LISTS OF DANGEROUS ITEMS BANNED OR RESTRICTED FROM CARRYING ABOARD AIRCRAFTS AS PERSONAL ITEMS OR IN CARRY-ON BAGGAGE

Pursuant to Clause 5 Article 11 Decree No. 66/2015/ND-CP dated August 12, 2015 of Government on Aviation Authorities;

Pursuant to Point d Clause 3 Article 110 Circular No. 01/2016/TT-BGTVT dated February 01, 2016 of Minister of Transport on Aviation Security Program and Quality Control of Vietnam Aviation Security;

Pursuant to Instructions of International Civil Aviation Organization (ICAO): Doc 8973/9 on Aviation Security Manual, Doc 9284 (2017-2018) on Technical Instructions for the Safe Transport of Dangerous Goods by Air

At request of Head of Aviation Security Division and Head of Flight Safety Standard Division,

HEREBY DECIDES:

Article 1: Attached to this Decision are Lists of dangerous items banned from carrying aboard aircrafts as personal items or in carry-on baggage due to aviation security purposes (Annex I), unless otherwise prescribed by the law; Lists of dangerous items restricted from carrying aboard aircrafts as personal items or in carry-on baggage due to aviation security purposes (Annex II)

Article 2. Carrying of liquid aboard international flights must comply with regulations set forth under Article 74 of Circular No. 01/2016/TT-BGTVT dated February 01, 2016 of Minister of Transport on Aviation Security Program and Quality Control of Vietnam Aviation Security.

Article 3. This Decision comes into force from September 01, 2017 and supersedes Decision No. 633/QD-CHK dated April 27, 2016 of Director General of Civil Aviation Authority of Vietnam. Heads of relevant entities and persons shall implement this Decision./.

ANNEX I

LISTS OF DANGEROUS ITEMS BANNED FROM CARRYING ABOARD AIRCRAFT AS PERSONAL ITEMS OR IN CARRY-ON BAGGAGE
(Attached to Decision No. 1531/QD-CHK dated July 11, 2017 of Director General
of Civil Aviation Authority of Vietnam)

I. LISTS OF DANGEROUS ITEMS BANNED FROM CARRYING ALONG OR IN CARRY-ON BAGGAGE

1. Weapons or tools designed to cause harm or pose a threat to human lives, or items mistaken as weapons:

a) Pistols, rifles, sub-machine guns, shotguns, hunting rifles and other guns with similar functions and uses;

b) Gun components;

c) Guns utilizing compressed air in the form of pistols, rifles and guns firing pellets, paintballs, plastic bullets;

d) Flare guns and signal pistols;

dd) Improvised firearms, spearguns;

e) Slingshots;

g) Laser guns or devices projecting laser beam (except for laser presenters used in teaching or presentation);

h) All types of daggers, swords, spears, pikes, bayonets, halberds, scimitars, knuckles, maces, bows, arrows, crossbows;

i) Items and toys identical to real weapons, namely guns, bombs, mines, grenades, bullets, torpedoes, naval mines, cartridges and items made from cartridges.

2. Tools/equipment designed to stun/knock out or immobilize a subject:

a) Electroshock devices such as stun pistols and stun batons;

b) Tools/equipment used to stun/knock out or slay animals;

c) Chemical or gas canisters used to neutralize or paralyze namely pepper-spray, acid-spray, tear gas and pesticide (except for canister used as antiseptics on aircraft).

3. Sharp or pointy objects that can be used to cause serious injuries:

a) Objects designed to mince, chop or cut such as axes or cleavers;

b) Razors or box cutters;

c) Knives whose blades (handle excluded) exceed 06 cm or total length including handles and blades thereof exceeds 10 cm;

d) Scissors whose blades determined from pivot points thereof exceed 06 cm or total length including handles and blades thereof exceeds 10 cm;

dd) Other sharp or pointy objects that can be used as offensive weapons longer than 10 cm;

e) Camera stands, staffs or umbrella handles with pointy metal tips.

4. Labor tools that can be used to cause serious injuries or pose a threat to aircraft safety:

a) Crowbars, hoes, spades, shovels, tile spades, sickles, chisels, pickaxes,;

b) Drills and drill bits, including handheld drills;

c) Tools whose sharp blades or pointy ends exceed 06 cm and can be used as weapons such as screwdrivers;

d) All types of hammers, wrenches, adjustable wrenches and pliers that are longer than 10 cm;

dd) All types of saws and saw blades including handsaws;

e) Blowtorches;

g) Devices driving nails or screws;

5. Blunt objects or tools that can cause serious injuries if used offensively:

a) Sports clubs such as baseball bats, gold clubs, hockey sticks, billiard cue sticks, ski poles;

b) All types of clubs such as rubber clubs, metal clubs and wooden clubs;

c) Tools or equipment used for martial training (blunt, pointy ends or sharp edges).

6. Explosive or flammable objects or substances that can be used to cause serious injuries or pose a threat to aircraft safety:

a) All types of bullets;

b) Detonators, safety fuses;

c) Objects identical to an explosive ordnance;

d) Mines, grenades or other military explosive devices;

dd) All types of flares such as flares, fireworks, signalling flares and flare powder;

e) Smoke grenades, smoke generators;

g) All types of explosives, gun powders;

h) Gasoline, oil and fuel for lighers, unsafe matches (strike-anywhere matches), objects containing liquid oxygen.

II. LIST OF DANGEROUS ITEMS BANNED FROM CARRY ABOARD AIRCRAFT VIA CARRY-ON BAGGAGE

1. Bullets*, unless otherwise accepted by aircraft operators for transport via checked luggage following specific conditions specified in Article 8, Chapter 1, Section 1.1.2 of Technical Instructions For The Safe Transport of Dangerous Goods by Air of International Civil Aviation Organization – Doc9284.

2. All types of detonators, safety fuses.

3. Mines, grenades or other military explosive devices.

4. All types of flares such as flares, fireworks, signalling flares and flare powder.

5. Smoke grenades, smoke generators.

6. All types of explosives, gun powders.

7. Gasoline, oil and fuel for lighers, unsafe matches (strike-anywhere matches), objects containing liquid oxygen.

* Not applicable to souvenirs made from cartridges.

 

ANNEX II

ii) The detached battery must be transported in secure bag and placed in cargo deck;

iii) The battery must be protected from short circuit;

iv) Pilot in command must be informed about the location of the battery.

e) Passengers are recommended to contact aircraft operator in advance before transport.

6) Mobility aids (wheelchairs) utilizing wet cell batteries currently used by passengers with mobility impairments due to disabilities, age, poor health or accidents.

a) When possible, the mobility aid must be loaded, stacked, fixed and unloaded in upright position and while doing so, aircraft operators must ensure:

i) The battery must be firmly attached to the mobility aid;

ii) Terminals of the battery are protected from short circuit;

iii) Circuits are isolated.

b) If the mobility aid cannot be loaded, stacked, fixed and unloaded in upright position, the battery must be detached and contained in secure package:

i) Package must be enclose, must not absorb alkali or acid, must prevent spill by firmly attached to pallet or cargo deck by appropriate secure measures (not by keeping it in position by other luggage or cargo) such as lashing belt, frame or bracket;

ii) The battery must be protected from short circuit and positioned vertically in package coated with absorbent allowing full absorption of liquid in the battery;

iii) The package must display in words “Batttery, wet, with wheelchair” or “Battery, wet, with mobility aid” and “Corrosive” stamp and directional stamps;

The mobility aid can then be transported as a checked luggage without any restriction.

c) The mobility aid must be transported in a manner that prevents collision with other cargo or luggage:

d) Pilot in command must be informed about the location of the mobility aid with its battery attached or the location of the battery package.

e) Passengers are recommended to contact aircraft operators in advance before loading the battery and place non-spill cap inside.

7) Mobility aids (wheelchairs) running on Lithium-ion battery, used by passengers having difficulties walking due to disabilities, age, poor health or temporary mobility impairment (e.g. broken leg).

ii) Terminals of the battery must be protected from short circuit by isolation such as tapes with respect to exposed terminals;

iii) The battery must be protected from damage by placing each in safety bag;

iv) The removal of batteries from the mobility aids must be implemented in compliance with instructions of manufacturers or owners of the devices;

v) Battery capacity must not exceed 300 Wh;

vi) May transport 01 spare battery no stronger than 300 Wh or 02 spare batteries no stronger than 160 Wh each;

e) Pilot in command must be informed about the location of spare lithium-ion batteries.

f) Passengers are recommended to contact aircraft operators in advance before transporting the batteries.

8) Handheld electronic medical devices (automated external defibrillator, air compressor nebulizer, Continuous Positive Airway Pressure, etc.) containing lithium metal or lithium ion batteries

- With respect to hydrogen in metal hydrides, volume of fuel cells or spare fuel cartridges must not exceed 120 ml.

d) Each fuel cell and spare fuel cartridge must satisfy the first edition of IEC 62282-6-100 standards, including revision No. 01 thereof and must clearly record confirmation of manufacturers regarding satisfaction thereto. Maximum weight and type of fuel being used must be depicted on outter case of each battery cell.

e) Fuel cells containing hydrogen in metal hydrides must satisfy requirements of A162 Special Provisions;

f) Each passenger is limited to no more than 2 fuel cells.

g) Filled fuel cells must be transported via carry-on luggage.

h) Interactions between fuel cells and cells contained in the devices must comply with the first edition of IEC 62282-6-100 standards, including revision No. 01 thereof. Any fuel cell whose use purpose is to recharge other devices cannot be transported.

g) When the handheld devices are shut down, the fuel cells must also cut the power supply; on the outter case of the fuel cells, the manufacturers must clearly state in English: "APPROVED FOR CARRIAGE IN AIRCRAFT CABIN ONLY” and in the language of country of origin at request.

- Only permit transportation of small gas containers and canisters containing no more than 50 mL and containing non-toxic, non-flammable gas;

- Released gas must not be able to influence or irritate flight crews while on a mission;

- In case of accidental activation, all dangerous effects must be detained within the instruments and must not cause noticeable noise;

e) Defective or damaged security instruments shall no be transported.

1. When following procedures for transportation acceptance, aircraft operators shall detect, interfere and eliminate dangerous items not specified in these lists or banned or restricted according to these lists.

2. If the aircraft operators specify otherwise relative to provisions of these lists, inform passengers and aviation security forces for coordinated implementation.

3. If the aviation security forces detect dangerous items during examination and aviation security screening, inform representatives of the aircraft operators to decide on the transportation as per the law.
