DECISION

PROMULGATION OF THE PLAN FOR RESPONSE TO THE NOVEL CORONAVIRUS PNEUMONIA

THE MINISTER OF HEALTH

The Prime Minister’s Directive No. 05/CT-TTg dated 28/01/2020 on infection prevention and fight against the novel coronavirus (nCoV) pneumonia.

Pursuant to the Government's Decree No. 75/2017/ND-CP dated June 20, 2017 on functions, tasks, entitlements and organizational structure of the Ministry of Health;

At the request of Director of General Department of Preventive Medicine - the Ministry of Health,

DECIDES:

Article 1. The “Plan for Response to the Novel Coronavirus Pneumonia (nCoV) at various levels” is promulgated together with this Decision.

Article 2. This Decision comes into force from the day on which it is signed.

Article 3. Chief of the Ministry Office; the Ministerial Chief Inspector, Directors of Departments of the Ministry of Health; Directors of Epidemiology Institutes, Pasteur Institutes; Directors of health facilities affiliated to the Ministry of Health; Directors of Departments of Health; heads of health agencies of other Ministries; heads of units are responsible for the implementation of this Decision./.

PLAN

FOR RESPONSE TO DIFFERENT LEVELS OF NOVEL CORONAVIRUS PNEUMONIA (NCOV)
(Attached to Decision No. 237/QD-BYT dated January 31, 2020 of Minister of Health)

I. SITUATION

1. The world

- According to information from Vietnam’s epidemic surveillance system, on 31/01/2020, there are 9.692 confirmed cases of nCoV infection in China, including 213 deaths.

- There are 115 reported cases in 21 countries and territories outside of the Mainland China: Thailand (14 cases), Australia (9 cases), Singapore (10 cases), USA (6 cases), Japan (11 cases), Malaysia (8 cases), Korea (4 cases), France (5 cases), Vietnam (5 cases), Cambodia (1 case), Canada (3 cases), Germany (4 cases), Nepal (1 case), Sri Lanka (1 case), United Arab Emirates (4 cases), Finland (1 case), Hong Kong (10 cases), Macau (7 cases), Taiwan (9 cases), India (1 case), Philippines (1 case).

- World Health Organization (WHO) declared an emergency on the nCoV

2. In Vietnam

On 31/01/2020, there have been 05 confirmed cases (02 Chinese citizens, 03 Vietnamese citizens) and a few suspected cases, which have been put in isolation pending test results.

3. Evaluations and forecasts

Based on the developments and epidemiological characteristics of the disease and assessment by Vietnam Public Health Emergency Operations Center, an outbreak of nCoV is possible because of the following reasons:

- The disease can be carried into Vietnam by tourists and Vietnamese guest workers who return from affected areas. There was an increased traffic between areas and countries during the 2020’s Lunar New Year period.

- The current damp cold weather is advantageous to development of the pathogens.

- There have been no vaccines or medicines for this disease. Current preventive measures include sanitation, avoid contact with patients and prevent infection in the community.

II. OBJECTIVES

Early detection and containment of nCoV infections to avoid spreading; minimize infections and deaths.

III. LEVELS OF OUTBREAK

1. Level 1: Infection detected

2. Level 2: Secondary transmission in the country

3. Level 3: Over 20 confirmed cases in the country

4. Level 4: Widespread epidemic with over 1.000 confirmed cases

IV. PRIMARY ACTIVITIES

1. Level 1: Infection detected

a) Guidance and inspection

- Enhance communications of information about epidemic management, supervision, discovery and management of hotspots in specific areas and units.

- Establish the National Steering Committee for Epidemic management (hereinafter referred to as “the Steering Committee"). A Deputy Prime Minister shall be the chief, senior officials of Ministries and authorities shall be members.

- Establish the Public Health Emergency Operations Center (PHEOC) in Vietnam at the Ministry of Health and PHEOC offices at Epidemiology Institutes and Pasteur Institutes. Closely monitor and assess the developments of the epidemic, assist the Steering Committee in giving guidance on epidemic management activities.

- Frequently update the Prime Minister on the epidemic situation and implement the Prime Minister’s directives.

- Implement regulations on spokespersons for epidemic situation.

- Establish commissions to carry out inspections and provide instructions in areas with major border checkpoints to affected areas and in susceptible provinces.

- The People’s Committees of provinces shall directly provide guidance on epidemic management when infection is detected in their provinces.

- Epidemiology Institutes, Pasteur Institutes and central hospitals shall provide technical assistance for provincial health facilities.

b) Monitoring and prevention

- Enhance monitoring of acute pneumonias with relevant epidemiological factors; enhance monitoring and testing to detect infection early and contain the hotspot as soon as the first case is confirmed.

- Daily monitor the health of people who have close contact with the patient or a person who has coughs or hard-breathing after returning from an affected area for 14 days from the last day of contact; instruct them to self-monitor their health and inform the health authority if any sign of infection is found. Local health authorities shall daily update themselves on health status of the people who have close contact with nCoV patients by calling them or meeting them in person. Immediately isolate people with suspected or confirmed infection and collect samples.

- Keep closely monitoring travelers at border checkpoints; screening people to detect suspected cases at border checkpoints by using thermal cameras Make health declaration mandatory at international border checkpoints to inbound travelers from affected areas.

- Local Epidemiology Institutes, Pasteur Institutes, disease control center shall establish rapid response teams in accordance with Decision No. 5894/QD-BYT dated 19/12/2019 of the Ministry of Health, which gives instructions on establishment and operation of rapid response teams to assist local authorities in epidemic control.

- Enhance event-based monitoring at health facilities and in the community; organize investigations to detect and contain hotspots to prevent outbreak in the community.

- Enhance monitoring and collect samples from acute or serious pneumonia patients at hospitals to identify pathogens.

- Organize weekly evaluation of risks and propose appropriate solutions.

- Organize 24/24 watch for epidemic management at health units; establish rapid response teams to assist local authorities in hotspot management.

- Frequently update information, carry out evaluation and update medical documents during monitoring, diagnosis, hotspot management in order to promptly make adjustments to instructions according to characteristics of the epidemic.

- Epidemiology Institutes and Pasteur Institutes shall provide training on monitoring, prevention and control of nCoV for provincial health facilities. Provincial authorities shall provide training for health facilities in their provinces.

- Run researches into the pathogen, transmission routes, clinical description, treatment, vaccine and transmission risk factors. Monitor and evaluate the drug resistance of the pathogens.

- Keep closely cooperating with WHO, IHR and other international organizations (WHO, TAO, USCDC ...) in sharing information, epidemiological consulting, monitoring, methods for detection, diagnosis, hotspot and epidemic management, treatment, isolation and prevention of the epidemic.

c) Treatment

- Establish 24/24 teams for emergency treatment and hospitalization at each level to minimize referral.

- Each health facility shall have an isolated area to provide treatment for patients. The isolated area shall be divided into 03 units for patients with suspected nCoV infection, patients with confirmed nCoV infection, and treated patients pending discharge.

- Isolate, treat, manage patients, ensure safety for health workers, their families and communities as per regulations.

- Strictly control infection and prevent cross-infection at health facilities as per regulations. Provide personal protective equipment for health workers to directly participate in epidemiological inspection, collect specimens, transport specimens, carry out test, provide treatment or care for patients, and relevant persons in other to protect health workers from infection.

- Collect specimens from patients with suspected, severe cases and patients suspected to die of acute pneumonia; send the specimens to local Epidemiology Institutes and Pasteur Institutes for testing.

- Frequently update information, carry out evaluation of diagnosis and treatment, prepare death reports in case of deaths, update the treatment regimen, isolate and treat patients, and prevent transmission.

- Plan expansion of treatment facilities; mobilize hospital resources; adjust the hospitalization and treatment plan to prepare for outbreak. Compile a list of treatment facilities to be used for isolation, hospitalization and treatment of patients with suspected and confirmed nCoV infection.

- Tertiary hospitals shall provide training in nCoV treatment for provincial hospitals. Provincial authorities shall provide training for health facilities in their provinces.

- Report confirmed cases and deaths in accordance with Circular No. 54/2015/TT-BYT.

d) Communications

- Update the epidemic situation and recommendations on moh.gov.vn, suckhoedoisong.vn/Virus-nCoV-cap-nhat-moi-nhat-lien-tuc-n168210.html, vncdc.gov.vn (General Department of Preventive Medicine); provide information for press agencies and the public.

- Operate the hotline of the Ministry of Health (19003228) and hotlines of Departments of Health to receive and provide information about the epidemic, and how to prevent and fight the epidemic.

- Disseminate information through the media and domestic press agencies; provide information for international organizations to avoid affecting the economy, social activities, international exchange, tourism or causing social panic.

- Hold periodic and irregular press conferences to provide information and guidelines for provision for accurate and timely information about the epidemic, measures for epidemic management; hold talks and online discussion; produce newspaper reports and invite the press to participate in epidemic management.

- Create messages and documents about epidemic management that are suitable for susceptible people; publish them on mass media and social networks.

- Enhance epidemic management communication at border checkpoints: instruct inbound travelers from affected areas to self-monitor their health for 14 days; provide phone numbers to call in case of a fever in the 14-day period; Put up instructions on infection prevention in treatment facilities and communities.

- Recommend against public gathering, contact with nCoV patients; provide instructions on how to use personal protective equipment.

- Maintain operation of the hotlines of the Ministry of Health, institutes, Departments of Health, defensive medicine units and hospitals of affected provinces.

- Enhance interaction with the people through social network and online discussion to spread messages about epidemic management.

- Cooperate in taking actions against false rumors about the disease that are meant to cause public panic.

dd) Logistics

- On the basis of epidemic forecasts, prepare funding, supplies and vehicles to respond in case of outbreak.

- Provide adequate funding for emergency treatment, hospitalization and treatment of patients. Provide benefits for officials responsible for investigation of hotspots, epidemic management, hospitalization, treatment of patients.

- Review the existing drugs, supplies and funding for epidemic management; plan increase of their supply in case the epidemic spreads or lasts longer than expected.

- Prepare a plan for receiving drugs, supplies, chemicals and equipment provided by international organizations, regional countries and other countries.

- Apply reduction or exemption of charges for patients who have to be treated or isolated in case of an outbreak.

e) International cooperation

- Closely cooperate with coordinating units in implementation of International Health Regulations (IHR) in order to obtain and share info about the epidemic.

- Keep closely cooperating with WHO, IHR and other international organizations (WHO, FAO, USCDC ...) in sharing information, epidemiological consulting, monitoring, methods for detection, diagnosis, hotspot and epidemic management, treatment, isolation and prevention of the epidemic, and provide domestic resources for epidemic management.

2. Level 2: Secondary transmission in the country

a) Guidance and inspection

- Establish the Public Health Emergency Operations Center (PHEOC) in Vietnam at the Ministry of Health and PHEOC offices at Epidemiology Institutes and Pasteur Institutes. Carry out daily meetings of the EOC network; daily update information and assess the situation, assist the Steering Committee in giving guidance on epidemic management activities.

- Enhance communications of information about epidemic management, supervision, discovery and management of hotspots in specific areas and units.

- Frequently update the Government on developments of the epidemic and implement the Government’s instructions.

- Frequently hold meetings of the Steering Committee.

- Hold meetings of PHEOC daily or whenever requested.

- Implement regulations on spokespersons for epidemic situation.

- Establish commissions to carry out inspections and provide instructions for and evaluate epidemic management by local authorities.

b) Monitoring and prevention

- Enhance monitoring of acute pneumonias with relevant epidemiological factors; enhance monitoring and testing to detect infection early and contain the hot spot as soon as the first case is confirmed.

- Daily monitor the health of people who have close contact with a nCoV patient or a person who has coughs or hard-breathing after returning from an affected area for 14 days from the last day of contact; instruct them to self-monitor their health and inform the health authority if any sign of infection is found. Local health authorities shall daily update themselves on health status of the people who have close contact with nCoV patients by calling them or meeting them in person. Immediately isolate people with suspected or confirmed infection and collect samples.

- Keep closely monitoring travelers at border checkpoints; screening people to detect suspected cases at border checkpoints by using thermal cameras Make health declaration mandatory at international border checkpoints to inbound travelers from affected areas.

- Enhance event-based monitoring at health facilities and in the community; organize investigations to detect and contain hotspots in the community.

- Enhance monitoring and collect specimens from acute or serious pneumonia patients at hospitals; send the specimens to local Epidemiology Institutes and Pasteur Institutes for testing.

- Organize weekly evaluation of risks and propose appropriate solutions.

- Organize 24/24 watch for epidemic management at health units.

- Frequently update instructions on epidemic management from WHO and latest information about the disease; carry out evaluation and update medical documents during monitoring, diagnosis, hotspot management.

- Run researches into the pathogen, transmission routes, clinical description, treatment, vaccine and transmission risk factors. Monitor and evaluate the drug resistance of the pathogens.

- Keep closely cooperating with WHO, IHR and other international organizations (WHO, FAO, USCDC ...) in sharing information, epidemiological consulting, monitoring, methods for detection, diagnosis, hotspot and epidemic management, treatment, isolation and prevention of the epidemic.

c) Treatment

- Establish 24/24 teams for emergency treatment and hospitalization at each level to minimize referral.

- Each health facility shall have an isolated area to provide treatment for patients. The isolated area shall be divided into 03 sub-areas for patients with suspected nCoV infection, patients with confirmed nCoV infection, and treated patients pending discharge.

- Isolate, treat, manage patients, ensure safety for health workers, their families and communities as per regulations.

- Classify patients as soon as they apply for treatment at health facilities: Provide separate rooms to examine patients having symptoms of acute pneumonia such as cough, fever, etc.; pay attention to epidemiological factors of patients living in China or coming from China within the last 14 days.

- Maintain constant operation of the emergency department; be prepared admission, treatment and management of cases suitable for their levels: Patients with suspected nCoV infection shall be admitted and isolated in the infectious disease department of the provincial hospital; Patients with serious symptoms or confirmed nCoV infection shall be transferred to tertiary hospitals as follows:

+ For patients in Ha Tinh northwards: National Hospital for Tropical Diseases (Kim Chung branch). In case National Hospital for Tropical Diseases is full, patients shall be transferred to Bach Mai Hospital and National Hospital of Pediatrics.

+ For patients in the central region and Tay Nguyen (from Quang Binh to Phu Yen): Hue Central Hospital.

+ For patients from Khanh Hoa southwards: HCMC Hospital for Tropical Diseases. In case HCMC Hospital for Tropical Diseases is full, patients shall be transferred to Cho Ray Hospital, Pediatrics Hospital 1, Pediatrics Hospital 2, Ho Chi Minh City Pediatrics Hospital.

- Strictly control infection and prevent cross-infection at health facilities as per regulations. Provide personal protective equipment for health workers to directly participate in epidemiological inspection, collect specimens, transport specimens, carry out test, provide treatment or care for patients, and relevant persons in other to protect health workers from infection.

- Collect specimens from patients with suspected, severe cases and patients suspected to die of acute pneumonia; send the specimens to local Epidemiology Institutes and Pasteur Institutes for testing.

- Frequently update information, carry out evaluation of diagnosis and treatment, death examination in case of deaths, update the treatment regimen, isolate and treat patients, and prevent transmission.

- Organize 24/24 watch and online medical consultation between central hospitals and local hospitals.

- Establish and maintain operation of mobile emergency teams in central hospitals and local hospitals.

- Hospitals and health facilities having confirmed cases shall plan expansion of the treatment facility; mobilize hospital resources; adjust the admission and treatment plan to prepare for outbreak.

- Promptly report confirmed cases and deaths at health facilities as per regulations.

d) Communications

- Frequently update the epidemic situation and recommendations on moh.gov.vn, suckhoedoisong.vn/Virus-nCoV-cap-nhat-moi-nhat-lien-tuc-n168210.html, vncdc.gov.vn; provide information for press agencies and the public.

- Maintain operation of the hotline of the Ministry of Health (19003228) and hotlines of Departments of Health to receive and provide information about the epidemic, and how to prevent and fight the epidemic.

- Disseminate information through the media, central and local press agencies; avoid causing social panic.

- Hold frequent press conferences to provide information and guidelines for provision for accurate and timely information about the epidemic, measures for epidemic management; hold talks and online discussion; produce newspaper reports and invite the press to participate in epidemic management.

- Update messages and documents about epidemic management according to the epidemic situation; publish them on mass media and social networks.

- Put up instructions on infection prevention at border checkpoints, treatment facilities and communities.

- Enhance interaction with the people through social network and online discussion to spread messages about epidemic management. Directly provide information for people in their communities.

- Cooperate in taking actions against false rumors about the disease that are meant to cause public panic.

dd) Logistics

- Provide additional funding, supplies and vehicles; promptly implement measures for epidemic management in case of outbreak.

- Ensure adequate funding for emergency treatment and hospitalization of patients; provide benefits for officials responsible for investigation of hotspots, epidemic management, hospitalization, treatment of patients.

- Increase supply of drugs, medical supplies and equipment serving epidemic management in case the epidemic spreads or lasts longer than expected.

- Implement the plan for receiving drugs, supplies, chemicals and equipment provided by international organizations, regional countries and other countries.

- Examine capacity of suppliers and manufacturers of equipment, medicals and supplies for epidemic management to prepare for sudden increase in demand in case of outbreak.

- Build additional epidemic management facilities and treatment facilities at all levels.

- Keep applying reduction or exemption of charges for patients who have to be treated or isolated in case of an outbreak.

e) International cooperation

- International cooperation agencies of the Ministry of Health and other ministries shall update information about the epidemic situation and share the information with agencies that are technically capable of response.

- Closely cooperate with coordinating units in implementation of International Health Regulations (IHR) in order to obtain and share info about the epidemic.

- Keep closely cooperating with WHO, IHR and other international organizations (FAO, USCDC ...) in sharing information, epidemiological consulting, monitoring, methods for detection, diagnosis, hotspot and epidemic management, treatment, isolation and prevention of the epidemic, and provide domestic resources for epidemic management.

- Cooperate with and other international organizations in requesting provision of test kits.

3. Level 3: Over 20 confirmed cases

a) Guidance and inspection

- Maintain 24/24 operation of Vietnam’s PHEOC at the Ministry of Health and PHEOC offices at Epidemiology Institutes and Pasteur Institutes.

- Daily report the epidemic situation and consult with to the Secretariat, the Prime Minister, Central Communist Party Office and the Government Office about epidemic management measures to receive timely instructions.

- Advise the Prime Minister requesting ministries and local governments to mobilize resources to implement epidemic management measures.

- The People’s Committees of provinces and The Steering Committee for Epidemic management at all levels shall mobilize resources for epidemic management in their areas.

- Develop plans for epidemic prevention and treatment suitable for capability of each areas. In case of incapability, the People’s Committee of the province shall inform the Steering Committing for timely assistance.

- Issue instructional documents for operation of local health authorities.

- Call for assistance in epidemic management from other countries and international organizations

- Establish commissions to carry out inspections and provide instructions for and evaluate epidemic management by local authorities.

- Control entry and exit; facilitate entry of foreign experts who come to assist Vietnam in research or epidemic investigation, and international epidemic control teams that will assist in epidemic response in Vietnam.

- Frequently evaluate the effectiveness of the response measures and made adjustments accordingly.

b) Monitoring and prevention

- Implement appropriate measures to contain and eliminate new hotspots. Monitor confirmed cases; investigate and closely monitor people who have contact with nCoV patients.

- Enhance monitoring of nCoV clusters with relevant epidemiological factors at health facilities and communities.

- Enhance event-based monitoring of severe viral pneumonia; investigate and contain hotspots in the community.

- Maintain monitoring at border checkpoints to minimize entry and exit of infected people. Carry out quarantine as per regulations and international practice.

- Frequently carry out risk assessment to implement appropriate response measures.

- Maintain 24/24 watch at every central and local health unit. Mobilize large quantities of health workers and medical students to participate in epidemic response.

- Consider expanding testing laboratories at Epidemiology Institutes, Pasteur Institutes, central hospitals and certain provincial disease control centers that are capable for nCoV testing.

- Enhance monitoring and testing to identify the transmission, transformation and spread of the disease.

- Frequently update information, carry out evaluation and update medical documents during monitoring,  hotspot management in order to promptly make adjustments to instructions according to characteristics of the epidemic.

- Keep closely cooperating with international organizations (WHO, FAO, USCDC ...) in sharing information, hotspot management, treatment, isolation and infection prevention.

c) Treatment

Provide the same emergency care, hospitalization and treatment for patients as those in level 2, and:

- Provide treatment for patients at satellite hospitals to reduce burden on tertiary hospitals

- Admit, provide treatment, manage cases and monitor isolation at local level (in infectious disease departments of provincial general hospitals); only refer severe cases to tertiary hospitals.

- If infection only occurs in some areas, consider establishing dedicated nCoV treatment facilities in those areas.

- Strictly control infection and prevent cross-infection at health facilities as per regulations. Provide personal protective equipment for health workers to directly participate in epidemiological inspection, collect specimens, transport specimens, carry out test, provide treatment or care for patients, and relevant persons in other to protect health workers from infection.

- Hospitals shall implement the plan for expansion of hospitalization and treatment; be prepared for establishment of field hospitals where necessary.

- Establish on-the-spot isolation areas in schools, factories, office buildings, military camps, etc. with confirmed cases.

- Mobilize human resources and material resources (supplies, drugs, equipment, etc.) to provide for treating units. Provide technical assistance; mobilize human resources to areas where the situation is serious.

d) Communications

- Maintain constant operation of the hotline of the Ministry of Health (19003228) and hotlines of Departments of Health to receive and provide information about the epidemic, and how to prevent and fight the epidemic.

- Frequently update the epidemic situation and recommendations on moh.gov.vn, suckhoedoisong.vn/Virus-nCoV-cap-nhat-moi-nhat-lien-tuc-n168210.html, vncdc.gov.vn.

- Hold daily press conferences to provide information and guidelines for provision for accurate and timely information about the epidemic, measures for epidemic management.

- Disseminate information through the media, central and local press agencies, mobile network operators; avoid causing social panic.

- Hold talks and online discussion; produce newspaper reports and invite the press to participate in epidemic management.

- Update messages and recommendations about epidemic management according to the situation; publish them on mass media and social networks.

- Put up instructions on infection prevention at border checkpoints, treatment facilities and communities. Directly provide instructions for people in affected areas on how to prevent and fight the epidemic. Recommend people who have contact with nCoV patients to isolate themselves at home for 14 days and monitor their own temperature, and go to health facilities for examination and treatment in case of suspected infection.

- Frequently interact with the people through social network and online discussion to spread messages about epidemic management. Directly provide information for people in their communities.

- Keep monitoring and taking actions against false rumors about the disease that are meant to cause public panic.

d) Logistics

- Provide funding for epidemic management units; keep funding for prevention and control of the possibly prolonged epidemic. On the basis of epidemic forecasts, keep providing funding, supplies and vehicles, and implement epidemic management measures.

- Provide benefits for officials responsible for investigation of hotspots, epidemic prevention and control, hospitalization, treatment of patients.

- Resort to national reserves where necessary or where the epidemic advances to level 4. Promptly provide drugs, chemicals, supplies and protective clothing serving epidemic management for local authorities.

- Consolidate the demand for funding, supplies, chemicals and vehicles from units affiliated to the Ministry of Health and provinces; propose to the Government additional provision of machinery, drugs, supplies and chemicals from the national reserves to serve epidemic management.

- Implement the plans for mobilization of human resources and material resources (supplies, drugs, equipment, etc.) to provide for field hospitals; mobilize backup resources to serve epidemic management. Mobilize vehicles to transport and provide emergency cares for nCoV patients; hospitalize, isolate and treat them.

- Review the categories and quantities of essential drugs, biological, chemicals and medical device for maintenance of essential medical services at various levels.

- Provide additional funding for communication of information about epidemic management; adjust messages and documents; publish urgent information on mass media, social networks and in communities; operate hotlines and manage rumors.

- Receive assistance in the forms of drugs, protective equipment, supplies and chemicals serving epidemic management from international organizations.

- Enhance cooperate with international organizations to receive technical assistance and resources serving epidemic management.

- Keep applying reduction or exemption of charges for nCoV patients who have to be treated and isolated.

e) International cooperation

- International cooperation agencies of the Ministry of Health and other ministries shall update information about the epidemic situation and share the information with agencies that are technically capable of response.

- Closely cooperate with coordinating units in implementation of International Health Regulations (IHR) in order to obtain and share info about the epidemic.

- Closely cooperate with WHO, USCDC and other international organizations in sharing information about the epidemic situation and provide resources for testing and epidemic management.

4. Level 4: Widespread epidemic with over 1.000 confirmed cases

a) Management

- The Steering Committee shall hold frequent meetings and evaluate the epidemic situation, declare the highest level of warning.

- The Ministry of Health shall maintain 24/24 operation of PHEOC.

- Daily report the epidemic situation and consult with the Secretariat, the Government and the Prime Minister; consult with ministries, the People’s Committees of provinces about implementation of urgent measures for epidemic management.

- The Steering Committee, according to the daily situation reports, shall coordinate operation of units at all level.

- The People’s Committees of provinces shall instruct local units and organizations to follow instructions of the Government, the Ministry of Health and relevant ministries; implement measures for energized parts; maintain provision of essential services and ensure public order in their provinces.

- Keep evaluating capability as the basis for development epidemic management and treatment plans. In case of incapability, the People’s Committee of the province shall notify the National Steering Committee to receive assistance.

- Mobilize all resources in society to participate in epidemic response.

- Mobilize and coordinate resources for investigation, monitoring, testing and epidemic control.

- Call for assistance in epidemic management from other countries and international organizations

- Facilitate entry of foreign experts who come to assist Vietnam in research or epidemic investigation, and international epidemic control teams that will assist in epidemic response in Vietnam.

- Evaluate the effectiveness of the response measures and made adjustments accordingly.

- Carry out instructions and coordinate epidemic response activities.

*In case a state of emergency is declared:

In addition to the abovementioned tasks, emergency epidemic management measures shall be implemented in accordance with the Ordinance on state of emergency and applicable guidelines.

- When the epidemic starts to spread widely and thus threatens life and socio-economic stability, the Ministry of Health shall consult with the Prime Minister on declaration of a state of emergency in accordance with the Law on Infection Prevention and Control of Contagious Disease and the Ordinance on State of Emergency dated 23/3/2000 promulgated by the National Assembly of Socialist Republic of Vietnam.

- When a state of emergency is declared by Standing Committee of the National Assembly or the President, the Ministry of Health shall cooperate with the Government Office in proposing to the Prime Minister establishment of the Emergency Management Committee.

b) Monitoring, risk assessment, epidemic management

- Enhance monitoring of epidemic situation. Collect specimens form 3-5 acute pneumonia patients in new hotspots to determine the status of these hotspots.

- Implement appropriate measures to contain and eliminate new hotspots. Monitor confirmed cases; investigate and closely monitor people who have contact with nCoV patients; isolated people with confirmed or suspected nCoV infection in the hotspots.

- Maintain 24/24 watch at every central and local health unit. Mobilize large quantities of health workers, medical students and the armed forces to participate in epidemic response.

- Daily carry out risk assessment to implement appropriate response measures.

- Maintain monitoring at border checkpoints to minimize entry and exit of infected people. Consider stop requiring health declaration upon entry at border checkpoints.

- Improve sharing of information between monitoring systems of WHO, regions, countries and authorities. Share pathology specimens with relevant units.

- Receive and use biologicals for testing and diagnosis from international organizations and foreign countries.

- Board of specialized consultants shall inspect and update response instructions, treatment regimen, develop and issue necessary specialized instructions to prevent disease spread.

- Cooperate with international organizations (WHO, FAO, USCDC, etc.) in sharing appropriate information on the disease, methods of disposing hotspots, treating patients, quarantining and preventing disease.

- Ensure timely information update for World Health Organization.

* Upon declaring state of emergency:

Apart from deploying activities above, other emergency epidemic management measures must be adopted.

- Ac as consultants to mobilize police, national defense forces and other forces to participate in epidemic management and ensure security and safety in zones declared to be in state of emergency.

- Request competent authorities to close education institutions, cinemas and put a restriction on all crowded activities, including those of regulatory agencies.

- Request to close all markets putting wild animals on sale and public FnB premises where pathogens are detected.

- Organize adoption of measures to prevent disease spread, consider closing, inspecting and utilizing medical treatment with respect to humans and vehicles going into and out of areas plagued with disease in provinces declared to be in state of emergency:

+ Prohibit transportation of commodities, items, animals, plants, food and beverage that can transmit disease out of infected areas.

+ Prohibit entry of unauthorized persons and vehicles to areas where humans and animals are sick or deceased due to disease.

+ Prohibit transportation of infected individuals out of infected areas without approval of competent authorities.

+ Prohibit entry and exit of unauthorized persons and vehicles from infected areas; if said entry and exit are necessary, quarantine and perform obligatory medical treatment, permit only vehicles issued with medical quarantine certificates to exit infected areas.

+ Establish watchtower, interdisciplinary quarantine stations or assign emergency epidemic management teams at pivotal traffic sections that lead into or out of infected areas to examine, supervise and conduct medical disposal with respect to entering or exiting persons and individuals.

+ Organize patrol and control along boundary of areas placed in state of emergency, promptly prevent illegal entry into and exit out of infected areas and actively prevent and counter disease that potentially spreads.

+ Adopt preventive measures with respect to persons entering infected areas according to instructions of medical agencies.

+ Carry out compulsory quarantine with respect to commodities, items, animals, plants, food and beverage coming in or out of infected areas.

+ Adopt following compulsory anti-disease measures: spraying sterilization chemicals; isolating and avoiding making contact with sources of pathogens; adopting personal hygiene measures, compulsorily wearing facemasks upon entering public places, regularly washing hands with soap or regular bactericides, keeping the environment clean.

- Organize adopt emergency anti-disease measures in areas placed in state of emergency:

+ Conduct overall cleansing, sterilizing and purifying hotspots;

+ Isolate and treat infected individuals thoroughly, carry out strict post-treatment supervision to prevent relapse;

+ Promptly dispose commodities and items carrying pathogens;

+ Perform medical disposal and bury the deceased and animal carcasses as per the law;

+ Restrict entry, exit, import and export with respect to individuals, baggage and goods as regulated by the Government.

c) Treatment

- Gather vehicles, medicine, medical equipment, patient beds, medical examination and treatment rooms and assign specialized medical staff to be on standby 24/24 to be ready to perform emergency response and provide free medical examination and treatment for persons that are infected and potentially be infected;

- Maintain continuous operation of central, provincial and district hospitals to maintain continuity of necessary medical services including services provided for persons susceptible to diseases namely children, pregnant women, old people and people with chronic diseases.

- Stringently control bacterial contamination, prevent cross-contamination at medical examination and treatment establishments as per the law. Fully adopt personal protection measures to prevent transmission to medical staff directly participating in pathogenic investigation, specimen collection, transmission and examination, medical examination, treatment and patient care.

- Expand medical units accepting patients, classifying patients receiving treatment at all levels, refrain from transporting patients to higher tier hospitals to avoid overload.

- Establish field hospitals when the disease spread causes the community and some public places (education institutions, factories, manufacturing facilities, etc.) to close down and other hospitals are overloaded, incapable of accepting and providing treatment for patients.

- Cooperate with Ministry of National Defense in establishing field hospitals for infected diseases to accept and treat patients in areas crowded with patients to avoid Hospital overcrowding.

- Provide specialized technical support and allocate personnel for areas where the disease turns complicated:

+ Central Hospital for Tropical Diseases, Bach Mai Hospital and Central Pediatrics Hospital shall assist hospitals in northern region up to Ha Tinh Province.

+ Hue Central Hospital shall assist hospitals in middle region and central highlands (from Quang Binh Province to Phu Yen Province).

+ Ho Chi Minh City Hospital for Tropical Diseases, Cho Ray Hospital, Children’s Hospital No. 1, Children’s Hospital No. 2 and Ho Chi Minh Children’s Hospital shall assist hospitals in southern region starting from Khanh Hoa Province.

- Learn from experience in treatment, update instruction and regimen of infection diagnosis, treatment and fight.

- Expand morgues to accept deceased patients. Adopt measures to arrange funerals in case casualties rise in number rapidly.

* Upon declaring state of emergency:

Apart from deploying activities above, isolation and treatment must be adopted in case of emergency epidemic management.

- Act as consultant to mobilize treatment units of police, national defense, ministries and private facilities to participate in isolation, treatment, provision of emergency response and care for infected persons and potentially infected persons.

- Establish large-scale field hospitals following rules of on the spot.    

- Establish mobile emergency response teams equipped with medical equipment, medicines and means to detect, provide emergency treatment for infected persons and be ready to transport infected persons to the nearest anti-disease stations;

d) Publicizing

- Establish a 24/24 hotline of Ministry of Health (19003228) and hotlines established by Departments of Health of provinces and cities to accept and provide information on disease and preventive measures.

- Regularly update on the disease and recommendations on prevention on website of Ministry of Health (moh.gov.vn), the “Sức khỏe và Đời sống” newspaper https://suckhoedoisong.vn/Virus-nCoV-cap-nhat-moi-nhat-lien-tuc-n168210.html, website of General Department of Preventive Medicine: vncdc.gov.vn. Organize press conference on a daily basis to provide information and orientation on timely and accurate broadcasts of news on the disease and preventive measures.

- Thoroughly deploy communication measures to raise awareness of the people, fend off confusion and adopt preventive measures effectively.

+ Recommend not to form a crowd or make contact with infected persons.

+ Publicize thoroughly on media, central and local press agencies, mobile service providers and social network.

+ Interact with people on a regular basis via social network, online discussion to promptly transmit messages on epidemic management. Directly communicate with the people in their community.

- Constantly monitor and manage rumors about disease, promptly prevent and handle false or inaccurate information on the disease causing confusion among the community.

* Upon declaring state of emergency:

Apart from deploying activities above, intensive publicizing must be adopted in case of emergency epidemic management.

- Upload declaration of state of emergency (if any) and publicize via mass media, especially in rush hours and programs viewed by the majority of people to ensure the highest accessibility for the people.

- Constantly provide information on the disease and compulsory requirements of Emergency Management Committee for central governments, specialized agencies and inhabitants of areas placed in state of emergency.

dd) Logistics

- Mobilize the entire political system, ministries, boards, Vietnamese Fatherland Front, War Veteran Association, Vietnam Women’s Association, etc. to cooperate with local governments of all levels to intensively participate in epidemic management. Ministries and People’s Committees of provinces and central-affiliated cities expeditiously utilize and mobilize all resources to prevent the disease, ensure satisfactory to demands for medicines, chemicals, equipment, devices, etc. to limit the spread of the disease and number of deceased or infected persons.

- Provide reserves of the nation if necessary and if the disease reaches the next level of severity, promptly provide supply of medicine, chemicals, specialized materials and protective equipment meeting the demands of the areas.

- Enable treatment units to implement personnel and resource (equipment, medicine, materials, etc.) mobilization measures, organize field hospitals and mobilize reserves for epidemic management. Mobilize vehicles to transport and provide emergency treatment for infected persons for hospitalization, isolation and treatment.

- Direct the use of currently available medicine, equipment and resources at provinces/cities to handle hotspots and treatment patients following 4 on-site method: on-site direction, on-site personnel, on-site medicine and on-site vehicles. Provide assistance in terms of medicine, equipment and resources from central levels to local levels, prioritizing areas where situations are turning complicated or observing high infection and fatality rate.

- Direct manufacturers and providers of medicine, materials, protective suits, masks, etc. to manufacture and import to satisfy epidemic management requirements.

- Examine and identify in details list and amount of necessary medicine, biologicals, chemicals and medical devices to maintain essential medical services at all levels.

- Consolidate demands for expenditure, materials, chemicals and vehicles from entities affiliated to Ministry of Health of provinces and cities and request Prime Minister for additional provision.

- Allocate expenditure in a timely fashion for epidemic management units at all levels, continue to allocate budget to satisfy prevention of emergency disease and potentially prolonging disease.

- Receive assistance of international organizations on antiviral drugs, protective equipment and other medicines, chemicals serving epidemic management.

- Enhance cooperation with international organizations to receive technical and resource assistance to enable epidemic management.

- Continue to adopt policies on cost exemption in cases of compulsory treatment and isolation upon disease outbreak.

* Upon declaring state of emergency:

Apart from deploying activities above, logistics must be guaranteed in case of emergency epidemic management.

- Request competent authorities to provide supply of food, water and other necessities for areas placed under state of emergency requiring absolute isolation.

- Request competent authorities to ensure security and safety for units participating in epidemic management and inhabitants of areas placed under state of emergency.

- Following measures can be adopted to channel prevention and treatment drugs, disease disposal chemicals, foods, supplies and necessary commodities to infected areas:

+ Extract from reserves of the nation or mobilize from other sources namely medicine and commodities for treatment assistance for inhabitants of infected areas.

+ Mobilize all necessary vehicles and prioritize transportation of medicine and commodities to infected areas.

+ Increase transportation via airway, road and waterway to deliver medicine and commodities to infected areas,

+ Adopt traffic priorities, exempt traffic fees with respect to vehicles transporting medicine and commodities to infected areas.

- Ensure proper materials and equipment to bury the deceased due to disease according to regulations and law on hygiene in burial and cremation.

V. IMPLEMENTATION

1. Central levels

1.1. Request Steering Committee

- Direct and coordinate cooperation between ministries, ministerial agencies, governmental agencies and related agencies in preventing and fighting nCoV pneumonia

- Organize cooperation between ministries, ministerial agencies, governmental agencies and agencies of the Communist Party and the Vietnamese Fatherland Front, and people unions in mobilizing resources and assisting implementation of emergency plans to prevent and fight nCoV pneumonia.

- Organize implementation and expedite examination of implementation of plans to prevent and fight nCoV pneumonia of ministries and local governments.

- Assess severity and request competent authorities to declare state of emergency (pursuant to Ordinance on state of emergency dated March 23, 2000 of National Assembly of Socialist Republic of Vietnam).

1.2. The Ministry of Health

a) General Department of Preventive Medicine

- Act as consultant for heads of Ministry of Health in directing nationwide medical entities to implement epidemic management according to each level of disease.

- Regularly update and consolidate domestic and international news on disease, and regularly report to heads of Ministry of Health to report to Steering Committee, Government, Prime Minister and relevant entities.

- Maintain regular operation of Vietnam Public Health Emergency Operations Centre at Ministry of Health.

- Continue to direct and instruct local governments and entities to stringently supervise and detect cases of infection beforehand, thoroughly isolate and monitor cases of contact with persons suspected with infection, direct provinces containing border checkpoints, road, waterways and international airports to stringently supervise inbound passengers in cases of coming from infected areas, manage cases of infection and supervise in public areas and medical facilities.

- Develop, update instruction on disease supervision and prevention and request for approval of heads of the Ministry.

- Act as consultant for heads of Ministry of Health to direct medical declaration as per the law.

- Directly command, expedite and examine implementation of epidemic management measures of local governments and entities affiliated to preventive medicine ministry.

- Direct Epidemiology Institutes and Pasteur Institutes to equip equipment and diagnostic reagents; to implement national flu hotspot supervision, viral severe acute respiratory syndrome supervision and supervision based on events; technical support for the areas.

- Cooperate with relevant entities affiliated to ministries to implement epidemic management.

- Take lead to implement International Health Regulations and share information with other international organizations and nations.

- Take lead to request establishment of missions to directly command and supervise epidemic management in local scale.

b) Vietnam Administration of Medical Services

- Act as consultant for heads of Ministry of Health in directing and coordinating emergency response, hospitalization and treatment of patients; directly command and expedite all medical examination and treatment facilities of all levels in classifying hospitalization, isolation, emergency response and treatment.

- Stringently direct and examine classification of patients, implement control of bacterial contamination, prevent cross-contamination at hospitals and prevent disease on a regular basis.

- Update, revise instructions on diagnosis and treatment of nCoV pneumonia and request for approval of heads of Ministry.

- Develop a network of medical facilities to hospitalize and treatment patients of nCoV pneumonia according to each disease level and avoid overcrowding; restrict patient transportation.

- Direct to provide training for personnel working in treatment section, examine disease treatment in a nationwide scale. Consolidate and examine cases of deceased.

- Direct institutes and hospitals affiliated to the Ministry, hospitals of provinces and cities to adequately prepare medicine and equipment for intensive care and other necessary means to accept, provide emergency care and treat patients.

c) Department of Communication and Emulation, Commendation

- Direct implementation of education in preventing and fighting diseases before, during and after the disease is acknowledged and happening in Vietnam.

- Provide notice on disease situations and development on a daily basis of countries where the disease is present, disease situations in Vietnam and measures to prevent disease on mass media of all levels, electronic newspaper and social network.

- Cooperate with press agencies in implementing communication regarding epidemic management, including: provide information for the press on a regular or irregular basis regarding disease situations and preventive and counter measures, transmit messages to the people and community, organize seminars, online discussions, develop interviews, news and invite the press to participate in epidemic management.

- Direct construction of messages aiming at potentially infected persons, persons coming from infected areas and persons coming to infected areas depending on disease situation.

- Direct Central Health Communication and Education Center, disease control centers of provinces and cities, health communication and education centers of provinces and cities to publicize on risks, stringently cooperate with local governments in implementing communicated contents according to epidemic management.

- Supervise communication and epidemic management in local areas.

- Take lead and cooperate with relevant agencies in managing rumors related to disease situations to promptly and accurate handle and orient public opinion on disease situations and epidemic management measures.

d) The Department of Planning—Finance

- Consolidate expenditure on epidemic management of entities affiliated to Ministry of Health and relevant ministries and request for approval of competent agencies.

- Instruct entities and local governments to implement policies allowing officials to participate in epidemic management.

dd) Drug Administration of Vietnam

Regulate medicine reserves and develop plans to purchase additional medicine in case of large-scale and prolonged disease outbreak.

e) Department of Medical Equipment and Health Works

- Adopt procedures allowing import of in vitro diagnostic reagents, medical consumables serving diagnosis according to plans and other written recommendations of Epidemiology Institutes and Pasteur Institutes.

- Assist and adopt import procedures serving supervision operation with respect to unlicensed medical biologicals and consumables in Vietnam.

g) Health Environment Management Agency

Encourage environmental sanitizing, sterilizing, ensuring personal and environmental hygiene to assist epidemic management.

h) Department of International Cooperation

- Act as contact point to contact and mobilize assistance of international organizations serving epidemic management (finance, technical, biologicals, medicine, chemicals and equipment).

- Cooperate with competent agencies affiliated to Ministry of Foreign Affairs in collecting information on disease situations and preventive measures of other countries via diplomatic missions of Vietnam in foreign countries.

i) department of Health Insurance

Cooperate with Vietnam Administration of Medical Services and Vietnam Social Security in implementing health insurance policies with respect to infected patients.

k) Epidemiology Institutes and Pasteur Institutes

- Maintain regular operation of regional offices for emergency response of public medical event.

- Actively prepare equipment and biologicals to ensure testing and diagnosis determining nCoV pneumonia; enhance collection and testing of specimen to detect pathogens.

- Cooperate and assist Military Institute of Preventive Medicine and Southern Military Center of Preventive Medicine in conducting nCoV diagnosis.

- Direct and assist disease control and prevention centers within assigned provinces in implementing epidemic management activities.

- Establish missions to directly assist and monitor areas with high probability of infiltration, cases of infection or decease due to nCoV pneumonia.

- Organize training regarding supervision techniques and epidemic management for assigned provinces.

- Store disinfectants, specialized equipment and materials, implement epidemic management activities and assist in case of disease outbreak.

- Conduct scientific research regarding epidemiology, pathogen and immunology.

l) Central hospitals

- Enhance supervision, isolation, treatment and collection of specimen in cases of pneumonia due to related pathogenic factors.

- Enhance event-based supervision and supervision of severe nCoV pneumonia (SVP).

- Stringently comply with control bacterial contamination, prevent cross-contamination in hospitals, instruct patients and caretakers thereof to adopt personal protective measures, restrict moving around to reduce probability of cross-contamination in hospitals.

- Actively establish satellite hospitals to prevent hospital overcrowding in case of high number of infection rate.

- Organize training for officials in treatment section regarding accepting, isolating and treating patients as assigned by Vietnam Administration of Medical Services.

- Assist general hospitals and specialized hospitals of provinces and districts in adequately preparing medicine and equipment for intensive care and other necessary means to accept, provide emergency care and treat patients.

- Actively prepare patient beds and develop plans to maintain regular operation of the hospital in case of major outbreak.

- Enhance pathogen testing and diagnosis capacity.

- Actively cooperate with preventive medical units in informing and reporting cases of infection in a adequate, accurate and timely fashion as per the law.

- Examine medicine, machines, equipment and materials serving emergency medical care and treatment of patients, actively supply and replace to avoid shortage during outbreak.

m) Central Health Communication and Education Center

- Implement direction of Ministry of Health and Department of Communication and Emulation, Commendation to instruct disease control centers of provinces and cities, provincial health communication and education centers of provinces and cities to publicize disease risks and prevention.

- Develop messages and documents and send to ministries and local governments.

- Organize training to improve communication capacity and heath education for communication officials of all levels.

2. Request ministries to

2.1. Ministry of Culture, Sports and Tourism;

- Stringently monitor nCoV situations, direct tourism agencies to cancel tours and travel package, not to organize tours to provinces and cities that are infected or containing infected persons and not to pick tourists from infected areas to Vietnam.

- Direct tourism, hotel and accommodations companies to manage and get to know health conditions on a daily basis and schedules of tourists and promptly inform medical facilities or authorities if detect tourists suspected to be infected. Direct affiliated entities to cooperate with local medical facilities in isolating and managing tourists upon detecting cases of suspected with infection or infected.

- Recommend restricting transporting tourist coming from infected areas and currently staying in Vietnam.

2.2. Ministry of Information and Communications:

- Cooperate with Ministry of Health and People’s Committees of provinces or central-affiliated cities in publicizing and raising awareness of epidemic management,

- Direct communication agencies to accurately and promptly upload broadcasts on disease situations and measures to enable the people to prevent and fight disease, avoid confusion, anxiety and effectively cooperate with health authorities in preventing and fighting disease.

2.3. Ministry of Transport:

- Consider ceasing to license flights from Vietnam to infected areas of China and cease all flights from infected areas to Vietnam.

- Implement epidemic management recommendations for passengers aboard transportation; consider implement epidemic management of flights and passenger transportation. Recommend restricting flights to and from infected areas in China.

2.4. Ministry of Public Security:

- Cooperate with health sector in stringently supervising and controlling disease at border checkpoints. Ensure security for compulsory medical isolation with respect to cases of infection or suspicion of infection; share information on inbound passengers with health sector.

- Verify and stringently deal with cases of dispersing false information on disease situations, causing confusion among the community and affecting people’s lives.

2.5. Ministry of National Defense:

- Cooperate with health sector in stringently supervising and controlling disease at border checkpoints, sharing information on inbound passengers with health sector.

- Direct to prohibit travel on trails and paths that lead to China and stringently control people crossing other border checkpoints. Ready to deploy field hospitals for infectious diseases in case of outbreak. Direct to implement epidemic management activities in military units.

2.6. Ministry of Foreign Affairs:

- Cooperate with Ministry of Labor - War Invalids and Social Affairs in determining number of Vietnamese located in infected areas to protect Vietnamese citizens if necessary.

- Inform diplomatic missions of other countries in case of implementation of compulsory medical isolation for foreign citizens who are infected or suspected with infection in Vietnam.

2.7. Ministry of Labor - War Invalids and Social Affairs:

Direct relevant entities to stringently monitor health of workers who start or return from infected areas in China. Do not bring Vietnamese workers to infected areas.

2.8. Ministry of Education and Training:

- Inform students currently studying abroad to actively avoid infected areas in China and adopt epidemic management measures.

- Provide information on disease situations and epidemic management for nationwide students; be responsible for participating in epidemic management upon request of health sector.

2.9. Ministry of Finance:

Ensure sufficient expenditure serving epidemic management. Adopt specific  allowance policies with respect to officials, employees and workers in public medical facilities and allowance for prevention of nCoV pneumonia (class A infectious disease).

2.10. Central Mass Mobilization Department, Committee of Vietnamese Fatherland Front shall direct affiliated organizations to actively cooperate with health sector and authorities of all levels in publicizing and raising awareness of the people to simultaneously adopt measures to manage epidemic caused by nCoV, encourage the people to actively protect and improve their health and the community’s health.

3. People’s Committees of provinces and central-affiliated cities

- Implementation of measures to manage nCoV shall be the primary and urgent task that requires joint leadership and direction of all levels, ministries, Vietnamese Fatherland Front and people to immediately and thoroughly adopt measures proposed by Government and ministries, mobilize the entire political systems, armed forces and people to adopt epidemic management measures.

- Direct ministries and local governments to be ready to respond to epidemic management scenarios, limit human casualties; ensure adequate vehicles, materials, medicine, equipment and expenditure for epidemic management activities.

- Direct ministries to develop plans; prepare adequate facilities for prevention, isolation and treatment; adequately prepare equipment, medicine and protective equipment for people; ensure adequate expenditure and personnel for epidemic management following on-site methods: On-site prevention, isolation and treatment; on-site facilities, equipment, medicine and protective equipment by demand; on-site expenditure; on-site personnel.

4. Local medical units

4.1. Departments of Health of provinces and cities

- Act as consultant for People’s Committees of provinces and cities to increase nCoV pneumonia management activities in local levels; increase operation of Steering Committee, agree on a single epidemic management according to direction of the Steering Committee for management of dangerous and newly emerged diseases of Ministry of Health.

- Fully adopt policies for officials participating in epidemic management (epidemic prevention allowance, epidemic watch allowance, etc.).

- Prepare plans to manage nCoV pneumonia in provinces and cities. Acts as contact point to consolidate requests of medical entities for additional funding and propose People’s Committees of provinces and cities.

- With respect to provinces where international border checkpoints are situated, direct to stringently quarantine passengers coming from infected areas and prevent infiltration of the disease.

- Stringently cooperate with relevant agencies and entities in monitoring cases of infection in public.

- Publicize and instruct people on how to adopt epidemic management measures.

- Examine and assess effectiveness of epidemic management of entities in provinces and cities.

4.2. General hospitals of provinces and cities, and hospitals of provinces and cities

- Enhance supervision, isolation, treatment and collection of specimen in cases of pneumonia due to related pathogenic factors.

- Enhance event-based supervision and supervision of severe nCoV pneumonia (SVP). Maintain primary supervision of influenza-like illness at areas under primary national supervision.

- Stringently isolate, control bacterial contamination, prevent cross-contamination and adopt protective measures for health officials.

- Cooperate with tertiary hospitals to establish satellite hospitals when necessary; stringently provide separate rooms to examine and treat patients.

- Develop plans to organize hospitalization, emergency procedures and treatment of diseases, maintain regular operation of hospitals in time of disease.

- Direct medical centers of districts and hospitals of districts to adequately prepare medicine and equipment for intensive care and other necessary means to accept, provide emergency care and treat patients.

- Provide training in emergency procedure and treatment regimens for treatment facilities.

- Direct all levels and assist lower secondary and tertiary medical establishments in specialty, personnel and materials if necessary, examine and supervise epidemic management of medical examination and treatment establishments under management.

- Actively inform preventive medical units about notice and reports of cases of infectious diseases in a adequate, accurate and timely fashion as per the law.

4.3. Disease control centers of provinces and cities

- Act as consultant to develop and update plans to manage nCoV pneumonia in provinces and cities.

- Stringently monitor disease situations in wards, hamlets and households.  Promptly report disease situation as per the law.

- Enhance event-based supervision and supervision of severe nCoV pneumonia (SVP). Maintain primary supervision of influenza-like illness at areas under primary national supervision.

- Reinforce mobile anti-disease squads and assist areas in need

- Implement thorough investigation and disposal of hotspots as specified by Ministry of Health.

- Publicize and instruct people on how to adopt epidemic management measures.

- Cooperate with provinces in communicating with areas and subjects susceptible to disease.

- Develop and publicize messages and documents satisfactory to provinces.

- Provide training in improvement of communication capacity and heath education for communication officials.

4.4. Medical quarantine centers of provinces and cities

- Stringently supervise persons entering Vietnam. Upon detecting cases of suspecting to be contracting infectious diseases, isolation and examination must be implemented and promptly adopt measures to prevent spread of the disease.

- Increase supervision, examination and disposal with respect to transports and commodities entering or imported into Vietnam.

- Stringently cooperate with competent authorities in border checkpoints in examining and supervising persons, transports and commodities entering or imported via border checkpoints.

4.5. Medical centers of districts

- Act as consultant for the Steering Committee of districts to intensify local epidemic management activities.

- Stringently supervise to predict cases of infection in wards, hamlets and households to localize and dispose promptly. Promptly report disease situation as per the law.

- Implement thorough disposal of hotspots as instructed by Ministry of Health.

- Publicize and instruct people on how to adopt epidemic management measures.

4.6. General hospitals of districts

- Stringently isolate, control bacterial contamination, prevent cross-contamination and adopt protective measures for health officials.

- Develop plans to organize hospitalization and treatment of diseases, maintain regular operation of hospitals in time of disease.

- Adequately prepare medicine and equipment for intensive care and other necessary means to accept, provide emergency care and treat patients.

- Provide medical stations of wards and private clinics with instruction and training on regimens for diagnosis and treatment.

- Actively inform preventive medical units about notice and reports of cases of infectious diseases in a adequate, accurate and timely fashion as per the law.

4.7. Medical stations of wards, towns and townlets

- Organize investigation, supervision and detection to promptly isolate and dispose to prevent disease prevent.

- Provide first aid and treat patients when infected. Monitor and supervise cases of treatment at home.

- Establish anti-disease squads including medical officials, youth associations, women’s associations and other organizations and unions to implement epidemic management on a household scale.

Plans specified hereof shall be updated and revised on a regular and timely basis satisfactory to progress of the disease as well as actual implementation of epidemic management.
