DECISION

ON AMENDMENTS TO SOME ARTICLES OF PRIME MINISTER’S DECISION NO. 22/2019/QD-TTG DATED JUNE 26, 2019 ON AGRICULTURAL INSURANCE ASSISTANCE POLICIES

Pursuant to the Law on Government Organization dated June 19, 2015 and Law on Amendments to the Law on Government Organization and Law on Local Government Organization dated November 22, 2019;

Pursuant to the Law on Insurance Business dated December 09, 2000 and Law on Amendments to the Law on Insurance Business dated November 24, 2010;

Pursuant to the Law on Amendments to Some Articles of Law on Insurance Business and Law on Intellectual Property dated June 14, 2019;

Pursuant to the National Assembly’s Resolution No. 32/2016/QH14 dated November 23, 2016 on further raising effect and the effectiveness of implementation of the national target program on building a new countryside associated with agricultural restructuring;

Pursuant to the National Assembly’s Resolution No. 122/2020/QH14 dated June 19, 2020 on 9th session of the 14th National Assembly;

Pursuant to the Government's Decree No. 58/2018/ND-CP dated April 18, 2018 on agricultural insurance;

At the request of the Minister of Finance and Minister of Agriculture and Rural Development;

The Prime Minister hereby promulgates a Decision on amendments to some Articles of Prime Minister’s Decision No. 22/2019/QD-TTg dated June 26, 2019 on agricultural insurance assistance policies.

Article 1. Amendments to some Articles of Prime Minister’s Decision No. 22/2019/QD-TTg dated June 26, 2019 on agricultural insurance assistance policies

1. Clause 1 Article 4 is amended as follows:

 “1. Agricultural producers that are poor households or near-poor households, which are defined according to regulations of law on national multidimensional poverty criteria applicable to the 2021 - 2025 period, are entitled to a subsidy equal to 90% of agricultural insurance premiums.”

2. Article 7 is amended as follows:

“Article 7. Eligibility period for premium subsidies

Agricultural insurance premium subsidies shall be granted from the entry into force of Decision No. 22/2019/QD-TTg to December 31, 2021 inclusive.”

3. Clause 2 Article 9 is amended as follows:

 “2. The Ministry of Finance shall take charge and cooperate with relevant authorities in consolidating, evaluating and proposing a draft Decision on agricultural insurance assistance policies for the period after 2021

Article 2. Effect

1. This Decision takes effect from the date on which it is signed.

2. Minister of Finance, Minister of Agriculture and Rural Development, heads of ministerial-level agencies, heads of Governmental agencies and Chairpersons of People’s Committees of provinces and central-affiliated cities shall implement this Decision.
