CIRCULAR
REGULATION ON THE LIST OF PRODUCTS AND GOODS CAPABLE OF CAUSING UNSAFETY UNDER THE RESPONSIBILITY OF THE MINISTRY OF SCIENCE AND TECHNOLOGY
Pursuant to the Law on product and goods quality dated November 2, 2007;
Pursuant to the Decree No. 28/2008/ND-CP dated March 14, 2008 of the Government stipulating the functions, duties, powers and organizational structure of the Ministry of Science and Technology;
Pursuant to the Decree No. 132/2008/ND-CP dated December 31, 2008 of the Government stipulating in detail the implementation of a number of articles of Law on product and goods quality;
The Ministry of Science and Technology stipulates list of products and goods capable of causing unsafely under the responsibility of the Ministry of Science and Technology as follows:
I. GENERAL REGULATION
1. Scope of adjustment
This Circular stipulates list of products and goods capable of causing unsafety under the responsibility of the Ministry of Science and Technology (hereinafter referred to as the List of group-2 products and goods).
The List of group-2 products and goods will be examined, modified and supplemented depending on the management requirements
2. Subjects of application
2.1. Organizations and individuals manufacturing and trading products and goods under the List of group-2 products and goods
2.2. The relevant state management agencies on the products and goods quality.
3. General principles
3.1. The management of products and goods quality under the List of group-2 products and goods as stipulated in this Circular is carried out under the corresponding national technical regulations issued by the Ministry of Science and Technology.
3.2. For the products and goods under the List of group-2 products and goods that have not the corresponding national technical regulations, the management of quality is carried out under the current regulation until the issuance of the national technical regulations.
II. LIST OF GROUP-2 PRODUCTS AND GOODS UNDER THE MANAGEMENT OF THE MINISTRY OF SCIENCE AND TECHNOLOGY

III. IMPLEMENTATION ORGANIZATION
1. Directorate for Standards, Metrology and Quality will organize and deploy the implementation of this Circular
2. This Circular takes effect after 45 days after its signing date
3. Any problem arising in the course of implementation should be promptly reported to the Ministry of Science and Technology (Directorate for Standards, Metrology and Quality) for consideration and settlement.
