DECISION

APPROVING SCHEME FOR APPLICATION OF POPULATION DATA, E-IDENTIFICATION AND E-AUTHENTICATION TO NATIONAL DIGITAL TRANSFORMATION IN 2022 - 2025 PERIOD, WITH A VISION BY 2030

THE PRIME MINISTER

Pursuant to the Law on Government Organization dated June 19, 2015; the Law on Amendments to the Law on Government Organization and the Law on Local Government Organization dated November 22, 2019;

Pursuant to the Law on Citizen Identification dated November 20, 2014;

Pursuant to the Government’s Decree No. 137/2015/ND-CP dated December 31, 2015 providing guidelines for implementation of the Law on Citizen Identification; the Government’s Decree No. 37/2021/ND-CP dated March 29, 2021 providing amendments to the Government’s Decree No. 137/2015/ND-CP dated December 31, 2015 providing guidelines for implementation of the Law on Citizen Identification;

Pursuant to the Government’s Decree No. 61/2018/ND-CP dated April 23, 2018 on implementation of single-window system and inter-agency single-window system for handling administrative procedures; the Government’s Decree No. 107/2021/ND-CP dated December 06, 2021 providing amendments to the Government’s Decree No. 61/2018/ND-CP dated April 23, 2018 on implementation of single-window system and inter-agency single-window system for handling administrative procedures;

Pursuant to the Government’s Decree No. 45/2020/ND-CP dated April 08, 2020 prescribing administrative procedures followed by electronic means;

Pursuant to the Government’s Resolution No. 76/NQ-CP dated July 15, 2021  promulgating overall program for administrative reform in 2021 - 2030 period;

At the request of the Minister of Public Security;

HEREBY DECIDES:

Article 1. The Scheme for “Application of population data, e-identification and e-authentication to the national digital transformation in 2022 - 2025 period, with a vision by 2030” (hereinafter referred to “Scheme”) is hereby given approval. The Scheme includes the following primary contents:

I. VIEWPOINTS

1. Mobilize the participation of the entire political system, especially heads of ministries, regulatory authorities, and local governments, and the participation of organizations, enterprises and people that is considered as deciding factor; consistent performance of actions by ministries, regulatory authorities, and local governments that is considered as a key factor of successful digital transformation.

2. Population data is an important resource which must be managed in a centralized and consistent manner, and be shared within the entire political system, and used for serving people and enterprises in accordance with regulations of law. Population data, e-identification and e-authentication are considered as the basis for achieving digital transformation in lifestyle, working style and production by adopting digital technologies.

3. Population data shall be the raw data; other citizen matters-related databases must be developed and operated based on this raw data, and shall be connected and shared in a manner that ensures thrift practice and creates new values; the use of all social resources for building, developing and promoting the application of the National population database is encouraged.

4. People and enterprises shall be treated as the key factors of digital transformation; digital transformation aims to achieve the objectives of human development, ensuring and improving people’s livelihoods; operation of regulatory authorities should be transparentized with the increased participation by people and enterprises. People shall only provide necessary information and documents once for regulatory authorities when following administrative procedures.

5. Population data must be operated and used effectively in order to promote national intelligence, resources and strength; and associated with the state capabilities for governance to offer a potential breakthrough in economic development as well as reflect cultural and historical values, and social intelligence. Population data must be developed and operated in association with data enrichment so as to create a platform for achieving digital transformation in society.

6. Connection, integration and operation of the National population database must ensure safety and security of information in the digital environment.

7. Operation and application of the National population database, e-identification and e-authentication have a considerable significance for socio-economic development and national digital transformation, and bring both short-term and long-term benefits for development of e-government towards digital government in the 2022 - 2030 period.

II. OBJECTIVES

1. General objectives

Apply the National population database, electronic identification and authentication system, and smart citizen identity cards to the national digital transformation in a flexible and creative manner that is conformable with the National digital transformation program by 2025, with a vision by 2030 in order to serve the following 5 groups of utilities: (1) handling of administrative procedures and provision of online public services; (2) social-economic development; (3) digital citizens; (4) completion of ecosystems for connecting, accessing/using and enriching population data; (5) direction and management by leadership title holders at all levels.

2. Specific objectives

a) Group of utilities serving handling of administrative procedures and provision of online public services

- In 2022:

+ Complete integration and provide authentication of information on (9-digit) ID number and number of citizen identity card on the National public service portal so that 100% of personal e-identification accounts which have been created on the National public service portal, or ministerial- or provincial-level public service portals can be authenticated using the e-identities provided by the Ministry of Public Security.

+ Complete determination of the roadmap for standardization and restructuring of procedures, integrate and provide essential online public services for people and enterprises on the basis of using e-authentication and sharing data tables in the National population database so as to remove and simplify administrative procedures.

+ Continue developing and revising population data in an “accurate”, “adequate”, “clean” and “up-to-date” manner; speed up production and issuance of smart citizen identity cards to eligible citizens as prescribed by law.

+ Revise regulations and policies for development and provision of population information-related applications and services; focus on formulation and submission of decrees on protection of personal data and decrees on e-identification and e-authentication to the Government for promulgation.

+ Complete connection and integration of the electronic identification and authentication system of the Ministry of Public Security with the National public service portal in Quarter I, 2022 so as to serve the identification, authentication and creation of personal e-ID accounts when handling administrative procedures and providing online public services.

+ Complete connection and sharing of data between the National population database and taxation database in Quarter I, 2022 to serve the authentication of information on taxpayers when following administrative procedures in tax sector, and help all taxpayers save time because they must not provide the information which is already included in the National population database.

+ Complete connection, sharing and authentication of citizen information with the National public service portal, and ministerial- and provincial-level information systems for handling administrative procedures in order to serve the handling of administrative procedures and provision of online public services in a manner that citizens must not provide the information included in the National public service portal.

+ Ensure consistency and efficiency in registration of birth, issuance of personal ID numbers to citizens, and performance of social security tasks by communal-level authorities on the basis of implementation of the shared infrastructure solutions of the Ministry of Public Security.

+ Complete standardization and restructuring of processes, remove and simplify administrative procedures, by means of authentication and sharing of data included in the National population database or using e-identification and e-authentication services provided by the Ministry of Public Security on the National public service portal and ministerial- and provincial-level information systems for handling administrative procedures, for 100% of public services of the Ministry of Public Security integrated on the National public service portal, and at least 20 essential public services in the fields of civil status, social insurance, education, health, land and labour, etc.

+ Ensure that 100% of e-ID accounts on the National public service portal or ministerial- or provincial-level public service portals which have been issued before the date of entry into force of the Prime Minister’s Decision No. 34/2021/QD-TTg dated November 08, 2021 shall be authenticated using e-identities provided by the Ministry of Public Security; when following administrative procedures at provincial- or district-level single-window sections, all people who do not yet have e-identities will be issued with e-identities from the electronic identification and authentication system of the Ministry of Public Security; when following administrative procedures at single-window sections, 100% of citizens must not provide documents proving their personal information which has been included in information systems for handling administrative procedures connected and integrated with the National population database.

+ Gradually replace personal identity papers by means of integration and authentication of personal information and documents on the National population database so that only citizen identity cards and VNEID application will be used; immediately replace the following documents, including health insurance card, driving license, codes of practicing certificates, vaccination certificate, documents used in health and education sectors, identity cards of officials, public employees and public officials, etc.

+ Provide authentication of information about litigants, suspects, defendants and persons involved in lawsuits, etc. on the service portals of People’s Courts to serve initiation of electronic proceedings and online trial.

+ Ensure criteria for connection, integration and sharing of data from the National population database so that real-time data-based monitoring, inspection and assessment of authentication, identification, handling of administrative procedures and provision of online public services can start from Quarter II, 2022 to serve direction and management by leadership title positions at all levels and people’s participation.

- In 2023 – 2025 period:

+ Continue revising regulations and policies for development and provision of population information-related applications and services; focus on formulation and submission of the Law on amendments to the Law on Citizen Identification to the National Assembly for ratification.

+ 100% of administrative procedures meeting requirements set out in laws will be provided in the form of level-4 online public services with use of e-authentication and e-identification or authentication and sharing of population data.

+ 100% of people and enterprises using level-4 online public services will be identified and authenticated electronically in a thorough and consistent manner on all information systems of governments at all levels.

+ 100% of people, when following administrative procedures at single-window sections, will be identified and authenticated electronically through the Ministry of Public Security’s electronic identification and authentication system which has been connected and integrated with the National public service portal; and will not provide information and documents on population which have been already included in the National population database.

+ 100% of processing results of administrative procedures of individuals will be stored electronically with their personal ID numbers, which will be compulsory information, to serve connection, sharing and future use.

+ 50% of forms and statements containing citizen’s information will be standardized to meet requirements from the raw data of the National population database.

+ At least 90% of people and enterprises are satisfied with handling of administrative procedures in the fields of residence, civil status, immigration, and issuance of citizen identity cards.

+ At least 50% of administrative procedures and citizen's documents concerning population matters will be removed or simplified in comparison to those at the time of promulgation of this Decision.

+ 90%, 80% and 60% of documents concerning population management at ministerial- or provincial-level authorities, district-level authorities and communal-level authorities respectively will be processed electronically (except documents classified as state secrets).

+ 100% of population-related documents will be created, stored and shared electronically as prescribed.

+ Complete connections between the National population database and People’s Courts’ electronic case management systems to serve the use of e-identities for authenticating information about litigants, suspects, defendants, and persons involved in lawsuits, or verifying evidences of the case to serve operation of electronic courts.

- In 2025 – 2030 period:

+ 70% of forms and statements containing citizen’s information will be standardized to meet requirements from the raw data of the National population database.

+ 100% and 80% of documents concerning population management at ministerial-, provincial- or district-level authorities, and communal-level authorities respectively will be processed electronically (except documents classified as state secrets).

+ Revise regulations and policies for development and provision of population-related digital applications and services according to actual conditions, with attaching special importance to dissemination of regulations on state management initiatives.

+ Complete digital ecosystems for carrying out administrative procedures and providing online public services in association with digital transformation in business and production so that electronic information and data shall only be provided once, and with efficient use of e-identities of the electronic identification and authentication system of the Ministry of Public Security.

+ Maintain, develop and expand population information infrastructure, applications and data.

+ Complete and develop tools for visual analysis of multidimensional data, reporting, consolidation, statistics and making of dynamic reports serving direction, management, supported decision-making or proposal of amendments to policies on population.

+ Continue promoting cooperation and diversification of resources for building, developing and providing population applications.

+ Continue organizing training and development of human resources; focus on training programs for experts in data analysis and mining with use of new technologies such as data science and artificial intelligence.

+ Continue performing scientific research tasks, and prioritize research projects of which outcomes or products are conformable with orientations for development and application of population data.

+ Continue updating and innovating methods for disseminating and popularizing digital skills for using population-related utilities and services for all groups of people in society.

+ Speed up application of population data provided by the Ministry of Public Security to performance of state management tasks by ministries, regulatory authorities and local governments, and civil or economic transactions.

b) Group of utilities serving social-economic development

- In 2022 – 2023 period:

+ Do research on regulations of laws to ensure legal framework for application of population data, e-identification and e-authentication to digital transformation so as to contribute to social-economic development; do research and carry out pilot application of features of the integrated circuit chip embedded in citizen identity cards to financial and banking activities and some other social-economic development sectors.

+ Upgrade and refine the electronic identification and authentication system; do research on promotion of application of the system to e-transactions serving social-economic development.

+ Integrate and develop the following key applications on the platform of the electronic identification and authentication system, including: e-wallet, non-cash payment, securities, electricity, water, etc. on VNEID application and QR code application of smart citizen identity cards.

+ Widely apply features of the integrated circuit chip embedded in citizen identity cards to financial and banking activities (including account opening, client verification, payment, lending, e-wallet, etc.) and some other social-economic development sectors.

+ Develop, refine and effectively deploy digital citizen mobile application from VNEID application on the basis of increased integration of information and services such as healthcare, insurance, driving license, banking, electronic payment, emergency response, scene reflection, crime denunciation, etc.

- In 2024 - 2025 period: complete ecosystems for digital applications and utilities provided for ministries, regulatory authorities, local governments, organizations and enterprises so as to ensure that population data will be authenticated through identification and authentication of population information, and biometric authentication of identities when conducting transactions serving socio-economic development.

- In 2026 - 2030 period: continue maintaining operation of the electronic identification and authentication system, and electronic identification and authentication models in an effective and efficient manner associated with value chains of digital and electronic signatures, electronic contracts, and e-identification to create the e-government platform with new values created to serve digital citizens.

c) Group of utilities serving digital citizens

- In 2022:

+ Ensure creation of e-identities of citizens whose information has been collected and input into the National population database; process 100% of requests from citizens for creation of e-identities. Disseminate information to people so that they can clearly understand, apply for and use e-identities in administrative transactions, proof of identity and public services.

+ Ensure authentication of 100% of essential and important information on VNEID application or through smart citizen identity cards, including: information on vaccination, testing, driving license, vehicle registration, etc.; gradually replace physical papers of citizens in some transactions as prescribed by law.

+ Provide public services and commercial services to serve certain digital utilities on VNEID application such as residence, citizen identity card, e-commerce, e-payment and other services.

- In 2023 – 2025 period:

+ Strive to achieve the target of 40 million user accounts on VNEID application and build ecosystems for providing public services, e-commerce services, and platforms for e-payment, non-cash payment and replacement of citizens’ documents in e-transactions.

+ Ensure that 100% of transactions of digital citizens, and electronic contracts will be identified, digitally signed, and authenticated.

- In 2025 – 2030 period:

+ Strive to achieve the target of 60 million user accounts on VNEID application and build ecosystems for providing public services, e-commerce services, and platforms for e-payment, non-cash payment and replacement of citizens’ documents in e-transactions.

d) Completion of ecosystems for connecting, accessing/using and enriching population data

- In 2022: ensure that 100% of citizens whose data has been stored in the National population database will be issued with personal ID numbers and smart citizen identity cards when meeting age requirements;

Effectively make connection and sharing between the National population database and national databases and specialized databases under the Prime Minister’s Decision No. 1911/QD-TTg dated November 15, 2021 so as to contribute to population data enrichment. To be specific:

+ Facilitate the use of the national population database for handling procedures, while infrastructure facilities are not yet available, in the areas that are most essential for the people such as justice, labour, war invalids and social welfare, etc.

+ Focus on completion of connections with existing national databases and specialized databases for “cleaning” data to serve handling of procedures for citizens in an accurate and convenient manner.

+ Ministries and regulatory authorities that are building their databases need to exchange and reach an agreement with the Ministry of Public Security in building and connecting their databases with the National population database to ensure thrift practice and efficiency.

- In 2023 and following years: Ensure integration, connection and sharing of information between the National population database and databases of ministries, regulatory authorities and local governments to ensure their thorough and efficient operation.

dd) Group of utilities serving direction and management by leadership title holders at all levels

- In 2022: consolidate, analyze and forecast information enriched through connection and sharing of data with other databases to serve governance and administration by the Government and the Prime Minister, planning for social-economic policies; meet operational requirements of the people’s police forces as well as demands of organizations and enterprises; Integrate with the information systems serving direction and management by the Government and the Prime Minister to ensure their connected, quick and efficient operation at the request of the Government and the Prime Minister.

- In 2023 and following years: Continue connecting and sharing data the population database with other databases to enrich the population data for consolidating, analyzing and forecasting information serving the governance and administration by the Government and the Prime Minister, planning for social-economic policies; meeting operational requirements of the people’s police forces as well as demands of ministries, regulatory authorities, local governments, organizations and enterprises.

III. TASKS AND SOLUTIONS

1. Revise policies and laws on development and provision of population information-related applications and services.

a) Promulgate a Circular prescribing lists and products to be obtained from the National population database.

In-charge authorities: Ministry of Public Security shall play the leading role and cooperate with relevant ministries, regulatory authorities and local governments in performing this task.

This task must be completed by January, 2022.

b) Promulgate a Circular prescribing user fees on access to the National population database, collection, transfer, management and use thereof, which shall be used as the basis for regulatory authorities to charge on provision of population data for organizations and individuals, and earn revenue for building, maintaining, managing and operating databases while transparency, safety and compliance with law are ensured.

In-charge authorities: Ministry of Finance shall play the leading role and cooperate with the Ministry of Public Security, relevant ministries, regulatory authorities and local governments in performing this task.

This task must be completed by March, 2022.

c) Do research, review and propose amendments to regulations of laws for using the National population database to serve electronic handling of administrative procedures and socio-economic development.

In-charge authorities: Ministries, regulatory authorities and local governments.

This task must be completed by March, 2022.

d) Submit the Decree on protection of personal data to the Government for promulgation.

In-charge authorities: Ministry of Public Security shall play the leading role and cooperate with relevant ministries, regulatory authorities and local governments in performing this task.

This task must be completed by May, 2022.

dd) Submit the Decree on e-identification and e-authentication to the Government for promulgation.

In-charge authorities: Ministry of Public Security shall play the leading role and cooperate with relevant ministries, regulatory authorities and local governments in performing this task.

This task must be completed by May, 2022.

e) Promulgate a Circular prescribing sharing of information and data between the National population database and information systems, national databases and specialized databases of ministries, regulatory authorities and local governments.

In-charge authorities: Ministry of Public Security shall play the leading role and cooperate with relevant ministries, regulatory authorities and local governments in performing this task.

This task must be completed by September, 2022.

g) Request the Government to promulgate or amend the Decree No. 137/2015/ND-CP dated December 31, 2015 in a manner that regulations on simplified procedures for management, operation and use of the National population database will be additionally promulgated.

In-charge authorities: Ministry of Public Security shall play the leading role and cooperate with relevant ministries, regulatory authorities and local governments in performing this task.

This task must be completed by December, 2022.

h) Do research and propose amendments to the Law on citizen identification and its guiding documents so as to settle difficulties arising during implementation of such documents, and facilitate development of digital government in the future.

In-charge authorities: Ministry of Public Security shall play the leading role and cooperate with relevant ministries, regulatory authorities and local governments in performing this task.

This task must be completed by May, 2023.

i) Do research and provide advice for formulation of the Law on protection of personal data.

In-charge authorities: Ministry of Public Security shall play the leading role and cooperate with relevant ministries, regulatory authorities and local governments in performing this task.

This task must be completed by 2024.

k) Formulate mechanisms for inspection to officials’ use of citizen data obtained from the National population database or through connection and sharing of data with other regulatory authorities, organizations or enterprises to prevent illegal disclosure of data and ensure the proper use of data.

In-charge authorities: Ministry of Public Security shall play the leading role and cooperate with relevant ministries, regulatory authorities, local governments, organizations and enterprises in performing this task.

This task must be completed by 2024.

l) Perform scientific research and technology transfer tasks on the basis of the National population database, and e-identification of the Ministry of Public Security within the framework of national key science and technology programs.

In-charge authorities: The Ministry of Science and Technology shall play the leading role and cooperate with the Ministry of Public Security, relevant ministries, regulatory authorities, local governments, organizations and enterprises in performing this task.

Implementation period: Regularly.

2. Handling of administrative procedures and provision of online public services

a) Organize integration and provision of authentication of information on (9-digit) ID number and number of citizen identity card on the National public service portal and taxation database to serve authentication of information about taxpayers when handling administrative procedures in tax sector.

In-charge authorities: The Government’s Office and Ministry of Finance shall play the leading role and cooperate with the Ministry of Public Security in performing this task.

This task must be completed by January, 2022.

b) Instruct ministries and regulatory authorities to carry out integration, connection and sharing of population data between the National population database and the National public service portal, and ministerial- or provincial-level information systems for handling administrative procedures to serve the authentication and sharing of information on citizens when handling administrative procedures according to the rule that people will not be required to provide information which has been included in the National population database.

In-charge authorities: The Government's Office shall play the leading role and cooperate with the Ministry of Public Security, and relevant ministries, regulatory authorities and local governments in performing this task.

This task must be completed by February, 2022.

c) Apply, develop and upgrade the electronic identification and authentication system to meet the requirements set out in the Prime Minister’s Decision No. 34/2021/QD-TTg dated November 08, 2021.

In-charge authorities: The Ministry of Public Security shall play the leading role and cooperate with relevant ministries, regulatory authorities and local governments in performing this task.

This task must be completed by March, 2022.

d) Make connection and integration of the electronic identification and authentication system of the Ministry of Public Security with the National public service portal so as to serve the identification, authentication and creation of personal e-ID accounts when handling administrative procedures and providing online public services at ministries, regulatory authorities and local governments.

In-charge authorities: The Ministry of Public Security, the Government's Office, and relevant ministries, regulatory authorities and local governments shall perform this task.

This task must be completed by March, 2022.

dd) Develop and implement solutions for supporting the Ministry of Justice in sharing infrastructure facilities of the People's Public Security Forces for processing applications for birth registration and issuance of personal ID numbers at communal-level authorities in a consistent and efficient manner.

In-charge authorities: The Ministry of Public Security shall play the leading role and cooperate with the Ministry of Justice and the Government's Office in performing this task.

This task must be completed by June, 2022.

e) Complete organization of provision of essential public services (as specified in Appendix I enclosed herewith) to serve the standardization and restructuring of processes, removal or simplification of administrative procedures through authentication or use of data shared from the National population database.

In-charge authorities: The Ministry of Public Security, the Government's Office, and relevant ministries, regulatory authorities and local governments providing essential public services shall perform this task.

This task must be completed by June, 2022.

g) Carry out digitalization and re-use of relevant digitalized documents and handling results of administrative procedures when receiving and handling administrative procedures so as to enrich, update, connect, share and efficiently use the National population database for handling administrative procedures.

In-charge authorities: Ministries, regulatory authorities and local governments.

Implementation period: from June 01, 2022, at single-window sections of ministerial- or provincial-level authorities; from December 01, 2022, at district-level authorities; from June 01, 2023, at communal-level authorities.

h) Carry out monitoring, inspection and assessment of connections, integration and sharing of population data from the National population database to serve authentication, identification and handling of administrative procedures or provision of online public services on the administrative procedure handling assessment system of the National public service portal.

In-charge authorities: The Government's Office shall play the leading role and cooperate with the Ministry of Public Security, and relevant ministries, regulatory authorities and local governments in performing this task.

This task must be completed by June, 2022.

i) Develop, refine and effectively deploy digital citizen mobile application from VNEID application on the basis of increased integration of information and services such as healthcare, social insurance, driving license, banking, emergency response, scene reflection, crime denunciation, etc.

In-charge authorities: The Ministry of Public Security and relevant authorities and organizations.

Implementation period: Regularly.

k) Develop and implement supporting solutions for use of the National population database for storing and managing citizen data in case of unavailability of national databases and specialized databases.

In-charge authorities: The Ministry of Public Security and relevant authorities.

This task must be completed by 2022.

l) Provide authentication of information about litigants, suspects, defendants and persons involved in lawsuits, etc. on the service portals of People’s Courts to serve initiation of electronic proceedings and online trial.

In-charge authorities: The Ministry of Public Security, the People’s Supreme Court and relevant authorities.

This task must be completed by 2022.

m) Review and restructure processes, remove and simplify administrative procedures, and organize integration, connection and sharing of population data between the National population database and the National public service portal, and ministerial- or provincial-level information systems for handling administrative procedures to serve the authentication and sharing of information on citizens when handling administrative procedures according to the rule that people will not be required to provide information which has been included in the National population database.

In-charge authorities: The Ministry of Public Security, the Government's Office, and relevant ministries, regulatory authorities and local governments shall perform this task.

This task must be completed by 2022.

n) Make connections between the National population database and People’s Courts’ electronic case management systems to serve the use of e-identities for authenticating information about litigants, suspects, defendants, and persons involved in lawsuits, or verifying evidences of the case to serve operation of electronic courts.

In-charge authorities: The Ministry of Public Security, the People’s Supreme Court and relevant authorities.

This task must be completed by 2023.

3. Social-economic development

a) Develop application of features of the integrated circuit chip embedded in citizen identity cards and VNEID application to life and social sectors, especially sectors for remarkable digital transformation such as banking (including account opening, client verification, payment, lending, e-wallet, etc.), finance, telecommunications, electricity and water services.

In-charge authorities: The Ministry of Public Security and relevant authorities and organizations.

This task must be completed by September, 2022.

b) Develop and organize electronic identification and authentication models to serve social-economic development with the increased participation by enterprises in provision of electronic identification and authentication services.

In-charge authorities: The Ministry of Public Security, and relevant enterprises, authorities and organizations.

This task must be completed by January, 2023.

c) Develop plans for provision of e-identification and e-authentication services in life and social sectors to meet business and production demands of regulatory authorities, organizations and individuals on the basis of the electronic identification and authentication system of the Ministry of Public Security.

In-charge authorities: The Ministry of Public Security and relevant enterprises.

This task must be completed by January, 2023.

d) Build platforms serving making of digital signatures and assisting authentication of enterprises when providing digital certificates for electronic transaction applications connected to the National population database.

In-charge authorities: The Ministry of Public Security and relevant authorities and organizations.

This task must be completed by June, 2023.

4. Development of digital citizens

a) Start to provide e-identities and personal e-ID accounts for citizens for using digital services and utilities authenticated and ensured by the Government, ministries and regulatory authorities.

In-charge authorities: The Ministry of Public Security and relevant authorities.

This task must be completed by March, 2022.

b) Build, upgrade and expand information technology infrastructure facilities of the National population database, citizen identity card database, and electronic identification and authentication system to serve the performance of tasks set out in the Scheme.

In-charge authorities: The Ministry of Public Security and relevant authorities.

This task must be completed by June, 2023.

5. Completion of ecosystems for connecting, accessing/using and enriching population data

a) Make connection and sharing of data between the National population database and other national databases under the Prime Minister’s Decision No. 1911/QD-TTg dated November 15, 2021.

- Make connection and sharing of data between the National population database and the National insurance database.

In-charge authorities: The Ministry of Public Security and Vietnam Social Security.

This task must be completed by March, 2022.

- Make connection and sharing of data between the National population database and the National enterprise registration database.

In-charge authorities: The Ministry of Public Security and the Ministry of Planning and Investment.

This task must be completed by April, 2022.

- Connect to and use the National population database for building land databases (information on land users) and other natural resource and environment databases (information on citizens); connect and share (national and local) land databases with the National population database.

In-charge authorities: The Ministry of Public Security, and the Ministry of Natural Resources and Environment.

This task must be completed by June, 2022.

- Connect and share the National population database with the National financial database.

In-charge authorities: The Ministry of Public Security, and the Ministry of Finance.

This task must be completed by December, 2022.

- Connect and share the National population database with the National database on complaint, denunciation and anti-corruption, and the National database on asset and income management.

In-charge authorities: The Ministry of Public Security, and the Government Inspectorate.

This task must be completed by 2022.

- Connect and share the National population database with the National database on science and technology.

In-charge authorities: The Ministry of Public Security, and the Ministry of Science and Technology.

This task must be completed by 2022.

- Connect and share the National population database with the National database on officials and public employees.

In-charge authorities: The Ministry of Public Security, and the Ministry of Home Affairs.

This task must be completed by December, 2023.

b) Make connection and sharing of data between the National population database and other specialized databases under the Prime Minister’s Decision No. 1911/QD-TTg dated November 15, 2021.

- Connect and share the National population database with the taxation database.

In-charge authorities: The Ministry of Public Security, and the Ministry of Finance.

This task must be completed by March, 2022.

- Connect and share the National population database with the database on electronic health records.

In-charge authorities: The Ministry of Public Security, and the Ministry of Health.

This task must be completed by March, 2022.

- Connect and share the National population database with the database on driving licenses and vehicle registration.

In-charge authorities: The Ministry of Public Security, and the Ministry of Transport.

This task must be completed by March, 2022.

- Connect and share the National population database with the national electronic civil status database.

In-charge authorities: The Ministry of Public Security, and the Ministry of Justice.

This task must be completed by March, 2022.

- Connect and share the National population database with the social security database.

In-charge authorities: The Ministry of Public Security, and the Ministry of Labour, War Invalids and Social Affairs.

This task must be completed by March, 2022.

- Connect and share the National population database with the database on court sentences and decisions.

In-charge authorities: The Ministry of Public Security, and the People’s Supreme Court.

This task must be completed by April, 2022.

- Connect and share the National population database with the education and training database.

In-charge authorities: The Ministry of Public Security, and the Ministry of Education and Training.

This task must be completed by December, 2022.

- Connect and share the National population database with the database on case records of people’s courts.

In-charge authorities: The Ministry of Public Security, and the People’s Supreme Court.

This task must be completed by December, 2022.

- Connect and share the National population database with the database on information about decisions on implementation of preventive measures against citizens under investigation, the database on justice statistics and crime statistics, and other databases on specialized officials and public employees.

In-charge authorities: The Ministry of Public Security, and the People’s Supreme Procuracy.

This task must be completed by December, 2022.

- Connect and share the National population database with specialized databases on agriculture and rural development.

In-charge authorities: The Ministry of Public Security, and the Ministry of Agriculture and Rural Development.

This task must be completed by December, 2022.  

- Connect and share the National population database with databases of the Justice branch such as the national database on handling of administrative violations, nationality database, judicial record database, legal assistance database, database on notary's offices, and database on civil judgment enforcement.

In-charge authorities: The Ministry of Public Security, the Ministry of National Defence, and the Ministry of Justice.

This task must be completed by June, 2023.

c) Different population data sets will be created to allow provision of innovation and creative services to serve social-economic development in accordance with regulations of law.

In-charge authorities: The Ministry of Public Security and relevant ministries and regulatory authorities.

Implementation period: Regularly.

6. Direction and management tasks

a) Perform the tasks of population statistics and analysis in a quick, accurate and thrifty manner to save on state budget.

In-charge authorities: The Ministry of Public Security, the Ministry of Planning and Investment, and relevant ministries and regulatory authorities.

This task must be completed by December, 2022.

b) Build and operate the Intelligent Operation Center (IOC) on the digital map data platform to serve the planning for social-economic development, national defense and security policies, and other policies.

In-charge authorities: The Ministry of Public Security and relevant authorities.

This task must be completed by December, 2022.

c) Develop open mechanisms for the Government, ministries, regulatory authorities and local governments to access consolidated and analyzed information from the IOC of the National population data center for performing policy planning tasks as requested.

In-charge authorities: The Ministry of Public Security and relevant ministries and regulatory authorities.

This task must be completed by December, 2022.

IV. IMPLEMENTATION

1. The Prime Minister and the Chairperson of the National Committee on Digital Transformation shall direct and manage all activities of the Scheme. Mr. Vu Duc Dam - Deputy Prime Minister shall be assigned to assist the Prime Minister and the Chairperson of the National Committee on Digital Transformation in directing activities of the Scheme; consider and handle regular tasks of the Scheme.

2. A working group in charge of implementing the Scheme (hereinafter referred to as “Working Group”) shall be established. The Working Group is comprised of a Leader who is the Minister of Public Security, a Deputy Leader who is the Minister, Chairperson of the Government’s Office, a Standing Deputy Leader who is Mr. Nguyen Duy Ngoc - Deputy Minister of Ministry of Public Security, members who are senior representatives of the following ministries and regulatory authorities, including the Ministry of Planning and Investment, the Ministry of Education and Training, the Ministry of Labour, War Invalids and Social Affairs, the Ministry of Finance, the Ministry of Justice, the Ministry of Information and Communication, the Ministry of Natural Resources and Environment, the Ministry of Health, Vietnam Social Security, and Director General of the Administrative Procedures Control Agency affiliated to the Government’s Office, Director General of the Police Department on Administrative Management of Social Order affiliated to the Ministry of Public Security, and a secretary who is Mr. To Anh Dung - Deputy Director General of the Police Department on Administrative Management of Social Order affiliated to the Ministry of Public Security. The Leader and Standing Deputy Leader of the Working Group shall use the seal of the Ministry of Public Security. The Deputy Leader of the Working Group shall use the seal of the Government’s Office.

The Working Group shall expedite and instruct ministries, regulatory authorities and local governments to fulfill tasks set out in the Scheme. The Working Group shall submit monthly reports on implementation of the Scheme to the Prime Minister and Mr. Vu Duc Dam - Deputy Prime Minister for promptly dealing with difficulties that arise during the implementation of the Scheme. The assisting apparatus of the Working Group includes the Police Department on Administrative Management of Social Order affiliated to the Ministry of Public Security and the Administrative Procedures Control Agency affiliated to the Government’s Office. The Working Group is also entitled to employ domestic and foreign experts to perform assigned tasks. The Working Group shall use funding from state budget allocated to the Ministry of Public Security and other lawful sources of funding. The Working Group shall automatically be dissolved upon completion of tasks set out in the Scheme.

The Minister of Public Security shall consider approving the list of members of the Working Group and issue working rules and regulations of the Working Group.

3. Ministries, ministerial agencies, Governmental agencies, and Provincial People's Committees

a) Ministers, heads of ministerial agencies, heads of Governmental agencies, and Chairpersons of Provincial People’s Committees shall direct the performance of tasks assigned under the Scheme, and take accountability to the Prime Minister for performance results.

b) Based on the criteria, tasks and solutions set out in this Scheme, develop and send implementation plans to the Ministry of Public Security and the Government’s Office for monitoring and cooperation, or include such criteria, tasks and solutions in ministerial, sectoral or local master plans for each period for the purposes of efficient implementation of such tasks and solutions according to assigned schedules.

c) Review, upgrade and improve information technology infrastructure facilities; upgrade and improve ministerial- and provincial-level information systems for handling of administrative procedures on the basis of consolidation of ministerial- and provincial-level public service portals and electronic single-window information systems; integrate and provide 100% of online public services on the National public service portal in 2022.

d) Make connections, integration and sharing of data between national databases, specialized databases, and ministerial, sectoral and local information systems for providing public services, and the National population database, and between the electronic identification and authentication system and ministerial- and provincial-level information systems for handling of administrative procedures, and enrich the National population database to serve the performance of direction and management tasks.

dd) Allocate funding, human resources and material facilities for performance of assigned tasks.

e) Update and standardize lists of documents concerning administrative procedures on the national database on administrative procedures according to guidelines given by the Government’s Office; review and restructure processes, and digitalize forms, statements and handling results of administrative procedures.

g) Carry out innovation of single-window system and inter-agency single-window system for handling of administrative procedures, and digitalize documents and handling results of administrative procedures when receiving and processing applications for handling of administrative procedures in accordance with the Decision No. 468/QD-TTg dated March 27, 2021 and Decree No. 107/2021/ND-CP dated December 06, 2021.

h) Organize implementation of Government’s Resolutions on simplification of administrative procedures and citizens’ documents concerning population management within their jurisdiction.

i) Closely cooperate with the Ministry of Public Security to ensure public order and security, and information security during the digital transformation.

k) By 22nd day of every month, send monthly reports on situations and results of implementation of the Scheme within the ambit of their assigned functions and tasks to the Government's Office and the Ministry of Public Security for making and submitting consolidated reports thereof to the Prime Minister.

4. The Government’s Office shall:

a) Take charge and cooperate with the Ministry of Public Security in giving guidelines to ministries, regulatory authorities and local governments to carry out integration, connection and sharing of population data between the National population database and the National public service portal, and ministerial- or provincial-level information systems for handling administrative procedures to serve the authentication and sharing of information on citizens when handling administrative procedures according to the rule that people will not be required to provide information which has been included in the National population database.

b) Play the leading role with the Ministry of Public Security in making connection and integration serving authentication and sharing of data between the National population database, and the electronic identification and authentication system of the Ministry of Public Security, and the National public service portal.

c) Play the leading role with the Ministry of Public Security in integrating the electronic identification and authentication system through the e-identity exchange platform on the National public service portal for using e-ID accounts and e-authentication with the National public service portal, ministerial- or provincial-level information systems for handling administrative procedures, and other databases and information systems.

d) Provide instructions for standardizing document lists, processes and establishing codes of digitalized documents to be shared between the National Public Service Portal, ministerial- and provincial-level information systems for handling of administrative procedures, and other databases and information systems.

dd) Provide guidelines for standardization and restructuring of processes (simplification of forms and documents) for handling administrative procedures when connecting to the National population database; integration, connection and sharing of data with the Information and Direction Center of the Government and the Prime Minister shall assist the Government and the Prime Minister in making decisions and interact online with ministries, regulatory authorities and local governments.

e) Expedite and instruct ministries, regulatory authorities and local governments in performing innovation of single-window system and inter-agency single-window system for handling administrative procedures under the Decision No. 468/QD-TTg dated March 27, 2021 and Decree No. 107/2021/ND-CP dated December 06, 2021.

5. The Ministry of Public Security shall:

a) Play the leading role and cooperate with the Government’s Office in organizing the implementation of the Scheme, and instructing ministries, regulatory authorities and local governments to perform their assigned tasks set out in the Scheme.

a) Cooperate with the Government’s Office, and relevant ministries, regulatory authorities and local governments in issuing guidelines and making connection and sharing of population data between the National population database and the National public service portal, ministerial- and provincial-level information systems for handling administrative procedures to serve competent authorities’ authentication, identification and handling of administrative procedures.

c) Play the leading role with the Government’s Office, and relevant ministries, regulatory authorities and local governments in connecting and integrating the electronic identification and authentication system with the National public service portal, ministerial- and provincial-level information systems for handling administrative procedures to serve regulatory authorities’ verification, identification and handling of administrative procedures.

d) Cooperate with the Government's Office, the Ministry of Justice, the Ministry of Labor, War Invalids and Social Affairs, Vietnam Social Security and Provincial People's Committees in providing the following groups of public services, including: two groups of inter-connected administrative procedures: birth registration - permanent residence registration - issuance of health insurance cards to children under 6 years of age; death registration - deregistration of permanent residence - payment of burial allowances and other relevant administrative procedures.

dd) Cooperate with the Ministry of Home Affairs in connecting and sharing data with the National database on officials and public employees; integrating information about officials and public employees into smart citizen identity cards.

e) Cooperate with the Ministry of Justice in taking charge of assessing and reviewing legislative documents for integrating information on personal documents into smart citizen identity cards.

g) Speed up the implementation of the Prime Minister’s Decision No. 1911/QD-TTg dated November 15, 2021 prescribing connection and sharing of data between the National population database and other national databases and specialized databases.

h) Provide advice for the National steering committee on cybersecurity to direct ministries, regulatory authorities and local governments to ensure cyberinformation security and safety, and ensure security and safety of information during the process of digital transformation, and establishment of e-government, especially security and safety of information on and protection of state secrets.

i) Play the leading role and cooperate with relevant authorities in performing the tasks specified in the Appendix enclosed herewith.

k) Build, upgrade and expand information technology infrastructure facilities of the National population database, citizen identity card database, electronic identification and authentication system, and digital signature certification system to serve the performance of tasks set out in the Scheme; attach special importance to investment in collection and comprehensive management of human biometrics in conformity with population management tendency and efficiency.

l) Develop and implement solutions for supporting ministries and regulatory authorities whose own databases are not yet established in storing data on the National population database, and supporting the Ministry of Justice in sharing infrastructure facilities of the People's Public Security Forces for processing applications for birth registration and issuance of personal ID numbers at communal-level authorities in a consistent and efficient manner.

m) Play the leading role and cooperate with the Ministry of Finance and the Ministry of Information and Communications in proposing mechanisms for allocation of funding for maintenance, management and operation of the National population database.

6. The Ministry of Justice shall:

a) Cooperate with the Ministry of Public Security in revising regulations and policies under this Scheme.

b) Play the leading role and cooperate with the Ministry of Public Security and the Government’s Office in connecting and sharing the national electronic civil status database with the National population database, the electronic identification and authentication system, the National public service portal, and ministerial- and provincial-level information systems for handling administrative procedures to serve handling of administrative procedures in the field of civil status and enrich population data to serve direction and management by the Government and the Prime Minister.

c) Play the leading role and cooperate with the Ministry of Public Security in connecting databases of the Justice branch such as the electronic civil status database, the national database on handling of administrative violations, nationality database, judicial record database, legal assistance database, database on notary's offices, and database on civil judgment enforcement with the National population database.

d) Take charge of reviewing legislative documents serving the e-identification and e-authentication; integrate information on citizens’ personal documents into their smart citizen identity cards and VNEID application; assessing and cooperating with the Ministry of Public Security in requesting the Government or National Assembly to promulgate such legislative documents.

dd) Play the leading role and cooperate with the Ministry of Foreign Affairs and the Ministry of Public Security in formulating procedures for issuing personal ID numbers to applicants for birth registration to Vietnam’s diplomatic missions abroad.

7. The Ministry of Home Affairs shall:

a) Take charge of building the National database on officials and public employees which must be connected and shared with the National population database.

b) Cooperate with the Ministry of Public Security in operating and using information in the National population database so as to avoid collection of overlapping information to serve management of officials and public employees of regulatory authorities at all levels; exchange information and data on officials and public employees with the Ministry of Public Security for integrating them into smart citizen identity cards and VNEID application.

8. The Ministry of Planning and Investment shall:

a) Consolidate and submit reports to competent authorities on allocation of funding of medium-term public investment plans to the project on upgrading the National population database to ensure the performance of contents of this Scheme.

b) Play the leading role and cooperate with the Ministry of Public Security in using the National population database including consolidated data for making population and housing census and statistics so as to reduce investment costs covered by state budget.

c) Play the leading role and cooperate with the Ministry of Public Security in connecting and sharing the national enterprise database with the National population database, the electronic identification and authentication system, the National public service portal, and ministerial- and provincial-level information systems for handling administrative procedures to serve handling of administrative procedures concerning enterprises and enrich population data to serve direction and management by the Government and the Prime Minister.

9. The Ministry of Finance shall:

b) Cooperate with the Ministry of Public Security in proposing mechanisms for allocation of funding for maintenance, management and operation of the National population database; promulgating a Circular prescribing user fees on access to the National population database, collection, transfer, management and use thereof, which shall be used as the basis for regulatory authorities to charge on provision of population data for organizations and individuals, and earn revenue for building, maintaining, managing and operating databases while transparency, safety and compliance with law are ensured.

b) Play the leading role and cooperate with the Ministry of Public Security in connecting and sharing the national financial database and the taxation database with the National population database, the electronic identification and authentication system, the National public service portal, and ministerial- and provincial-level information systems for handling administrative procedures to serve handling of administrative procedures in the field of taxation, and enrich population data to serve direction and management by the Government and the Prime Minister.

c) Take charge of requesting competent authorities to allocate funding for recurrent expenditures in annual state budget estimates of ministries and central-government authorities for implementing the Scheme in accordance with regulations of the Law on state budget and its instructional documents.

10. The Ministry of Natural Resources and Environment shall:

Play the leading role and cooperate with the Ministry of Public Security in connecting and using data included in the National population database for building the land databases (information on land users) and other natural resource and environment databases (information on citizens); connecting and sharing (national and local) land databases with the National population database, and ministerial- and provincial-level information systems for handling administrative procedures to serve handling of administrative procedures in the field of land, and enrich population data to serve direction and management by the Government and the Prime Minister.

11. The Ministry of Information and Communications shall:

a) Play the leading role and cooperate with the Ministry of Public Security in connecting and sharing the database on subscribers and public digital signatures with the National population database to serve the enrichment of population data.

b) Ensure stability of infrastructure, transmission lines, management, maintenance, operation and development of the platform for integrating and sharing national databases to serve the connection, integration and sharing of data between the National population database and other national databases, specialized databases, and information systems of regulatory authorities to serve the development of e-government, towards to a digital government, and promotion of digital transformation in Vietnam.

c) Promulgate technical regulations and guidelines on connection, integration and sharing of data between regulatory authorities through the platform for integrating and sharing national databases.

dd) Coordinate, expedite, assess and inspect connections, data sharing and compliance with regulations on connection and data sharing by ministries, regulatory authorities and local governments in accordance with the Government’s Decree No. 47/2020/ND-CP dated April 09, 2020.

dd) Cooperate with the Ministry of Public Security in dealing with difficulties in managing, connecting and sharing population data.

12. The Ministry of Industry and Trade shall:

Play the leading role and cooperate with the Ministry of Public Security in connecting and sharing the National population database, the electronic identification and authentication system, the National public service portal, and ministerial- and provincial-level information systems for handling administrative procedures to serve handling of public administrative transactions and e-commerce transactions, and enrich population data to serve direction and management by the Government and the Prime Minister.

13. The Ministry of National Defence shall:

a) Provide specialized digital signatures for regulatory authorities, officials and public employees when using the National public service portal and electronic information systems of all levels.

b) Provide cryptographic solutions for ensuring verification and security for information systems serving handling of administrative procedures.

c) Engage in supervision to ensure security and confidentiality of information on the National public service portal and ministerial- and provincial-level information systems for handling administrative procedures.

14. The Ministry of Health shall:

Cooperate with the Ministry of Public Security in promptly integrating data on vaccination against Covid-19, persons recovered from Covid-19, and testing results under the Government’s Resolution No. 128/NQ-CP dated October 11, 2021.

15. The Ministry of Transport shall:

Play the leading role and cooperate with the Ministry of Public Security in connecting and sharing the data on driving licenses and vehicle registration with the National population database, the electronic identification and authentication system, the National public service portal, and ministerial- and provincial-level information systems for handling administrative procedures to serve handling of administrative procedures, and enrich population data to serve direction and management by the Government and the Prime Minister.

16. The Ministry of Education and Training shall:

Play the leading role and cooperate with the Ministry of Public Security in connecting and sharing the data that falls within the state management by the Ministry of Education and Training with the National population database, the electronic identification and authentication system, the National public service portal, and ministerial- and provincial-level information systems for handling administrative procedures to serve handling of administrative procedures, and enrich population data to serve direction and management by the Government and the Prime Minister.

17. The Ministry of Labour, War Invalids and Social Affairs shall:

Play the leading role and cooperate with the Ministry of Public Security in connecting and sharing the social security database with the National population database, the electronic identification and authentication system, the National public service portal, and ministerial- and provincial-level information systems for handling administrative procedures to serve handling of administrative procedures, and enrich population data to serve direction and management by the Government and the Prime Minister.

18. The Ministry of Science and Technology shall:

a) Play the leading role and cooperate with the Ministry of Public Security in connecting and sharing the National database on science and technology with the National population database, and the electronic identification and authentication system, and enriching population data to serve direction and management by the Government and the Prime Minister.

b) Cooperate with the Ministry of Public Security in performing scientific research and technology transfer tasks on the basis of population data within the framework of national key science and technology programs.

19. The Ministry of Agriculture and Rural Development shall:

Play the leading role and cooperate with the Ministry of Public Security in connecting and sharing specialized databases on agriculture and rural development (such as post-storm damage control, disaster-induced relocation of communities, control of individuals and organizations performing fishing in regulated areas and territorial waters, control of ships sheltered from storms, etc.) with the National population database, the electronic identification and authentication system, the National public service portal, and ministerial- and provincial-level information systems for handling administrative procedures to serve handling of administrative procedures, and enrich population data to serve direction and management by the Government and the Prime Minister.

20. The State Bank of Vietnam shall:

Cooperate with the Ministry of Public Security in connecting with the electronic identification and authentication system, and the National population database, developing and using applications using information on smart citizen identity cards and VNEID application on the basis of biometric technology to provide e-identification and e-authentication in payment, account opening, etc., facilitate people’s access to financial services, promote the digital transformation in the banking sector, and serve direction and management by the State Bank of Vietnam.

21. The Government Inspectorate shall:

Play the leading role and cooperate with the Ministry of Public Security in connecting the National database on complaints and denunciations with the National population database to serve authentication and verification of information about complainants and denunciators. 

22. Vietnam Social Security shall:

Play the leading role and cooperate with the Ministry of Public Security in connecting and sharing the National social insurance database with the National population database, the electronic identification and authentication system, the National public service portal, and ministerial- and provincial-level information systems for handling administrative procedures to serve handling of administrative procedures in the field of social insurance, and enrich population data to serve direction and management by the Government and the Prime Minister.

23. The People’s Supreme Procuracy shall:

Request to play the leading role and cooperate with the Ministry of Public Security in connecting and sharing database on information about decisions on implementation of preventive measures against citizens under investigation, the database on justice statistics and crime statistics, and other databases on specialized officials and public employees with the National population database, the electronic identification and authentication system, the National public service portal, and ministerial- and provincial-level information systems for handling administrative procedures to serve handling of administrative procedures, and enrich population data to serve direction and management by the Government and the Prime Minister.

24. The People’s Supreme Court shall:

Request to play the leading role and cooperate with the Ministry of Public Security in connecting and sharing the database on court sentences and decisions with the National population database, the electronic identification and authentication system, the National public service portal, and ministerial- and provincial-level information systems for handling administrative procedures to serve handling of administrative procedures, and enrich population data to serve direction and management by the Government and the Prime Minister.

V. FUNDING  

1. Funding for implementation of the Scheme shall be covered by state budget according to regulations on delegation of authority to manage state budget, and other lawful funding sources. Based on the assigned tasks set out in the Scheme, ministries, regulatory authorities and local governments shall annually prepare estimates of Scheme implementation costs and consolidate them into their cost estimates for submission to competent authorities that take charge of allocating funding in accordance with regulations of the Law on state budget and its instructional documents.

2. The Ministry of Planning and Investment and the Ministry of Finance shall prioritize allocation of funding to the Ministry of Public Security for performing tasks set out in the Scheme.

Article 2. This Decision comes into force from the date on which it is signed.

Article 3. Ministers, heads of ministerial agencies, heads of Governmental agencies, Chairpersons of provincial People’s Committees and relevant organizations and individuals are responsible for the implementation of this Decision./.
