CIRCULAR
PRESCRIBING COLLECTION RATES OF SEVERAL ANIMAL HEALTH FEES AND CHARGES IN ORDER TO PROVIDE SUBSIDY AND RELIEF FOR PEOPLE AFFECTED BY COVID-19
Pursuant to the Law on Fees and Charges dated November 25, 2015;
Pursuant to the Government's Decree No. 87/2017/ND-CP dated July 26, 2017, defining the functions, tasks, powers and organizational structure of the Ministry of Finance;
Pursuant to the Resolution No. 124/2020/QH14 dated November 11, 2020 of the National Assembly regarding the socio-economic development plan for 2021;
Pursuant to the Government's Resolution No. 01/NQ-CP dated January 1, 2021 on key tasks and measures for implementation of the Socio-economic Development Plan, the 2021 State Budget Estimate and the Government’s Resolution No. 129/NQ-CP dated September 11, 2020 on the regular meeting held in August 2020;
For the purpose of implementation of the Prime Minister’s Directive No. 11/CT-TTg dated March 4, 2020, regarding urgent tasks and measures to relieve business and production difficulties as well as assure social security in response to the Covid-19 pandemic; the Prime Minister’s orders given in the Official Dispatch No. 10344/VPCP-KTTH dated December 10, 2020 regarding examination carried out prior to reduction in fees and charges for relief from difficulties for persons affected by the Covid-19 disease;
Upon the request of the Director of the Tax Policy Department;
The Minister of Finance hereby issues this Circular on collection rates of several animal health fees and charges in order to provide subsidy and relief for people affected by Covid-19.
Article 1. Collection rates of several animal health fees and charges in order to provide subsidy and relief for people affected by Covid-19
1. As from August 6, 2021 to end of December 31, 2021, collection rates of several animal health fees and charges are regulated as follows:

1 | Fees for issuance of a sanitary and phytosanitary certificate for animals and terrestrial animal products; fishery products imported, in transit or temporarily imported for export (including those stored in bonded warehouses) and moved to other border checkpoints | 50% as much as collection rates prescribed in point 1, Section I in the schedule of animal health fees and charges annexed to the Circular No. 101/2020/TT-BTC dated November 23, 2020 of the Ministry of Finance, prescribing rates and regulations for collection, payment and administration of animal health fees and charges. |
2 | Fees for issuance of certificates of practicing in animal health services | 50% as much as collection rates prescribed in point 2, Section I in the schedule of animal health fees and charges annexed to the Circular No. 101/2020/TT-BTC. |
3 | Animal quarantine fees for poultry diagnostic tests | 50% as much as collection rates prescribed in point 1.4, Section III in the schedule of animal health fees and charges annexed to the Circular No. 101/2020/TT-BTC. |
2. From January 1, 2022 onwards, fee and charge rates specified in the aforesaid schedule shall be subject to regulations laid down in the schedule of animal health fees and charges annexed to the Circular No. 101/2020/TT-BTC.
Article 2. Entry into force
1. This Circular shall be valid for the period from August 6, 2021 to end of December 31, 2021.
2. Matters regarding the scope of application; subjects of application; collectors; fee declaration and payment; management and use of fees and charges; and other related matters which are not covered herein, shall be subject to regulations of the Circular No. 101/2020/TT-BTC.
3. In the course of implementation of this Circular, if there is any difficulty that arises, entities, organizations and individuals should promptly inform the Ministry of Finance for its review and additional guidance./.
