CIRCULAR
AMENDING, SUPPLEMENTING A NUMBER OF ARTICLES OF THE MINISTER OF TRANSPORT'S CIRCULAR No. 11/2012/TT-BGTVT DATED APRIL 12, 2012 REGULATING PROFESSIONAL STANDARDS, CERTIFICATE OF COMPETENCE WITH RESPECT TO CREWMEMBERS AND MINIMUM SAFETY COMPLEMENT OF VIETNAMESE SEAGOING SHIPS
Pursuant to Vietnam’s Marine Act dated June 14, 2005;
Pursuant to the Government’s Decree No. 107/2012/NĐ-CP dated December 20, 2012 defining the functions, tasks, entitlements and organizational structure of the Ministry of Transport;
Pursuant to International Convention on Standards of Training, Certification and Watchkeeping for Crewmembers in 1973 amended in 2010 to which Vietnam is a signatory;
At the request of General Director of Organization and Personnel Department and General Director of Vietnam Maritime Administration;
The Minister of Transport promulgates the Circular amending and supplementing a number of articles of the Minister of Transport’s Circular No. 11/2012/TT-BGTVT dated April 12, 2012 regulating professional standards and certificate of competence with respect to crewmembers and minimum safety complement of Vietnamese seagoing ships.
Article 1. Amending, supplementing a number of articles of the Minister of Transport's Circular No. 11/2012/TT-BGTVT dated April 12, 2012 regulating professional standards, certificate of competence with respect to crewmembers and minimum safety complement of Vietnamese seagoing ships.
1. Clause 1, Article 10 is amended as follows:
“1. The Council of officer examination (hereinafter referred to as the Council of examination) is established by general director of Vietnam Maritime Administration, comprised of 05 to 07 members. Chairman of the Council of examination is leader of Vietnam Maritime Administration; its members are representatives from some relevant functional offices of Vietnam Maritime Administration, heads of training and coaching institutions.
2. Clause 1, Article 56 is amended and supplemented as follows:
“1. General requirements for Vietnamese seagoing ships
a) Minimum safety complement of deck department by gross tonnage (GT):

Article 2. Effect
This Circular takes effect since February 15, 2014.
Article 3. Implementation
1. Vietnam Maritime Administration shall be responsible for presiding over and cooperating with relevant agencies in organizing the implementation of this Circular.
2. Chief of the Ministry Office, the Chief Inspector, general directors of ministerial-affiliated departments, general directors of Vietnam Maritime Administration, heads of relevant agencies, organizations and individuals shall be responsible for executing this Circular./.
