CIRCULAR
ON COLLECTION OF FEES FOR INSPECTION OF FIRE SAFETY EQUIPMENT; FEES FOR APPRAISAL OF FIRE SAFETY DESIGN AND FEES FOR ISSUANCE OF CITIZEN IDENTIFICATION CARDS
Pursuant to the Law on Fees and Charges dated November 25, 2015;
Pursuant to Government's Decree No. 87/2017/ND-CP dated July 26, 2017 on functions, tasks, powers and organizational structure of the Ministry of Finance;
Implementing Directive No. 11/CT-TTg dated March 4, 2020 of the Prime Minister on urgent objectives and solutions for assisting businesses facing difficulties and assurance of social welfare amid Covid-19 pandemic;
At the request of the Director of the Tax Policy Department;
The Minister of Finance promulgates a Circular on collection of fees for inspection of fire safety equipment; fees for appraisal of fire safety design and fees for issuance of citizen identification cards.
Article 1. Fees for inspection of fire safety equipment
An applicant for inspection of fire safety equipment shall, upon submission of such application to the competent authority, pay fees as follows:
1. Since the effective date of this Circular until December 31, 2020, the fees are a half of the fees prescribed in Section I, Section II, Point 2 Section VI, Section VII, Section VIII, Section IX Part A and Part B of Schedule of fees for inspection of fire safety equipment issued together with Circular No. 227/2016/TT-BTC dated November 11, 2016 of the Minister of Finance on fees for inspection of fire safety equipment, collection, management and use thereof (hereinafter referred to as Circular No. 227/2016/TT-BTC) and a half of the fees prescribed in Section III, Section IV, Section V, Point 1 Section VI Part A Article 1 of Circular No. 112/2017/TT-BTC dated October 20, 2017 of the Minister of Finance on amendments to Circular No. 227/2016/TT-BTC (hereinafter referred to as Circular No. 112/2017/TT-BTC).
While the amounts of fees mentioned in clause 1 are effective, the fees mentioned in the Schedule of fees for inspection of fire safety equipment issued together with Circular No. 227/2016/TT-BTC and Article 1 of Circular No. 112/2017/TT-BTC shall not apply.
2. Since January 1, 2021, the fees mentioned in the Schedule of fees for inspection of fire safety equipment issued together with Circular No. 227/2016/TT-BTC and Article 1 of Circular No. 112/2017/TT-BTC shall resume its effect.
Article 2. Fees for appraisal of fire safety design
An applicant for appraisal of fire safety design shall, upon submission of such application to the competent authority, pay fees as follows:
1. Since the effective date of this Circular until December 31, 2020, the fees are a half of the fees mentioned in Article 5 of Circular No. 258/2016/TT-BTC dated November 11, 2016 of the Minister of Finance on fees for appraisal of fire safety design, collection, management and use thereof (hereinafter referred to as Circular No. 258/2016/TT-BTC).
While the amounts of fees mentioned in clause 1 are effective, the fees mentioned Article 5 of Circular No. 258/2016/TT-BTC shall not apply.
2. Since January 1, 2021, the fees mentioned in Article 5 of Circular No. 258/2016/TT-BTC shall resume its effect
Article 3. Fees for issuance of citizen identification cards
A Vietnamese citizen who is 14 years of age or older applies for replacement or re-issuance of citizen identification card, or change of 9-digit or 12-digit ID card to a citizen identification card shall pay a given fee as follows:
1. Since the effective date of this Circular until December 31, 2020, the fees are a half of the fees mentioned in Article 4 of Circular No. 59/2019/TT-BTC dated August 30, 2019 of the Minister of Finance on fees for issuance of citizen identification cards, collection, management and use thereof (hereinafter referred to as Circular No. 59/2019/TT-BTC).
While the amounts of fees mentioned in clause 1 are effective, the fees mentioned Article 4 of Circular No. 59/2019/TT-BTC shall not apply.
2. Since January 1, 2021, the fees mentioned in Article 4 of Circular No. 59/2019/TT-BTC shall resume its effect.
Article 4. Entry in force
1. This Circular comes into force as of June 22, 2020 to December 31, 2020 inclusive.
2. Matters related to scope, regulated entities; collection of fees; those who are exempt from or not required to pay fees; declaration and payment of fees; management of fees; collection documents, openness of fee collection to public and other matters not elsewhere provided in this Circular shall conform to Circular No. 227/2016/TT-BTC; Circular No. 258/2016/TT-BTC and Circular No. 59/2019/TT-BTC.
3. Difficulties that arise during the implementation of this Circular should be reported to the Ministry of Finance for consideration./.
