CIRCULAR
ON CONDITIONS FOR ORGANIZATION OF YOGA TRAINING AND COMPETITION
Pursuant to the Law on physical training and sports dated November 29, 2006;
Pursuant to the Government's Decree No. 112/2007/ND-CP dated June 26, 2007 on guidelines for the Law on physical training and sports;
Pursuant to the Government's Decree No. 106/2016/ND-CP dated July 1, 2016 on requirements pertaining to business of sports;
Pursuant to the Government's Decree No. 76/2013/ND-CP dated July 16, 2013 defining functions, tasks, powers and organizational structure of the Ministry of Culture, Sports and Tourism;
At the request of Director of General Department of physical training and sports;
The Minister of Culture, Sports and Tourism promulgates a Circular on conditions for organization of Yoga training and competition.
Article 1. Scope
1. This Circular deals with conditions for organization of Yoga training and competition.
2. Yoga training and competition is a sports activity for which instructions are compulsory.
Article 2. Regulated entities
This Circular applies to organizations and individuals that organize Yoga training and competition in Vietnam.
Article 3. Interpretation of terms
For the purposes of this Circular, the following terms shall be construed as follows:
Yoga: is a combination of physical exercises and postures (Asana) and breathing exercises (Pranayama) to promote better health, prevent and cure diseases.
Article 4. Facilities
1. Floors shall be flat and slip resistant.
2. The distance from the floor to the ceiling shall be not lower than 2.7 m.
3. Ventilated workout space and a necessary illuminance of at least 150 lux shall be provided.
4. There are restrooms, dressing rooms, personal storages, medical cabinets and first aid instruments.
5. There are internal regulation boards at least containing: Training hours, entities eligible for workout, entities ineligible for workout, outfits, safety assurance measures and other regulations.
6. The outdoor Yoga training and competition shall be organized in accordance with Clauses 1, 3, 4, and 5 of this Article.
Article 5. Equipment
1. Training equipment:
a) Each learner is provided an individual yoga mat or a big common yoga mat on the floor;
b) With regard to Yoga fly (antigravity yoga): Silk hammock shall support at least 300 kg of weight and is hung down on a hanging system capable of ensuring safety of the learner. The length of the hammock can be adjusted to fit each learner’s postures;
c) Instrument supporting yoga exercises must be safe and not dangerous for learners .
2. Competition equipment:
a) Each learner is provided an individual yoga mat or a common big yoga mat on floors;
b) There are communications equipment to members of the organizer;
c) Stopwatches, time boards, scoreboards, speakers, limit lines of competition grounds.
Article 6. Yoga professional training
1. Department General of physical training and sports and Yoga Federation of Vietnam shall provide professional training courses for Yoga instructors.
2. Contents, program and duration of professional training courses shall be decided by the Department General of physical training and sports.
3. A certificate of professional training issued by the above-mentioned authority shall be valid for 5 years from the date of issue. The template of certificate of professional training is provided in the Appendix issued herewith.
Article 7. Instruction density
1. Each person shall be provided at least 2.5 m2 of floor.
2. Each instructor shall cover no more than 30 learners in a class.
Article 8. Implementation
1. The Department General of physical training and sports shall provide guidelines and inspect the implementation of this Circular.
2. Inspectors of Culture, Sports and Tourism shall inspect and take actions against violations against regulations on conditions for organization of Yoga training and competition.
3. Services of Culture, Sports and Tourism of provinces and central-affiliated cities shall provide guidelines for this Circular.
Article 9. Effect
This Circular comes into force January 1, 2017.
Difficulties that arise during the implementation of this Circular should be reported to the Ministry of Culture, Sports and Tourism for consideration./.
