CIRCULAR
PRESCRIBING TEMPORARY SUSPENSION OF TEMPORARY IMPORT AND RE-EXPORT OF MEDICAL MASKS, GLOVES AND ANTI-INFECTION PROTECTIVE SUITS
Pursuant to the Law on Foreign Trade Management dated June 12, 2017;
Pursuant to the Government's Decree No. 98/2017/ND-CP dated August 18, 2017, defining the functions, tasks, powers and organizational structure of the Ministry of Industry and Trade;
Pursuant to the Government's Decree No. 69/2018/ND-CP dated May 15, 2018, elaborating on certain articles of the Law on Foreign Trade Management;
Upon the request of the Director of the Import and Export Department,
The Minister of Industry and Trade hereby promulgates the Circular prescribing the temporary suspension of the temporary import and re-export of medical masks, gloves and anti-infection protective suits.
Article 1. Scope
This Circular prescribes the temporary suspension of temporary import and re-export of medical masks, gloves and anti-infection protective suits.
Article 2. Subjects of application
1. Traders taking part in activities of the temporary import, re-export of commodities.
2. Entities and organizations taking control of temporary import and re-export activities.
3. Entities, organizations and persons involved in activities of temporary import and re-export of commodities.
Article 3. Temporary suspension of temporary import and re-export of medical masks, gloves and anti-infection protective suits
1. The temporary import and re-export of medical masks, gloves and anti-infection protective suits on the list annexed to the Circular shall be temporarily suspended.
2. Shipments of medical masks, gloves and anti-infection protective suits which have already passed customs clearance procedures for temporary import before the effective date of this Circular, will obtain permission for continuation of re-export under the provisions of the Government’s Decree No. 69/2018/ND-CP dated May 15, 2018, elaborating on several articles of the Law on Foreign Trade Management, and other regulations currently in force.
Article 4. Entry into force
1. This Circular shall be effective from January 22, 2021 to December 31, 2021.
2. In the course of implementation of this Circular, if any difficulty or issue arises, traders, entities and persons involved must send their written feedbacks to the Ministry of Industry and Trade for its further action./.
