athletes shall be considered for the title of "Level 1 Athlete" when meeting one of the following criteria:

1. Ranked 1st to 4th at the Southeast Asian Junior Sambo Championship for ages from 16 to 17 or 18 to 20;

2. Ranked 5th to 8th at the National Sambo Championship or the National Sports Festival;

3. Ranked 3rd or 4th at the National Sambo Club Championship for ages over 17;

4. Ranked 1st to 2nd at the National Junior Sambo Championship for ages from 16 to 17 or 18 to 20.

III. Athletes shall be considered for the title of "Level 2 Athlete" when meeting one of the following criteria:

Standard No. 38. Professional standards for awarding titles to high-achieving sports athletes in Taekwondo

I. Athletes shall be considered for the title of "Master Athlete" when meeting one of the following criteria:

1. Ranked from 1st to 8th in one of the following: World Taekwondo Championship, World Taekwondo Cup, Asian Taekwondo Championship, World Taekwondo Grand prix, Grand Slam Taekwondo;

2. Ranked from 1st to 4th in one of the following: Southeast Asian Taekwondo Championship for ages over 17, Asian Indoor and Martial Arts Games, Sports Festival World Beach, World Taekwondo Junior Championship, Asian Taekwondo Junior Championship, Asian Junior Games, National Games, National Taekwondo Championship, Taekwondo Outstanding Athlete for ages over 17;

3. Ranked 1st or 2nd at the National Taekwondo Club Championship for ages over 17.

II. Athletes shall be considered for the title of "Level 1 Athlete" when meeting one of the following criteria:

1. Ranked 1st to 4th at the Southeast Asian Taekwondo Junior Championship for ages from 15 to 17 or the Taekwondo Outstanding Athlete Award for ages under 17;

2. Ranked from 5th to 8th in one of the outstanding Taekwondo athletes over the age of 17, the National Taekwondo Championship or the National Sports Festival;

3. Ranked 1st or 2nd at the National Taekwondo Club Championship for ages over 17;

4. Ranked 1st or 2nd at National Taekwondo Club Championships for ages from 15 to 17 or National Taekwondo Junior Championship for ages from 15 to 17 or 18 to 20.

III. Athletes shall be considered for the title of "Level 2 Athlete" when meeting one of the following criteria:

1. Ranked from 1st to 4th for ages from 12 to 14 in one of the following: Southeast Asian Taekwondo Junior Championship, National Taekwondo Club Championship, National Taekwondo Club Championship, National Taekwondo Junior Championship;

2. Ranked 5th or 6th at the Taekwondo Outstanding Athlete for ages under 17 or National Taekwondo Club Championships for ages under 17;

3. Ranked 3rd or 4th at National Taekwondo Club Championships for ages from 15 to 17 or 18 to 20, or National Taekwondo Junior Championship for ages from 15 to 17;

4. Ranked from 9th to 16th in one of the outstanding Taekwondo athletes for ages over 17, the National Taekwondo Championship or the National Sports Festival.

 

Standard No. 39. Professional standards for awarding titles to high-achieving sports athletes in Aerobic Gymnastics

I. Athletes shall be considered for the title of "Master Athlete" when meeting one of the following criteria:

1. Ranked from 1st to 8th in one of the following: Asian Indoor and Martial Arts Games, Beach Games, World Games, Sports Championships World Aerobic Gymnastics, World Aerobics Junior Championships, World Aerobic Gymnastics Cup, Asian Aerobic Gymnastics Championships, World Junior Games, Asian Junior Games, Championships Junior Asian Aerobic Gymnastics Championships, Asian Aerobic Gymnastics Cup, Southeast Asia Aerobic Gymnastics Championships, International Tournaments in the official system of the World Gymnastics Federation;

2. Ranked 1st to 3rd at the Southeast Asian Junior Aerobic Gymnastics Championship or the National Sports Festival;

3. Ranked from 1st to 3rd in Group A events at the National Aerobic Gymnastics Championships;

4. Ranked 1st to 3rd in Group A for ages 18 and over at the National Aerobic Gymnastics Club Championships;

5. Achieve 18 points or more in one of the following tournaments: National Sports Festival, National Aerobic Gymnastics Championship, National Aerobic Junior Championship, National Aerobic Gymnastics Club Championship.

II. Athletes shall be considered for the title of "Level 1 Athlete" when meeting one of the following criteria:

1. Ranked from 9th to 16th in one of the following: Asian Indoor and Martial Arts Games, Beach Games, World Games , World Aerobic Gymnastics Championship, World Aerobic Gymnastics Junior Championship, World Aerobic Gymnastics Cup, Asian Aerobic Gymnastics Championship, Asian Aerobic Gymnastics Junior Championship, Gymnastics Cup Asian Aerobic Gymnastics, Southeast Asian Aerobic Gymnastics Championships, International Open Championships in the official system of the World Gymnastics Federation;

2. Ranked 4th to 6th at the Southeast Asian Junior Aerobic Gymnastics Championship or the National Sports Festival;

3. At the National Aerobic Gymnastics Championships:

a) Ranked from 4th to 6th in Group A events;

b) Ranked from 1st to 3rs in Group B events;

4. At the National Aerobic Gymnastics Junior Championships:

a) Ranked from 1st to 6th in Group A events for ages from 15 to 17;

b) Ranked from 1st to 3rd in Group B events for ages from 15 to 17;

c) Ranked from 1st to 3rd in Group A events for ages from 12 to 14;

d) Ranked 1st in Group events for ages from 12 to 14;

5. At the National Aerobic Gymnastics Club Championships:

a) Ranked from 1st to 3rd in Group A events for ages from 12 to 14;

b) Ranked 1st in Group B events for ages from 12 to 14;

c) Ranked from 4th to 6th in Group A events for ages 18 and over;

d) Ranked from 1st to 3rd in Group A events for ages from 15 to 17;

dd) Ranked from 1st to 3rd in Group B events for ages from 15 to 17 or 18 and over;

6. Achieve from 16 points to under 18 points in one of the following tournaments: National Sports Games, National Aerobic Gymnastics Championships, National Aerobic Gymnastics Junior Championships, National Aerobic Gymnastics Club Championships.

III. Athletes shall be considered for the title of "Level 2 Athlete" when meeting one of the following criteria:

1. Achieve from 15 points to less than 16 points in one of the following: National Sports Festival, National Aerobic Gymnastics Championship, National Aerobic Junior Championship, National Aerobic Gymnastics Club Championship;

2. Ranked from 4th to 6th in Group B events at the National Aerobic Gymnastics Championships;

3. At the National Aerobic Gymnastics Junior Championships:

a) Ranked from 4th to 6th in Group B for ages from 15 to 17;

b) Ranked from 4th to 6th in Group A for ages from 12 to 14;

c) Ranked from 2nd to 3rd in Group B for ages from 12 to 14;

d) Ranked from 1st to 3rd in Group A events for ages from 9 to 11;

dd) Ranked 1st in Group B events for ages from 9 to 11;

e) Achieve 13 points to less than 16 points in the events for ages from 9 to 11;

g) Achieve 14 points to less than 16 points in the events for ages from 12 to 14;

h) Achieve 15 points to less than 16 points in the events for ages from 15 to 17 or 18 and over;

4. At the National Aerobic Gymnastics Club Championships:

a) Ranked from 4th to 6th in Group A for ages from 12 to 14;

b) Ranked 2nd or 3rd in Group B for ages from 12 to 14;

c) Ranked from 1st to 3rd in Group A events for ages from 9 to 11;

d) Ranked 1st in Group B for ages from 9 to 11;

dd) Ranked from 4th to 6th in Group B events for ages from 15 to 17 or 18 and over;

e) Achieve 13 points to less than 16 points in the events for ages from 9 to 11;

g) Achieve 14 points to less than 16 points in the events for ages from 12 to 14;

h) Achieve 15 points to less than 16 points in the events for ages from 15 to 17 or 18 and over.

IV. Notes:

The determination of group A or group B shall comply with the Rules of Aerobic Gymnastics.

 

Standard No. 40. Professional standards for awarding titles to high-achieving sports athletes in Gymnastics

I. Athletes shall be considered for the title of "Master Athlete" when meeting one of the following criteria:

1. Ranked from 1st to 8th in one of the following: World Gymnastics Championships, World Gymnastics Cups, Asian Gymnastics Championships, International Open Championships in the official system of the World Gymnastics Federation;

2. Ranked from 1st to 3rd in one of the following tournaments: Southeast Asian Gymnastics Championships, World Gymnastics Junior Championships, Asian Gymnastics Junior Championships, Asian Children's Games, National Sports Games, National Gymnastics Championships;

3. Achieve 72,000 points or more in the men's all-around event or 48,000 points or more in the women's all-around at one of the tournaments organized by the World Gymnastics Federation or one of the high-achieving sports tournaments in Gymnastics specified in Clauses 1, 2, 3, 4 and 5, Article 37 of the Law on Physical Training and Sports, as amended in Clause 14, Article 1 of the Law on amendments to the Law on Physical Training and Sports, except for congresses specified at Point b, Clause 3, Article 3 of this Circular.

II. Athletes shall be considered for the title of "Level 1 Athlete" when meeting one of the following criteria:

1. Ranked 1st to 3rd at the Southeast Asian Junior Gymnastics Championship or the National Gymnastics Junior Championship;

2. Ranked from 4th to 6th in one of the following: World Gymnastics Junior Championships, Asian Gymnastics Junior Championships, Asian Children's Games , National Gymnastics Championships, National Sports Festivals;

3. Achieve 69,000 points or more in the men's all-around event or 46,000 points or more in the women's all-around at one of the tournaments organized by the World Gymnastics Federation or one of the high-achieving sports tournaments in Gymnastics specified in Clauses 1, 2, 3, 4 and 5, Article 37 of the Law on Physical Training and Sports, as amended in Clause 14, Article 1 of the Law on amendments to the Law on Physical Training and Sports, except for congresses specified at Point b, Clause 3, Article 3 of this Circular.

III. Athletes shall be considered for the title of "Level 2 Athlete" when meeting one of the following criteria:

1. Ranked 1st to 3rd for ages from 11 to 12 or 14 to 15 in one of the following: World Gymnastics Junior Age Group Championships, Asian Gymnastics Junior Championship, Southeast Asian Junior Championship, National Gymnastics Junior Age Group Championship;

2. Ranked 4th to 6th at the Southeast Asian Junior Gymnastics Championship or the National Gymnastics Junior Championship.

 

Standard No. 41. Professional standards for awarding titles to high-achieving sports athletes in Artistic Gymnastics

I. Athletes shall be considered for the title of "Master Athlete" when meeting one of the following criteria:

1. Ranked from 1st to 8th in one of the following: World Artistic Gymnastics Championships, World Artistic Gymnastics Cup, Asian Artistic Gymnastics Championships, international open tournaments in the official system of the World Gymnastics Federation;

2. Ranked from 1st to 3rd in one of the following tournaments: Southeast Asian Artistic Gymnastics Championships, World Artistic Gymnastics Junior Championships, Asian Artistic Gymnastics Junior Championships, Asian Children's Games, National Sports Games, National Artistic Gymnastics Championships;

3. Achieve 50,000 points or more in the all-around event at one of the tournaments organized by the World Gymnastics Federation or one of the high-achieving sports tournaments in Artistic Gymnastics specified in Clauses 1, 2, 3, 4 and 5, Article 37 of the Law on Physical Training and Sports, as amended in Clause 14, Article 1 of the Law on amendments to the Law on Physical Training and Sports, except for congresses specified at Point b, Clause 3, Article 3 of this Circular.

II. Athletes shall be considered for the title of "Level 1 Athlete" when meeting one of the following criteria:

1. Ranked 1st to 3rd at the Southeast Asian Artistic Gymnastics Junior Championship or the National Artistic Gymnastics Junior Championship;

2. Ranked from 4th to 6th in one of the following: World Artistic Gymnastics Junior Championships, Asian Artistic Gymnastics Junior Championships, Asian Children's Games, National Artistic Gymnastics Championships, National Sports Festival;

3. Achieve 46,000 points or more in the all-around event at one of the tournaments organized by the World Gymnastics Federation or one of the high-achieving sports tournaments in Artistic Gymnastics specified in Clauses 1, 2, 3, 4 and 5, Article 37 of the Law on Physical Training and Sports, as amended in Clause 14, Article 1 of the Law on amendments to the Law on Physical Training and Sports, except for congresses specified at Point b, Clause 3, Article 3 of this Circular.

III. Athletes shall be considered for the title of "Level 2 Athlete" when meeting one of the following criteria:

1. Ranked from 1st to 3rd for girls aged from 11 to 12 in one of the World Artistic Gymnastics Junior Age Group Championships, Asian Artistic Gymnastics Junior Championships, Southeast Asian Artistic Gymnastics Junior Age Group Championship, National Artistic Gymnastics Junior Age Group Championship;

2. Ranked 4th to 6th at the Southeast Asian Artistic Gymnastics Junior Championship or the National Artistic Gymnastics Junior Championship.

 

Standard No. 42. Professional standards for awarding titles to high-achieving sports athletes in Trampoline Gymnastics

I. Athletes shall be considered for the title of "Master Athlete" when meeting one of the following criteria:

1. Ranked from 1st to 8th in one of the following: World Trampoline Gymnastics Championships, World Trampoline Gymnastics Championships, Asian Trampoline Gymnastics Championships, the International Open Championship in the official system of the World Gymnastics Federation;

2. Ranked from 1st to 3rd in one of the following tournaments: Southeast Asian Trampoline Gymnastics Championship, Junior World Trampoline Gymnastics Championship, Junior Asian Trampoline Gymnastics Championship, Asian Children's Games, National Sports Festival, National Trampoline Gymnastics Championships;

3. Achieve 60,000 points or more in the all-around event at one of the tournaments organized by the World Gymnastics Federation or one of the high-achieving sports tournaments in Trampoline Gymnastics specified in Clauses 1, 2, 3, 4 and 5, Article 37 of the Law on Physical Training and Sports, as amended in Clause 14, Article 1 of the Law on amendments to the Law on Physical Training and Sports, except for congresses specified at Point b, Clause 3, Article 3 of this Circular.

II. Athletes shall be considered for the title of "Level 1 Athlete" when meeting one of the following criteria:

1. Ranked 1st to 3rd at the Junior Southeast Asian Trampoline Gymnastics Championship or the Junior National Trampoline Gymnastics Championship;

2. Ranked from 4th to 6th in one of the following: Junior World Trampoline Gymnastics Championships, Junior Asian Trampoline Gymnastics Championships, National Sports Festival;

3. Achieve 50,000 points or more in the all-around event at one of the tournaments organized by the World Gymnastics Federation or one of the high-achieving sports tournaments in Trampoline Gymnastics specified in Clauses 1, 2, 3, 4 and 5, Article 37 of the Law on Physical Training and Sports, as amended in Clause 14, Article 1 of the Law on amendments to the Law on Physical Training and Sports, except for congresses specified at Point b, Clause 3, Article 3 of this Circular.

III. Athletes shall be considered for the title of "Level 2 Athlete" when meeting one of the following criteria:

1. Ranked from 1st to 3rd for girls aged from 11 to 12 or boys aged from 14 to 15 in one of the Junior World Trampoline Gymnastics Age Group Championships, Junior Asian Trampoline Gymnastics Championships, Junior Southeast Asian Trampoline Gymnastics Age Group Championship, Junior National Trampoline Gymnastics Age Group Championship;

2. Ranked 4th to 6th at the Junior Southeast Asian Trampoline Gymnastics Championship or the Junior National Trampoline Gymnastics Championship.

 

Standard No. 43. Professional standards for awarding titles to high-achieving sports athletes in Bodybuilding

I. Athletes shall be considered for the title of "Master Athlete" when meeting one of the following criteria:

1. Ranked from 1st to 5th at the World Bodybuilding Championship or the Asian Bodybuilding Championship;

2. Ranked 1st to 3rd at the Southeast Asian Bodybuilding Championships or other international tournaments organized by the World Bodybuilding Federation;

3. Ranked 1st to 3rd at the National Sports Festival or National Bodybuilding Championship;

4. Ranked 1st at the National Bodybuilding Club Championship, not applicable for men's B category events.

II. Athletes shall be considered for the title of "Level 1 Athlete" when meeting one of the following criteria:

1. Competing in the World Bodybuilding Championships or Asian Bodybuilding Championships;

2. Ranked from 4th to 5th at the Southeast Asian Bodybuilding Championships or other international tournaments organized by the World Bodybuilding Federation;

3. Ranked from 1st to 5th in junior event in one of the following tournaments: World Bodybuilding Championships, Asian Bodybuilding Championships, Southeast Asian Bodybuilding Championships, other international tournaments organized by the World Bodybuilding Federation;

4. Ranked 4th or 5th at the National Sports Festival or National Bodybuilding Championship;

5. Ranked from 1st to 3rd at the National Junior Bodybuilding Championship;

6. Ranked 2nd or 3rd at the National Bodybuilding Club Championship, not applicable for men's B category events.

III. Athletes shall be considered for the title of "Level 2 Athlete" when meeting one of the following criteria:

1. Ranked 6th to 9th at the National Sports Festival or National Bodybuilding Championship;

2. Ranked 4th or 5th at the National Junior Bodybuilding Championship;

3. Ranked 4th or 5th at the National Bodybuilding Club Championship, not applicable for men's B category events.

IV. Notes:

The events of men’s category B are determined according to the Rules of Bodybuilding.

 

Standard No. 44. Professional standards for awarding titles to high-achieving sports athletes in Esports

I. Athletes shall be considered for the title of "Master Athlete" when meeting one of the following criteria:

1. Ranked from 1st to 4th in one of the following: Asian Indoor and Martial Arts Games, Esports World Championship, Esports Asian Championship, Esports Southeast Asian Championship, international tournaments organized by the Asian Electronic Sports Federation;

2. Ranked 1st or 2nd at the National Sports Festival or National Esports Championship.

II. Athletes shall be considered for the title of "Level 1 Athlete" when meeting one of the following criteria:

1. Ranked from 5th to 8th in one of the following: Asian Indoor and Martial Arts Games, Esports World Championship, Esports Asian Championship, Esports Southeast Asian Championship, international tournaments organized by the Asian Electronic Sports Federation;

2. Ranked 3rd or 4th at the National Sports Festival or National Esports Championship.

III. Athletes are considered for the title of “Level 2 Athlete” if ranked from 5th to 8th at the National Sports Festival or the National Esports Championship.

 

Standard No. 45. Professional standards for awarding titles to high-achieving sports athletes in Skating

I. Athletes shall be considered for the title of "Master Athlete" when meeting one of the following criteria:

1. Participating in one of the following tournaments: World Skating Championships, Asian Skating Championships, Southeast Asian Skating Championships, Asian Winter Games;

2. Ranked from 1st to 32nd in one of the following tournaments: World Junior Skating Championships, Asian Junior Skating Championships, Southeast Asian Junior Skating Championships, World Junior Skating Championships for teenagers;

3. Ranked 1st at the National Sports Festival or National Skating Championship.

II. Athletes shall be considered for the title of "Level 1 Athlete" when meeting one of the following criteria:

1. Participating in one of the following tournaments: World Junior Skating Championships, Asian Junior Skating Championships, Southeast Asian Junior Skating Championships, World Junior Skating Championships for teenagers, Asian Skating Cup;

2. Ranked 2nd at the National Sports Festival or National Skating Championship.

III. Athletes are considered for the title of “Level 2 Athlete” if ranked from 3rd to 4th at the National Sports Festival or the National Skating Championship.

 

Standard No. 46. Professional standards for awarding titles to high-achieving sports athletes in Wrestling

I. Athletes shall be considered for the title of "Master Athlete" when meeting one of the following criteria:

1. Ranked from 1st to 8th in one of the following: World Wrestling Championship, World Wrestling Cup, Asian Wrestling Championship, World Wrestling Grand Prix;

2. Ranked from 1st to 4th in one of the following: Southeast Asian Wrestling Championship for ages over 17, Asian Indoor and Martial Arts Games, World Beach Sports, World Junior Wrestling Championship, Asian Junior Wrestling Championship, Asian Children's Games, National Games, National Wrestling Championship, Wrestling Outstanding Athlete Award for ages over 17;

3. Ranked 1st or 2nd at the National Wrestling Club Championship for ages over 17.

II. Athletes shall be considered for the title of "Level 1 Athlete" when meeting one of the following criteria:

1. Ranked 1st to 4th at the Southeast Asian Junior Wrestling Championship for ages from 16 to 17 or 18 to 20;

2. Ranked 5th to 8th at the National Wrestling Championship or the National Sports Festival;

3. Ranked 3rd or 4th at the National Wrestling Club Championship for ages over 17;

4. Ranked 1st or 2nd for age group from 16 to 19 at the National Kurash Junior Championships.

III. Athletes shall be considered for the title of "Level 2 Athlete" when meeting one of the following criteria:

1. Ranked 1st to 4th for ages 14 to 15 at the Southeast Asian Wrestling Championship or the National Junior Wrestling Championship;

2. Ranked 5th or 6th at the National Wrestling Club Championship for ages over 17;

3. Ranked 3rd to 4th at the National Junior Wrestling Championship for ages from 16 to 17 or 18 to 20;

4. Ranked 9th to 16th at the National Wrestling Championship or National Sports Festival.

 

Standard No. 47. Professional standards for awarding titles to high-achieving sports athletes in Traditional Wrestling

I. Athletes shall be considered for the title of "Master Athlete" when meeting one of the following criteria:

1. Ranked 1st or 2nd at the National Sports Festival or National Traditional Wrestling Championship;

2. Ranked 1st at the National Traditional Wrestling Outstanding Athlete Championship.

II. Athletes shall be considered for the title of "Level 1 Athlete" when meeting one of the following criteria:

1. Ranked 3rd to 4th at the National Sports Festival or National Traditional Wrestling Championship;

2. Ranked from 2nd to 4th at the National Traditional Wrestling Outstanding Athlete Championship;

3. Ranked 1st or 2nd at the National Junior Traditional Wrestling Championship.

III. Athletes shall be considered for the title of "Level 2 Athlete" when ranked 3rd or 4th at the National Junior Traditional Wrestling Championship.

 

Standard No. 48. Professional standards for awarding titles to high-achieving sports athletes in Vovinam

I. Athletes shall be considered for the title of "Master Athlete" when meeting one of the following criteria:

1. Ranked from 1st to 8th at the World Vovinam Championship or the Asian Vovinam Championship;

2. Ranked from 1st to 4th in one of the following: Southeast Asian Vovinam Championship, Asian Indoor and Martial Arts Games, World Beach Games, World Junior Vovinam Championship, Asian Junior Vovinam Championship, National Sports Festival, National Vovinam Championship;

3. Ranked 1st or 2nd at the National Vovinam Strong Club Championship.

II. Athletes shall be considered for the title of "Level 1 Athlete" when meeting one of the following criteria:

1. Ranked 1st to 4th at the Southeast Asian Junior Vovinam Championship for ages from 16 to 18 or 19 to 21;

2. Ranked 5th to 8th at the National Vovinam Championship or the National Sports Festival;

3. Ranked 3rd or 4th at the National Vovinam Strong Club Championship;

4. Ranked 1st to 2nd at the National Junior Vovinam Championship for ages from 16 to 18 or 19 to 21.

III. Athletes shall be considered for the title of "Level 2 Athlete" when meeting one of the following criteria:

1. Ranked 1st to 4th for ages 12 to 14at the Southeast Asian Vovinam Championship or the Southeast Asian Junior Vovinam Championship;

2. Ranked 5th or 6th at the National Vovinam Strong Club Championship;

3. Ranked 3rd or 4th at the National Junior Vovinam Championship for ages from 16 to 18 or 19 to 21;

4. Ranked 9th to 16th in one of the National Championships Of Strong Vovinam Teams, National Vovinam Championships, and National Sports Festival.

 

Standard No. 49. Professional standards for awarding titles to high-achieving sports athletes in Traditional Martial Arts

I. Athletes shall be considered for the title of "Master Athlete" when meeting one of the following criteria:

1. Ranked 1st or 2nd in one of the following tournaments: World Traditional Martial Arts Championship, World Traditional Martial Arts Cup Championship, World Traditional Martial Arts Junior Championship, Asian Traditional Martial Arts Championship, Asian Traditional Martial Arts Cup, Southeast Asian Traditional Martial Arts Championship, Traditional Martial Arts Cup Championship, National Sports Festival, National Traditional Martial Arts Championship, National Traditional Martial Arts Clubs Cup, National Traditional Martial Arts Outstanding Athletes Award;

2. Ranked 1st at the Vietnamese Elite Martial Arts Festival.

II. Athletes shall be considered for the title of "Level 1 Athlete" when meeting one of the following criteria:

1. Ranked 3rd or 4th in one of the following tournaments: World Traditional Martial Arts Championship, World Traditional Martial Arts Cup, World Traditional Martial Arts Junior Championship, Asian Traditional Martial Arts Championship, Asian Traditional Martial Arts Cup, Southeast Asian Traditional Martial Arts Championship, Southeast Asian Traditional Martial Arts Cup;

2. Ranked from 1st to 4th at the Asian Traditional Martial Arts Junior Championship or the Southeast Asian Traditional Martial Arts Junior Championship;

3. Ranked 3rd or 4th in one of the following tournaments: National Sports Festival, National Traditional Martial Arts Championship, National Traditional Martial Arts Club Cup, National Traditional Martial Arts Outstanding Athletes Award;

4. Ranked 2nd at the Vietnamese Elite Martial Arts Festival;

5. Ranked 1st or 2nd at the National Junior Traditional Martial Arts Championship.

III. Athletes shall be considered for the title of "Level 2 Athlete" when ranked 3rd or 4th at the National Junior Traditional Martial Arts Championship.

 

Standard No. 50. Professional standards for awarding titles to high-achieving sports athletes in Cycle Sport

I. Athletes shall be considered for the title of "Master Athlete" when meeting one of the following criteria:

1. Complete the distance within the specified time in one of the tournaments: World Championship, World Junior Championship, World Cup, Asian Championship, final time standings tournaments under the Continental Tour system;

2. Ranked from 1st to 5th at the Southeast Asian Cycle Sport Championships;

3. Achieve one of the ranks, from 1st to 4th in one of the following: road race, individual time trial, cross-country time trial, cross-country Olympic, final time standings at one of the tournaments: National Sports Festival, National Cycle Sport Championship, tournaments in the national competition system;

4. Ranked from 1st to 3rd in one of the following: scoring, 500m speedway, downhilll biking, ranking of final sprint bonus points, individual events at one of the tournaments: National Sports Festival, National Cycle Sport Championship, tournaments in the national competition system;

5. Ranked 1st in one of the following events: team, final ranking of climbing bonus points in one of the following tournaments: National Sports Festival, National Cycle Sport Championship, tournaments in the national competition system.

II. Athletes shall be considered for the title of "Level 1 Athlete" when meeting one of the following criteria:

1. Ranked from 5th to 12th in one of the following: road race, individual time trial, cross-country time trial, cross-country Olympic, final time standings at one of the tournaments: National Sports Festival, National Cycle Sport Championship, tournaments in the national competition system;

2. Ranked from 4th to 10th in one of the following: scoring, 500m speedway, downhilll biking, ranking of final sprint bonus points, individual events at one of the tournaments: National Sports Festival, National Cycle Sport Championship, tournaments in the national competition system;

3. Ranked from 2nd to 5th in the final ranking of climbing bonus points at one of the tournaments in the national competition system;

4. Ranked from 1st to 5th in the ranking of outstanding junior athletes at road race tournaments in the national competition system or in one of the events: individual, standings final time ranking, 17 to 18 year olds sprint points leaderboard at the National Cycling Junior Championship, the award for junior athletes in the national competition system;

5. Ranked from 1st to 3rd in individual events for ages 16 and under at the National Sports Bike Junior Championship;

6. Ranked 2nd or 3rd in team event in one of the following: National Sports Festival, National Cycle Sport Championship, tournaments in the national competition system;

7. Ranked 1st for ages from 17 to 18 at the National Cycle Sport Junior Championships.

III. Athletes shall be considered for the title of "Level 2 Athlete" when meeting one of the following criteria:

1. Completing the competition distance according to the prescribed starting event at one of the tournaments: National Sports Festival, National Cycle Sport Championship, tournaments in the national competition system;

2. Ranked from 13th to 21st in one of the following: individual time trial, cross-country time trial, cross-country Olympic at the National Sports Festival or the National Cycle Sports Championships;

3. Ranked from 11th to 21st in one of the following: scoring, 500 m speedway, downhill biking, other events at one of the following tournaments: National Sports Festival, National Cycle Sport Championship, tournaments in the national competition system;

4. Ranked from 6th to 15th in one of the following: individual, standings final time ranking, 17 to 18 year olds sprint points leaderboard at the National Cycling Junior Championship, the award for junior athletes in the national competition system;

5. Ranked from 4th to 10th in individual events for ages 16 and under at the National Sports Bike Junior Championship;

6. Ranked 4th to 6th in team event at the National Sports Festival or the National Weiqi Championship;

7. Ranked 2nd or 3rd in team event for ages from 17 to 18 at the National Cycle Sport Junior Championships;

8. Ranked 1st in team event for ages 16 and under at the National Cycle Sport Junior Championships.

IV. Athletes competing in team events meeting the criteria specified in Clause 5, Section I; Clauses 6 and 7 of Section II and Clauses 6, 7 and 8 of Section III would be awarded the title when participating in competition.

 

Standard No. 51. Professional standards for awarding titles to high-achieving sports athletes in Wushu

I. Athletes shall be considered for the title of "Master Athlete" when meeting one of the following criteria:

1. Ranked from 1st to 6th in one of the following: World Wushu Championship, World Wushu Cup, Asian Wushu Championship, Asian Wushu Cup;

2. Ranked from 1st to 3rd in one of the following tournaments: Southeast Asian Wushu Championships, Asian Martial Arts and Indoor Games, World Wushu Junior Championships, Championships Asian Wushu Junior Championships, National Sports Games, National Wushu Championships;

3. Ranked 1st or 2nd at the National Wushu Strong Club Championship.

II. Athletes shall be considered for the title of "Level 1 Athlete" when meeting one of the following criteria:

1. Ranked 4th to 7th at the National Sports Festival or National Wushu Championship;

2. Ranked 3rd at the National Wushu Strong Club Championship;

3. At the National Wushu Junior Championship:

a) Ranked from 1st to 3rd for ages from 17 to 19;

b) Ranked 1st for ages from 15 to 16.

III. Athletes shall be considered for the title of "Level 2 Athlete" when meeting one of the following criteria:

1. Ranked from 4th to 7th for ages from 17 to 19 at the National Junior Wushu Championships;

2. Ranked 2nd or 3rd for ages from 15 to 16 at the National Wushu Junior Championships;

3. Ranked 1st for ages from 13 to 14 at the National Wushu Junior Championships.

 

Standard No. 52. Professional standards for awarding titles to high-achieving sports athletes in Yoga

I. Athletes shall be considered for the title of "Master Athlete" when meeting one of the following criteria:

1. Ranked 1st or 2nd in Artistic Yoga event at the National Yoga Championship;

2. Ranked 1st or 2nd in Yoga Asana event at the National Yoga Championship.

II. Athletes shall be considered for the title of "Level 1 Athlete" when meeting one of the following criteria:

1. Ranked 1st or 2nd in Yoga Asana event at the National Yoga Championship or National Yoga Club Championships;

2. Ranked 1st in Artistic Yoga event at the National Yoga Championship or National Yoga Club Championships;

3. Ranked 2nd or 3rd in Artistic Yoga event at the National Yoga Championship;

4. Ranked 3rd or 4th in Yoga Asana event at the National Yoga Championship.

III. Athletes shall be considered for the title of "Level 2 Athlete" when meeting one of the following criteria:

1. Ranked 2nd or 3rd in Artistic Yoga event at the National Yoga Championship or National Yoga Club Championships;

2. Ranked 3rd or 4th in Yoga Asana event at the National Yoga Junior Championship or National Yoga Club Championships;

3. Ranked 4th or 5th in Artistic Yoga event at the National Yoga Championship;

4. Ranked 5th or 6th in Yoga Asana event at the National Yoga Championship.
