DECISION

PROMULGATING OPERATION PROCESS OF INTER-RESERVOIRS OF SON LA, HOA BINH, THAC BA AND TUYEN QUANG IN ANNUAL FLOOD SEASONS

THE PRIME MINISTER

Pursuant to the Law on Government organization dated December 25, 2001;

Pursuant to the Law on Natural Resources dated May 20, 1998;

Pursuant to the Ordinance on Floods, Storms Prevention and Combating dated March 20, 1993 and the Ordinance dated August 24, 2000 on supplements and amendments to a number of articles of the Ordinance on Floods, Storms Prevention and Combating;

Pursuant to the Ordinance on Exploitation and Protection of Irrigation Works dated April 04, 2001;

Pursuant to the Government’s Decree No. 08/2006/NĐ-CP dated January 16, 2006 regulating in detail a number of articles of the Ordinance dated August 24, 2000;

Pursuant to the Government’s Decree No. 143/2003/NĐ-CP dated November 28, 2003 regulating in detail the implementation of a number of articles of the Ordinance on Exploitation and Protection of Irrigation Works;;

Pursuant to the Government’s Decree No. 72/2007/NĐ-CP dated May 07, 2007 on dam safety management;

Pursuant to the Government’s Decree No. 112/2008/NĐ-CP dated October 20, 2008 on management, protection and exploitation of natural resources and environment of hydroelectric and irrigation reservoirs;

HEREBY DECIDE

Article 1. Enclosed together with this Decision is the operation process of inter-reservoirs of Son La, Hoa Binh, Thac Ba and Tuyen Quang in annual flood seasons

Article 2. This Decision takes effect since the signing date and replaces the Decision No. 80/2007/QĐ-TTg dated June 01, 2007 promulgating operation process of hydroelectric inter-reservoirs of Hoa Binh, Tuyen Quang, Thac Ba in annual flood seasons.

Article 3. The Ministers, heads of ministerial-level agencies, heads of governmental agencies, presidents of People’s committees of provinces and cities such as Dien Bien, Lai Chau, Son La, Yen Bai, Lao Cai, Ha Giang, Bac Kan, Tuyen Quang, Thai Nguyen, Phu Tho, Vinh Phuc, Bac Giang, Bac Ninh, Quang Ninh, Hai Phong, Hai Duong, Hung Yen, Thai Binh, Ha Noi, Ha Nam, Nam Dinh, Ninh Binh, Head of Central Steering Committee for Floods, Storm Prevention and Control shall be responsible for executing this Decision.

OPERATION PROCESS OF INTER-RESERVOIRS OF SON LA, HOA BINH, THAC BA AND TUYEN QUANG IN ANNUAL FLOOD SEASONS

(Enclosed with the Government’s Decree No. 198/QĐ-TTg dated February 10, 2011)

Chapter 1.

GENERAL PROVISIONS

Article 1. From June 15 to September 15 annually, reservoirs of Son La, Hoa Binh, Thac Ba and Tuyen Quang must be regulated to aid in flood control as follows:

1. Ensure safety of the works:

Ensure absolute safety of hydroelectric works; prevent water levels of the reservoirs from exceeding maximum rising water level for floods smaller or equal to design floods of 0.01% frequency (Hoa Binh and Thac Ba reservoirs), for Probable Maximum Flood (PMF) (Son La Reservoir) and PMF of 0.02% frequency (Tuyen Quang reservoir).

2. Ensure safety to lowlands:

a) Ensure safety of Northern Delta against floods in Son Tay with a repeated cycle less than or equal to 300 years, prevent water level of Red River in Hanoi from exceeding level of 13.1m.

a) Ensure safety of Hanoi Capital against floods in Son Tay with a repeated cycle less than or equal to 500 years

3. Ensure efficiency of electricity generation:

As safety of the works and lowlands is ensured, electricity generation shall be managed in a way to bring about highest efficiency.

Article 2. During the tasks to ensure flood control safety, operation of bottom and surface discharge valves must conform to the operation process of discharging to ensure stability of connection works.

Article 3. To avoid damage caused to connection works, dyke works, water transport works, river landslides and detrimental effects on production activities in the lowlands, flood discharge of the reservoirs is prescribed as follows:

1. Hoa Binh Reservoir is closed; open the first six bottom discharge valves successively with every six hours each; the next discharge valves can be shut down or opened faster.

2. Tuyen Quang Reservoir is closed; open the first four bottom discharge valves successively with every six hours each; time for shutting down or opening the next discharge valves can be shorter.

3. As for adjustable discharging at the end of flood season, time for shutting down and opening bottom discharge valves can be faster depending on flow of water to the reservoir.

4. When flood is discharged to ensure safety of the works, emergency operation of the discharge valves is permitted. Time for shutting down and opening discharge valves is instructed in the equipment instructions.

Article 4. Fundamental technical criteria of reservoir system

1. Son La Reservoir:

- Normal rising water level: 215m;

- Maximum rising water level: 217,83m;

2. Hoa Binh Reservoir:

- Normal rising water level: 117m;

- Maximum rising water level: 122m;

3. Tuyen Quang Reservoir:

- Normal rising water level: 120m;

- Maximum rising water level: 122,55m;

4. Thac Ba Reservoir

- Normal rising water level: 58m;

- Maximum rising water level: 61m;

Article 5. When flood occurs beyond the time as prescribed in Article 6 of this Process, the operation of the reservoirs of Son La, Hoa Binh, Thac Ba and Tuyen Quang must be instructed by Head of the Central Steering Committee of Flood, Storm Prevention and Control.

Chapter 2.

OPERATION OF HYDROELECTRIC WORKS OF SON LA, HOA BINH, THAC BA AND TUYEN QUANG IN FLOOD SEASONS

Article 6. To ensure flood control safety and increase productivity of electricity generation, three stages of operation in flood season are prescribed as follows:

1. Early flood: from June 15 to July 19;

2. Main flood: from July 20 to August 21;

3. Late flood: from August 22 to September 15;

Article 7. Operation during early flood

1. Highest water level of the reservoirs before early floods is prescribed in Table 1.

2. Before June 25, to cut periodic minimum floods for protection of production activities and construction works in the lowlands, the operation of the reservoirs are prescribed as follows:

a) Flow of water from Hoa Binh Reservoir discharged to lowlands is from 4,000 m3/s and under. When flow of water to the reservoir is higher than 4,000 m3/s, Hoa Binh Reservoir is allowed to level of 107 meters to cut flood. When flow of water to the reservoir is higher than 4,000 m3/s, Hoa Binh Reservoir is allowed to access to level of 107 meters to cut flood. If water level of Hoa Binh Reservoir is forecast to exceed level of 107 m, the flow of water allowed to be discharged to lowlands is equal to flow of water to the reservoir;

b) Flow of water from Tuyen Quang Reservoir discharged to lowlands is from 1,500 m3/s and under. When flow of water to the reservoir is higher than 1,500 m3/s, 113-meter level of the reservoir is allowed to cut flood. When water level of the reservoir reaches 113-meter level while flow of water to the reservoir is still higher than 1,500m3/s, the reservoir is allowed to discharge to the lowlands;

c) When flow of water to the reservoir decreases, discharge of water must be carried out to bring water levels of the reservoirs to the level as prescribed in Table 1.

3. Flood control operation for lowlands is from June 26 to July 19.

a) Da River:

- When water level in Hanoi is forecast to exceed 11.5-meter level within the next 24 hours, 205-meter level of Son La Reservoir shall be allowed for combating flood and keeping water level in Hanoi within 11.5-meter level. When water level in Hanoi is below 11 meters, discharge of water must be carried out to bring water level of the reservoir back to the level as prescribed in Table 1;

- Hoa Binh Reservoir shall not engage in flood combat when water level in Hanoi does not exceed 11.5-meter level;

- When water level in Hanoi exceeds 11.5 meter level, 208-meter level of Son La Reservoir and 108-meter level of Hoa Binh Reservoir are allowed to regulate floods. When water level in Hanoi is below 11-meter level, discharge of water must be carried out to bring water levels of the reservoirs gradually to the level as prescribed in Table 1.

b) Tuyen Quang Reservoir:

When water level of Lo River in Tuyen Quang City is forecast to exceed 26-meter level within the next 24 hours and keep rising, the 113-meter level of the reservoir shall be allowed for combating floods and keeping water level of Lo River within 27 meters. When water level in Tuyen Quang City is below 26-meter level, discharge of water must be carried out to bring water level of the reservoir gradually to the level as prescribed in Table 1.

4. As of July 10, in case no flood combat takes place, the reservoirs shall be regulated until July 20 to bring water levels of the reservoirs to the level as prescribed in Table 2.

Article 8. Operation during main floods

1. Highest water level of the reservoirs before main floods is prescribed in Table 2.

2. Da River:

a) When water level in Hanoi is forecast to exceed 11.5-meter level within the next 24 hours, 196-meter level of Son La Reservoir shall be allowed for combating flood before Hoa Binh Reservoir. If water level of Da River is forecast to keep rising, 200-meter level of Son La Reservoir and 107-meter level of Hoa Binh Reservoir are allowed for combating flood and keeping water level in Hanoi within 11.5-meter level. When water level in Hanoi is below 11-meter level, discharge of water must be carried out to bring water levels of the reservoirs gradually to the level as prescribed in Table 2.

b) When water level in Hanoi exceeds 11.5-meter level and forecast to keep rising within the next 24 hours, 203-meter level of Son La Reservoir shall be allowed for combating flood before Hoa Binh Reservoir. If flood on Da River is forecast to keep rising, Son La Reservoir's level from 205 meters and over and Hoa Binh Reservoir's level from 109 meters and over shall be allowed for combating flood and keeping water level in Hanoi within 13.1-meter level. When water level in Hanoi is below 12.5-meter level, discharge of water shall be carried out to bring water level of the reservoirs gradually to the level as prescribed in Table 2 in reliance on forecasts by National Hydrometeorological Service.

c) When water level in Hanoi exceeds 13.1-meter level and forecast to exceed 13.4-meter level within the next 24 hours, 215-meter level of Son La Reservoir and 117-meter level of Hoa Binh Reservoir shall be allowed for combating flood and keeping water level in Hanoi within 11.5-meter level. When water level in Hanoi is below 11 meters, discharge of water must be carried out to bring water level of the reservoir back to the level as prescribed in Table 1;

3. Tuyen Quang Reservoir:

a) When flood on Da River, Thao River are forecast to be inconsiderable and water level of Lo River in Tuyen Quang City is forecast to exceed 27-meter level within the next 24 hours, 115-meter level of the reservoir shall be allowed for combating flood and keeping water level of Lo River within 27 meters. When water level in Tuyen Quang City is below 26-meter level, discharge of water must be carried out to bring water level of the reservoir gradually to the level as prescribed in Table 2.

b) When water level of Red River in Hanoi and water level of Hoa Binh Reservoir are forecast to exceed 12.5-meter level and 109-meter level respectively within the next 24 hours or when water level in Hanoi exceeds 12.8-meter level, Tuyen Quang Reservoir shall engage along with Hoa Binh and Son reservoirs in combating flood and keeping water level of Red River within 13.4-meter level. When water level in Hanoi is below 12.5-meter level, discharge of water must be carried out to bring water level gradually to the level as prescribed in Table 2.

4. Thac Ba Reservoir: When water level of Red River in Hanoi is forecast to exceed 12.5-meter level within the next 24 hours, Thac Ba Reservoir shall engage combating flood along with Hoa Binh, Son La and Tuyen Quang reservoirs to keep water level of Red River within 13.4-meter level. When water level in Hanoi is below 12.5-meter level, discharge of water must be carried out to bring water level gradually to the level as prescribed in Table 2.

5. When Son La, Hoa Binh, Tuyen Quang and Thac Ba reservoirs have used up their flood control capacity while flood is forecast to keep rising within the next 24 hours and water level in Hanoi to exceed 13.4-meter level, Head of the Central Steering Committee for Flood, Storm Prevention and Control shall make submission to the Prime Minister for consideration and emergency announcement. Reservoirs are ready to shift into operation mode to ensure safety of the works. Measures to prevent floods (supposed to be bigger than design floods for lowlands) on the delta of Red River and Thai Binh River must be taken.

6. In case of no floods, depending on weather development, Head of the Central Steering Committee for Flood, Storm Prevention and Control may examine and decide to allow rising water level higher than the level as prescribed in Table 2 to improve productivity of electricity generation. When flood is forecast to occur, discharge of water must be carried out to bring water levels of the reservoirs gradually to the level as prescribed in Table 2.

7. After August 10, in reliance on weather development as forecast by National Hydrometeorological Service, if main flood is likely to end earlier, water levels of the reservoirs shall be allowed to rise gradually but not to exceed the level as prescribed in Table 3 before August 21. Particularly for Son La Reservoir, early filling-up may be taken into account.

Article 9. Operation during late floods

1. As of August 22, Thac Ba Reservoir is allowed gradual filling-up to normal rising water level; Son La, Hoa Binh and Tuyen Quang reservoirs, in reliance on weather development as forecast by National Hydrometeorological Service, if flood is likely to end earlier, water levels of the reservoirs shall be allowed gradual filling-up to normal rising water level on September 30.

2. During the period of filling-up, Son La Reservoir's water rising level from normal to maximum (217.83 m) shall be allowed for combating floods on lowlands.

3. When Hoa Binh, Tuyen Quang and Thac Ba reservoirs are filled up to normal rising water level while volume of water to the reservoirs keeps rising, these reservoirs are allowed to discharge down to lowlands with a flow equal to the flow of water to the reservoirs.

Article 10. Operation to ensure the works' safety

1. Operation to ensure the works' safety needs to comply closely with technical procedures issued to individual reservoirs by the Ministry of Industry and Trade.

2. Operation to ensure safety of Son La Hydroelectric Works:

a) When water level of Son La Reservoir reaches 215-meter level while flood on Da River is forecast to keep rising and water level of the reservoir may exceed 216-meter level, open all the bottom, surface discharge valves gradually or successively to ensure all the discharge valves and water-to-turbine gates are open when water level of the reservoir reaches 216-meter level.

b) When flow of water to the reservoir starts to decrease, depending on water level of Son La Reservoir, surface discharge valves shall be gradually closed to restrict flow of discharge and ensure safety of Hoa Binh Dam.

3. Operation to ensure safety of Hoa Binh Hydroelectric Works:

a) When water level of Hoa Binh Reservoir reaches 117-meter level while flood is forecast to keep rising and water level of the reservoir may exceed 117.3-meter level, open all the bottom, surface discharge valves gradually or successively to ensure all the discharge valves and water-to-turbine gates are open when water level of the reservoir reaches 216-meter level.

b) In case an incident is likely to happen to Son La Reservoir, immediately carry out flood discharge for Hoa Binh Reservoir to bring water level to 110-meter level, make the report to the Central Steering Committee for Flood, Storm Prevention and Control and comply with provisions set out in Clause 3, Article 16 of this Process.

4. Operation to ensure safety of Tuyen Quang Hydroelectric Works:

When water level of Tuyen Quang Reservoir reaches 120-meter level while flood on Gam River is forecast to keep rising and water level of the reservoir may exceed 120.5-meter level, open all bottom, surface discharge valves gradually or successively to ensure all the discharge valves and water-to-turbine gates are open when water level of the reservoir reaches 120.5-meter level.

5. Operation to ensure safety of Thac Ba Works:

When water level of Thac Ba Reservoir reaches 58-meter level while flood on Chay River is forecast to keep rising and water level of the reservoir may exceed 59.6-meter level, open all bottom, surface discharge valves gradually or successively to ensure all the discharge valves and water-to-turbine gates are open when water level of the reservoir reaches 59.6-meter level.

Article 11. When Son La, Hoa Binh, Thac Ba and Tuyen Quang reservoirs have used up their flood control capacity while water level of Red River in Hanoi keeps rising rapidly or abnormal cases beyond anticipation pose threats to the lowlands, Head of the Central Steering Committee for Flood, Storm Prevention and Control shall make the report to the Prime Minister for consideration and decision.

Chapter 3.

RESPONSIBILITIES FOR ORGANIZING OPERATION OF RESERVOIRS FOR FLOOD COMBAT

Article 12. Responsibilities of Head of Central Steering Committee for Flood, Storm Prevention and Control

1. Organize keeping permanent watch, closely monitor flood development, consider regulating plans; give order on operation of hydroelectric reservoirs of Son La, Hoa Binh, Tuyen Quang and Thac Ba two hours prior to the time of action; In case the discharge of Hoa Binh Reservoir causes water level in Hoa Binh City to reach 24-meter level and the discharge of Tuyen Quang Reservoir causes water level in Tuyen Quang City reach 26-meter level, notification must be made six hours prior to the time of action.

2. Inspect and oversee operation of the hydroelectric reservoirs for flood combat as ordered, at the same time direct tasks of flood prevention and control, and handle situations that may adversely affect safety of dyke systems in lowlands.

3. Upon occurrence of flood with a repeated cycle of over 500 years on Red River network, or occurrence of serious incidents for dyke system in the area of Hanoi, make submission to the Prime Minister for decision and announcement of order for operation of the head work of Day River as regulated;

4. In case of abnormal incident, make the report to the Prime Minister for early handling measures;

Article 13. Responsibilities of the Minister of Industry and Trade  

1. Direct Vietnam Electricity and relevant hydroelectric companies to carry out the tasks to ensure safety of Son La, Hoa Binh, Tuyen Quang and Thac Ba reservoirs during flood seasons; Inspect and oversee Son La, Hoa Binh, Tuyen Quang and Thac Ba hydroelectric companies and Vietnam Electricity in executing the order of operation by Head of Central Steering Committee for Flood, Storm Prevention and Control;

2. Before emergency discharge of the reservoirs is carried out to ensure safety of the head work, the Minister of Industry and Trade must make the report to the Prime Minister and at the same time to Head of Central Steering Committee for Flood, Storm Prevention and Control for instructions on combating floods in lowlands.

Article 14. Responsibilities of the Minister of Natural Resources and Environment  

1. Direct tasks of forecasting, warning and providing hydrometeorological figures to Son La, Hoa Binh, Tuyen Quang and Thac Ba hydroelectric companies, Vietnam Electricity, the Ministry of Industry and Trade and the Central Steering Committee for Flood, Storm Prevention and Control as prescribed in this Process.

2. Direct Department of Water Resource Management and functional agencies to carry out investigation and inspection of the operation of the reservoirs as prescribed in this Process.

3. Make submission of the operation process of inter-reservoirs to the Prime Minister for adjustments;

Article 15. Responsibilities of the Minister of Agriculture and Rural Development  

1. Direct the implementation of tasks to ensure safety of dyke system;

2. Oversee and detect dangerous and pressing incidents of Red River – Thai Binh River network, then make early report to the Prime Minister and Head of Central Steering Committee for Flood, Storm Prevention and Control for handling;

Article 16. Responsibilities of directors of Son La, Hoa Binh, Tuyen Quang and Thac Ba hydroelectric companies

1. Directors of Son La, Hoa Binh, Tuyen Quang and Thac Ba hydroelectric companies shall be responsible for executing the order for operation given by Central Steering Committee for Flood, Storm Prevention and Control as prescribed in this Process.

2. In case of abnormal situations by which the order for operation can not be executed, directors of Son La, Hoa Binh, Tuyen Quang and Thac Ba hydroelectric companies must make immediate report to Head of Central Steering Committee for Flood, Storm Prevention and Control for guidance on handling and to the Minister of Industry and Trade, presidents of People’s committees of Son La, Hoa Binh, Yen Bai and Tuyen Quang provinces.

3. If the order for operation of Hoa Binh Reservoir’s discharge valves is given while water level at Hoa Binh Hydrographical Station is likely to exceed 24-meter level, director of Hoa Binh hydroelectric company must make the notice to People’s Committee and Head of the Steering Committee for Flood, Storm Prevention and Control of Hoa Binh Province

4. If the order for operation of Tuyen Quang Reservoir’s discharge valves is given while water level at Tuyen Quang Hydrographical Station is likely to exceed 26-meter level, director of Tuyen Quang hydroelectric company must make the notice to People’s Committee and Head of the Steering Committee for Flood, Storm Prevention and Control of Tuyen Quang Province.

5. If the order for operation of Son La Reservoir’s discharge valves is given, director of Son La hydroelectric company must make immediate notice to director of Hoa Binh hydroelectric company.

6. If the order for operation of Thac Ba Reservoir’s discharge valves is given,  director of Thac Ba hydroelectric company must make the notice to People’s Committee and Head of the Steering Committee for Flood, Storm Prevention and Control of Yen Bai Province.

Article 17. Responsibilities for safety of the works  

1. If the order for operation of the reservoirs of Son La, Hoa Binh, Tuyen Quang and Thac Ba goes against the provisions set out in this Process and results in loss of safety to the head work, dyke, irrigation, traffic and welfare systems in the lowlands, the person who gives the order shall be responsible to the law.

2. Any wrong execution of the order by hydroelectric companies that results in loss of safety to the head work, dyke, irrigation, traffic and welfare systems in the lowlands shall be held responsible to the law.

3. During the operation of the works, upon finding any risk of incident to the head work that requires immediate adjustment, directors of concerned hydroelectric companies shall be responsible for reporting such incident and proposing remedial plan to Head of the Central Steering Committee for Flood, Storm Prevention and Control for handling and at the same time to the Minister of Industry and Trade.

4. Upon finding incident of dyke system in the lowlands, People’s committee of the province where the incident occurs shall be responsible for making the report and proposing remedial plan to the Minister of Agriculture and Rural Development for handling and at the same time making the report to Head of the Central Steering Committee for Flood, Storm Prevention and Control for guidance on adjustments to the operation mode.

5. From May 15 to June 15 annually is a period of general inspection before flood season. Directors of Son La, Hoa Binh, Tuyen Quang and Thac Ba hydroelectric companies shall be responsible for organizing inspection of equipment, work items and carrying out repair work to ensure the operation as prescribed, and at the same time making the report to the Minister of Industry and Trade and Head of Central Steering Committee for Flood, Storm Prevention and Control for monitoring and giving instructions.

In case any incident to the works and facilities can not be fixed before June 15, directors of concerned hydroelectric companies shall make the report to the Minister of Industry and Trade for handling and at the same time to Head of Central Steering Committee for Flood, Storm Prevention and Control for monitoring and giving instructions.

Placement of responsibilities for loss of safety to the works as prescribed in Clauses 1, 2, 3, 4, and 5 of this Article shall be considered and decided by Government Inspectorate.

Article 18. Responsibilities of presidents of People’s committees and heads of Steering Committees for Flood, Storm Prevention and Control of provinces and cities

Upon receipt of the order for opening discharge valves of Son La, Hoa Binh, Tuyen Quang and Thac Ba reservoirs, presidents of People’s committees and heads of Steering Committees for Flood, Storm Prevention and Control of Son La, Hoa Binh, Tuyen Quang and Yen Bai provinces must take immediate measures to cope with every situation in order to minimize damage caused by opening and closing of discharge valves.

Article 19. Mode and method of communication and reporting of operation of works

1. Before Hoa Binh Reservoir discharges, water level of Da River in Hoa Binh City is expected to exceed 24-meter level, director of Hoa Binh hydroelectric company must make notice to president of People’s committee and head of Steering Committee for Flood, Storm Prevention and Control of Hoa Binh Province six hours in advance (up to the time flood level reaches 24-meter level) for evaluation of people and at the same time make the report to Head of Central Steering Committee for Flood, Storm Prevention and Control.

2. Before Tuyen Quang Reservoir discharges, water level in Tuyen Quang City is forecast to exceed 27-meter level, director of Tuyen Quang hydroelectric company must make notice to president of People’s committee and head of Steering Committee for Flood, Storm Prevention and Control of Hoa Binh Province six hours in advance (up to the time flood level reaches 27-meter level) for evaluation of people and at the same time make the report to Head of Central Steering Committee for Flood, Storm Prevention and Control.

3. Announcement of the order for operation of discharge valves of Son La, Hoa Binh, Tuyen Quang and Thac Ba hydroelectric plants to the Steering Committees for Flood, Storm Prevention and Control of provinces and cities which are under effects of the operation of discharge valves shall be carried out by Central Steering Committee for Flood, Storm Prevention and Control.

4. Any order, instruction, proposal and exchange concerning management and control of floods must be made in writing.

The order for operation of the works (including the original) shall be sent by fax to Son La, Hoa Binh, Tuyen Quang and Thac Ba hydroelectric companies and relevant agencies for filing and checking.

Article 20. Responsibilities for providing information and figures

To serve the calculation and choice of appropriate plans for operation of the reservoirs, the following tasks must be done:

1. National Center for Hydrometeorological Forecasting, National Hydrometeorological Service, the Ministry of Natural Resources and Environment shall provide the following figures to Central Steering Committee for Flood, Storm Prevention and Control, The Ministry of Industry and Trade, Vietnam Electricity and Son La, Hoa Binh, Tuyen Quang and Thac Ba hydroelectric companies:

a) Actual hydro-meteorological value: rainfall, water level of Red River, Thai Binh River, Hoang Long River and Day River in the past 24 hours;

b) Forecast hydrometeorological value:

- Figures of water level in advance of six hours, 12 hours, 18 hours, 24 hours, 36 hours and 48 hours from stations Yen Bai, Tuyen Quang, Hoa Binh, Phu Tho, Vu Quang, Son Tay, Ha Noi, Dap Cau, Phu Lang Thuong, Luc Nam, Pha Lai; in advance of six hours, 12 hours, 18 hours, and 24 hours from stations Bao Yen and Lai Chau;

- Forecasts for water level and flow of water to Son La Reservoir within the next six hours, 12 hours, 18 hours and 24 hours;

- Forecasts for water level and flow of water to Hoa Binh Reservoir within the next six hours, 12 hours, 18 hours, 24 hours and 48 hours;

- Forecasts for water level and flow of water to Tuyen Quang and Thac Ba reservoirs within the next six hours, 12 hours, 18 hours and 24 hours;

c) Reports on weather development in the past 24 hours and new developments in the next 24 hours, 48 hours before 15:00 everyday;

d) Judgements on trends of medium currents in advance from five to 10 days;

- Currents to the reservoirs of Son La, Hoa Binh, Tuyen Quang and Thac Ba;

- Water level, flow of water at Lai Chau station on Da River; Ham Yen and Tuyen Quang stations on Lo River; Bao Yen station on Chay River; Yen Bai and Phu Tho stations on Thao River; Son Tay and Ha Noi stations on Red River;

- Judgements on possible giant floods with a repeated cycle over 100 years in Son Tay;

dd) Bulletins on forecasts and judgements on the trends must be provided once a day when water level in Hanoi is below 10.5 meters, twice a day when water level in Hanoi from 10.5 meters and over;

e) General estimate Q = f (H) from Ta Bu, Yen Bai, Tuyen Quang, Vu Quang, Hoa Binh, Son Tay and Ha Noi stations;

The provision of aforesaid information must be done in the following ways:

- By fax;

- By news communication;

- By Internet;

- By phone;

2. Responsibilities of Son La, Hoa Binh, Tuyen Quang and Thac Ba hydroelectric companies:

a) Report figures measured during flood combat tasks to Central Steering Committees for Flood, Storm Prevention and Control, Steering Committees for Flood, Storm Prevention and Control of Son La, Hoa Binh, Yen Bai and Tuyen Quang provinces, the Ministry of Industry and Trade and National Center for Hydrometeorological Forecasting;

- Water level at upper and lower courses of the reservoirs;

- Flow of water to the reservoirs, flow of discharge and flow of water through turbines;

- Expected rise of water level of the reservoirs based on flow of water to the reservoirs;

b) Report working conditions of the works once a day at every 7:00 am throughout the flood season to Central Steering Committee for Flood, Storm Prevention and Control, Steering Committees for Flood, Storm Prevention and Control of Son La, Hoa Binh, Yen Bai and Tuyen Quang provinces, the Ministry of Industry and Trade;
