CIRCULAR
PROMULGATING CONTENTS OF VIETNAMESE SERVICE CLASSIFICATION FOR INTERNATIONAL TRADE IN SERVICES
Pursuant to the Law on Organization of the Government dated December 25, 2001;
Pursuant to the Law on Statistics dated June 26, 2003;
Pursuant to the Decree No. 40/2004/ND-CP dated February 13, 2004 of the Government detailing and guiding the implementation of a number of articles of the Statistics Law;
Pursuant to the Decree No. 116/2008/ND-CP dated November 14, 2008 of the Government defining the functions, tasks, powers and organizational structure of the Ministry of Planning and investment;
Pursuant to the Decision No. 28/2011/QD-TTg dated May 17, 2011 of the Prime Minister promulgating the issuance of Vietnamese Service classification for International trade in services;
At the proposal of the General Directorate of General Department of Statistics;
The Ministry of Planning and Investment promulgates contents of Vietnamese Service classification for International trade in services as follows:
Article 1. Contents of Vietnamese Service classification for International trade in services
To issue attached with this Circular contents in Vietnamese Service classification for International trade in services which are regulated in the Decision No. 28/2011/QD-TTg dated May 17, 2011 of the Prime Minister, including:
- Contents Vietnamese Service classification for International trade in services regulate in details each type of service in underlying level belonging to each relevant superior group of commodities;
- Appendixes: Appendix 1 – Appropriate code table between Vietnamese
Service classification for International trade in services (VCITS) and VCPA and Appendix 2 – Appropriate code table between VCITS and GNS/W/120 service classification of World Trade Organization (WTO)(W120).
Article 2. Objectives of implementation
1. The General Department of Statistics and other units directly under the General Department of Statistics;
2. Ministries, ministerial-level agencies, government-attached agencies and other central agencies, People’s Committees in all levels;
3. Enterprise, other units under the objectives of implementing regimes of statistics report and statistics investigation.
Article 3. Responsibilities of implementation organization
1. The General Department of Statistics shall be responsible for organizing and guiding the implementation for relevant objectives in accordance with this Circular;
2. Unit in Article 2 shall be responsible for implementing statistics on export – import in accordance with this Circular;
Article 4. Implementation effect
1. This Circular takes effect on January 01, 2012;
2. Any problems arising in the course of implementation, Ministries, ministerial-agencies, government-attached agencies, other central agencies, People’s Committees in all levels and relevant units should be promptly reported to the Ministry of Planning and Investment (General Department of Statistics) for consideration and settlement.-
