ADDITION OF ARTICLE 25A TO CIRCULAR No. 15/2014/TT-BCA DATED APRIL 04, 2014 BY THE MINISTRY OF PUBLIC SECURITY PROVIDING FOR VEHICLE REGISTRATION
Pursuant to the Law on Road traffic 2008;
Pursuant to Decree No. 106/2014/ND-CP dated November 17, 2014 defining the functions, tasks, entitlements and organizational structure of the Ministry of Public Security.
At the request of Director of Department of Traffic police;
The Minister of Public Security promulgates the Circular providing for addition of Article 25a to Circular No. 15/2014/TT-BCA dated April 04, 2014 by the Ministry of Public Security providing for vehicle registration.
Article 1. Addition of Article 25a to Circular No. 15/2014/TT-BCA dated April 04, 2014 by the Ministry of Public Security providing for vehicle registration
Article 25a is added to Circular No. 15/2014/TT-BCA dated April 04, 2014 by the Ministry of Public Security as follows:
“Article 25a. Process of vehicle registration applicable to electric motorbikes and electric bikes
From December 06, 2015 to June 30, 2016, the process of registration and issuance of license plates applicable to electric motorbikes and electric bikes shall be carried out as follows:
1. An application for vehicle registration shall include:
a) A declaration of vehicle registration for electric motorbikes and electric bikes (using the form enclosed with this Circular);
b) A photocopy of Family register (applicable to vehicle’s owners being individuals); a letter of introduction from the agency/organization (applicable to vehicle's owners being agencies/organizations);
c) The ID card of the applicant, and the original copy of the Family register for comparison (applicable to individual applicants).
2. Responsibilities of the vehicle registry
a) Check the application for vehicle registration according to regulations in Clause 1 of this Article and conduct physical inspection of vehicles:
- If the vehicle has sufficient engine number and chassis number and is conformable to the information in the application, then the license plate shall be issued immediately and a slip of appointment shall be given to the applicant;
- If the vehicle has either engine number or chassis number; or has neither engine number nor chassis number; or has engine number and chassis number but the engine number/chassis number is unclear or stained, then the registry shall issue the license plate and stamp the engine number (if available) and chassis number according to the license plate and give the applicant a slip of appointment. No charge shall be collected for chassis number stamping.
b) Within 02 working days from the day on which the satisfactory application is received, the registry shall consider issuing the certificate of vehicle registration. Regarding vehicles without engine number, if the registry fails to restamp the engine number, the “engine number” on the certificate of vehicle registration issued to the vehicle owner shall be noted “none”.
Article 2. Effect
This Circular comes into effect from December 06, 2015.
Article 3. Responsibilities
1. Departments of traffic police are responsible for directing, monitoring and guiding Police officers in units and local governments to implement this Circular.
2. General directors, heads of units affiliated to the Ministry of Public Security, Directors of Police Departments, Fire departments of central-affiliated cities and provinces are responsible for implementing this Circular.
Difficulties that arise during the implementation of this Circular should be reported to the Ministry of Public Security (via Department of traffic police) for guidance./.
