CIRCULAR
INFORMATION FIELD AND FORMS FOR ADOPTION OF PROCEDURES FOR TRANSITTING GOODS ACCORDING TO DECREE NO. 46/2020/ND-CP DATED APRIL 9, 2020 OF GOVERNMENT ON CUSTOMS PROCEDURES AND CUSTOMS EXAMINATION, SUPERVISION FOR GOODS IN TRANSIT VIA ASEAN CUSTOMS TRANSIT SYSTEM FOR IMPLEMENTATION OF PROTOCOL 7 ON CUSTOMS TRANSIT SYSTEM
Pursuant to Law on Customs dated June 23, 2014;
Pursuant to Decree No. 46/2020ND-CP dated April 9, 2020 of Government on customs procedures and customs examination, supervision for goods in transit via ASEAN customs transit system for implementation of Protocol 7 on customs transit system.
Pursuant to Decree No. 87/2017/ND-CP dated July 26, 2017 of the Government on functions, tasks, powers, and organizational structure of the Ministry of Finance;
At the request of General Director of General Department of Customs;
Minister of Finance promulgates Circular on information fields and forms for adoption of procedures for transiting goods according to Decree No. 46/2020/ND-CP dated April 9, 2020 of Government.
Article 1. Scope
This Circular prescribe information fields and forms to be declared for adoption of procedures for transiting goods via ASEAN Customs Transit System (hereinafter referred to as “ACTS”) for implementation of Protocol 7 on Customs Transit System under Decree No. 46/2020/ND-CP dated April 9, 2020 of Government.
Article 2. Regulated entities
1. Organizations and individuals transiting goods via the ACTS.
2. Organizations and individuals with relevant rights and obligations.
3. Customs authorities and customs officials.
4. Other state agencies in performing state cooperation in implementing goods transit via the ACTS.
5. Guarantors.
Article 3. Attached to this Circular are following annexes:
1. Annex I: Forms for registering user accounts; revising information and cancelling information of users on the ACTS.
2. Annex II: Information fields related to customs procedures for goods in transit via the ACTS.
3. Annex III: Document forms for printing.
4. Annex IV: Forms of prioritized documents.
5. Annex V: Forms of application for provision of documents.
6. Annex VI: Forms of guarantee documents.
Article 4. Implementation clause
1. This Circular comes into force from July 6, 2020.
2. Difficulties that arise during the implementation of this Circular should be reported to the Ministry for consideration and guidance./.
