DECISION

INTRODUCING ACTION PLAN OF INDUSTRY AND TRADE SECTOR FOR IMPLEMENTATION OF STRATEGY FOR DOMESTIC TRADE DEVELOPMENT BY 2030, WITH A VISION TOWARDS 2045

MINISTER OF INDUSTRY AND TRADE

Pursuant to the Government’s Decree No. 98/2017/ND-CP dated August 18, 2017 defining the Functions, Tasks, Powers and Organizational Structure of the Ministry of Industry and Trade;

Pursuant to the Prime Minister’s Decision No. 1163/QD-TTg dated July 13, 2021 approving the Strategy for domestic trade development by 2030 with a vision towards 2045;

At the request of the Director of Domestic Market Department, 

HEREBY DECIDES:

Article 1. The action plan of industry and trade sector for implementation of the strategy for domestic trade development by 2030 with a vision towards 2045 is enclosed herewith.

Article 2. This Decision comes into force from the day on which it is signed.

Article 3. Heads of administrative agencies and public service providers affiliated to the Ministry, Provincial Departments of Industry and Trade, and relevant agencies and units are responsible for the implementation of this Decision./.

ACTION PLAN

OF INDUSTRY AND TRADE SECTOR FOR IMPLEMENTATION OF STRATEGY FOR DOMESTIC TRADE DEVELOPMENT BY 2030 WITH A VISION TOWARDS 2045
(Enclosed to the Decision No. 111/QD-BCT dated January, 27 2022 of the Minister of Industry and Trade)

For the purposes of the Prime Minister’s Decision No. 1163/QD-TTg dated July 13, 2021 approving the Strategy for domestic trade development by 2030 with a vision towards 2045 (hereinafter referred to as “Strategy”), Ministry of Industry and Trade hereby promulgates the action plan for implementation of the Strategy which has the following basic contents:

I. OBJECTIVES OF THE ACTION PLAN

1. The action plan aims to organize implementation of tasks and solutions related to the functions and tasks of industry and trade sector identified in the Strategy in order to achieve the objectives and comply with viewpoints and orientations set forth in the Strategy.

2. The action plan serves as the basis for departments, general departments, authorities and administrative units affiliated to the Ministry of Industry and Trade to develop or revise strategies, action plans or programs within the ambit of their assigned functions and tasks to direct and organize their specific tasks as specified in the Strategy.

3. The action plan serves as the basis for organizing inspection, supervision, preliminary and final reporting, assessment and experience learning from the implementation of the Strategy, and as the basis for cooperating with relevant authorities in requesting the Prime Minister to consider revising objectives and contents of the Strategy if necessary.

II. BASIC REQUIREMENTS OF THE ACTION PLAN

Development and organization of contents and tasks defined in this action plan shall comply with the following basic requirements:

1. Thoroughly and fully understand and disseminate viewpoints and objectives set forth in the Strategy for effective implementation of the following tasks:

1.1. Play the leading role and cooperate with ministries, authorities, local governments and relevant agencies in organizing implementation; providing guidelines, expediting and assessing the implementation of the Strategy and preparing annual reports on implementation results; organizing preliminary and final reporting on the implementation results of the Strategy.

1.2. Perform the role of directing the implementation of relevant tasks and solutions of industry and trade sector; adequately and punctually disseminate and assign tasks and solutions defined in the Strategy to every agency of the industry and trade sector; supervise the implementation of such tasks and solutions; assess the degree and capability to achieve specific objectives in each period and at the end of the period of the Strategy, and propose necessary revisions to the defined objectives in conformity with actual conditions in order to ensure their high feasibility.

2. Specify requirements for implementation of the Strategy in detail; show the initiative and creativity of each agency and cooperation between agencies of the industry and trade sector and agencies of other sectors in implementing tasks and solutions and achieving the objectives set forth in the Strategy.

3. Ensure the consistency between this action plan and the Government’s action programs for implementation of resolutions of the Communist Party, socio-economic development strategies and plans of the whole country and those of the industry and trade sector in each period.

III. FUNDING

1. Annually, agencies assigned to take charge of performing tasks shall proactively apply for allocation of funding for performing such tasks of the Strategy in accordance with regulations in force.

2. Funding sources: Funding for recurrent expenditures which is allocated for covering expenditures on economic activities and other funding sources (if any).

IV. IMPLEMENTATION

1. Dissemination of information about the Strategy and action plan

1.1. Organize publishing of viewpoints, objectives, orientations, tasks and solutions of the Strategy on means of mass media.

1.2. Develop other communications programs on the Strategy and the action plan.

2. Assessment of implementation of the action plan

2.1. 04 contents of assessment:

- Review, addition and combination of tasks related to the implementation of the Strategy and the action plans/programs or development strategies of agencies;

- Implementation progress of tasks and solutions of the Strategy assigned under the action plan;

- Degree and capability to achieve the Strategy’s objectives set forth for each period and at the end of the period of the Strategy;

- Difficulties that arise during the implementation and proposed revisions to objectives, tasks and solutions of the Strategy (if necessary).

2.2. Assessment methods: The implementation of the Strategy shall be assessed adopting the following methods:

- Reporting:

+ Annual reports on the implementation of tasks and solutions of the Strategy;

+ Preliminary report on implementation of the Strategy in 2025 which includes necessary revisions to tasks and solutions for the following period;

+ Final report on implementation of the Strategy in 2030;

+ Ad hoc reports which are submitted at the request of the Minister or competent authorities.

- On-site inspection/physical investigations and surveys:

+ Carry out inspections to assess the implementation of the action plan at the offices of agencies of the industry and trade sector (if necessary);

+ Organize investigations and surveys on the implementation of tasks and solutions of the Strategy (if necessary).

- Consolidation and analysis of statistical data to assess the degree and capability to achieve objectives of the Strategy.

- Other assessment methods as prescribed by law.

2.3. Conferences for preliminary and final reporting on implementation results of the Strategy:

- Conference for preliminary reporting shall be held in 2025 to assess the implementation results of objectives, tasks and solutions of the Strategy in the 2021-2025 period and propose necessary revisions thereof for the following period.

- Conference for final reporting on implementation results of the 2021-2030 period shall be held in 2030 to assess the implementation results of objectives, tasks and solutions of the Strategy and propose orientations and tasks for the following period.

- Other periodical or specialized meetings shall be held (if necessary).

3. Responsibility for implementation

3.1. Agencies of the industry and trade sector shall perform their assigned tasks as specified in the Appendix I enclosed herewith.

3.2. The Domestic Market Department shall perform the following tasks:

a) The assigned tasks as specified in Appendix I;

b) Provide advice for the Minister of Industry and Trade about the following matters:

- Assessment of the implementation of the action plan specified in Clause 2 Section IV;

- Handling of difficulties encountered by agencies of the industry and trade sector during their implementation of the action plan;

- Proposed revisions to objectives, tasks and solutions of the Strategy (if necessary).

c) Play the leading role in preparing reports specified in the first dash of Point 2.2 Clause 2 Section IV.

d) Play the leading role in organizing preliminary and final reporting on the implementation of the Strategy as specified in Point 2.3 Clause 2 Section IV.

3.3. The Finance and Business Innovation Department shall perform the following tasks:

a) Take charge of and allocate funding for implementing the action plan for implementation of the Strategy.

b) Provide advice and assist the Minister in appraising applications for allocation of funding submitted by agencies of the industry and trade as prescribed in Section III and provide guidelines on funding for implementing tasks and solutions of the action plan.

c) Cooperate with the Domestic Market Department to propose allocation of funding to agencies for implementing the action plan.

3.4. The Ministry Office shall cooperate with the Domestic Market Department in performing the tasks in Point 2.3 Clause 2 Section IV.3.5. Press and media agencies affiliated to the Ministry of Industry and Trade shall perform the following tasks:

a) Perform the assigned tasks as specified in Appendix I.

b) Take charge of performing press and media contents specified in Clause 1 Section IV and media contents related to the conferences on preliminary and final reporting on implementation results of the Strategy as specified in Point 2.3 Clause 2 Section IV.

3.6. Vietnam Institute for Industry and Trade Studying shall:

- act as the contact point and play the leading role, within the ambit of its assigned functions and tasks, in compiling or cooperating in compiling training programs and materials; and

- assess and consolidate training demands and organize training courses for enterprises and relevant entities.

4. Reporting

4.1. Contents and entities required to make reports:

Agencies, departments, authorities and general departments affiliated to the Ministry of Industry and Trade that take charge of their assigned tasks as specified in Appendix I enclosed herewith shall prepare reports using the form in Appendix II enclosed herewith.

4.2. Reporting deadlines:

- Annual reports:

+ Annual reports shall be submitted by January 31 of the following year.

+ Annual reports for 2025 and 2030 are not required.

- Preliminary report for the 2021-2025 period shall be submitted by September 15, 2025.

- Final report on implementation of the Strategy shall be submitted by September 10, 2030.

4.3. Data closing duration:

- An annual report shall include data collected up to December 31 of the reporting;

- The preliminary report for the 2021-2025 period shall include data collected up to June 30, 2025;

- The final report on implementation of the Strategy for the 2021- 2030 period shall include data collected up to June 30, 2030.

4.4. Report recipients:

Reports shall be submitted to the recipients specified in the “Nơi nhận” (“Recipients”) section of the report form (Appendix II).

4.5. Reporting submission methods:

Reports shall be prepared in the physical form and submitted through the document management and administration system, directly or by post. Additionally, electronic files of such reports (in .doc//docx and xls/.xlsx format) shall be sent to email of the recipient ([email protected]).

4.6. Report revision

If any contents or figures in the submitted report need to be revised, the revised report and written explanation for revisions shall be submitted./.
