AMENDMENTS TO CLAUSE 4 ARTICLE 35 OF CIRCULAR NO. 71/2018/TT-BTC DATED AUGUST 10, 2018 OF MINISTER OF FINANCE PRESCRIBING ALLOWANCES FOR RECEPTION OF FOREIGN GUESTS WORKING IN VIETNAM, ORGANIZATION OF INTERNATIONAL CONFERENCES AND SEMINARS IN VIETNAM, AND RECEPTION OF DOMESTIC GUESTS

Pursuant to the Law on State Budget dated June 25, 2015;

Pursuant to the Government’s Decree No. 163/2016/ND-CP dated December 21, 2016 on elaboration of the Law on State Budget;

Pursuant to the Government’s Decree No. 145/2013/ND-CP dated October 29, 2013 prescribing commemoration of memorial days, ceremonies for presenting awards and emulation titles, diplomatic etiquettes and reception of foreign guests;

In implementation of the Resolution No. 27-NQ/TW dated May 21, 2018 of the 7^th plenum of the 12^th Central Executive Committee on reform of salary policies for officials, public employees, armed forces and workers of enterprises;

In implementation of the Government’s Resolution No. 107/NQ-CP dated August 16, 2018 introducing the Government’s action program for implementation of the Resolution No. 27-NQ/TW dated May 21, 2018 of the 7^th plenum of the 12^th Central Executive Committee on reform of salary policies for officials, public employees, armed forces and workers of enterprises;

In the Resolution No.60-NQ/TW dated October 09, 2020 of the 13^th plenum of the 12^th Central Executive Committee;

Pursuant to the Government’s Decree No. 87/2017/ND-CP dated July 26, 2017 defining functions, tasks, powers and organizational structure of the Ministry of Finance;

At the request of the Director of the Department of Public Expenditure;

The Minister of Finance promulgates a Circular providing amendments to Clause 4 Article 35 of Circular No. 71/2018/TT-BTC dated August 10, 2018 of Minister of Finance prescribing allowances for reception of foreign guests working in Vietnam, organization of international conferences and seminars in Vietnam, and reception of domestic guests.

Article 1. Amendments to Clause 4 Article 35 of Circular No. 71/2018/TT-BTC dated August 10, 2018 of Minister of Finance prescribing allowances for reception of foreign guests working in Vietnam, organization of international conferences and seminars in Vietnam, and reception of domestic guests

“4. Policies on extra benefits paid to officials, public employees and workers set out in this Circular shall be applied until the Government’s new salary policies for officials, public employees and armed forces are implemented for the purposes of the Resolution No. 27-NQ/TW dated May 21, 2018 of the 7^th plenum of the 12^th Central Executive Committee”.

Article 2. Implementation

1. This Circular comes into force from August 25, 2021 and applies from the budget year 2021.

2. Difficulties that arise during the implementation of this Circular should be reported to the Ministry of Finance for consideration./.
