CIRCULAR

AMENDMENTS TO CIRCULAR NO. 26/2013/TT-NHNN DATED DECEMBER 05, 2013 OF THE STATE BANK OF VIETNAM ON SCHEDULE OF FEES FOR PAYMENT SERVICES MADE VIA THE STATE BANK OF VIETNAM

Pursuant to the Law on the State Bank of Vietnam dated June 16, 2010;

Pursuant to the Law on Credit Institutions dated June 16, 2010; Law on Amendments to the Law on Credit Institutions dated November 20, 2017;

Pursuant to the Government’s Decree No. 101/2012/ND-CP dated November 22, 2012 on non-cash payments; Government’s Decree No. 80/2016/ND-CP dated July 01, 2016 on amendments to Government's Decree No. 101/2012/ND-CP dated November 22, 2012 on non-cash payments; Government’s Decree No. 16/2019/ND-CP dated February 01, 2019 on amendments and supplements to Decrees on business conditions under the state management of the State Bank of Vietnam;

Pursuant to the Government’s Decree No. 16/2017/ND-CP dated February 17, 2017 defining the functions, tasks, powers and organizational structure of the State Bank of Vietnam;

At the request of the Director of the Payment Department;

The Governor of the State Bank of Vietnam hereby promulgates a Circular on amendments to Circular No. 26/2013/TT-NHNN dated December 05, 2013 of the State Bank of Vietnam on schedule of fees for payment services made via the State Bank of Vietnam (hereinafter referred to as “the Circular No. 26/2013/TT-NHNN”).

Article 1. Amendments to the Circular No. 26/2013/TT-NHNN

Article 1a is added as follows:

“Article 1a: Fees for two types of payment services mentioned in Points 1.1 and 1.2 Section 1 “Fee Schedule for Payment Services via Interbank e-Payment System” in Part III “Fees for domestic payment services” of the Schedule of fees for payment services made via the State Bank of Vietnam promulgated together with this Circular shall be reduced by 50% from January 01, 2021 to June 30, 2021 inclusive.”.

Article 2. Responsibility for implementation

The Office’s Chief, the Director of the Payment Department, the Director of the Information Technology Department, the heads of the State Bank’s affiliates; banks, foreign branch banks, State Treasury and other organizations utilizing payment services via State Bank of Vietnam are responsible for the implementation of this Circular.

Article 3. Implementation clause

1. This Circular comes into force from January 01, 2021.

2. This Circular repeals the Circular No. 04/2020/TT-NHNN dated March 31, 2020 of the State Bank of Vietnam./.
