CIRCULAR
PROMULGATING LIST OF FIELDS AND SECTORS IN PRODUCTION AND PROCESSING HAVING SEWAGE CONTAINING HEAVY METALS IN SERVE OF THE CALCULATING THE ENVIRONMENTAL PROTECTION CHARGES FOR SEWAGE
Pursuant to the Law on Environment protection dated November 29, 2005;
Pursuant to the Government’s Decree No. 21/2013/ND-CP dated March 04, 2013, defining the functions, tasks, powers and organizational structure of the Ministry of Natural Resources and Environment;
Pursuant to the Government’s Decree No. 25/2013/ND-CP dated March 29, 2013 on environmental protection charges for sewage;
At the proposal of General Director of Vietnam Environment Administration, Director of the Legal Affair Department;
The Minister of the Ministry of Natural Resources and Environment promulgates the list of fields and sectors in production and processing having sewage containing heavy metals in serve of the calculating the environmental protection charges for sewage,
Article 1. To promulgate the List of fields and sectors in production and processing having sewage containing heavy metal
1. Tanning, leather reprocessing;
2. Coal exploiting; mining and processing metal minerals;
3. Dyeing fabric and fiber;
4. Chemical production;
5. Mechanical engineering, metallurgy, metal processing, manufacture of machine and spare parts;
6. Production of components, equipment, electric, electronics;
7. Reprocessing metal, reprocessing waste of metallurgy, other industrial waste;
8. Destroying old vessels, cleaning, washing vessels;
9. The concentrated industrial sewage treatment system (including receipt of sewage from facilities in fields and sectors in production and processing in this list).
Article 2. Organization for implementation
1. This Circular takes effect on July 01, 2013.
2. The Ministry of Natural Resources and Environment assigns the Vietnam Environment Administration in guiding, examining, monitoring, urging implemetation of this Circular.
3. Ministries, Ministerial-level agencies, Government-attached agencies, People’s Committees at all levels and relevant organizations and individuals shall implement this Circular.
4. In the course of implementation, any arising problems should be reported timely to the Ministry of Natural Resources and Environment for consideration, guidance as well as conformable amendment and supplementation.
