CIRCULAR

REGULATIONS ON REQUIREMENTS FOR ROLLER SKATING CENTERS

Pursuant to the Law on Physical Training and sports No.77/2006/QH11 dated November 29, 2006;

Pursuant to the Decree No.112/2007/NĐ-Government dated June 26, 2007 of the Government on guidelines for the Law on Physical Training and sports;

Pursuant to the Decree No. 185/2007/NĐ-CP dated December 25, 2007 of the Government defining the functions, duties, powers and organizational structure of the Ministry of Culture, Sports and Tourism;

Pursuant to the Decree No. 69/2008/ND-CP dated May 30, 2008 of the Government on policies on encouraging involvement of public sector in education, vocational training, healthcare, cultural activities, sports and environment protection;

At the request of the General Director of Physical Training and Sports,

The Minister of Culture, Sports and Tourism issued the Circular on requirements for roller skating centers

Article 1. Scope

This Circular specifies the requirements in terms of facilities, equipment and staff of the roller skating centers.

Roller skating is a physical activity including the moves performed on roller skates such as balancing, turning, sliding, dodging obstacles, etc. for the purpose of entertainment or health improvement of the players.

Article 2. Regulated entities

This Circular is applied to the organizations and individuals (hereinafter referred to as entities) operating roller skating centers in Vietnam.

Article 3. Issuance of certificates of eligibility.

1. Every roller skating center must obtain a certificate of eligibility in accordance with the procedures specified in Clause 5, Article 55 of the Law on Physical Training and Sports.

2. The sports centers where high-performance roller staking take place must satisfy the requirements in terms of facilities and equipment as specified in Article 43 of the Law on Physical Training and Sports.

Article 4.The requirements in terms of facilities.

The location for roller skating must satisfy the following requirements:

1. The area of a roller skating playground must be at least 300 m²; the minimum density is 5 m² per player.

2. The yard surface must be flat and might have the sliding slopes (waves) and the obstacles. The surface for flat areas must be smooth and not slippery; the surface of the area with slopes and obstacles must be properly designed with smooth and non-slippery surface; the corners must not threaten the safety of players, the slopes must not exceed 30°. The minimum width of the sliding slopes and obstacles is 2 m.

3. Sounds and noise must comply with the National Technical Regulations.

4. Medicine supply, first aid equipment must be sufficient; an agreement with the nearest medical facility on medical support must be reached.

5. There are bathrooms, locker rooms, and parking areas.

6. There is a board specifying that is prohibited to gamble in the roller-skating center in any shape or form; it is prohibited to smoke, drink alcohol while playing, and relevant contents

7. Comply with the prescribed operating time, ensure security, order, sanitation, environmental safety, occupational safety, and fire safety as prescribed by law.

Article 5. Requirements in terms of practicing equipment

1. Players must be provided with:

a) Elbow pads, kneepads;

b) Helmets

c) Roller skates.

2. The roller skates must satisfy the requirements below:

a) The roller skates have firm straps and fit the players’ feet. The body of the roller skates must not tilt more than 45 ° two the sides after the straps are fastened;

b) The wheels are made of soft rubber with good elasticity; each wheel has two ball bearings with a washer in the middle. Do not use the roller skates with coaxial wheels;

c) The frames or roller skates:

- Frames made of aluminum alloy: the hardness is over 5000, and the thinnest position is 1 mm thick to ensure safety;

- Frames made of plastic: the thinnest position is over 2 mm thick to ensure safety.

3. The amount of equipment specified in Clause 1 of this Article must be enough for at least 50% of the maximum number of players (according to the playground area).

Article 6. Requirements in terms of staff

Every roller skating instructor must:

Have attended the roller skating training courses held by General Department of Physical Training and Sports, the Provincial Service of Culture, Sports and Tourism or a national association of roller skating.

Have a health certificate issued by the medical facility of the district or above. A new health certificate must be obtained every year.

Each instructor shall instruct not more than 20 people in a training session.

Article 7.Implementation

1. The General Department of Physical Training and Sports shall provide guidance and supervise the implementation of this Circular.

2. The Inspectorates in charge of Culture, Sports and Tourism shall carry out inspections and impose penalties upon the entities that fail to satisfy the requirements when operating roller skating centers.

3. Provincial Services of Culture, Sports and Tourism shall organize the implementation of this Circular.

Article 8. Effect

This Circular shall come into force from February 01, 2013.

Any operating roller skating center that has not satisfied the requirements prescribed in this Circular must satisfy such requirements within 06 months from the effective date of this Circular.

Any problem arising during the implementation of this Circular should be reported to the Ministry of Culture, Sports and Tourism for consideration./.
