DECISION

ON PROMULGATION OF A SET OF CRITERIA FOR EVALUATION OF SAFETY AND PREVENTION AGAINST COVID-19 IN EARLY CHILDHOOD EDUCATION (ECE) INSTITUTIONS; COMPULSORY EDUCATION INSTITUTIONS; FOREIGN LANGUAGE AND INFORMATICS CENTERS; EDUCATION INSTITUTIONS, PROVIDERS OF LIFE SKILL COURSES AND OFFICIAL EXTRACURRICULAR ACTIVITIES IN HO CHI MINH CITY

CHIEF OF HO CHI MINH CITY STEERING COMMITTEE FOR COVID-19 CONTROL

Pursuant to the Law on Local Government Organization dated June 19, 2015; the Law on amendments to the Law on Government Organization and the Law on Local Government Organization dated November 22, 2019;

Pursuant to the Law on Prevention and Control of Infectious Diseases dated November 21, 2007;

Pursuant to Resolution No. 128/NQ-CP dated October 11, 2021 of the Government on promulgation of Interim regulations on “Safe and flexible adaption to and effective control of COVID-19”;

Pursuant to the Government's Decree No. 101/2010/ND-CP , which elaborates some Articles on quarantine, quarantine enforcement and epidemic control of the Law on Prevention and treatment of infectious diseases;

Pursuant to the Prime Minister’s Decision No. 447/QD-TTg dated April 01, 2020 on declaration of Covid-19 epidemic;

Pursuant to Decision No. 4800/QD-BYT dated October 12, 2021 of the Ministry of Health on health sector in implementation of the Resolution No. 128/NQ-CP dated October 11, 2021 on promulgation of Interim regulations on “Safe and flexible adaption to and effective control of COVID-19”;

Pursuant to Official Dispatch No. 6666/BYT-MT dated August 16, 2021 of the Ministry of Health providing guidelines for Covid-19 prevention and control at workplaces;

Pursuant to Decision No. 3201/QD-UBND dated September 1, 2021 of the President of People’s Committee of Ho Chi Minh City to strengthen the Steering Board for Covid-19 Control of Ho Chi Minh City;

Directive No. 18/CT-UBND dated September 30, 2021 on continuation of Covid-19 control, revisions to anti-Covid measures and step-by-step economic recovery and development in Ho Chi Minh City;

At the request of the Director of Department of Education and Training in Report No. 2699/TTr-GDDT dated October 9, 2021 and opinions of the Department of Health in Official Dispatch No. 7403/SYT-NVY dated October 9, 2021.

HEREBY DECIDES:

Article 1. Promulgation of a set of criteria for evaluation of safety and prevention against COVID-19 at early childhood education (ECE) institutions; compulsory education institutions; foreign language and informatics centers; education institutions, providers of life skill courses and official extracurricular activities in Ho Chi Minh City.

Article 2. This Decision comes into force as of the date of signing and supersedes Decision No. 1371/QD-BCD dated April 23, 2020 of the Steering Board for Covid-19 Control of Ho Chi Minh City.

Article 3. Chief of Office of the People’s Committee of Ho Chi Minh City, Director of Department of Health, Director of Department of Education and Training, heads of other departments and authorities of the City, Presidents of the People’s Committees of districts and Thu Duc City, Presidents of the People’s Committees of wards, communes and commune-level towns, relevant organizations and individuals shall implement this Decision./.

SET OF CRITERIA

FOR EVALUATION OF SAFETY AND PREVENTION AGAINST COVID-19 AT EARLY CHILDHOOD EDUCATION (ECE) INSITUTIONS IN HO CHI MINH CITY.
(Promulgated together with Decision No. 3588/QD-BCD dated October 15, 2021 of Chief Steering Committee for Covid-19 Control of HCMC)

I. SET OF CRITERIA:

1. Criterion 1: Teachers, staff working at education institutions have to obtain Green QR codes, which show their vaccination history, on “Y te HCM” (HCM health application) or “So suc khoe dien tu” (Electronic health book) or PC-COVID; in the absence of such a Green QR code, he/she must present documents to prove that: (1) He/she has recovered from COVID-19 for the last 6 months; (2) he/she has been fully vaccinated against COVID-19, or (3) has been received at least 1 dose for vaccines that require 2 doses and at least 14 days after vaccination date.

- 100%: Passed.

- Less than 100%: Failed.

2. Criterion 2: The maximum number of kids, teachers, staff at a time at an ECE institution

2.1. Kindergartens

Number of groups, classes and kids in each group, class regulated by the health sector and the Department of Education and Training.

- Up to the statutory number: Passed.

- Exceeding the statutory number: Failed.

2.2. Preschool playgroups, private day-care centers

- Less than 15 people: Passed.

- 15 people or more: Failed.

3. Criterion 3: Maintain the physical distance between kids, teachers, staff in rooms intended for education and care of kids (hereinafter referred to as classrooms) and working rooms at least 1m and the physical distance between kids, teachers, staff outside the classrooms and working rooms at least 2m

- Properly maintained all the time: Passed.

- Improperly maintained sometimes: Failed.

4. Criterion 4: Kids, teachers, staff often wash hands with soap or hand sanitizer before entering classrooms; clean eating utensils are in place for each individual; disinfect toys, chairs and desks, floors, restrooms, outdoor playgrounds as prescribed.

- 1 hand washing faucet with soap per 10 people and adequate hand sanitizer is in place in each classroom and working room and clean eating utensils are in place for each individual; disinfect toys, chairs and desks, floors, restrooms, outdoor playgrounds as prescribed: Passed.

- The ratio of hand washing faucet with soap to people is under 1:10, there are not adequate hand sanitizer for all classrooms and working rooms and adequate clean eating utensils for every individual; toys, chairs and desks, floors, restrooms, outdoor playgrounds are not properly disinfected as prescribed: Failed.

5. Criterion 5: Teachers, staff have to wear masks while working at education institutions (except when eating and drinking)

- Performed properly by all teachers and staff: Passed.

- Not performed properly by all teachers and staff: Failed.

6. Criterion 6: Kids, teachers, staff have their temperature checked and their health declared before entering schools/classrooms and move in pre-determined flows in single direction movements when entering the school/classrooms and when returning home

- All kids, teachers, staff shall have their temperature checked and their health declared before entering schools/classrooms and move in pre-determined flows in single direction when entering/leaving the school/classrooms: Passed.

- Any kid, teacher, or staff has not had their temperature checked and their health declared before entering schools/classrooms and has not moved in pre-determined flows in single direction when entering/leaving the school/classrooms: Failed.

7. Criterion 7: Classrooms, isolation rooms and COVID-19 control plan

- Classrooms are well ventilated and isolation rooms are in place as required, COVID-19 control drills have been practiced to deal with any COVID-19 case: Passed.

- Classrooms are not well ventilated and isolation rooms are not in place as required, COVID-19 control drills have not been practiced to deal with any COVID-19 case: Failed.

8. Criterion 8: COVID-19 safety team

- Set up COVID-19 safety teams who have worked daily on the premises: Passed.

- COVID-19 safety teams have not been set up or COVID-19 safety teams have not worked daily on the premises: Failed.

9. Criterion 9: Operation of day school, canteens, shuttle buses

- Do not operate day school, canteens, shuttle buses, or operate day school, canteens, shuttle buses while meeting Covid-19 conditions: Passed.

- Fail to meet Covid-19 control conditions all the time while operating day school, canteens, shuttle buses: Failed.

10. Criterion 10: ECE institutions operate after 16:30

- Do not operate after 16:30 or operate after 16:30 while meeting Covid-19 control conditions: Passed.

- Fail to meet Covid-19 control conditions all the time while operating after 16:30: Failed.

II. EVALUATION

- Meeting 8-10 criteria: High level of safety (the ECE institution may provide child care and education);

- Meeting 6-7 criteria: Medium level of safety (the ECE institution may provide child care and education but it must remedy the failed criteria within 48 hours so as to meet at least 8 criteria);

- Meeting less than 6 criteria: Low level of safety (the ECE institution may not provide child care and education; and it must remedy the failed criteria so as to meet at least 6 criteria before providing child care and education)./.

FOR EVALUATION OF SAFETY AND PREVENTION AGAINST COVID-19 AT COMPULSORY EDUCATION INSITUTIONS IN HO CHI MINH CITY.
(Promulgated together with Decision No. 3588/QD-BCD dated October 15, 2021 of Chief Steering Committee for Covid-19 Control of HCMC)

I. SET OF CRITERIA:

1. II. EVALUATION

- Meeting 8-10 criteria: High level of safety (the compulsory education institution may provide teaching activities);

- Meeting 6-7 criteria: Medium level of safety (the compulsory education institution may provide teaching activities but it must remedy the failed criteria within 48 hours so as to meet at least 8 criteria);

- Meeting less than 6 criteria: Low level of safety (the compulsory education institution may not provide teaching activities; and it must remedy the failed criteria so as to meet at least 6 criteria before providing child care and education)./.

FOR EVALUATION OF SAFETY AND PREVENTION AGAINST COVID-19 AT FOREIGN LANGUAGE AND INFORMATICS CENTERS; EDUCATION INSTITUTIONS, PROVIDERS OF LIFE SKILL COURSES AND OFFICIAL EXTRACURRICULAR ACTIVITIES IN HO CHI MINH CITY.
(Promulgated together with Decision No. 3588/QD-BCD dated October 15, 2021 of Chief Steering Committee for Covid-19 Control of HCMC)

I. SET OF CRITERIA FOR EVALUATION (Passed - Failed)

1. Criterion 1: Teachers, staff working at centers/institutions have to obtain Green QR codes, which show their vaccination history, on “Y te HCM” (HCM health application) or “So suc khoe dien tu” (Electronic health book) or PC-COVID; in the absence of such a Green QR code, he/she must present documents to prove that: (1) He/she has recovered from COVID-19 for the last 6 months; (2) he/she has been fully vaccinated against COVID-19, or (3) has been received at least 1 dose for vaccines that require 2 doses and at least 14 days after vaccination date.

- 100%: Passed.

3. Criterion 3: Maintain the physical distance between students, teachers, staff in classrooms, testing rooms, and working rooms at least 1m and the physical distance between kids, teachers, staff outside the classrooms, testing rooms, and working rooms at least 2m

- Properly maintained all the time: Passed.

- Improperly maintained sometimes: Failed.
