DECISION
ON THE 2017 ECONOMIC CENSUS
THE PRIME MINISTER
Pursuant to the Law on Organization of the Government dated June 19, 2015;
Pursuant to the Law on Statistics dated November 23, 2015;
At the request of the Minister of Planning and Investment,
DECISIONS
Article 1. The 2017 Economic Census (hereinafter referred to as Census) shall be carried out nationwide in order to collect basic information on economic establishments (except for individual business establishments in agriculture, forestry, salt making and fishery whose information was collected in the 2016 agricultural, rural and fishery Census), administrative authorities, the Communist Party organizations, unions, associations, public service providers, branches and representative offices of foreign enterprises, religious establishments, foreign non-governmental organizations which are licensed to operate in Vietnam to evaluate comprehensively the socio-economic status and development trend of Vietnam as the basis for evaluating the situation and making a plan and policy for socio – economic development of the Communist Party and the State.
Article 2. Census contents
1. General information on establishments: Identities of establishments; business lines; types of establishments: Types of enterprises, administrative authorities, the Communist Party organizations, unions, associations, public service providers and their affiliated establishments; individual business establishments; religious establishments, folk religious establishments; foreign non-governmental organizations which are licensed to operate in Vietnam.
2. Information on employees and their income: Information on employers, employees and employees’ income.
3. Information on business results: Assets, capital sources, results, costs for production and business; taxes and other payments to the State budget; invested capital; energy consumption; application of technology by enterprises; technology research, development and innovation; statistical indicators in the National Statistical Indicator System according to the System of Economic Sectors of Vietnam and the system of Vietnam’s lines of products.
4. Information on application of information technology: Use of computers and the Internet for business operations and e-commerce.
5. Information on access to capital sources of enterprises: Targets, results and reasons for denial access to capital sources.
6. Specialized information on enterprises: Processing of exports and imports and levels of readiness for international economic integration.
Article 3. 2 stages of an economic census
1. Stage 1: Collecting information on enterprises; branches and representative offices of foreign enterprises; administrative authorities, the Communist Party organizations, unions, associations and public service providers; foreign non-governmental organizations which are licensed to operate in Vietnam and their affiliated establishments. The information collection period is from March 01 to May 30, 2017.
2. Stage 2: Collecting information on religious establishments, individual business establishments which do not engage in agriculture, forestry and fishery. The information collection period is from July 01 to July 30, 2017. The preliminary figures will be announced in December of 2017. The official result will be announced in the third quarter of 2018.
Article 4. Responsibilities of ministries and local governments
1. The Ministry of Planning and Investment (the General Statistics Office) shall:
Establish a Central Census Steering Committee which includes representative leaders of relevant ministries and regulatory bodies and who are led by the Minister of Planning and Investment and provide guidance on the establishment of a Census Steering Committee of each ministry and local governments. The Central Census Steering Committee shall use the seal of the General Statistics Office;
Lead the development of a Census plan and carry out a pilot survey in order to complete it. The Prime Minister shall authorize the Minister of Planning and Investment to decide to promulgate such Census plan. The Census plan shall be made by exploitation of data from administrative documents or other surveys.
Take charge and cooperate with relevant ministries and local governments on organizing, directing and conducting the Census, consolidating and publishing the Census result.
Make a cost estimate of the Census, aggregating it with the 2017 budget estimate of Ministry of Planning and Investment (the General Statistics Office) and send it to the Ministry of Finance for aggregation according to regulations of the Law on the State Budget.
2. The Ministry of Defense and the Ministry of Public Security shall carry out a vertical investigation according to the Census plan and the guidance provided by the central Census Steering Committee and send the result to the Central Census Steering Committee for integration with the nationwide general result.
3. The Ministry of Information and Communications and central and local communication authorities shall collaborate with the central Census Steering Committee and Census Steering Committees at all levels on propagation of the Census.
4. Relevant ministries and the People's Committees of provinces and central-affiliated cities are responsible for organizing, directing and conducting the Census consistently according to the requirements and guidance of the central Census Steering Committee.
The funding for the implementation of the 2017 Economic Census is provided by the State budget. The Ministry of Planning and Investment (the General Statistics Office) shall manage and use the funding according regulations of the Law on the State Budget.
Article 6: This Decision will come into effect from the date of promulgation.
Ministers, Heads of ministerial agencies, Heads of Governmental agencies and Chairpersons of the People’s Committees of provinces and central-affiliated cities are responsible for implementation of this Decision.
