DECISION

APPROVAL FOR “TRAINING AND RETRAINING PROGRAM TO MEET THE REQUIREMENTS OF THE FOURTH INDUSTRIAL REVOLUTION”

THE PRIME MINISTER

Pursuant to the Law on Government Organization dated June 19, 2015; the Law dated November 22, 2019 on Amendments to the Law on Government Organization and the Law on Local Government Organization;

Pursuant to the Law on Vocational Training November 27, 2014;

Pursuant to Resolution No. 52-NQ/TW of September 27, 2019 of the Politburo on some policies on participation in the fourth industrial revolution;

At the request of the Minister of Labor, War Invalid and Social Affairs.

DECIDES:

Article 1. Approving “Training and Retraining Program to Meet the Requirements of the Fourth Industrial Revolution” (hereinafter referred to as “the Program”) with the following contents:

I. TARGETS

1. Overall targets

Develop training and retraining models at various vocational training levels to provide appropriate knowledge, skills for the workforce to learn, master and effectively apply technological advances of the Fourth Industrial Revolution; connect, satisfy demands of enterprises for human resources; contribute to improvement of productivity and national competitiveness; be prepared to receive a new wave of FDI in Vietnam.

2. Specific targets

a) Provide training in new disciplines and vocations and new vocational skills in at least 20 disciplines at college and intermediate levels in the fields of information technology, new technology, high technology, future skills that meet the requirements of the Fourth Industrial Revolution. It is expected that the minimum quantity of students in each discipline and vocation/level is 120; the number of students who participate in the experimental training program is approximately 4800;

b) Provide retraining to improve knowledge and skills in association with career conversion for at least 300 thousand workers who are affected by the Fourth Industrial Revolution with a training duration of less than 1 year

c) Determine the new disciplines, vocations, vocational skills and vocational training models in order to meet requirements of the Fourth Industrial Revolution; contribute to the innovation and improvement of vocational training quality towards openness, diversity and flexibility in order to meet the people’s need for life-long learning.

II. SCOPE OF THE PROGRAM

1. Training and retraining subjects:

a) Training subjects: students of vocational education institutions (who are given participate in training programs in new disciplines and vocations, training programs for addition of new skills and future skills) meeting requirements of the Fourth Industrial Revolution.

b) Retraining subjects:

- Workers in enterprises who have to undergo career conversion due to the impacts of the Fourth Industrial Revolution;

- Workers in enterprises in new technology fields or who need to improve their knowledge and skills in order to learn, master and effectively apply technological advances at various vocational training levels.

2. Period: 2021 – 2025.

III. OBJECTIVES, SOLUTIONS

1. Evaluation, determination of demands for training and retraining

a) Study, survey, evaluate practical skills of workers of enterprises in the fields and vocations that are affected by the Fourth Industrial Revolution, especially textiles and garments, leather and footwear, high technology, prioritize technology in order to meet requirements of the Fourth Industrial Revolution;

a) Study, apply international experience in training new disciplines, vocations and skills in order to meet requirements of the Fourth Industrial Revolution.

c) Determine the demand for training in improvement of knowledge and skills in science – technology; prioritize information technology, new technology, future skills;

d) Determine the demand for retraining to server career conversion of workers (especially manual workers) who are working in the fields that are affected by the Fourth Industrial Revolution at intensive-labour enterprises, unskilled labor (low productivity, low skills; high risk of unemployment, etc.)

2. Development of training and retraining programs

a) Determine the list of disciplines and vocations that need training and retraining in the Program; analyze the jobs, works, positions and their demands on students after training (graduation standards) in order to meet requirements of the Fourth Industrial Revolution for each discipline and vocation;

b) Write training and retraining programs towards addition of knowledge and skills for workers; combine knowledge about information technology with knowledge about new technology; meet graduation standards of the vocations while creating interconnectivity between the levels of the same vocation and among the vocations;

c) Establish economic – technical standards of each of the new disciplines, vocations additional knowledge and skills serving deployment of the training programs; determine training unit prices;

d) Develop common learning materials for training programs in order to be shared among participating vocational education institutions and enterprises; carry out digitalization; develop e-libraries and online training systems at participating vocational education institutions; encourage vocational education institutions to build multimedia classrooms, specialized rooms, simulation software and devices.

3. Improving capacity of teachers, managers of vocational education institutions and teachers in enterprises.

a) Develop training programs for improving capacity of teachers, managers of vocational education institutions and teachers in enterprises;

b) Organize provision of training, advanced training in professional knowledge and necessary skills for training and retraining serving the Fourth Industrial Revolution for teachers, managers of vocational education institutions and teachers in enterprises that participate in the Program;

c) Establish a group of experts, teachers and managers in each vocational education institution and teachers in each enterprise who satisfy requirements of the Program for training and retraining human resources.

4. Selection of vocational education institutions and enterprises to place training and retraining orders

a) Establish criteria for selection of vocational education institutions and enterprises that participate in provision of training and retraining in the Program;

b) Survey, assess capacity and conditions of vocational education institutions and enterprises that participate in provision of training and retraining in the Program;

c) Select vocational education institutions and enterprises that are capable of participating in provision of training and retraining in the Program;

d) Frequently assess the results and effectiveness of training and retraining provided as the basis for selection of vocational education institutions and enterprises that are eligible to continue participation in provision of training and retraining in the Program.

5. Organization of training and retraining

a) The State will commission selected vocational education institutions to provide training and retraining in the form of formal education or continuing education; commission selected vocational education institutions or enterprises to provide training or retraining at basic level and run other training programs in the Program;

b) Formulate the training plan which assigns responsibility of vocational education institutions and enterprises for organization of training and retraining;

c) Develop and operate an information portal to manage, connect participants in the Program, serve the effective deployment, management and monitoring of the Program;

d) Organize training and retraining at vocational education institutions, enterprises or both in the form of in-service training; training time must be appropriate for the characteristics of the skills and the lack of knowledge and skills; strengthen connection between vocational education institutions and enterprises in order to effectively use equipment and technology of enterprises for training and improve vocational capacity of students during the process of training and apprenticeship at the enterprise;

d) Organize training, tests, assessment of training results as per regulations; make payments according to the quantity and quality of graduates.

6. Evaluation of training and retraining results

a) Organize evaluation of results of training and retraining in the Program;

b) Determine the new disciplines, vocations, vocational skills and vocational training models in order to meet requirements of the Fourth Industrial Revolution; contribute to the innovation and improvement of vocational training quality towards openness, diversity and flexibility in order to meet the people’s need for life-long learning.

c) Study and propose policies on assisting workers who participate in training and retraining for improvement of professional knowledge and skills serving career conversion to adapt to the Fourth Industrial Revolution, including unemployed workers and workers facing unemployment, from lawful sources of funding, funds and public service capital for implementation of vocational education programs and this Program;

d) Establish standards for capacity of workers who meet requirements of the Fourth Industrial Revolution in each discipline, vocation and training level; there are the basis for revision of graduation standards, economic – technical norms, regulations on minimum equipment in vocational education.

III. FUNDING

Sources of funding for implementation of the Program include:

1. State budget funding from annual budget estimates of the Ministry of Labor, War Invalid and Social Affairs.

2. Public service revenues of participating training institutions.

3. Funding from lawful funds prescribed by law.

4. Integrated funding for other programs/projects approved by competent authorities, international cooperation projects, sponsorships, aids of organizations and individuals in Vietnam and other countries, and other lawful source of financing.

IV. ORGANIZATION OF IMPLEMENTATION

1. The Ministry of Labor, War Invalid and Social Affairs shall:

a) Take charge and cooperate with relevant Ministries and authorities in implementation of the objectives and solutions in the Program; organize experiments where necessary for implementation of the Program;

b) Cooperate with relevant organizations, enterprises, vocational education institutions, agencies in establishing graduation standards, economic – technical norms, training and retraining programs in this Program;

c) Commission capable vocational education institutions and enterprises to participate in provision of training and retraining in the Program as prescribed by law;

d) Develop common learning materials for training programs; carry out digitalization; develop e-libraries and online training systems at participating vocational education institutions;

dd) Provide training and instructions for regulatory bodies, enterprises and vocational education institutions that participate in provision of training and retraining programs under the Program;

e) Take charge and cooperate with relevant Ministries, central authorities, local authorities, other agencies and units in proposing complementary policies on training and retraining to meet requirements of the Fourth Industrial Revolution; innovate vocational education management; apply information technology to management; promote science and technology activities in vocational education; promote incubation and creation of enterprises;

g) Prepare contents and budget estimate of each year and stage of the Program; send them to the Ministry of Finance, the Ministry of Planning and Investment for consolidation and submission to the Prime Minister;

h) Take charge and cooperate with relevant Ministries, central authorities, local authorities, other agencies and units organizing implementation, inspection, evaluation, propagation of the Program, reporting to the Prime Minister.

2. The Ministry of Education and Training shall:

Cooperate with the Ministry of Labor, War Invalid and Social Affairs in implementation of the Program; ensure connectivity between the levels of vocational education and other levels of the national education system, especially in the training and retraining disciplines of this Program.

3. The Ministry of Planning and Investment shall:

Review, forecast the labor demand of Vietnam by 2030 according to the development strategy and socio-economic conditions of the country; estimate the demand for trained workers of FDI enterprises;

b) Estimate the budget for implementation of the Program to in the funding sources of the program/projects funded by state budget, ODA, program/project funded by other lawful source of financing; submit it to competent authorities for approval.

4. The Ministry of Finance shall:

a) Take charge and cooperate with the Ministry of Labor, War Invalid and Social Affairs, relevant Ministries, central and local authorities in providing public service funding within their government budget capacity in each period;

b) Take charge and cooperate with the Ministry of Labor, War Invalid and Social Affairs in providing detailed guidance on implementation of policies regarding activities of the Program; inspect and supervise the implementation process.

5. Other Ministries, ministerial agencies, governmental agencies, the People’s Committees of provinces shall:

a) Cooperate with the Ministry of Labor, War Invalid and Social Affairs in dissemination of information about vocational education, training, retraining, improvement of human resources to meet requirements of the Fourth Industrial Revolution and participation in the Program;

b) Participate in evaluation, determination, proposal of demand for training and retraining; develop training and retraining programs; improve capacity of teachers, managers of vocational education institutions and teachers in enterprises that participate in training and retraining; integrate programs/projects under their management to ensure efficient use of state budget.

6. Enterprises, vocational education institutions:

a) The enterprises and vocational education institutions that participate in the Program shall fulfill the criteria as per regulations;

b) Participate in training and retraining as commissioned by competent authorities.

Article 2. This Decision comes into force from the day on which it s signed.

Article 3. Ministers, heads of ministerial-level agencies, Heads of Governmental agencies, Presidents of the People’s Committees of provinces and heads of relevant agencies are responsible for the implementation of this Decision.
