CIRCULAR

ON AMENDMENT AND SUPPLEMENT OF A NUMBER OF ARTICLES OF DECISION NO.86/2005/QD-BNN DATED 26/12/2005 AND THE CIRCULAR NO.06/2010/TT-BNNPTNT DATED 02/02/2010  

Pursuant to the Decree No.01/2008/CP dated 03/01/2008 of the Government on functions, tasks, powers and organizational structure of Ministry of Agriculture and Rural Development, Decree No.75/2009/ND-CP dated 10/9/2009 of the Government on amendment of Article 3 of Decree No.01/2008/ND-CP dated 03/01/2008 of the Government;

Pursuant to the Ordinance on Hygiene and Food Safety No.12/2003/PL-UBTVQH passed by the National Assembly Standing Committee dated July 26, 2003;

Pursuant to the Ordinance on Veterinary Medicine No.18/2004/PL-UBTVQH passed by the National Assembly Standing Committee dated April 29, 2004;
Pursuant to Decree No.163/2004/ND-CP September  07, 2004 of the Government detailing the implementation of some Articles of the Ordinance on Hygiene and Food Safety;

Pursuant to Decree No.33/2005/ND-CP of March 15, 2005 of the Government detailing the implementation of some Articles of the Ordinance on Veterinary Medicine; and Decree No.119/2008/ND-CP dated 28/11/2008 of the Government amending and supplementing some Articles of Decree No.33/2005/ND-CP of March 15, 2005 of the Government detailing the implementation of some Articles of the Ordinance on Veterinary Medicine;

Ministry of Agriculture and Rural Development amends and supplements some Articles of Decision No.86/2005/QD-BNN dated 26/12/2005 and Circular No.06/2010/TT-BNNPTNT on 02/02/2010 as follows:

Article 1. To amend and supplement the Decision No.86/2005/QD-BNN on 26/12/2005 of the Ministry of Agriculture and Rural Development promulgating regulations on application form for quarantine of animals, animal products; inspection of veterinary hygiene.

1. To amend Clause 23, Article 3 as follows:

"23. Certificate of quarantining imported animal products not used as food (Form 23) ".

2. To supplement clause 23a of Article 3 as follows:

"23a. Certificate of quarantine and hygiene, food safety for imported animal products used as food (Form 23a)."

Article 2. To amend and supplement Circular No. 06/TT-BNNPTNT on 02/02/2010 of the Ministry of Agriculture and Rural Development regulating on the order, procedures of quarantining fisheries, aquatic products.

1. To amend clause 7 of Article 4 as follows:

"7. Certificate of quarantining imported fisheries, aquatic products not used as food (Form 7)".

2. To supplement clause 7a Article 4 as follows:

"7a. Certificate of quarantine and hygiene, food safety for imported fisheries, aquatic products used as food (Form 7a)."

Article 3. Effect

This Circular takes effect from its signing.

Article 4. Responsibility for implementation

Chief of Office, Director of Veterinary Department, Heads of ministerial units and other concerned organizations and individuals shall implement this Circular.

During execution, if any problem arises, the concerned organizations and individuals should report to the Ministry of Agriculture and Rural Development for consideration, amendment, and supplementation./.
