CIRCULAR
PROMULGATING FRAMEWORK PROGRAMS FOR VOCATIONAL SECONDARY AND COLLEGE LEVELS FOR A NUMBER OF VOCATIONS IN VOCATIONAL GROUP OF HOSPITALITY, TOURISM, SPORTS AND PERSONAL SERVICES
Pursuant to the Law on vocational education and training dated November 29, 2006;
Pursuant to the Government's Decree No. 186/2007/ND-CP on December 25, 2007 on defining the functions, tasks, powers and organizational structure of the Ministry of Labour, War Invalids and Social Affairs;
Pursuant to the Decision No. 58/2008/QD-BLDTBXH dated September 06, 2008 by Minister of Labour, War Invalids and Social Affairs promulgating regulations on framework programs for vocational secondary and college levels;
According to appraisal results of the Appraisal Council and at the request of the Director General of General Directorate of Vocational Training for promulgation of the framework programs for vocational secondary and college levels in the following vocations: Recreation & Sports Service Management, MICE Management, and Resort management;
Ministry of Labour, War Invalids and Social Affairs provides for the following framework programs for vocational secondary and college levels for the said vocations.
Article 1. Scope and regulated entities
This Circular provides for the framework programs for vocational secondary and college levels in the vocations prescribed in this Circular and applies to public and private vocational colleges, vocational secondary schools, universities, colleges and professional secondary schools (hereinafter referred to as vocational training institutions) that have been issued certificates of vocational training activities;
The framework programs for vocational secondary and college levels provided for in this Circular is not mandatory for foreign-invested vocational training institutions.
Article 2. The framework programs provided for in this Circular consist of:
1. The framework programs for vocational secondary and college levels in “Recreation & Sports Service Management” (Annex 1);
2. The framework programs for vocational secondary and college levels in “MICE Management” (Annex 2);
3. The framework programs for vocational secondary and college levels in “Resort management” (Annex 3).
Article 3. Responsibility to set up vocational training programs:
Rectors of vocational colleges, vocational secondary schools, universities, colleges and professional secondary schools that have been issued certificates of vocational training activities with respect to the vocations prescribed in this Circular will, pursuant to regulations in this Circular, organize the formulation, appraisal and approval for vocational training programs of their institutions.
Article 4. Implementation
1. This Circular takes effect after 45 days as of the date on which it is signed;
2. Ministries, ministerial-level agencies, the Government’s affiliates, socio-political organizations, people’s committees of central-affiliated cities/provinces, the General Directorate of Vocational Training, vocational colleges, vocational secondary schools, universities, colleges and professional secondary schools that have been issued certificates of vocational training activities with respect to the vocations prescribed in this Circular and relevant entities will be responsible for implementing this Circular./.

Vocation: Recreation & Sports Service Management

Training level: Vocational secondary level
Admission targets: Graduates from upper secondary schools and equivalent levels;
(Graduates from lower secondary schools must attend supplementary general education classes as provided for by the Ministry of Education and Training);
Number of training subjects/modules: 31
Award: Vocational secondary education diploma
I. TRAINING OBJECTIVES:
1. Vocational knowledge and skills:
- Knowledge:
After completing this training program, learners may:
+ Describe the importance, role and basic features of the recreation & sports service management vocation;
+ State the role and impacts of recreation & sports services on tourism activities and the social life;
+ State basic professional processes, principles and requirements in connection with the vocation’s duties;
+ State contents relating to the management in general and the recreation & sports service management in particular such as administration studies, basic marketing, and enterprise management;
+ Describe necessary knowledge relating to the recreation & sports service management such as tourist psychology, business communication, foreign language for specific purpose, applied informatics and services marketing;
+ Describe and state principles, contents and basic process of operations relating to the recreation and sports service management vocation such as office operations, front office operations, payment operations, accommodation operations, restaurant operations and guide operations;
+ Demonstrate fundamentals of politics, law, national defense, physical education, computer skills and foreign languages;
+ Specify primary equipment and devices used for organization of recreation and sports activities; describe their uses and attentions while using them;
- Skills:
After completing this training program, learners will have the following skills:
+ Make surveys and collect information to serve the measuring of demand for tourism in general and for recreation and sports services in particular;
+ Read and understand recreation and sports programs;
+ Make detailed plans for some phases in course of organization of recreation and sports services;
+ Make the master plan for organizing small-scale recreation and sports services;
+ Read and understand the cost estimate of each program;
+ Perform works relating to the advertising and promotion of recreation and sports services;
+ Draft some types of contracts and enter into contracts with providers of ancillary services (such as accommodation service, food and beverage service, transport service and security service) in course of provision of recreation and sports services; inspect and evaluate the quality of provided ancillary services;
+ Organize and manage certain contents in course of provision of recreation and sports services;
+ Anticipate and minimize unforeseen circumstances;
+ Analyze and work out measures for handling circumstances that arise in course of provision of recreation and sports services;
+ Make technical decisions within the trained professional scope;
+ Prepare detailed reports on expenses that actually arise within the scope of assigned professional duties;
+ Make payments within the scope of assigned duties;
+ Ensure the compliance with regulations on hygiene, safety, security and environmental protection to meet customers’ demand;
+ Comply with requirements on quality, hygiene, safety, security, kindness and politeness;
+ Arrange works, work in small groups and coordinate with other staff related to assigned duties in working environment;
+ Carry out professional supervision of operation staff, providers of ancillary services and customers within the scope of training specialty;
+ Fluently use foreign languages in regular communication and in certain specific activities relating to the vocation of recreation and sports service management;
+ Work independently and apply technologies to the organization of events; have a good health, professional ethics and conscience, awareness of disciplines, industrial behavior, and assume personal responsibility for working performance.
+ Find job, self-employ or attend higher-level training courses upon graduation from this training program.
2. Politics, ethics; physical education and national defense education:
- Politics, ethics:
+ Learners will acquire general knowledge of Marxism and Leninism, Ho Chi Minh Ideology, the Government’s constitution and legislation system, and the labour law;
+ They will acquire general knowledge about the revolutionary policies of the Communist Party of Vietnam;
+ They may demonstrate the patriotic spirit and loyalty towards a pathway to developing and defending the Socialist Republic of Vietnam; fulfill a citizen’s responsibilities and obligations; live and work in compliance with the constitution and law;
+ Learners may show their wholehearted devotion towards their occupation, have ability to work independently and do teamwork. They have professional skills, and have a healthy lifestyle in conformity with the national and local manners and customs, and culture in each historical period;
+ They may show spirit of learning and training to improve their qualifications and meet working demand.
- Physical education and national defense education:
+ Learners understand and know how to apply basic knowledge and skills in sports to the health protection and improvement;
+ Educate learners in the patriotism, socialism, and necessary knowledge about all-people national defence and people’s armed forces, and awareness of defence of the Socialist Republic of Vietnam;
+ Learners may understand and apply certain necessary military skills as the basis for their fulfillment of military duties within training institutions, make effective use of their professional competence in assisting in national defence activities, and exhibit their willingness to participate in armed forces for national defence purposes.
+ They are fit for working in conformity with standards on occupational health announced by Ministry of Health.
3. Career oppoturnities:
Graduates from this training program will acquire necessary knowledge and skills to undertake the following job positions:
- Junior manager;
- Program operation staff;
- Operation staff in recreation and sports services of enterprises whose business activities include recreation and sports services.
II. COURSE LENGTH AND MINIMUM ACTUAL TRAINING DURATION:
1. Course length and minimum actual training duration:
- Course length: 2 years
- Study duration: 90 weeks
- Minimum actual training duration: 2550 hours
- Duration for test preparation, test upon completion of each subject/module and graduation examination: 180 hours (including 30 hours of graduation examination).
2. Distribution of minimum actual training duration:
- Training duration for compulsory general subjects: 210 hours
- Training duration for vocational training subjects: 2340 hours
+ Training duration for compulsory subjects: 1665 hours; Training duration for optional subjects: 675 hours
+ Theoretical training duration: 666 hours; Practical training duration: 1674 hours
3. Duration of supplementary general education classes for graduates from lower secondary schools: 1200 hours
(The list of supplementary general education subjects and distribution of training duration for each subject will comply with regulations of the Ministry of Education and Training set forth in the framework program for professional secondary education. Arrangement of subjects to be learnt must be pedagogically logic to ensure that learners will be able to acquire job-specific knowledge and skills in an effective manner).

V. INSTRUCTIONS FOR USING THE FRAMEWORK PROGRAM FOR VOCATIONAL SECONDARY LEVEL AS THE BASIS FOR FORMULATING VOCATIONAL TRAINING PROGRAMS:
1. Instructions for preparing the list of optional vocational training subjects/ modules; training duration, distribution of training duration and contents of study thereof:
- Total training duration for optional vocational training subjects/modules is 675 hours, accounting for 28.8% of total minimum actual training duration for vocational training subjects/modules (2340 hours);
- Determination of the training duration for each optional vocational training subject/ module will also be based on the duty analysis as that for a compulsory vocational training subject/module.

1.2. Instructions for designing training programs for optional vocational training subjects/modules:
- Vocational training institutions will select subjects/modules so as to ensure the minimum training duration for optional subjects/modules as defined in the framework program;
- For preparing the list of optional vocational training subjects/modules, vocational training institutions should base on specific features of the training vocation and their actual conditions, consisting of:
+ Learners' demand (enterprises’ demand);
+ Qualifications of teachers/ lecturers;
+ Teaching facilities and equipment.
- Vocational training institutions may select subjects/modules in the abovementioned list of optional subjects/modules and the list of additional optional subjects/modules so as to ensure that the training duration for optional subjects/modules will be 675 hours, accounting for 28.8% of total training duration for vocational subjects/modules (in which, theoretical training duration will not exceed 270 hours).
2. Instructions for graduation examination:
Graduation examination will be performed in accordance with regulations in the Circular No. 14/2007/QD-BLDTBXH dated May 24, 2007 by Minister of Labour, War Invalids and Social Affairs. To be specific:
- Politics: set the written exam with the testing period of not exceeding 120 minutes or the multiple-choice exam with the testing period of not exceeding 60 minutes;
- Vocational knowledge and skills: including theoretical test and practical test. To be specific:
+ Vocational theoretical test: written exam or multiple-choice exam with testing period of not exceeding 180 minutes, or oral exam which allows each candidate to have 40 minutes for preparation and 20 minutes for giving answer;
+ Vocational practical test: practical assignment on general skills for completing a product. The testing period for each practical question sheet will not exceed 4 hours.

4. Other remarks:
- Instructions for designing detailed programs for optional vocational training subjects/modules:
Vocational training institutions should base on main contents included in the detailed outline of each subject/module to design detailed program for that subject/module. To be specific:
+ Subject/module objectives;
+ Main contents about professional knowledge, skills and attitudes that learners must acquire;
+ Distribution of training duration for each determined part/chapter;
+ Instructions for program execution.
- Instructions for giving test upon the completion of each vocational training subject/module:
Upon the completion of each vocational training subject/module, a test will be given to evaluate learners' study results and follow the achievement of that subject/module’s objectives.
+ Assessment form: Written exam, oral exam, multiple choice, practical assignment;
+ Testing period: Theory: Not exceeding 120 minutes; Practice: Not exceeding 8 hours
+ Each subject is comprised of at least 02 credits (each credit equals to 15 hours). A test will be given upon the completion of each subject (theory test);
+ Duration of a theory test: not exceeding 120 minutes;
+ Each theory test includes:
Multiple-choice questions, each of which should be done within 1-5 minutes;
Essay questions, each of which should be done within 15 minutes.
- Instructions for distribution of time and contents of professional practice:
+ The professional practice is aimed at improving learners’ knowledge and learners may apply their acquired knowledge and skills to the real working environment;
+ Contents of this professional practice include those that learners have been taught at vocational training institutions (this varies depending on different practice assignments) with particular attention paid to those applicable to the real work duties;
+ Activities of this professional practice may be classified into three groups as follows:
Learners may practice at enterprises whose business activities include recreation and sports services. In such case, learners need instructions by teachers or instructors (who may be experienced or qualified ones working at said enterprises);
Learners may practice recreation and sports service management operations (with instructions by teachers) according to special subjects such as organization of recreation service or organization of sports service;
Learners may opt for combination of two said forms.
+ With respect to selection of form and distribution of time of professional practice, each vocational training institution will, based on their specific conditions, decide either the professional practice at service providers or grouping of learners for separate practice assignments but must ensure consistence with duration, objectives and contents mentioned above./.
Annex 1B:
FRAMEWORK PROGRAM FOR VOCATIONAL COLLEGE LEVEL
Vocation: Recreation & Sports Service Management

I. TRAINING OBJECTIVES:
1. Vocational knowledge and skills:
- Knowledge:
After completing this training program, learners may:
+ Describe the importance, role and basic features of the recreation & sports service management vocation;
+ Analyze the role and impacts of recreation & sports services on tourism activities and the social life;
+ State and analyse basic professional processes, principles and requirements in connection with the training vocation’s duties;
+ State and analyse the management knowledge in general and the recreation & sports service management knowledge in particular such as administration studies, basic marketing, enterprise management, human resource management and corporate finance;
+ Describe necessary knowledge relating to the recreation & sports service management such as tourist psychology, business communication, Vietnamese culture, foreign language for specific purpose, applied informatics and services marketing;
+ Describe and analyze principles, contents and basic process of operations relating to the recreation and sports service management vocation such as office operations, front office operations, payment operations, accommodation operations, restaurant operations, guide operations, accounting principles, flower arrangement and decoration techniques;
+ Demonstrate fundamentals of politics, law, national defense, physical education, computer skills and foreign languages;
+ Collect and generalize knowledge relating to the recreation and sports service management vocation;
+ Specify primary equipment and devices used for organization of recreation and sports activities; describe their uses and attentions while using them;
- Skills:
After completing this training program, learners will have the following skills:
+ Make surveys and analyse collected information about demand for tourism in general and that for recreation and sports services in particular;
+ Introduce types of recreation and sports services suitable for customers’ demand and in conformity with enterprise’s business conditions;
+ Design recreation and sports programs that meet customers’ demand;
+ Make the master plan and detailed plans for the entire process of organization of recreation and sports services;
+ Make cost estimates for recreation and sports programs;
+ Set up service prices in conformity with the market price;
+ Draft contracts, and negotiate and conclude contracts with customers;
+ Organize advertising and promotion activities for the purpose of selling recreation and sports services;
+ Analyse and select suitable providers of ancillary services (provider of accomodation, food and beverage, transport, or security service), draft and enter into service contracts with such providers;
+ Make plans for provision of recreation and sports services, and coordinate in implementing such plans; supervise and evaluate the quality of provided ancillary services;
+ Organize and manage activities in course of provision of recreation and sports services;
+ Anticipate and minimize unforeseen circumstances in a systematical and comprehensive manner;
+ Analyze and work out measures for handling circumstances that arise in the real working environment.

+ Exactly sum up expenses actually arising from the provision of recreation and sports services; Aggregate expenses and consolidate relevant documents. Make relevant payments;

- Vocational training institutions will select subjects/modules so as to ensure the minimum training duration for optional subjects/modules as defined in the framework program;
- For preparing the list of optional vocational training subjects/modules, vocational training institutions should base on specific features of the training vocation and their actual conditions, consisting of:
+ Learners' demand and/or enterprises’ demand;
+ Qualifications of teachers/ lecturers;
+ Teaching facilities and equipment.
- Vocational training institutions may select subjects/modules in the abovementioned list of optional subjects/modules so as to ensure that the training duration for optional subjects/modules will be 900 hours, accounting for 27.3% of total training duration for vocational subjects/modules (in which, theoretical training duration will not exceed 450 hours).
2. Instructions for graduation examination:
Graduation examination will be performed in accordance with regulations in the Circular No. 14/2007/QD-BLDTBXH dated May 24, 2007 by Minister of Labour, War Invalids and Social Affairs. To be specific:
- Politics: set the written exam with the testing period of not exceeding 120 minutes or the multiple-choice exam with the testing period of not exceeding 60 minutes;
- Vocational knowledge and skills: including theoretical test and practical test. To be specific:

Vocational training institutions should base on main contents included in the detailed outline of each subject/module to design detailed program for that subject/module. To be specific:
+ Subject/module objectives;
+ Main contents about professional knowledge, skills and attitudes that learners must acquire;
+ Distribution of training duration for each determined part/chapter;
+ Instructions for program execution.
- Instructions for giving test upon the completion of each vocational training subject/module:
Upon the completion of each vocational training subject/module, a test will be given to evaluate learners' study results and follow the achievement of that subject/module’s objectives.
+ Assessment form: Written exam, oral exam, multiple choice, practical assignment;
+ Testing period: Theory: Not exceeding 120 minutes; Practice: Not exceeding 8 hours;
+ Each subject is comprised of at least 02 credits (each credit equals to 15 hours). A test will be given upon the completion of each subject (theory test);
+ Duration of a theory test: not exceeding 120 minutes;
+ Each theory test includes:
Multiple-choice questions, each of which should be done within 1-5 minutes;
Essay questions, each of which should be done within 15 minutes.
- Instructions for distribution of time and contents of the professional practice:
+ The professional practice is aimed at improving learners’ knowledge and learners may apply their acquired knowledge and skills to the real working environment;
+ Contents of the professional practice include those that learners have been taught at training institutions (this varies depending on different practice assignments) with particular attention paid to those applicable to the real work duties;
+ Activities of the professional practice may be classified into three groups as follows:
Learners may practice at enterprises whose business activities include recreation and sports services. In such case, learners need instructions by teachers or instructors (who may be experienced or qualified ones working at said enterprises);
Learners may practice recreation and sports service management operations (with instructions by teachers) according to special subjects such as organization of recreation service or organization of sports service;
Learners may opt for combination of two said forms.
+ With respect to selection of form and distribution of time of the professional practice, each vocational training institution will, based on their specific conditions, decide either the professional practice at service providers or grouping of learners for separate practice assignments but must ensure the consistence with duration, objectives and contents mentioned above./.

1. Vocational knowledge and skills:
- Knowledge:
After completing this training program, learners may:
+ State general knowledge about the tourism industry, conditions for tourism development and providers of tourism services;
+ State basic sentence structures in English and have basic vocabulary to read uncomplicated specialized documents in English;
+Describe basic contents about communication skills, psychology and tourist psychology in order to establish the relationship with customers and improve negotiation skills in business;
+ State basic contents about the management of MICE tourism enterprises;
+ State the process for organizing a MICE tour such as MICE tour planning, execution, supervision and evaluation;

4.2. Instructions for designing training programs for optional vocational training subjects/modules:
The detailed program for each subject will be designed according to contents included in the program of that subject. To be specific:
- Subject/module objectives;
- Main contents about professional knowledge, skills and attitudes that learners must acquire;
- Distribution of training duration for each determined part/chapter;
- Instructions for program execution.
4.3. Instructions for giving test upon the completion of each vocational training subject/module:
Upon the completion of training program of each vocational training subject/module, a test will be given to evaluate learners' study results and follow the achievement of subject’s objectives.
- Assessment form: Written exam, oral exam, multiple choice, practical assignment
- Duration of a test:
+ Theory: not exceeding 120 minutes
+ Practice: not exceeding 4 hours
Each subject is comprised of at least 02 credits (each credit equals to 15 hours). A test will be given upon the completion of each subject.
- A test includes:
+ Multiple-choice questions, each of which should be done within 1-5 minutes;
+ Essay questions, each of which should be done within 15 minutes.
4.4. Instructions for distribution of time and contents of the professional practice:
- Contents of the professional practice will be classified into three groups as follows:
+ Learners practice at tourism enterprises that have jobs relating to the MICE management vocation. In such case, learners need instructions by teachers or instructors (who may be experienced or qualified ones working at the said tourism enterprises);
+ Learners practice MICE tourism operations (with teachers’ instructions) at tourist attractions/ routes or tourism programs;
+ Learners may opt for combination of two said forms.
- With respect to the selection of form and distribution of time of the professional practice, each vocational training institution will, based on their specific conditions, decide either the professional practice at service providers or grouping of learners for separate practice assignments, but must ensure the consistence with duration, objectives and contents mentioned above./.

- Contents of the professional practice include those that learners have been taught at training institutions (this varies depending on different practice assignment) with particular attention paid to those applicable to the real work duties;
- Contents of the professional practice will be classified into three groups as follows:
+ Learners practice operations at tourism enterprises that have jobs suitable for the MICE management vocation. In such case, learners need instructions by teachers or instructors (who may be experienced or qualified ones working at the said enterprises);
+ Learners have an in-depth practice specializing in MICE management upon the completion of training program of the third year at tourism enterprises (with instructions by teachers) or practice as department manager of hotels, trade fair and exhibition centers or travel companies;
+ At least one month before the professional practice, the location of the professional practice must be determined. Vocational training institutions should make commitment with establishments where learners will practice their professions to ensure that learners can practice their professions under the instruction and supervision of teachers and instructors of those establishments. Each learner must have practice diary. The instructor will give daily comments on learner’s knowledge, skills and attitude;
- With respect to selection of form and distribution of time of the professional practice, each vocational training institution will, based on their specific conditions, decide either the professional practice at service providers or grouping of learners for separate practice assignments, but must ensure consistence with duration, objectives and contents mentioned above./.

+ Describe the importance and role of Resorts in the tourism industry, specific characteristics of Resorts and economic, cultural, social and environmental impacts thereof; the history of establishment and development of famous Resorts in the world and in Vietnam.
+ State security and safety principles, and explain reasons that hotels/ Resorts must comply with such security and safety principles to identify risks and implement risk prevention measures;
+ State the organizational structure, role, functions and duties of Resort’s departments, the relationship between Resort’s departments; specify primary duties and daily work activities of Resort’s supervisors and department managers;
+ Describe basic Resort operations, including front office operations, housekeeping operations, restaurant operations, cooking techniques, spa operations, recreation services and clubs in a Resort; specify and explain ways to sell Resort’s products;

1.2. Instructions for designing training programs for optional vocational training subjects/modules:
- Optional subjects/modules are determined on the basis of different knowledge and skill standards for managers of accommodation, restaurant, meeting/convention, recreation and spa departments;
- Vocational training institutions will select subjects/modules so as to ensure the minimum training duration as defined in the framework program;
- For preparing the list of optional vocational training subjects/modules, vocational training institutions should base on specific features of the training vocation and their actual conditions, consisting of:
+ Learners' demand and/or enterprises’ demand;
+ Qualifications of teachers/ lecturers;
+ Teaching facilities and equipment.
- Vocational training institutions may select subjects/modules in the abovementioned list of optional subjects/modules so as to ensure that the training duration for optional subjects/modules will be 670 hours, accounting for 28.6% of total training duration for vocational subjects/modules (in which, theoretical training duration will not exceed 201 hours).
2. Instructions for graduation examination:
Graduation examination will be performed in accordance with regulations in the Circular No. 14/2007/QD- BLDTBXH dated May 24, 2007 by Minister of Labour, War Invalids and Social Affairs. To be specific:
- Politics: set the written exam with the testing period of not exceeding 120 minutes or the multiple-choice exam with the testing period of not exceeding 60 minutes;
- Vocational knowledge and skills: including theoretical test and practical test. To be specific:
+ Vocational theoretical test: written exam or multiple-choice exam with the testing period of not exceeding 180 minutes, or oral exam in which each candidate will have 40 minutes for preparation and 20 minutes for giving answer;
+ Vocational practical test: practical assignment on general skills for completing a product. The testing period for each practical question sheet will not exceed 4 hours.

4. Other remarks:
- Instructions for designing detailed programs for optional vocational training subjects/modules:
Vocational training institutions should base on main contents included in the detailed outline of each subject/module to design detailed program for that subject/module. To be specific:
+ Subject/module objectives;
+ Main contents about professional knowledge, skills and attitudes that learners must acquire;
+ Distribution of training duration for each determined part/chapter;
+ Instructions for program execution.
- Instructions for giving test upon the completion of each vocational training subject/module:
Upon the completion of each vocational training subject/module, a test will be given to evaluate learners' study results and follow the achievement of that subject/module’s objectives.
+ Assessment form: Written exam, oral exam, multiple choice, practical assignment;
+ Testing period: Theory: Not exceeding 120 minutes; Practice: Not exceeding 8 hours;
+ Each subject is comprised of at least 02 credits (each credit equals to 15 hours). A test will be given upon the completion of each subject (theory test);
+ Duration of a theory test: not exceeding 120 minutes;
+ Each theory test includes:
Multiple-choice questions, each of which should be done within 1-5 minutes;
Essay questions, each of which should be done within 15 minutes.
- Instructions for distribution of time and contents of the professional practice at Resorts:
+ The professional practice is aimed at improving learners’ knowledge and learners may apply their acquired knowledge and skills to the real working environment;
+ Contents of the professional practice include those that learners have been taught at vocational training institutions (this varies depending on different practice assignments) with particular attention paid to those applicable to the real work duties;
+ Contents of the professional practice may be classified according to the following ways:
Learners will practice operations upon the completion of training program of the first year at different departments (front office, housekeeping, restaurant, cooking techniques, and recreation and spa services) for 2 months;
They will have in-depth professional practice upon the completion of training program of the second year according to their selected optional subjects for 2.5 months;
At least one month before the professional practice, the location of the professional practice must be determined. Vocational training institutions should make commitment with Resorts to ensure that learners can practice their professions under the instruction and supervision of teachers and instructors of selected resorts. Each learner must have practice diary. The instructor at the Resort will give daily comments on the learner’s knowledge, skills and attitude.
+ With respect to selection of form and distribution of time of the professional practice, each vocational training institution should base on their specific conditions and operating conditions of Resorts to ensure that learners may practice their professions at the best working environment for the purpose of assuring the consistence with duration, objectives and contents mentioned above./.

+ State the organizational structure, role, functions and duties of Resort’s departments, the relationship between Resort’s departments; specify primary duties and daily work activities of Resort’s supervisors and department managers;
+ State security and safety principles, and explain reasons that Resorts must comply with such security and safety principles to identify risks and implement risk prevention measures;
+ Identity and describe main products/services at Resorts;
+ Describe basic Resort operations, including front office operations, housekeeping operations, restaurant operations, cooking techniques, spa operations, sports and recreation services and clubs in a Resort; specify and explain ways to sell Resort’s products;

1.2. Instructions for designing training programs for optional vocational training subjects/modules
- Optional subjects/modules are determined on the basis of different knowledge and skill standards for managers of accommodation, restaurant, meeting/convention, recreation and spa departments;
- Vocational training institutions will select subjects/modules so as to ensure the minimum training duration as defined in the framework program.
- For preparing the list of optional vocational training subjects/modules, vocational training institutions should base on specific features of the training vocation and their actual conditions, consisting of:
+ Learners' demand and/or enterprises’ demand;
+ Qualifications of teachers/ lecturers;
+ Teaching facilities and equipment.
- Vocational training institutions may select subjects/modules in the abovementioned list of optional subjects/modules so as to ensure that the training duration for optional subjects/modules will be 900 hours, accounting for 27.3% of total training duration for vocational subjects/modules (in which, theoretical training duration will not exceed 315 hours).
2. Instructions for graduation examination:
Graduation examination will be performed in accordance with regulations in the Circular No. 14/2007/QD- BLDTBXH dated May 24, 2007 by Minister of Labour, War Invalids and Social Affairs. To be specific:
- Politics: set the written exam with the testing period of not exceeding 120 minutes or the multiple-choice exam with the testing period of not exceeding 60 minutes;
- Vocational knowledge and skills: including theoretical test and practical test. To be specific:
+ Vocational theoretical test: written exam or multiple-choice exam with the testing period of not exceeding 180 minutes, or oral exam in which each candidate will have 40 minutes for preparation and 20 minutes for giving answer;
+ Vocational practical test: practical assignment on general skills for completing a product. The testing period for each practical question sheet will not exceed 4 hours.

3. Instructions for determining time and contents of extra-curricular activities (arranged outside of the training duration) which aim to achieve comprehensive education objectives:
- Vocational training institutions should arrange learners to visit and learn experience at some enterprises whose business activities are suitable for the training vocation in order that they can be fully aware of the training vocation;
- Time for extra-curriculum activities must be reasonably arranged outside the training duration:

4. Other remarks:
- Instructions for designing detailed programs for optional vocational training subjects/modules:
Vocational training institutions should base on main contents included in the detailed outline of each subject/module to design detailed program for that subject/module. To be specific:
+ Subject/module objectives;
+ Main contents about professional knowledge, skills and attitudes that learners must acquire;
+ Distribution of training duration for each determined part/chapter;
+ Instructions for program execution.
- Instructions for giving test upon the completion of each vocational training subject/module:
Upon the completion of each vocational training subject/module, a test will be given to evaluate learners' study results and follow the achievement of that subject/module’s objectives.
+ Assessment form: Written exam, oral exam, multiple choice, practical assignment;
+ Testing period: Theory: Not exceeding 120 minutes; Practice: Not exceeding 8 hours;
+ Each subject is comprised of at least 02 credits (each credit equals to 15 hours). A test will be given upon the completion of each subject (theory test);
+ Duration of a theory test: not exceeding 120 minutes;
+ Each theory test includes:
Multiple-choice questions, each of which should be done within 1-5 minutes;
Essay questions, each of which should be done within 15 minutes.
- Instructions for distribution of time and contents of the professional practice at Resorts:
+ The professional practice is aimed at improving learners’ knowledge and learners may apply their acquired knowledge and skills to the real working environment;
+ Contents of the professional practice include those that learners have been taught at training institutions (this varies depending on different practice assignments) with particular attention paid to those applicable to the real work duties;
+ Contents of the professional practice may be classified according to the following ways:
Leaners will practise operations upon the completion of training program of the first or second year at different departments (front office, housekeeping, restaurant, cooking techniques, recreation and spa services) for 2 months;
They will have in-depth professional practice upon the completion of training program of the third year according to their selected optional subjects for 3 months;
At least one month before the professional practice, the location of the professional practice must be determined. Vocational training institutions should make commitment with Resorts to ensure that learners can practice their professions under the instruction and supervision of teachers and instructors of selected resorts. Each learner must have practice diary. The instructor at the Resort will give daily comments on the learner’s knowledge, skills and attitude;
+ With respect to selection of form and distribution of time of the professional practice, each vocational training institution should base on their specific conditions and operating conditions of Resorts to ensure that learners may practise their professions at the best working environment for the purpose of assuring the consistence with duration, objectives and contents mentioned above./.
