CIRCULAR
REGULATIONS ON NATIONAL SIGN LANGUAGE STANDARDS FOR PERSONS WITH DISABILITIES
Pursuant to Law on Education dated June 14, 2019;
Pursuant to Law on Persons with Disabilities dated June 17, 2010;
Pursuant to Decree 69/2017/ND-CP dated May 25, 2017 of the Government on functions, tasks, powers and organizational structure of the Ministry of Education and Training;
Pursuant to Assessment record dated June 12, 2019 of Assessment Council for Regulations on national sign language standards for persons with disabilities;
At the request of the Director General of Primary Education Department,
Minister of Education and Training promulgates Circular on Regulations on national sign language standards for persons with disabilities.
Article 1. Attached to this Circular are Regulations on national sign language standards for persons with disabilities
Article 2. This Circular comes into effect from September 1, 2020. National sign language standards for persons with disabilities specified in this Circular are applied to educational institutions affiliated to national education system; organizations and individuals implementing education activities related to persons with disabilities.
Article 3. Chief of Office, Director General of Primary Education Department, heads of relevant entities affiliated to Ministry of Education and Training, Chairpersons of People’s Committees of provinces and central-affiliated cities, Directors of Education and Training Departments, relevant organizations and individuals are responsible for implementation of this Circular./.

NATIONAL SIGN LANGUAGE STANDARDS FOR PERSONS WITH DISABILITIES

A. PURPOSE
The national sign language standards for persons with disabilities prescribing Vietnamese sign language system to be utilized by persons.
B. VIETNAMESE SIGN LANGUAGE SYSTEM
The Vietnamese sign language system under this regulation consists of arrow schedule, alphabet and tone mark schedules, number schedule and list of words.
I. Arrow schedule

II. Alphabet and tone mark schedules (fingerspelling alphabet)
III. Number schedule
Number schedule consists of natural number from 0 to 9 and some other natural numbers.
IV. List of signs
The list of signs consists of 408 signs arranged in Vietnamese alphabetical order with attached annex(es). The list of signs shall continue to be added and issued.
1. Some notes when expressing signs
- Look at the illustrations and descriptions prior to expressing any sign.
- Follow the specified order of 1, 2, 3, etc. (if any) as shown in the illustrations; perform motions specified by the dashed lines first then the continuous line later (if any).
- Perform motions dictated by the arrows.
- When expressing signs, pay particular attention to:
+ Sign position: refers to position of the hands to the body when signing. Different sign positions convey different meanings. Space for signing is limited from the head, space in front of the body and expanded to elbows on both sides, the back and the waists.
+ Hand shape: refers to different shapes of the hands when signing.
+ Hand motion: refers to movements of the hands when signing, including single motion (a single motion in a single sign) and multiple motions (multiple motions in a single sign). Consult arrows in illustrations of signs to know hand motions.
+ Hand and finger direction: refers to direction of hands and fingers when signing.
+ Other gestures: refer to accompanying gestures, postures, facial expressions and body motions.
