CIRCULAR

PROMULGATING ECONOMIC-TECHNICAL NORMS FOR INSPECTION AND ACCEPTANCE OF PRODUCTS APPLYING NATURAL RESOURCE AND ENVIRONMENT INFORMATION TECHNOLOGY

Pursuant to the Law on Information technology No. 67/2006/QH11 dated June 29, 2006;

Pursuant to the Government’s Decree No. 21/2013/ND-CP dated March 04, 2013 stipulating functions, tasks, powers and organizational structure of the Ministry of Natural Resources and Environment;

Pursuant to the Government’s Decree No. 64/2007/ND-CP dated April 10, 2007 stipulating application of information technology in state administration activities;

Pursuant to the Government’s Decree No. 102/2008/ND-CP dated September 15, 2008 stipulating collection, management and use of data on natural resources and environment;

Pursuant to the Government’s Decree No. 102/2009/ND-CP dated November 06, 2009 stipulating management of state-funded investments in application of information technology;

Pursuant to the Prime Minister’s Decree No. 179/2004/QD-TTg dated October 06, 2004 approving the strategy for application and development of information technology in natural resources and environment till 2015 and a vision to 2020;

At the request of general directors of the Department of Information Technology, Planning Department and Legal Department;

The Minister of Natural Resources and Environment has promulgated the Circular promulgating economic – technical norms for inspection and acceptance of information technology products in natural resources and environment.

Article 1. Enclosed with this Circular are the economic - technical norms for inspection and acceptance of products applying natural resource and environment information technology (herein 'natural resource IT-applied products').

Article 2. This Circular takes effect since September 01, 2016.

Article 3. Ministries, ministerial-level agencies, Governmental agencies, the People’s committees of central-affiliated provinces and cities, organizations affiliated to the Ministry of Natural Resources and Environment, the Service of Natural Resources and Environment and relevant organizations and individuals shall be responsible for executing this Agency.

Difficulties that arise during the implementation of this Circular should be reported to the Ministry of Natural Resources and Environment for amendments./.

INSPECTION AND ACCEPTANCE OF NATURAL RESOURCE IT –APPLIED PRODUCTS (Enclosed with the Minister of Natural Resources and Environment’s Circular No. 17/2016/TT-BTNMT)

Part I

GENERAL PROVISIONS

1. Governing scope

The economic - technical norms for inspection and acceptance of natural resource IT-applied products shall apply to following IT-applied products:

1.1. Database of the natural resources and environment sector;

1.2. Application software supporting management and use of database of the natural resources and environment sector;

1.3. IT infrastructure of the natural resources and environment sector;

2. Regulated entities

1.2. The economic - technical norms for inspection and acceptance of natural resource IT-applied products shall serve as foundations for the construction of unit price and estimation of budgets for inspection and acceptance of IT-applied products.

2.2. These norms apply to state administration agencies, professional regulators and organizations and individuals involved in the construction of IT works for natural resources and environment sector.

3. Interpretation of terms

3.1. Engine is a software development support tool that can be customized and used as foundations for development of application software.

3.2. Geographic Information System – GIS is a computer-based set of procedures used to store and analyze spatially referenced data. GIS shall combine non-spatial data management and spatial data management analysis. Spatial data makes up a major portion of the database of natural resources and environment sector. Therefore, the application of GIS is the peculiarity of natural resources and environment sector.

3.3. Feature Catalogue is a database type that consists of a collection of data indexes organized into a unified structure used for data search. Feature catalogue shall be constructed according to ISO 19110-Feature Cataloguing Methodology.

3.4. Metadata is the information that describes contents, format, quality, condition and other properties of data to indicate administrative agencies, log-in addresses, data storage locations. Metadata shall be constructed according to ISO 19115: Geographic information – Metadata.

3.5. ISO: International Organization for Standardization is an international standard-setting body composed of representatives from various national standards organizations. Founded on 23 February 1947, the organization promotes worldwide industrial and commercial standards.

3.6. Topology is the spatial relationships between connecting or adjacent coverage features (e.g., arcs, nodes, polygons, and points). Topology is a key requirement for data management, integrity, detection and correction.

3.7. Spatial data is  the information about a physical object that can be represented by numerical values in a geographic coordinate system. Spatial data are represented in geometric shapes, and expressed in three basic forms: points, lines and polygons.

3.8. Non-spatial data is the data organized into a unified structure which does not change or changes inconsiderably over time. Non-spatial data may have direct relationship with spatial data.

3.9. Unstructured data is free-form data that does not have a pre-defined data model, for example: video, image, audio, graphic files.

3.10. Dataset is a collection of data in paper or digital forms that have the same contents and qualities and are used as input documents/data for the construction of database.

3.11. Database is a collection of information that is organized so that it can easily be accessed, managed, and updated.

3.12. Managed object is a collection of data layers, data tables that are managed in the database with the aim of meeting requirements for professional management. Determination and classification of a managed object depend on such factors as data types, relations among data layers, data tables, demands for construction (or updates, supplements) and relevant legal documents including standards, regulations issued by state administration agencies (See details in Form M1.2 enclosed herewith).

3.13. Activity Diagram is a process of one or more actions associated with an object class under the impact of external events.

3.14. Sequence Diagram is an interaction diagram that shows how objects operate with one another and in what order. A sequence diagram for object interactions is arranged in time sequence. It depicts the objects and classes involved in the scenario and the sequence of messages exchanged between the objects needed to carry out the functionality of the scenario.

3.15. Actor is a person, a thing or another system that interacts with the system. “Interactions with the system” mean actors shall send or receive messages from the system or change information therein. In a few words, actors interact with use cases.

3.16. Use case is a methodology used in software and systems engineering to identify system requirements. Use case is a collection of interactions between a system and external actors to achieve a goal.

3.17. Task, project type is the categorization of task, project according to expenditures within competence of the Ministry of Natural Resources and Environment as prescribed in Section 2, Article 10, Chapter 2 of the Regulation on Financial Management in public administrative agencies under the Ministry of Natural Resources and Environment (Enclosed with the Ministry of Natural Resources and Environment’s Decision No. 216/QD-BTNMT dated February 20, 2014).

4. Economic – technical norms include:

4.1. Technological labor norm

Technological labor norm (herein ‘the labor norm’) is the time of physical work required for the production of a product unit (performance of a work step). Content of the labor norm:

a) Scope of work: List of basic manipulations to perform work steps.

b) Difficulty levels: Specify factors affecting performance of work steps (herein ‘influential factors’) as foundations for classification of difficulty levels.

c) Personnel: Determine the number of employees and technical ranks; Technical ranks shall be determined according to survey, statistical results.

d) Norm: Stipulate the amount of time of physical work required for the performance of work steps according to an influential factor.

A month shall include 22 workdays for public administrative units or  26 workdays for enterprises with eight working hours per workday.

4.2. Norms for materials and equipment

a) Norms for materials and equipment includes norms for use of appliances, equipment and materials:

- Norm for use of materials is the amount of material required for production of a product unit (performance of a work step);

- Norm for use of appliances and equipment: The amount of time during which an appliance, equipment is required for the production of a product unit (performance of a work step).

b) Appliance use time limits (wear calculation time frame), equipment use time limits (deterioration calculation time frame) is the amount of time during which an appliance, equipment is expected to be used for production activities in normal conditions in accordance with economic-technical parameters of such appliance, equipment.

- Appliance use time limit: Calculation unit is month;

- Equipment use time limit: As prescribed in the joint circulars providing instructions on cost estimation issued by the Ministry of Finance and the Ministry of Natural Resources and Environment;

- Calculation unit for appliances, equipment is shift (8 working hours per shift).

c) Calculation of electricity consumed by tools, equipment shall be based on capacity of appliances, equipment, 8 working hours in a shift and norms for use of appliances, equipment.

Amount of electricity is calculated as follows:

Consumed electricity = Capacity (kW/h) x 8 hours x 1.05 x tool, equipment norms

Where: 1.05 is loss rate in transmission (from the electrical meter to appliances, equipment).

6. Inspection and acceptance dossiers at construction organization level

The dossiers shall be formulated by the construction organization for self-inspection and acceptance of the entire or part of the work quantity on an annual basis or after completion of the project. In case of phase inspection for one or several parts of the item, product (for advance payment …), inspection and acceptance dossiers shall be formulated in proportion to the completed work quantity.

Components of inspection and acceptance dossiers at construction organization level shall be stipulated in Article 24 of the Minister of Natural Resources and Environment’s Circular No. 58/2015/TT-BTNMT dated December 08, 2015 stipulating examination, inspection and acceptance of projects applying natural resource and environment information technology (herein ‘the Circular No. 58/2015/TT-BTNMT’).

7. Process of inspection and acceptance of natural resource IT-applied products

Process of inspection and acceptance of natural resource IT-applied products shall be stipulated in the Circular No. 58/2015/TT-BTNMT.

8. Sequence, procedures and scope of inspection and acceptance of natural resource IT-applied products

Sequence, procedures and scope of inspection and acceptance of natural resource IT-applied products shall be stipulated in the Circular No. 58/2015/TT-BTNMT.

1. Scope of work

- Formulation of construction supervision diaries

- For the construction of network, installation of IT materials and equipment, accessories and commercial software:

+ Inspection and supervision of construction work carried out by the construction contractor at the site Results of inspection shall be recorded in construction supervision diaries

+ Inspection of construction measures taken by the construction organization

+ Inspection of quantity, external and internal appearance of IT equipment.

+ Inspection of copyright of commercial software (legality, quantity)

+ Participating in acceptance testing

+ Participating in acceptance testing of IT equipment installation

2. Labor norm

Norms for inspection and acceptance of IT infrastructure of natural resources and environment sector shall be applied the same as “The norms for expenses for construction and equipment installation supervision” as prescribed in the Minister of Information and Communications’ Decision No. 993/QD-BTTTT dated July 01, 2011 publishing temporary norms for expenses for project management, expenses for investment consultancy in application of information technology using state budget sources.
