DECISION

ON APPROVAL OF PROJECT ON INTERGENERATIONAL SELF-HELP CLUB EXPANSION FOR THE PERIOD OF 2016 - 2020

THE PRIME MINISTER

Pursuant to the Law on Government organization dated June 19, 2015;

Pursuant to the Law on the Elderly dated November 23, 2009;

Pursuant to the Government’s Decree No. 06/2011/ND-CP dated January 14, 2011 specifying and providing guidelines for implementation of certain articles of the Law on the Elderly;

Pursuant to the Decision No. 1781/QD-TTg dated November 22, 2012 of the Prime Minister on approval of the national campaign on the Vietnamese elderly for the period of 2012 - 2020;

At the request of the Chairman of the Vietnam Association of the Elderly,

DECIDES:

Article 1. Approval of the project on intergenerational self-help club expansion for the period of 2016 – 2020 (hereinafter referred to as “project”) shall include:

I. AIMS AND OBJECTIVES

1. Aims:

a) To expand intergenerational self-help clubs (ISHCs) across the country through access to intergenerationality and on the basis of mutual assistance and support from the community to contribute to fulfill the criteria in the national campaign on the Vietnamese elderly, provide health care for the elderly, define their role and focus on helping the poor, near-poor and disadvantaged elderly in the community.

b) To enhance the participation of all authorities, social organizations, Associations of the Elderly and the community in providing health care for the elderly and defining the role of them in the context of population ageing.

2. Objectives:

a) From 2016 - 2017: Set up and maintain operation of about 1,200 ISHCs in at least 20 provinces/cities (at least 60,000 members, including 40,000 elderly members).

b) From 2018 - 2020: Set up and maintain operation of about 2,000 ISHCs in at least 45 provinces/cities (at least 100,000 members, including 65,000 elderly members).

ISHCs shall ensure prescribed quality and criteria, such as: 70% of members are the elderly (at the age of 55 or over), 60 - 70% of members are women, 60% - 70% of members are poor, near-poor or disadvantaged people; at least 50% of members are able to loan in cash or in kind and improve their incomes; 80% of ISHCs are trained and monitored according to regulations.

II. SCOPE AND REGULATED INDIVIDUALS

1. Scope: The project is implemented in all provinces of Vietnam.

2. Regulated individuals: The elderly and their families, women and other members in the community, especially the elderly who are poor, near-poor or disadvantaged women.

III. ACTIVITIES

1. Preparation of plans, guidelines and dissemination of the project

a) Establish project management units and make plans. Cooperate with relevant ministries and local authorities in making detailed plans for the construction schedule of ISHC establishment, preparation of the budget and operation (in two aforesaid periods of time).

b) Instruct and cooperate with other local authorities in expanding the model of the project.

c) Apply regulations on the model of an ISHC, including criteria, regulations on organizational structures, charters, activities, how to mobilize resources, financial management and procedures for establishment of an ISHC.

d) Produce a set of documents on the ISHC model, including: An manual on how to set up and manage the ISHC model and other documents on guidelines for income increase, health care, volunteers providing home care, questions and answers on rights and interests of the elderly, etc.

dd) Disseminate the project and ISHC model through producing documents, cooperating with the media and organizing workshops.

2. Provision of training in skills to expand the ISHC model in each province

a) Provide training for officials responsible for the execution of the project, officials of Associations of the Elderly, members of the leadership of ISHCs (expected) and relevant officials of provinces/cities, districts and communes in the form of providing training for trainers, sample training or training in groups in how to set up and manage and activities of ISHCs and visiting ISHC models.

b) Provide guidance on carrying out activities of ISHCs, such as: making plans, borrowing loans, increasing incomes, performing arts and playing sports, providing health care, community support, and volunteer-based home care, mobilizing resources, protecting rights and disseminating, etc.

Such activities shall be carried out in certain provinces and cities on schedule in order to ensure the effectiveness of running ISHCs and then make the ISHC model become popular in other provinces and cities.

3. Monitoring, supporting and enhancing the capacity of existing ISHCs to act as the basis for expansion of new ones

a) Organize site visits to monitor and provide training in skills for ISHCs (monitoring sample or group of ISHC models, etc.).

b) Monitor, sum up partially and entirely the operation of ISHCs to improve their operation across Vietnam.

c) Making biannual or annual reports and partial and entire summaries in each province and nationwide.

IV. MEASURES

1. Dissemination and raising the community’s awareness of ISHCs and the role of the elderly

a) Cooperate with central and local communications authorities to disseminate and raise awareness of impacts and effectiveness of ISHCs in providing health care and defining the role of the elderly.

b) Organize workshops and visit the ISHC model, exchange and learn the experience to popularize and establish ISHCs and other models.

c) Disseminate typical ISHCs and impacts of the ISHC model in providing health care and defining the role of the elderly.

2. Mobilization of resources, organizations, the society and enterprises to participate in ISHC expansion

a) Mobilize resources from socio-political organizations, the community, enterprises, foreign organizations, individuals at home and abroad.

b) Promote local authorities and Associations of the Elderly to manage, expand and mobilize resources to expand the ISHC model.

3. Cooperation with ministries, local authorities and relevant authorities in facilitating the establishment and operation of ISHCs

a) The Vietnam Association of the Elderly shall cooperate with the Ministry of Labor, War Invalids and Social Affairs in directing the making of plans for the execution of the project; providing guidelines for local authorities to develop and carry out the project in line with their conditions; combining with policies on socio-economic development; mobilizing the participation of local authorities and labor – war invalids and social affair authorities for resolution (according to Article 24 of the Law on the Elderly and the national campaign on the elderly); and helping members of ISHCs borrow loan to reduce poverty.

b) The Vietnam Association of the Elderly shall cooperate with the Ministry of Agriculture and Rural Development, the Vietnam Women’s Union, the Vietnam Farmers’ Union in disseminating and providing farming techniques for members of ISHCs and combining with resources from new agricultural and rural programs.

c) The Vietnam Association of the Elderly shall cooperate with the Ministry of Health, the Ministry of Information and Communications and the Ministry of Culture, Sports and Tourism in assisting and creating good conditions for provision of health care, dissemination, sports, exercise, arts, etc. for ISHCs.

d) The Vietnam Association of the Elderly shall cooperate with the Vietnam National Committee on Ageing, the Central Committee of the Vietnamese Fatherland Front, Vietnam Women’s Union, Vietnam Farmers’ Union, Vietnam Veterans' Association, Vietnam Red Cross, etc. in mobilizing resources to set up, manage and assist ISHCs.

4. Enhancement of international cooperation and mobilization of technical and financial resources to support the operation and expansion of the ISHC model

The Vietnam Association of the Elderly shall cooperate with the Ministry of Planning and Investment, Vietnam Women’s Union, Vietnam Union of Friendship Organizations, Vietnam Red Cross, international organizations of the elderly, etc. in mobilizing technical or financial resources from international organizations, enterprises, foreign sponsors, etc. to develop more ISHCs.

V. FUNDING

1. The state budget shall be used for assisting the following activities:

a) Managing the project, directing, disseminating and making summaries on the operation of ISHCs.

b) Providing training for trainers and initial training for local authorities, supporting skills and giving instructions on ISHCs.

c) Monitoring the expansion of the ISHC model (establishment, activities, fund management, etc.).

2. Mobilization of funding contributed by organizations and individuals

a) Enhance the mobilization of funding contributed by private sectors to expand the ISHC model, mobilize organizations and individuals to sponsor or participate in the execution of the project.

b) Cooperate with authorities and organizations in combining resources from other programs or projects in each province/city to support the execution of the project and provide health care for the elderly.

3. Mobilization of funding contributed by members and local funds

a) Cooperate with local authorities in utilizing resources from funds for caring and defining the role of the elderly and other funds of the nation, provinces, districts, communes, etc. to provide initial funding for ISHCs for to reduce poverty for their members.

b) Mobilize funding contributed by individuals and members of Associations of the Elderly and members of ISHCs.

4. Mobilization of aids sponsored by international organizations

a) Develop projects on expansion of the ISHC model through international cooperation activities.

b) Mobilize funding contributed and aids sponsored by governmental and non-governmental organizations and foreigners to expand the ISHC model.

VI. IMPLEMENTATION

1. The Vietnam Association of the Elderly shall:

a) Undertake and cooperate with the Ministry of Labor, War Invalids and Social Affairs, the Vietnam National Committee on Ageing, the Ministry of Finance and relevant ministries and organizations in making plans; carrying out project activities; monitoring, assessing and summarizing the execution of the project; mobilizing other legitimate financial resources; reporting results and issues arising from the execution to the Government; requesting necessary revisions in line with requirements for each period.

b) Cooperate with local authorities, associations of the elderly and local organizations in executing the project and mobilizing resources and supporting the execution of the project.

c) Cooperate with Fatherland Front Committees, Red Cross of all levels in mobilizing resources to expand the ISHC model, utilizing the anti-poverty fund and other legitimate funding to support the execution of the project.

2. The Vietnam National Committee on Ageing shall:

a) Assist the Vietnam Association of the Elderly to disseminate, make plans, carry out and mobilize resources to execute the project.

b) Direct the Management Boards of the Elderly of provinces and districts to combine with the training, development and execution of the project.

3. Ministries and organizations:

a) The Ministry of Labor, War Invalids and Social Affairs shall cooperate in making plans; combine with national campaigns and other relevant projects to execute the project; cooperate with the Vietnam Association of the Elderly and the Vietnam National Committee on Ageing in monitoring and assessing the execution of the project.

b) The Ministry of Finance shall provide funding for executing the project according to regulations of law on state budget; provide guidelines for inspection of such funding.

c) The Ministry of Information and Communications shall coordinate and direct to disseminate and raise awareness of the importance of ISHCs, mobilization of resources to expand the ISHC model.

d) The Ministry of Agriculture and Rural Development shall coordinate Departments of Agriculture and Rural Development of all levels and facilitate to support the expansion of the ISHC model; create good conditions for ISHCs to join in the sustainable anti-poverty program, agricultural and rural development, etc.

dd) The Ministry of Health shall direct Departments of Health of all levels to provide periodic health care, disseminate and provide home care and medical examination and treatment for the isolated or disadvantaged elderly; provide skills to set up a group of volunteers to take care of the disadvantaged elderly.

e) The Ministry of Culture, Sports and Tourism shall direct Departments of Culture, Sports and Tourism of all levels to support and facilitate activities related to sports, exercise and arts performing, etc. for ISHCs.

g) The Ministry of Planning and Investment shall undertake and cooperate with the Ministry of Finance and the Ministry of Labor, War Invalids and Social Affairs, etc. in mobilizing the Official Development Assistance (ODA), applying aims and objectives of the project to the annual plan for socio-economic development of central and local authorities.

h) The Ministry of Foreign Affairs shall act the focal point to assist the Vietnam Association of the Elderly and local authorities to seek technical or financial resources from foreign organizations, enterprises or sponsors, etc. and seek international cooperation to expand the ISHC model.

i) The Central Committee of the Vietnamese Fatherland Front shall direct local authorities to mobilize resources to expand the ISHC model; direct Women’s Unions, Farmers’ Unions, Veterans' Associations, Red Cross, etc. to cooperate and support the execution and monitoring off the project.

4. People’s Committees of provinces and central-affiliated cities shall:

a) Direct to develop and execute the project in their provinces/cities on the basis of the common project and the national campaign of the elderly together with other projects executed in their provinces/cities.

b) Direct functional authorities to consider providing funding and cooperate with resources from other programs or projects and facilitate the execution and monitoring of the project depending on specific conditions of their provinces/cities.

c) Consider and direct to utilize the care fund and define the role of the elderly; mobilize funding from private sectors in their provinces, districts or communes, etc. to execute the project.

d) Cooperate with Associations of the Elderly to disseminate the ISHC model and activities related to providing health care and defining the role of the elderly in their provinces/cities.

Article 2. This Decision comes into force from the date of signing.

Article 3. Ministers, heads of ministerial authorities, heads of governmental authorities, Chairmen of People’s Committees of provinces and central-affiliated cities shall implement this Decision.
