RESOLUTION OF DIFFICULTIES IN FIRE SAFETY AND FIREFIGHTING
From THE PRIME MINISTER to:
- Ministers, heads of
ministerial-level agencies and Governmental agencies;
- Chairpersons of the People’s Committees of provinces and central-affiliated
cities.
Ministries, central and local authorities, especially the Ministry of Public Security, have strictly and effectively enforced fire safety and firefighting regulations, thereby initially achieving good results, making positive changes, suppressing and reducing the number of fires, loss of life and property caused by fires. However, it was found during inspection that many works and establishments do not meet fire safety requirements according to regulations of law and threaten safety, and thus have to be suspended from business operation, construction or production. In order to ensure full compliance with regulations of law on fire safety and firefighting and effectively serve investment, production and trade by people and enterprises, the Prime Minister has the following requests:
1. The Ministry of Public Security shall preside over and cooperate with the Ministry of Construction, other Ministries, central and local authorities in:
- Reviewing policies and laws on fire safety and firefighting to promptly make amendments within their jurisdiction or request competent authorities to make amendments; accelerating drastic simplification and reform of administrative procedures in the field of fire safety and firefighting, thereby satisfying practical requirements for socio-economic development.
- Before April 30, 2023, classifying works and establishments that have difficulties in complying with fire safety regulations after inspection and review; proactively and promptly solving problems and providing clear and detailed guidance on regulations and solutions for agencies, organizations, enterprises and people to comprehensively rectify their violations against regulations on fire safety and firefighting and effectively serve investment in construction, production and trade.

3. The Chairpersons of the People’s Committees of provinces and central-affiliated cities shall:
- Clearly define their roles and responsibilities for quickly handling limitations, weakness and obstacles to state management of fire safety and firefighting in their provinces and cities. Give direction with specific and detailed solutions to completely eliminate violations against regulations on fire safety and firefighting in construction investment within their jurisdiction in order to quickly resolve difficulties in fire safety and firefighting and effectively serve investment in construction, production and trade by people and enterprises.
- Send a consolidated list of difficulties in fire safety and firefighting beyond their jurisdiction to the Ministry of Public Security and the Ministry of Construction, which will provide guidance or request competent authorities to promptly resolve these difficulties. The consolidated list of difficulties shall be sent to the Ministry of Public Security and the Ministry of Construction before April 20, 2023.
4. Other Ministries, central and local authorities shall:
- Increase dissemination of policies, laws, technical regulations and standards, especially regulations and solutions for resolution of difficulties in fire safety and firefighting that have been issued and provided for; make sure they are understood and fully implemented by the people and enterprises.
- Strictly and fully fulfill their responsibilities for state management of fire safety and firefighting, uphold the responsibilities of heads of agencies, organizations and local authorities for providing guidance on quick resolution of difficulties in fire safety and firefighting within their jurisdiction and reporting difficulties beyond their jurisdiction to authorities at all levels.
5. Office of the Government shall monitor, expedite and submit monthly reports to the Prime Minister on the implementation of this Official Telegram./.
