DECISION

ON PLAN FOR IMPLEMENTATION OF DECISION NO. 1746/QD-TTG DATED DECEMBER 4, 2019 OF PRIME MINISTER ON NATIONAL ACTION PLAN REGARDING MANAGEMENT OF OCEAN PLASTIC WASTE UNTIL 2030

MINISTER OF NATURAL RESOURCES AND ENVIRONMENT

Pursuant to Decree No. 36/2017/ND-CP dated April 4, 2017 of the Government administering functions, tasks, powers, and organizational structure of Ministry of Natural Resources and Environment;

Pursuant to Resolution No. 26/NQ-CP dated March 5, 2020 of the Government on master plan and 5-year plan of the Government in implementation of Resolution No. 36-NQ/TW dated October 22, 2018 of the 8^th Meeting of the 12^th Central Communist Party Executive Committee on Vietnam sea economic sustainable development strategy until 2030 and orientation towards 2045;

Pursuant to Decision No. 1746/QD-TTg dated December 4, 2019 of Prime Minister on national action plan regarding management of ocean plastic waste until 2030;

At the request of General Director of General Department of Vietnam’s Sea and Islands.

HEREBY DECIDES

Article 1. Attached to this Decision is the Plan for implementation of Decision No. 1746/QD-TTG dated December 4, 2019 of Prime Minister on national action plan regarding management of ocean plastic waste until 2030.

Article 2. This Decision comes into effect from the day of signing.

Chief of the Ministry Office, Director General of General Department of Vietnam’s Sea and Islands and heads of entities affiliated to the Ministry are responsible for implementing this Decision./.

PLAN

IMPLEMENTATION OF DECISION NO. 1746/QD-TTG DATED DECEMBER 4, 2019 OF PRIME MINISTER ON NATIONAL ACTION PLAN REGARDING MANAGEMENT OF OCEAN PLASTIC WASTE UNTIL 2030

I. OBJECTIVES AND REQUIREMENTS

1. Objectives

Set out tasks and solutions to meet objectives specified under Decision No. 1746/QD-TTg dated December 4, 2019 taken charge by Ministry of Natural Resources and Environment; successfully implement functions, tasks and powers of agencies responsible for assisting Prime Minister to organize implementation of the action plan; guide, monitor, examine and expedite implementation of action plan to ensure quality, effectiveness and stay up to progress.

2. Requirements

Development and organization of implementation of the Action plan must be satisfactory to functions, tasks and conditions of Ministry of Natural Resources and Environment and agencies, affiliated entities; highlight roles and responsibilities of heads of agencies and entities; on a periodic basis, conduct preliminary and final reports and assessment to deal with difficulties and complaints, rectify drawbacks and weaknesses and propose implementation measures to achieve objectives of the plan. 

II. PLAN DETAILS

1. Publicize, raise awareness and change behavior towards plastic products and ocean plastic waste

- Conduct research, develop and implement media projects regarding damage of disposable products originating from plastics and non-biodegradable nylon to sea, ocean, marine ecosystem, environment and human health.

- Develop and implement media programs regarding ocean plastic waste together with organizing World Environment Day, World Oceans day, Vietnam Sea and Island Week and “For a cleaner world” Strategy.

- Develop and implement project for improving capacity and experience in managing plastic refuse and waste.

- Continue to successfully execute “Say no to disposable plastic products and non-biodegradable nylon bags” movement; promptly commend and award excellent individuals in reducing ocean plastic waste.

- Publicize and promote application of 5R model – Renew, Refuse, Reduce, Reuse and Recycle in service operation, provision and daily routine to reduce, restrict and say no to plastic waste in entities, organizations, managing agencies and enterprises in coastal and ocean economic sectors; and inhabitants in coastal areas, etc.

- Develop and implement activities and movement regarding green start-up and ideas for recycling, reusing plastic waste, using environmental friendly materials to promote sustainable economy and green growth.

2. Collect, classify, process and control plastic waste from the source

- Organize waste collection campaigns and clean national beaches at least twice each year on the basis of determining order of priority and appropriate roadmap for implementation.

- Investigate, list, classify and assess sources of plastic waste from land to sea and activities on sea and islands.

- Propose and cooperate with coastal provinces to develop and implement pilot model of classifying waste and plastic waste at sources in coastal economic zones, urban areas, industrial parks and export-processing zones.

- Examine and supervise implementation of regulations on collecting and disposing plastic waste generated by sea economic activities, especially in islands with good potential for development of sea tourism, services and biodiversity that are within 12 island districts and populated structures at sea.

- Investigate, list, classify and assess plastic waste sources from land, activities on sea and islands, integrate with general measures and solutions for managing river vicinity, coastal urban areas, estuaries; enhance control and management of releasing waste into water sources.

- Promote development, approval and implementation of Plastic waste management enhancing scheme in Vietnam.

3. Cooperate internationally, conduct scientific research, apply, develop and transfer technology regarding disposing ocean plastic waste

- Maintain and develop cooperation relationship with countries and international organizations, actively cooperate in control and manage ocean plastic waste; implement concepts of Vietnam to international community regarding managing ocean plastic waste; identify prioritized partners and potentials for promoting cooperation in each stage satisfactory to domestic technology and application capacity and level.

- Cooperate in conducting research and organizing general coordination mechanism with partners in terms of projects and tasks for preventing and minimizing ocean plastic waste.

- Conduct research, develop and receive international sponsorships and implement pilot financial support mechanism satisfactory to collection, disposal and manufacturing of substitutes for disposal plastic.

- Review framework of international cooperation regarding management of ocean plastic waste and propose solutions for participating in international agreements on management of ocean plastic waste.

- Promote and positively participate in activities Decade of Ocean Science for Sustainable Development (2021-2030) of the United Nation, focus on cooperation in scientific research and technology regarding ocean plastic waste with international partners.

- Coordinate and manage tasks of baseline sea and island resource and environment survey programs regarding investigating and assessing current conditions of plastic wastes in Vietnam; propose control and management solutions.

- Develop and implement project for preparation for construction and operation of international centers for ocean plastic waste in Vietnam; share information and data with countries and territories in the areas and around the world about ocean plastic waste.

- Organize national and international conferences regarding ocean plastic waste.

- Conduct in-depth scientific research regarding impact of ocean plastic waste, especially micro plastics on resources, environments, sea ecosystem and human health.

- Conduct research to develop investigating and supervising technology and maps locating areas of ocean plastic waste.

- Develop, operate and manage ocean plastic waste monitor and supervision systems, once a year and once every 5 years, produce reports on conditions of ocean plastic waste in primary estuaries, coastal areas, outpost islands which have potentials for tourism development.

- Develop specialized and unified database on ocean plastic waste satisfactory to national database on waste sources; mobilize participation and cooperation of the general public in collecting, listing and classifying ocean plastic waste.

- Develop Scheme for improving survey, monitor and experiment analysis capacities to serve research regarding ocean plastic waste and ocean pollution control.

4. Review, research and develop ocean plastic waste management mechanism

- Initiate research on roles and legal liability of packaging sector in managing waste in Vietnam in order to develop extended frame of responsibilities of manufacturers.

- Revise, complete and develop environment technical regulation and national standard systems to serve management of ocean plastic waste.

- Develop policies on assisting and encouraging organizations and enterprises to manufacture and use green, recyclable and environmental friendly products.

5. Organize implementation, monitor, examination, supervision and assessment as specified under Decision No. 1746/QD-TTg

- Develop guidelines, monitor, examine and encourage implementation of Decision No. 1746/QD-TTg .

- Develop reports on implementation results of the National action plan regarding management of ocean plastic waste until 2030 once every year and once every 5 years to consolidate, assess and report to Prime Minister.

List of prioritized projects and tasks are specified under Annex attached to this Decision.

III. IMPLEMENTATION

1. Based on this Plan, agencies, unions and entities affiliated to ministries shall develop plan for implementation until 2025 and set out for each year depending on functions, tasks and characteristics of agencies and entities while ensuring practicality, feasibility and effectiveness; organize implementation and report results to General Department of Vietnam’s Sea and Islands on a periodic basis.

2. General Department of Vietnam’s Sea and Islands shall take charge and cooperate with relevant agencies in organizing implementation of the Plan; instruct, monitor, examine and expedite implementation of the Plan to meet quality, efficiency and progress; take charge and cooperate with relevant entities in consolidating, listing, classifying and assessing plastic waste sources in coastal areas, islands and from activities at sea; take charge in implementing tasks and projects affiliated to baseline sea resource, environment and island survey program related to ocean plastic waste; take charge and cooperate with ministerial authorities in assisting ministers with coordinating and managing cooperation of ministries with countries and international organizations in controlling and managing ocean plastic waste; take charge and cooperate with relevant entities in assisting ministers in guiding, monitoring, examining and expediting implementation of National action plan regarding management of ocean plastic waste until 2030, once every year and once every 5 years, consolidate and assess implementation results of the Action plan and report to Ministry of Natural Resources and Environment for presentation to Prime Minister.

3. Vietnam Environment Administration shall take charge and cooperate with entities affiliated to ministries in listing, classifying and assessing sources of plastic waste from land to sea (except for coastal areas).

4. Department of Emulation – Commendation and Publicizing, Natural Resource and Environment Media Center, Natural Resource and Environment News, Natural Resource and Environment Magazine shall organize projects, tasks, conferences and seminars to publicize, raise awareness, and change behaviors towards plastic products and ocean plastic waste as assigned by the Minister.

5. Department of Science and Technology shall take charge and cooperate with entities affiliated to the Ministry in developing and organizing implementation of scientific research and topics to development and reinforce scientific and practical basis on ocean plastic waste; review, complete and develop new technical regulations and national standards serving management of ocean plastic waste.

6. Department of Planning – Finance shall propose balancing annual expenditure to implement tasks and projects in the Plan.

7. Department of Legal Affairs shall take charge and cooperate with entities affiliated to the Ministry in reviewing, researching and developing mechanism, policies and legislative document systems serving management of ocean plastic waste.

8. Request Communist Committee of the Ministry, Trade Union of the Ministry and Ho Chi Minh Communist Youth Union of the Ministry within their functions and tasks to guide and instruct affiliated committees and unions to be creative and active in thoroughly implementing movements and activities “moving towards saying no to plastic waste”, mobilizing families, community and the entire society in effectively implementing policies on reducing and disposing ocean plastic waste.

If details of the Plan need to be revised during implementation, relevant entities and agencies shall report and propose to Ministry of Natural Resources and Environment (via General Department of Vietnam’s Sea and Islands) for consideration and decision./.
