DECISION
PROMULGATING NATIONAL CLIMATE CHANGE ADAPTATION PLAN FOR 2021 - 2030 PERIOD WITH A VISION BY 2050
THE PRIME MINISTER
Pursuant to the Law on Organization of Government dated June 19, 2015;
Pursuant to the Government’s Resolution No. 93/NQ-CP dated October 31, 2016 approving Paris Agreement for implementation of the United Nations Framework Convention on Climate Change (UNFCCC);
At the request of the Minister of Natural Resources and Environment;
HEREBY DECIDES:
Article 1. The National climate change adaptation plan for the 2021 - 2030 period with a vision by 2050 is enclosed with this Decision.
Article 2. This Decision comes into force from the day on which it is signed.
Article 3. Ministers, heads of ministerial agencies, heads of Governmental agencies, chairpersons of people’s committees of provinces and central-affiliated cities and relevant agencies shall implement this Decision./.

NATIONAL CLIMATE CHANGE ADAPTATION PLAN FOR THE 2021 - 2030 PERIOD WITH A VISION BY 2050

For implementation of the Government’s Resolution No. 93/NQ-CP dated October 31, 2016 approving Paris Agreement for implementation of the United Nations Framework Convention on Climate Change (UNFCCC), the Prime Minister promulgates the National climate change adaptation plan for the 2021 - 2030 period with a vision by 2050 which includes the following contents:
I. BACKGROUND
Climate change is one of the major threats to human with increasing impacts in global scope. Vietnam is one of the countries that are most affected by climate change. Over the past 50 years, the national average annual temperature increased by 0,62°C, the sea level rose by 3,34 mm/year over the 1993 – 2014 period, and there was an increase in intensity and frequency of disasters. Climate change poses risks to the national sustainable development and poverty reduction objectives. Losses and damage will continue to rise. Thus, actions should be immediately taken to mitigate damage and intensify the state management of climate change.
Acknowledging that climate change poses adverse impacts, the Paris Agreement on climate change has been adopted by consensus by many countries in the world, including Vietnam, at the 21st meeting of the Conference of the Parties (COP 21) held in Paris in 2015, and went into force in 2016 (hereinafter referred to as “Paris Agreement”). This is a global legal framework binding upon the Parties to mitigate greenhouse gas (GHG) emissions, adapt to climate change, provide financial resources and perform technology transfer and capacity-building mainly through the implementation of nationally determined contributions (NDCs). Pursuant to the provisions in Article 7 of Paris Agreement, the Parties are responsible for developing and implementing their own national climate change adaptation plans. Vietnam has submitted NDCs to the UNFCCC secretariat in 2015, including an adaptation component and GHG mitigation component.
For implementation of such commitments, the Government promulgates the Resolution No. 93/NQ-CP dated October 31, 2016 approving Paris Agreement for implementation of the United Nations Framework Convention on Climate Change (UNFCCC); the Prime Minister promulgates the Decision No. 2053/QD-TTg dated October 28, 2016 approving the plan for implementation of Paris Agreement on climate change; according to these documents, development of the national climate change adaptation plan for the 2021 - 2030 period with a vision by 2050 is one of the duties established and performed in 2019.
There is a close and consistent linkage between the national climate change adaptation plan and NDCs. NDCs indicate the national commitments to reduce GHG emissions and adapt to climate change at strategic level. The national climate change adaptation plan provides specific details on the adaptation component included in NDCs and priority climate change adaptation actions. Implementing the national climate change adaptation plan will help effectively use human resources, intensify the capacity to manage and coordinate financial and technical matters, avoid overlapping management and promote the participation of communities, enterprises and international organizations in fulfillment of adaptation objectives included in NDCs and also help Vietnam achieve sustainable development objectives.
II. VIEWPOINT AND OBJECTIVES
1. Viewpoints
a) Climate change response and disaster management requirements are considered important contents of development decisions.
b) Climate change adaptation contents should be included in relevant policies, strategies and planning.
c) The climate change adaptation must be associated with sustainable development, improvement of resilience of natural and social systems, and taking advantage of opportunities arising from climate change.
d) Ensure equal benefits which will encourage relevant parties to actively participate in climate change actions, effectively manage, extract and use natural resources, and protect environment.
2. Objectives
a) General objectives
The national climate change adaptation plan aims to reduce vulnerability and risks from climate change impacts through strengthening resilience and adaptation capacity of communities, economic sectors and ecosystems; promote the integration of climate change adaptation contents into relevant strategies and planning.
b) Specific objectives:
- Improve the effectiveness of climate change adaptation through intensifying the state management of climate change, including climate change adaptation contents, and promoting the integration of climate change adaptation contents into relevant strategies and planning.
- Improve the resilience and adaptation capacity of communities, economic sectors and ecosystems through making investments in adaptation actions, science and technology, and increasing public awareness to be ready to adapt to climate change.
- Reduce disaster risks and minimize damage in order to be ready to cope with disasters and extreme climate events increased due to climate change.
III. TASKS AND SOLUTIONS
The national climate change adaptation plan for the 2021 - 2030 period with a vision by 2050 identifies 03 specific groups of tasks and solutions for achieving the abovementioned objectives, including:
1. Improve the effectiveness of climate change adaptation through intensifying the state management of climate change, including climate change adaptation contents, and promoting the integration of climate change adaptation contents into relevant strategies and planning
The climate change adaptation has been implemented under the framework of the national strategy for climate change, the national action plan for response to climate change, action plans of ministries, central agencies and local governments, climate change response target programs, schemes/ projects of ministries, central agencies, regional and local governments, and international cooperation projects.
Intensifying the state management of climate change, revising climate change-related policies, strategies and planning, and promoting the integration of climate change adaptation contents into relevant strategies and planning are necessary to improve the effectiveness of climate change adaptation. Specific tasks and solutions:
a) Develop and revise the national legal framework for climate change. Perform activities and duties to serve the formulation of the Law on climate change based on full compliance with regulations of the Law on promulgation of legislative documents.
b) Review, update and formulate new socioeconomic development planning and sectoral development planning based on climate change scenarios and assessment of climate change impacts, especially those on industrial sectors/regions that are particularly vulnerable to the adverse effects of climate change.
c) Promote the integration of climate change adaptation into relevant strategies and planning through formulating and promulgating guidelines for such integration; assess the integration of climate change adaptation into relevant strategies and planning; combine climate change adaptation and disaster risk reduction.
d) Carry out observation and assessment in order to enhance the effectiveness of climate change adaptation, including the promulgation of criteria for assessment of climate risks, determination of climate change response projects/tasks, and assessment of effectiveness of climate change adaptation actions. On such grounds, a system for observation and assessment of climate change adaptation actions will be developed and operated.
dd) Promote adaptation actions which will bring co-benefits for disaster management, reduction of the risks of climate change and social, economic and environmental efficiency; periodically update climate change scenarios according to reports of the Intergovernmental Panel on Climate Change (IPCC); establish and operate the national climate change database and support tools for management and forming of climate change policies; develop mechanisms/ policies, and mobilize and allocate financial resources, for encouraging and attracting investments in climate change adaptation actions.
e) Intensify international cooperation and fulfill duties of a signatory of UNFCCC, including: provide support for domestic authorities for capacity-building in order to be recognized by the Green Climate Fund, the Adaptation Fund and other funds; prepare and periodically update the National report on climate change adaptation to the UNFCCC. Monitor and assess the impacts of climate change adaptation actions on the world on Vietnam, and determine solutions for minimizing any adverse impacts and taking advantage of such impacts to achieve socioeconomic development objectives.
2. Improve the resilience and adaptation capacity of communities, economic sectors and ecosystems through making investments in adaptation actions, science and technology, and increasing public awareness to be ready to adapt to climate change
This group of tasks can be fulfilled through improving natural systems and infrastructure facilities of industrial sectors/fields, and investing in, performing and enlarging adaptation actions and models. Investment projects on construction and improvement of natural systems and infrastructure facilities must ensure a systematic, interdisciplinary, inter-regional approach with key contents and reasonable roadmap. Continue to communicate and step up activities for increasing the public awareness of climate change adaptation. Specific tasks and solutions:
a) Improve infrastructure facilities for strengthening capacity of industrial sectors/fields to adapt to climate change:
- Effectively manage water resources; supervise and protect water resources; improve the water storage capacity and effective use of water under climate change conditions, especially in regions threatened by droughts or water scarcity or adversely affected by saltwater intrusion;
- Develop and scale up intercropping models which are suitable for drought or saltwater intrusion conditions, and cultivation and animal breeding models which are adaptable to climate change. Perform climate change adaptation actions in agricultural sector; enhance effectiveness of use of agricultural land; arrange crop structure and types of plants that are suitable for the comparative advantage and market in each region; prevent and control diseases and pests for plants and animals (including aquatic animals); develop and scale up plant varieties and animal breeds; intensify highly effective fishing and aquaculture methods; improve methods, techniques and infrastructure facilities in aquaculture sector;
- Upgrade and improve traffic facilities in regions with high disaster risks and particularly vulnerable to climate change;
- Improve resilience of urban infrastructure systems and concentrated residential areas, industrial parks and resettlement areas in coastal areas and islands; adopt measures for protecting urban areas from floods caused by climate change and sea level rise; develop and build houses that can withstand disasters, extreme climate events and sea level rise; apply new and advanced building technology and materials that are adaptable to climate change to construction and urban management;
- Upgrade and improve infrastructure facilities for industrial, energy and commercial sectors, and industrial establishments, and concurrently adopt measures for environmental protection and reasonable and efficient use and extraction of natural resources in regions that are particularly vulnerable to climate change;
- Develop the medical and healthcare network that is capable of preventing and controlling epidemics, diseases and other diseases emerged from climate change, and ensuring environmental sanitation conditions; adopt technological and equipment solutions in medically preventing and treating diseases increased due to climate change; strengthen the system for observation and early warning of climate change impacts on human health; build and scale up models for improving resilience of communities, climate change adaptation of health branch and public health;
- Error! Hyperlink reference not valid.Maintain, preserve and upgrade infrastructure facilities and buildings of historical-cultural relics in order to improve their resilience to climate change.
b) Improve adaptive capacity of natural ecosystems and biodiversity to climate change impacts through intensifying the management of ecosystems and biodiversity; intensify the restoration of natural ecosystems and protection and conservation of biodiversity from the adverse impacts of climate change and sea level rise.
c) Develop and scale up ecosystem-based and community-based climate change adaptation models; intensify the participation of local communities in observation, conservation and management of biodiversity.
d) Manage forest protection and improve the quality of forests through forest regeneration, restoration and enrichment; intensify the participation of communities in development of planted forests in order to improve livelihoods and employment opportunities in forestry sector.
dd) Increase awareness and knowledge about climate change and disasters of governments at all levels, social organizations and communities; improve capacity, empower women and promote gender equality in climate change adaptation.
e) Do scientific research and technological development, and focus on application of new and advanced technologies to climate change adaptation.
3. Reduce disaster risks and minimize damage in order to be ready to cope with disasters and extreme climate events increased due to climate change
Reducing disaster risks and minimizing damage in order to be ready to cope with disasters and extreme climate events increased due to climate change require simultaneous implementation of groups of solutions related to capacity-building for forecasting and early warning disasters and extreme climate or weather events, improvement of disaster risk management system for minimizing the vulnerability and enhancing the preparedness for coping with extreme climate events, and timely and effective implementation of adaptation solutions for minimizing damage associated with the short-term, medium-term and long-term impacts of climate change in the future. Specific tasks and solutions:
a) Prepare for cope with disasters caused by climate change through intensifying the capacity for observation of climate change, meteorological and hydrological monitoring, forecasting, warning and spread of news on disasters and extreme climate events.
b) Ensure the safety of hydraulic structures and disaster management structures in order to proactively cope with disasters which are increasing in both frequency and intensity.
c) Improve the disaster risk management system, carry out determination, zoning and forecasting of disaster risk levels; intensify capacity and measures for managing and promoting mitigation of disaster risks, especially community-based disaster risk management, and promotion of local knowledge in disaster preparedness for decreasing the vulnerability and increasing the preparedness for coping with extreme climate or weather events.
d) Minimize damage associated with the short-term, medium-term and long-term impacts of climate change through punctually and effectively implementing disaster management solutions, especially in regions which are most affected by storms, floods, inundation and landslide.
dd) Prevent river erosion and coastal erosion; cope with increased droughts and saltwater intrusion; deal with losses and damage caused by climate change impacts.
IV. IMPLEMENTATION PHASING
The implementation of the national climate change adaptation plan for the 2021 – 2030 period with a vision by 2050 is phased as follows:
1. 2021 – 2025 phase
In the 2021 – 2025 phase: focus on revision and completion of climate change adaptation mechanisms and policies; prepare legal grounds and technical conditions for promoting the integration of climate change contents into relevant policies, strategies and planning; implement prioritized climate change adaptation tasks and solutions, improve capacity for coping with disasters and minimizing damage caused by disasters and unusual climate or weather changes. Key tasks and solutions in the 2021 – 2025 phase:
a) Establish and complete the national legal framework for climate change as the basis for formulation of the Law on climate change; review, update and formulate socioeconomic development planning and sectoral planning based on climate change scenarios; promote the integration of climate change contents into relevant strategies and planning; observe and assess the effectiveness of climate change adaptation.
b) Provide support for domestic authorities for capacity-building in order to be recognized by the Green Climate Fund, the Adaptation Fund and other funds; prepare and periodically update the National report on climate change adaptation to the UNFCCC.
c) Develop and scale up intercropping models adaptable to climate change; enhance the effectiveness of use of agricultural land; arrange appropriate crop structure and types of plants; develop and scale up plant varieties, animal breeds, and cultivation and animal breeding models which are adaptable to climate change.
d) Manage ecosystems and biodiversity; intensify the restoration of natural ecosystems and protection and conservation of biodiversity; step up ecosystem-based and community-based climate change adaptation models.
dd) Carry out observation of climate change, meteorological and hydrological monitoring, forecasting, warning and provision of information on disasters; improve the safety of disaster management structures; punctually and effectively implement solutions for preparedness and control of disasters, including storms, floods, inundation and landslide; adopt measures for protecting cities and concentrated residential areas from floods; prevent and manage river erosion, coastal erosion, droughts and saltwater intrusion; improve resilience of infrastructure facilities; upgrade and improve traffic facilities in regions with high disaster risks and particularly vulnerable to climate change.
e) Strengthen human resources for climate change adaptation, including training programs/courses; do research on climate change adaptation; implement human resource development schemes; attract investments in climate change adaptation actions; intensify international cooperation.
2. 2026 – 2030 phase
In the 2026 – 2030 phase, continue to intensify the state management of climate change, cooperation and combination of climate change activities with relevant tasks and solutions for improving capacity of industrial sectors/areas, economic sectors, communities and ecosystems in order to increase the resilience and preparedness for adapting to climate change. Continue to improve resilience of infrastructure facilities and adaptive capacity of natural ecosystems and biodiversity; intensify the restoration of natural ecosystems and protection and conservation of biodiversity from the adverse impacts of climate change. Promote adaptation actions which will bring co-benefits for reduction of the risks of climate change and social, economic and environmental efficiency. Monitor and assess the impacts of climate change adaptation actions on the world on Vietnam, and determine solutions for minimizing any adverse impacts and taking advantage of such impacts to achieve socioeconomic development objectives.
3. Vision by 2050
After 2030 to 2050, promote outcomes of the 2021 – 2030 period, continue to improve the capacity for adaptation to climate change of human, infrastructure facilities and natural systems in order to protect and improve the quality of life, and safeguard food security, energy security, water security, gender equality, social security, public health, protection of natural resources, national sustainable development in the climate change context and safety before disasters. Carry out the integration of climate change adaptation into all socioeconomic activities in order to gain initiative in climate change adaptation, take advantage of climate change impacts to achieve socioeconomic development objectives, and make positive contributions towards climate change response and protection of the earth’s climate system to the international community.
V. SUPERVISION AND ASSESSMENT
1. Supervise the progress of organization and implementation of the Plan:
The progress of the National climate change adaptation plan shall be supervised according to outcomes, achieved in each phase, of the tasks included in the List of tasks enclosed herewith.
- At national level: Tasks included in the Plan shall be considered and assessed by national-level agencies every two years. The Ministry of Natural Resources and Environment shall cooperate with the National Committee on Climate Change in supervising the overall progress of the Plan.
- At ministerial level: Ministries and central agencies shall supervise and assess the organization and performance of ministerial-level tasks within the ambit of their assigned functions and duties; prepare and submit consolidated reports thereon to the Ministry of Natural Resources and Environment and the National Committee on Climate Change by December 31 every year.
- At local level: Provincial Departments of Natural Resources and Environment shall advise Provincial People's Committees to observe and assess the performance of provincial-level and community-level tasks in their provinces; consolidate performance results in order that Provincial People's Committees submit reports thereon to the Ministry of Natural Resources and Environment and the National Committee on Climate Change by December 31 every year.
The Ministry of Natural Resources and Environment shall report the progress of the National climate change adaptation plan to the National Committee on Climate Change at annual session at which adjustment decisions, if necessary, will be issued.
2. Review and update the Plan
After the first 02 years of implementation, the Plan will be reviewed and updated. After the following 03 years, the second review and update of the Plan will be made based on the outcome of the 2021 – 2025 period.
3. Assess the implementation of the Plan
Objectives of the Plan will be accomplished within the final 05 years of the Plan. Finally, the Plan will be assessed for identifying outcomes and lessons learned from the Plan, which shall be used in planning for the following period.
The adjustment and assessment of the Plan are made after a wide consultation with ministries, central agencies and local governments.
VI. FUNDING
Funding for the Plan includes:
1. Funding from state budget (including funding for recurrent expenditures and for development investment expenditures) according to current decentralized budget management authority prescribed in the Law on state budget and its guiding documents.
2. Funding for implementing adaptation actions included in national target programs, and other programs and projects.
3. Other lawfully mobilized funding sources.
VII. IMPLEMENTATION
1. The Ministry of Natural Resources and Environment shall:
- Play the leading role and cooperate with the National Committee on Climate Change, relevant ministries and central agencies, provincial People's Committees to monitor and expedite the implementation of the National climate change adaptation plan; prepare periodically preliminary and final reports, and submit them and propose necessary measures for consistently and effectively implementing the Plan to the Government, the Prime Minister and the National Committee on Climate Change;
- Play the leading role and cooperate with the Ministry of Planning and Investment to organize the observation and assessment of the implementation of the Plan; punctually report difficulties and queries that arise during the implementation of the Plan at both central and local levels to the Government and the Prime Minister, and consult them about solutions for dealing with such difficulties and queries, ensuring the progress of the Plan and producing practical effects;
- Cooperate with the Ministry of Planning and Investment, the Ministry of Finance and relevant ministries and central agencies to formulate mechanisms and policies for supporting and attracting investment in climate change adaptation actions, and those for intensifying disaster and climate risk insurance and pooling solutions;
- Organize the implementation of the National climate change adaptation plan and discharge assigned tasks.
2. The Ministry of Planning and Investment shall:
- Play the leading role and cooperate with relevant agencies to review and consolidate investment projects under the medium-term public investment plan for each period of the Plan on the basis of the lists of projects proposed by ministries, central agencies and local governments for submitting them to competent authorities in accordance with regulations of the Law on public investment and its guiding documents;
- Cooperate with ministries, central agencies and relevant agencies to review socioeconomic development planning/plans in order to ensure the integration of the tasks of the National climate change adaptation plan into such planning/plans as well as the consistent linkage between them; formulate mechanisms and policies for supporting and attracting investment in climate change adaptation actions;
- Cooperate with the Ministry of Natural Resources and Environment to organize the observation and assessment of the implementation of the National climate change adaptation plan;
- Organize the implementation of the National climate change adaptation plan and discharge assigned tasks.
3. The Ministry of Finance shall:
- Play the leading role and cooperate with the Ministry of Natural Resources and Environment, ministries and central agencies to balance and allocate the annual funding for recurrent expenditures derived from central government budgets for performing tasks of the Plan;
- Organize the implementation of the National climate change adaptation plan and discharge assigned tasks.
4. Provincial People's Committees shall allocate funding for performing activities and tasks of the Plan assigned to their provinces, which is derived from local government budgets as prescribed.
5. Ministries, ministerial agencies, Governmental agencies, and Provincial People's Committees shall:
- Proactively perform assigned tasks and contents according to the list of tasks enclosed herewith; focus on mobilization and arrangement of resources for performing assigned tasks in a manner that ensures the required quality and progress;
- Review sectoral and local development planning/plans for integrating climate change adaptation contents into them and ensuring the consistent linkage among such planning/plans;
- Mobilize and attract the participation of socio-political organizations, social organizations, enterprises and communities; facilitate domestic and foreign enterprises and financial institutions' investment in and support for activities of the Plan;
- Monitor and disseminate information for increasing awareness of climate change and climate change adaptation during the performance of assigned tasks;
- Propose measures for optimizing the implementation of the Plan and any necessary adjustments to the following period of the Plan to the Government and the Prime Minister;
- Annually report the status of in-progress tasks, outcomes of completed tasks and the tasks which are not yet completed by the required deadlines, accompanied with reasons thereof, to the Ministry of Natural Resources and Environment by December 31 for consolidating and reporting to the Government and the Prime Minister.
Based on the National climate change adaptation plan for the 2021 - 2030 period with a vision by 2050, ministries, ministerial agencies, Governmental agencies and provincial People's Committees shall proactively perform assigned tasks. Make cost estimate for each task in accordance with current regulations, and submit it to competent authorities for approval and using as the basis for determining and allocating funding as prescribed. Funding for performing the tasks which are considered functions or recurrent tasks of ministries, central agencies and local governments shall be included in their annual budget estimates./.
